ODIHR Director Link and IHRA Chair Constantinescu, on day to commemorate genocide against Roma and Sinti, say greater efforts needed to protect endangered memorial sites and ensure dignity of victims

WARSAW / BUCHAREST, 2 August 2016 – Michael Georg Link, Director of the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and Ambassador Mihnea Constantinescu, Chair of the International Holocaust Remembrance Alliance (IHRA), called today for greater efforts to protect endangered memorial sites related to the Roma and Sinti genocide during World War II.

Speaking on the occasion of the commemoration of the liquidation of the “Gypsy family camp” at Auschwitz-Birkenau in 1944, when the close to 3,000 remaining Roma and Sinti in the camp were murdered, they stressed that states have to do more to demonstrate their sincere and strong commitment to education about and remembrance of the genocide.

“Positively, we have seen increasing attention in recent years on the part of OSCE participating States to commemorate the Roma and Sinti genocide, and to educate people about this horrible event. This practice and these experiences should be widely shared and replicated,” Director Link said. “Promoting understanding of the Holocaust and its effect on different communities can help to create empathy and promote equality and non-discrimination for all.”

“Accurate and ethical education about the Holocaust includes the respectful and dignified preservation of memorial sites,” said Ambassador Constantinescu. “States have to take resolute action to protect endangered memorial sites and continue to do more to commemorate the Roma and Sinti victims. The history of these endangered sites should be included as part of broader efforts to educate about the consequences of indifference to racism.”

They called on governments to ensure that endangered memorial sites for Roma and Sinti victims are preserved and protected, to include this history as an integral part of civic and human rights education in their countries. They stressed that current developments, including a disturbing rise in xenophobic public rhetoric and racism, mean it is even more essential to build strong alliances among different communities.

In 2003, with the Action Plan on Improving the Situation of Roma and Sinti within the OSCE Area, the OSCE participating States committed themselves to strengthen education about the Roma and Sinti genocide. Through its Contact Point for Roma and Sinti Issues, ODIHR promotes knowledge about and recognition of the plight of Roma and Sinti during the Holocaust to counter present-day discrimination and racism, and to promote tolerance. According to ODIHR’s recent publication Teaching about and Commemorating the Roma and Sinti Genocide: Practices within the OSCE Area, seven OSCE participating States officially commemorate the Roma and Sinti genocide on 2 August, while a larger number of states commemorate the Roma and Sinti victims on the International Holocaust Memorial Day, 27 January.

The International Holocaust Remembrance Alliance is an inter-governmental organization and the foremost international network of political leaders and professionals advancing and shaping Holocaust education, remembrance and research. Its 31 member countries are committed to the tenets of the Stockholm Declaration. The IHRA Committee on the Genocide of the Roma aims to increase the commitment of IHRA Member Countries to educate, research and commemorate the genocide of the Roma.

JUI-F plans protests against Gaza genocide

MANSEHRA: Jamiat Ulema-i-Islam-Fazl provincial emir Maulana Attaur Rehman on Wednesday said that his party was going to launch a protest movement against Israel’s genocide in Gaza.

“I am here to invite you to our Dec 8 conference in Peshawar to demand an end to the killing of Palestinian men, women, and children by Israeli forces in Gaza,” Mr Rehman told a gathering here.

JUI-F district emir and former senator Hidayatullah Shah and provincial acting general secretary Maulana Nasir Mehmood also addressed the gathering.

Mr Rehman said JUI-F central emir Maulana Fazlur Rehman would address the Peshawar conference.

“We expect over one million people will attend the moot from across the country, especially Khyber Pakhtunkhwa, to show solidarity with Palestinians against Israeli brutalities,” he said.

The JUI leader said his party was striving for the enforcement of Shariah in the country through peaceful and political means, hoping that the struggle would eventually succeed.

He said the party chief, Maulana Fazlur Rehman, helped steer the country out of constitutional and political crises and played a pivotal role in the enactment of 26th Constitutional Amendment, which carried a clause for the elimination of usury from the country.

Mr Rehman acknowledged rifts in the party’s Mansehra chapter and promised corrective measures.

DRIVE AGAINST ENCROACHMENT: The tehsil municipal administration on Wednesday launched a campaign against encroachments in Mansehra city and its suburbs.

“We have removed temporary and permanent illegal structures to ensure the smooth flow of traffic,” tehsil municipal officer Mazhar Muzzaffar Awan told reporters.

A joint team from the police and TMA cleared encroachments from along Abbottabad Road, Kashmir Road, and Shinkiari Road.

It also took away handcarts and goods placed outside shops and markets, and warned traders of strict legal action in case of road and pavement encroachments in the future.

“This anti-encroachment drive will be extended to the areas where traders have already been given notices to voluntarily remove structures obstructing traffic,” he said.

Mr Awan said handcarts and fruit and vegetable stalls outside the King Abdullah Teaching Hospital were also removed.

“We are also taking strict action against TMA’s officials who either remained absent or failed to attend to their duties regularly and a biometric system has been installed that verifies staff attendance using facial recognition,” he said.

The TMO said that officials still absent from duty were served with show-cause notices.

“We will terminate employees who remain absent and fail to respond to the notices,” he said.

The official said dumping sites were being relocated to protect people’s health and life.

“With the rainy season underway in the district, we have cleared all choked drains and sewage lines along the Karakoram Highway,” he said.

Monocyte Invasion into the Retina Restricts the Regeneration of Neurons from Müller Glia

Endogenous reprogramming of glia into neurogenic progenitors holds great promise for neuron restoration therapies. Using lessons from regenerative species, we have developed strategies to stimulate mammalian Müller glia to regenerate neurons in vivo in the adult retina. We have demonstrated that the transcription factor Ascl1 can stimulate Müller glia neurogenesis. However, Ascl1 is only able to reprogram a subset of Müller glia into neurons. We have reported that neuroinflammation from microglia inhibits neurogenesis from Müller glia. Here we found that the peripheral immune response is a barrier to CNS regeneration. We show that monocytes from the peripheral immune system infiltrate the injured retina and negatively influence neurogenesis from Müller glia. Using CCR2 knock-out mice of both sexes, we found that preventing monocyte infiltration improves the neurogenic and proliferative capacity of Müller glia stimulated by Ascl1. Using scRNA-seq analysis, we identified a signaling axis wherein Osteopontin, a cytokine highly expressed by infiltrating immune cells is sufficient to suppress mammalian neurogenesis. This work implicates the response of the peripheral immune system as a barrier to regenerative strategies of the retina.
