UN Special Rapporteur and OSCE Representative on Freedom of the Media deplore crackdown on journalists and media outlets in Turkey

GENEVA / VIENNA, 28 July 2016 – Two top holders of media freedom mandates of the United Nations and the Organization for Security and Cooperation in Europe (OSCE) today condemned the ongoing crackdown on journalists and the media launched by Turkish Government in the wake of the attempted coup.

The UN Special Rapporteur on the right to freedom of opinion and expression, David Kaye, and the OSCE Representative on Freedom of the Media, Dunja Mijatović, expressed alarm at recent measures adopted by the Turkish authorities. Dozens of journalists have been reportedly arrested and a large number of media outlets closed in the past twenty-four hours.

“The simultaneous arrests of independent journalists and shutdowns of print and broadcast media strike a major blow against public debate and government accountability,” the experts warned. “We strongly urge the Turkish authorities to reconsider these decisions and confirm their obligations to media freedom.”

Reports indicate that the Government ordered the closure of three news agencies, 16 TV channels, 23 radio channels, 45 papers and 15 magazines. Since the attempted coup, authorities have issued arrest warrants against 89 journalists and have already arrested several of them, blocked access to more than 20 news websites, revoked the licenses of 29 publishing houses, and cancelled a number of press accreditations.

Numerous academic institutions, schools, civil society organizations were also ordered to close down by decrees issued after the adoption of the “Statutory Decree Regarding Measures to be Taken Within Scope of State of Emergency and Regulation of Certain Institutes and Institutions” on 23 July.

“It is quite clear that this wave of restrictions against media groups does not meet the basic international standards concerning restrictive measures even in times of emergency,” Mijatović said. “The disregard for any assurance of due process is flagrant and only contributes to the extreme levels of insecurity affecting all those working to inform people of the ongoing crisis in the country.”

“The attempted coup cannot justify such a broad attack against almost all voices, not just critical ones but analytic and journalistic,” Kaye said. “The widespread and abrupt nature of the measures, lacking even the basic elements of due process, is shocking and unprecedented in recent times in Turkey.”

“The Government’s purging of personnel and institutions of what it perceives as being dissenting and critical voices, solely on the basis of allegations of membership in the Gülen movement, clearly violates standards of international human rights law,” he noted.

Both experts expressed their continued willingness to discuss their concerns with Turkish authorities. UN Special Rapporteur Kaye will be visiting Turkey on an official visit in November, at the invitation of the Government. OSCE Representative Mijatović reiterated her Office’s assistance in improving media freedom, including a visit to the country.

In Georgia, OSCE PA Special Representative calls for calm in advance of elections, deplores shooting at administrative boundary line

TBILISI, 27 May 2016 – The OSCE Parliamentary Assembly’s Special Representative on the South Caucasus Kristian Vigenin (MP, Bulgaria), today concluded a two-day visit to Georgia.

The Special Representative met with Georgian President Giorgi Margvelashvili, Chairman of the Georgian Parliament David Usupashvili, and Foreign Minister Mikheil Janelidze, as well as Members of the OSCE PA delegation and representatives of various political forces in the country. Vigenin also participated in events commemorating the 25th anniversary of the restoration of Georgia’s independence.

“In just 25 years, Georgia has achieved a great deal, and I look forward to seeing what further progress the next 25 years will bring,” said the Special Representative. He noted that the upcoming OSCE PA's 25th Annual Session to be held in Tbilisi, 1-5 July, is an opportune moment for Georgia to demonstrate its achievements to hundreds of parliamentarians from across the OSCE region.

“With parliamentary elections later this year, this is a sensitive period. Following incidents of violence against opposition leaders a few days ago during the local by-elections, a thorough and transparent investigation is necessary. While it is the government’s responsibility to hold those responsible accountable, I also call on all political forces to act with restraint in the coming months so that the October elections can take place in a calm and peaceful environment,” said the Special Representative, encouraging all efforts aimed at consolidating democratic progress.

