A study of internet public opinion leaders with COVID-19 pandemic in Taiwan as a case

The novel coronavirus pandemic ravaged the world in 2020, making the world fall into an unprecedented period of stagnation. This research used the Sol-Idea internet public opinion analysis platform to collect, and analyses online public opinion data associated with novel coronavirus. This research finds the following situations: 1) COVID-19 online opinion leaders are more likely to post in major discussion boards. However, opinion leaders of replies but use PTT forum as the main discussion channel; 2) According to the analysis of the content and behaviour of the account 'ebola01', it is found that the content of the posts are mostly news praising the ruling party government or mocking the opposing parties, with the sources mostly coming from media considered to be more pro-ruling party. Therefore, it can be inferred that 'ebola01' may be part of cyber army with a particular political spectrum.

Taiwan video taken down after reporter calls Trump ‘convicted felon’

TAIPEI: A state-funded English-language broadcaster in Taiwan removed a video of one of its journalists calling US President-elect Donald Trump a “convicted felon”, after the Taipei government said the incident was “very serious”.

Taiwan has publicly congratulated Trump on his victory, joining other governments around the world in trying to get onside with the next US administration.

Washington has long been Taipei’s most important supporter, but Trump raised concerns on the campaign trail by suggesting Taiwan should pay the United States for its defence and accusing it of stealing the US semiconductor industry.

TaiwanPlus correspondent Louise Watt was speaking on camera in the United States last week when she said “the US is either going to vote in its first female president or its first convicted felon”.

“Well America looks like it’s chosen the felon,“ Watt said, in a clip shared by Taiwanese broadcaster TVBS and seen by AFP.

Taiwan Culture Minister Li Yuan told local media on Saturday that TaiwanPlus took down the video after he told the broadcaster “that this issue is very serious”.

Public Television Service Foundation, which manages TaiwanPlus, said Monday the broadcaster had “humbly reviewed its operational procedures” following the report.

The foundation said it will convene a “self-discipline” committee this week to “discuss the matter”.

TaiwanPlus broadcasts videos on its website, YouTube and cable television.

More than 90 percent of its viewers are overseas, the foundation said.

In 2023, TaiwanPlus began showing in US hotels in “key cities frequented by political and economic elites, such as Washington, D.C., New York, Los Angeles, and Seattle”, the foundation said.

EU BON at the 2013 International Conference on Open Data in Biodiversity and Ecological Research, Taiwan

The 2013 International Conference on Open Data in Biodiversity and Ecological Research took place between 20 - 22 Nov 2013, hosted by Academia Sinica in Taipei, Taiwan. With the aim to promote open data in science twelve foreign speakers introduced relevant projects and initiatives in the sphere of biodiversity informatics: AP-BON, DataONE, Ecological Research, EU-BON, Global Biodiversity Information Facility (GBIF), Japan Biodiversity Information Facility (JBIF), linked open data, National Ecological Observatory Network (NEON), Pensoft, and Thomson Reuters.

Dirk Schmeller (UFZ) and Lyubomir Penev (Pensoft), who presented EU BON at the conference, share their experience in a recent interview:

What are the aims and main outcomes from this meeting?

LP: Taiwan has an impressive national policy with regard to data management in biodiversity sciences. The meeting summarised years of effort of Taiwanese scientists and especially of Academia Sinica to integrate data and make them publicly available. It is sufficient to mention that Taiwan has established four national nodes of the largest international biodiversity platforms, that is TaiBIF (of GBIF), TaiCOL (of Catalogue of Lige), TaiEOL (of EOL) and TaiBOL (of Barcode of Life).

Were there any biodiversity data integration models presented at the meeting that can be adopted and implemented in EUBON?

LP: Perhaps not directly, however the impressive amount and quality of work and the accumulated experience of the Taiwanese and Japanese colleagues would certainly be of value for EU BON. In addition, there are well established contacts already between the FP7 project SCALES and the National University of Taiwan which could serve as a stepping stone as well, because two of the SCALES partners participate in EU BON and at the meeting (UFZ and Pensoft).