Interlocutors welcomed OSCE observation of the parliamentary elections, expected on 8 October.
Vigenin discussed a range of security challenges faced by Georgia, and visited the Administrative Boundary Line in Khurvaleti, where the de facto authorities of South Ossetia have erected barbed wire fences dividing the village.

“The recent killing of a Georgian citizen in Khurcha, at the Administrative Boundary Line, is a reminder of the significant security challenges Georgia continues to face. I condemn this shooting unconditionally, and expect that those responsible will be brought to justice,” said Vigenin.

Reports indicate that on 19 May at the Khurcha-Nabakevi crossing point on the Administrative Boundary Line, armed men crossed from the Abkhaz side of the bridge and carried out the fatal shooting.

The Special Representative’s visit to Georgia follows meetings earlier this week in Armenia. He continues his travels with a visit to Azerbaijan today where high-level meetings are expected.

Vigenin was appointed Special Representative by OSCE PA President Ilkka Kanerva in February 2016. In his mandate, he is tasked with promoting dialogue in all segments of society, in particular at the parliamentary level, in order to encourage reconciliation and rehabilitation with regard to the protracted conflicts in the region.
This week’s visit is his first visit to the region as Special Representative.

Vigenin is a former Foreign Minister of Bulgaria and currently serves as Deputy Head of the OSCE PA’s Bulgarian Delegation.

Balochistan requests army deployment for Sibi by-election

QUETTA: The Balochistan government, in light of the prevailing security situation, has requested the federal government to deploy the army and Frontier Corps (FC) for the upcoming by-election in Sibi, as well as to suspend mobile services in Sibi and Kachhi on Nov 17.

In a letter to the federal Ministry of Interior, the Balochistan Home Department said the Election Commission of Pakistan (ECP) has called for foolproof security measures for the by-election in the Sibi-Lehri constituency.

As a result, the provincial government has formally requested the deployment of military and FC personnel to ensure the safety and security of the electoral process.

The Balochistan government aims to ensure a peaceful and transparent election in Sibi, as well as in areas where the election tribunal has ordered re-polling at disputed polling stations in Quetta and Mangochar.

Seeks suspension of mobile services on Nov 17

Additionally, the Home Department has requested the suspension of mobile phone and internet services in Sibi and Kachhi on Nov 17, the polling day for PB-8 Sibi, to prevent any security threats or disruptions during the election.

Re-polling in Kalat

Meanwhile, the ECP has announced that re-polling will be held in seven polling stations of the PB-36 Kalat constituency on December 1 this year.

The polling was postponed due to security concerns. The re-polling was ordered by the Balochistan High Court’s election tribunal on a petition filed by JUI-F candidate Sardarzada Mir Saeed Lango, who challenged the victory of BAP’s Mir Ziaullah Lango in the constituency.

Tertullian lived in the ancient city of Carthage in what is now Tunisia, sometime around 200 AD. Very little is known about his life - that little comes either from writers two centuries later, or from the scanty personal notes in his works. Much of it has been asserted to be untrue anyway by some modern writers. He was born a member of the educated classes, and clearly gained a good education. Life in his times wasn't very different in some ways to the modern day - he indulged his passions as he saw fit, including sex, and like everyone else attended the games where gladiators killed each other and criminals were eaten alive, for the enjoyment of the spectators. But among the sights he saw, was that of Christians being executed this way. He was struck with the courage with which stupid and contemptible slave men and little slave girls faced a hideous death, against all nature; and after investigating, became a Christian himself, and turned his budding talents to writing in defense of this despised and victimised group. Tertullian was the first Christian writer to write in Latin, and was described three centuries later as writing 'first, and best, and incomparably', of all the writers to do so. (by the unknown author of 'Praedestinatus'). His writing is aggressive, sarcastic and brilliant, and at points very funny even after 2000 years. He was deeply conscious of his own failings, and had a burning desire for truth and integrity. He was described by Jerome as celebrated in all the churches as a speaker; and his works bear the marks of the need to keep an audience awake! His erudition was immense. Much of what he read is lost, but what remains gives a picture of wide reading, which was celebrated even in antiquity. He wrote a great number of works - how many is unknown. Thirty-one are extant; lists of known lost works are elsewhere on this site; but we have no reason to suppose this to be anything like an exhaustive list. Most of those extant have come down to us by the slenderest of threads, and the very nature of Tertullian's terse and ironic style, means that copyists made many errors, and in some cases his text is beyond certain restoration. Not all of his works were ever completed. His most important work is the Apologeticum, in defense of the Christians. Running it close must be Adversus Praxean, in which the doctrine of the Trinity comes into clear focus for the first time, in response to a heretic who was twisting the biblical balance between the persons of the Godhead. In this work, he created most of the terminology with which this doctrine was to be referred (and is still), such as Trinitas, etc. His discussion of how heretical arguments are in general to be handled in De praescriptio haereticorum also deserves wider recognition. Tertullian wrote no systematic theology; all of his works are brought forth by a local event, a persecution, or a heretic. In his time, the church finally decided to reject a movement calling itself 'The New Prophecy', and known later as Montanism. The New Prophecy made no doctrinal innovations, but said that the Holy Spirit was calling Christians to a more ascetic position. But obeying the prophets inevitably meant a problem, if the bishop did not recognise their authority. Tertullian had grown angry at what looked like compromise creeping into the church - unwillingness to be martyred, willingness to forgive more serious public sins - and aligned himself with the Montanists [it was a prophetic movement that called for a reliance on the spontaneity of the Holy Spirit and a more conservative personal ethic. Parallels have been drawn between Montanism and modern day movements such as Pentecostalism and the charismatic movement - wiki.com]. It is unclear whether this involved actually leaving the church, but his later works are avowedly Montanist, and one or two explictly attack the mainstream church on these points. As such he was not recognised as a Saint, despite his orthodoxy, and his works were all marked as condemned in the 6th Century Decretum Gelasianum. His later life is unknown, and we do not know if he was martyred or died of old age as Jerome says.

Critics commonly charge that the traditional Bible text used by believers for 1800 years adds material, and that we should be thankful for Westcott and Hort who came along in the 19th century to restore the text of the New Testament that had been corrupt for 1800 years and during the entire reformation. This charge is of course made against evidence to the contrary, as you will find if you research the text lines (read other articles on this website). Further, it is interesting to note that one of these verses is this: Romans 13:9: For this, Thou shalt not commit adultery, Thou shalt not kill, Thou shalt not steal, Thou shalt not bear false witness, Thou shalt not covet; and if there be any other commandment, it is briefly comprehended in this saying, namely, Thou shalt love thy neighbour as thyself. The phrase "thou shalt not bear false witness" is missing from the modern critical text (and therefor most modern versions). Now I ask you: is it reasonable to assume that a scribe added a self-incriminating phrase to the passage? Isn't it more likely that "those who corrupt the word of God" (2 Cor. 2:17, KJV) removed the phrase which indicted them?

I'm reading that lot of people seem to have taken a lot of negative things from Ed Miliband's reply to Sonia Poulton's letter regarding welfare reform and the new Work Capability Assessment that was signed by thousands of people including myself. I'm actually quite surprised by this as I thought for a letter from a Politician it was very positive and actually addressed what it said in the original letter directly, which is quite rare. Lets look at it again for a moment.