The interest to the EU BON presentation by Dirk was great. An indicator for that was that more  than 120  EU BON leaflets have been picked up by the participants from the information desk.

Did you discuss any opportunities for partnership with organizations and initiatives from Asia and America, which deal with biodiversity data integration and accessibility?

LP: Yes, there were a lot of discussions how to mobilize and publish biodiversity data and most probably several data publishing projects will appear as a result of the discussions. These pilots could be used for the EU BON goals.

US National Ecological Observatory Network (NEON) has activities similar to those planned by WP4 Link environment to biodiversity: analyses of patterns, processes and trends. Is there something that EU BON can learn from the experience of its American colleagues?

DS: It is important to keep a close link with Brian Wee and NEON, as they have a head start in comparison to EU BON. I am sure that a collaboration would benefit EU BON to work efficiently.

What is your prognosis for the successful establishment of the data publishing model in scholarly literature, and more specifically in spheres such as Ecology, Genetics, Physiology and Paleontology?

DS: Most research is financed by taxpayer money and should become publicly available once the analyses a researchers has intended are completed. I see a huge potential to publish this data in scholarly literature. I, however, see also quite some difficulties to recombine relevant datasets across different sources for further going analyses. I also see difficulties in the willingness of researchers to share data, as in many cases they see these as their own.

Linked Open Data (LOD) is a new and prominent technology to publish and share data on the web. Could you please explain what exactly hides behind this concept, and how could EU BON benefit from it?

LP: The meeting in Taiwan was impressive also in the wide representation of the Resource Description Framework (RDF) technologies in integration of biodiversity data, especially from a group from the National Museum of Japan and the University of Tokyo. RDF and the OWL Web Ontology Language are definitely the way to go if we want to make diverse data sets interoperable; the implementation of RDF in a pilot phase would be of primary importance for the success of EU BON.

GIWAXS experimental methods at the NFPS-BL17B beamline at Shanghai Synchrotron Radiation Facility

The BL17B beamline at the Shanghai Synchrotron Radiation Facility was first designed as a versatile high-throughput protein crystallography beamline and one of five beamlines affiliated to the National Facility for Protein Science in Shanghai. It was officially opened to users in July 2015. As a bending magnet beamline, BL17B has the advantages of high photon flux, brightness, energy resolution and continuous adjustable energy between 5 and 23 keV. The experimental station excels in crystal screening and structure determination, providing cost-effective routine experimental services to numerous users. Given the interdisciplinary and green energy research demands, BL17B beamline has undergone optimization, expanded its range of experimental methods and enhanced sample environments for a more user-friendly testing mode. These methods include single-crystal X-ray diffraction, powder crystal X-ray diffraction, wide-angle X-ray scattering, grazing-incidence wide-angle X-ray scattering (GIWAXS), and fully scattered atom pair distribution function analysis, covering structure detection from crystalline to amorphous states. This paper primarily presents the performance of the BL17B beamline and the application of the GIWAXS methodology at the beamline in the field of perovskite materials.

In the middle of the twentieth century, China and its neighbors in East Asia were poor, mostly rural economies. China had been wrecked by a brutal civil war. Taiwan became the home of people fleeing from that conflict. Japan and Korea were rebuilding after their own wars. And then in the later half of the twentieth century, they started their comeback. The governments made some explicit choices that unleashed the power of individual incentives and free market forces and lifted millions of people out of poverty. We focus specifically on China and Taiwan during this time, when they showed a burst of economic progress rarely seen on this globe. Why then? Why there? Can other nations copy that? We'll try to find out.

The Biden administration has approved a new $500 million arms sale to Taiwan as it ramps up military assistance to the island despite fervent objections from China. The State Department said Wednesday it had signed off on the sale of infrared search tracking systems along with related equipment for advanced F-16 fighter jets. Although the deal is modest in comparison to previous weapons sales, the move is likely to draw fierce criticism from Beijing, which regards self-governing Taiwan as a renegade province and refuses to rule out the use of force to reunify it with the mainland.