Dear Ms Poulton,
Thank you for your correspondence regarding the Work Capability Assessment, and my apologies for the delay in replying. Disabled people need support and compassion, and the Labour Party believes in a welfare state that fulfils this principle. The previous Conservative Government took the opposite approach and left many disabled people on Incapacity Benefit with little support to return to work where possible. It is also important to separate out ill health and disability from the decision not to work, which is taken by a distinct minority. For these reasons, the previous Labour Government introduced the Work Capability Assessment, and I am supportive of the principles behind this test.
However, I share some of the concerns that have been expressed about the test by you, along with many charities, disability groups and healthcare professionals.
These concerns, the high percentage of appeals, and Professor Malcolm Harrington’s expert reviews have shown that the test must be improved. The Government needs to listen to Professor Harrington’s advice, especially when his third review for 2012 comes out. 
We have also forced a vote in Parliament on the need to reduce the human cost of the wrong decisions that result from the WCA in its current form. Given the importance of this issue, I am keen that you discuss this further with the Labour Party and share with us some of the experiences of people going through the WCA that you have collected. I can see it's going to have been the first paragraph that has angered people so much, he is stating what the new WCA was meant to achieve there. I agree with the points he makes, there was little or no support for people wanting to return to work from incapacity benefit under the old system. I have always wanted to work and said that in every medical I ever had under the old system. The problem is that I have to have a job I can reliably do, and mental illness prevents me doing a lot of jobs.

The new system was supposed to support me to get back into work which I was pleased to hear, but when I finally had my assessment I was horrified to find they were trying to deny me ESA altogether. I was confident I would get into the work related activity group where I would still receive ESA for 1 year and attend groups and activities designed to help get back into work. I am now having to go through the stressful and uncertain process of appealing their decision, and I daily read about people who have severe physical disabilities or are even dying being declared fit to work.

If we lived in a Utopian society where every employer would pay for adaptations and carers for disabled people from their own profits to enable them to work, and every employer was trained in mental health issues and was sympathetic towards employees who suffer from them. If businesses could afford to employ people who may be absent because they are receiving medical treatment  or just too ill that day to show up, then it would work. Every disabled and mentally ill person would have a job and we'd all stand in a big circle with the able bodied and mentally well holding hands and sing "I'd like to teach the world to sing".

But here's the problem Ed, society is not like that, hate crimes against the disabled are being committed every day, employers can't afford to adapt buildings and employ carers without any funding available. And where are all these jobs we are supposed to be applying for anyway? There aren't even jobs for the able bodied who have just been made unemployed, let alone jobs for a woman like me who hasn't worked for 10 years because I'm mentally ill and prone to nervous breakdowns. And all the thousands of others who have even more severe metal illness's and physical disabilities, who is going to employ them Ed?

Even if I do make it to the Work Related Activity group, what will the people there actually be able to do for me to remedy these problems? Are the department for work and pensions even the best people to be in charge of such a thing? How are we going to change society enough in the one year I have to get me a job? There are thousands like me, nothing the DWP alone will be able to do will find us all suitable jobs. Money needs to be available to employers to enable them to employ us, and they need to be educated in the many and complicated needs of people who have mental illness and disabilities. More jobs need to be created to meet the demand for them, as we want to work Ed we really do, this minority of people who don't want to work are non existent Ed. Only someone who's never had to live on benefits would say something like that, it is a soul destroying experience and everything rests on the words of an anonymous decision maker who you will never meet.

So that's the bit that makes us angry fair enough, but he does go on to talk about the human cost of what is happening, so he's admitting things aren't right there in a veiled way. And he says that he has concerns about the high number of appeals, that's all we can really hope for, he's a politician after all. He's never going to turn around and just say "sorry everyone it's not working like it should have, we didn't think it through we'll go back to the drawing board", Politicians just don't do that. But there is hope that behind closed doors they are frantically reassessing what they've done and realising it is going horribly wrong. Bills have gone through parliament now though and thousands of people are suffering, if they admit they were wrong they will have to compensate everyone who has suffered, I can't see that ever happening. It will take years to undo the damage that has been done, the human cost has already been too great and will only get worse is the horrible truth.

It's not only the benefits system that has to change for this to work it's the very nature of employment and societies attitude to disabled people that has to change too, and that will take more than a year.
