CAA has not undergone formal audit for past decade, NA panel told

RAWALPINDI: The National Assembly’s Standing Committee on Aviation was informed that the Civil Aviation Authority (CAA) has not undergone a formal audit for the past decade, raising concerns about its regulatory compliance and safety oversight. Four aircraft accidents happened during this period, underscoring the need for improved operational protocols.

The fourth meeting of the Standing Committee on Aviation was held on Wednesday, chaired by MNA Nawabzada Iftikhar Ahmed Khan Babar.

The ministry concerned confirmed that the CAA has not undergone a formal audit for the past decade. The standing committee called for provision of all communications between the CAA and International Civil Aviation Organisation (ICAO) to the committee regarding the lack of audits and their impact on the safety of passengers.

The committee was informed that the ongoing privatisation of PIA has led to suspension of staff transfers, postings, promotions, and the usual practice of rotating employees every three years.

Furthermore, financial constraints within the CAA have prevented necessary aircraft engine overhauls, reducing the operational fleet to just five aircraft and raising safety concerns.

The committee also expressed grave concern over the non-implementation of a National Assembly resolution passed on October 13, 2022, which called for renaming “Islamabad International Airport” to “Shaheed Benazir Bhutto International Airport”.

Despite the resolution being passed nearly two years ago, no action has been taken to fulfil this directive, prompting widespread criticism from various quarters.

During the discussion of issues related to the Multan Flying Club, including the refund of student fees, resolution of employees’ concerns, and the submission of a report based on the audit and financial details of the club, the committee appointed a sub-committee for the refund of students’ fees from MFC and resolution of employees-related issues and sought a report based on the audit and financial details of the club.

The sub-committee consists of MNAs Dr Ramesh Lal (convener), Dr Darshan Choudhary Iftikhar Nazir and Dr Mahreen Razzaq Bhutto.

The meeting was attended by MNAs Aqeel Malik, Rana Ibadat Sharif Khan, Dr Darshan, Choudhary Iftikhar Nazir, Nauman Islam Shaikh, Ramesh Lal, Munaza Hassan, Muhammad Saad Ullah and Dr Mahreen Razzaq Bhutto.

Trends and development of workplace mindfulness for two decades: a bibliometric analysis

This systematic literature study employed bibliometric analysis to identify workplace mindfulness-related methods and practices in literature published from 2000 to 2020 by leading nations, institutions, journals, authors, and keywords. We also assessed the impact of workplace mindfulness research papers. Scopus analysis tools provided a literature report for 638 Scopus articles used in the study. Using VOSviewer, leading nations, institutions, articles, authors, journals, and keyword co-occurrence network maps were constructed. PRISMA was used to identify 56 publications to recognise workplace mindfulness literature's significant achievements. The research's main contribution is a deep review of neurological mindfulness and psychological measuring tools as workplace mindfulness tool categories. The study is the first to use the PRISMA technique to capture the essential contributions of workplace mindfulness papers from 2000 to 2020.

The study aims to review the literature on mobile wallet payment and align research trends using a systematic literature review with bibliometric and network visualisation analysis over two decades. It uses bibliometric analysis of the literature research retrieved from the Web of Science database. The study period was from 2001 to 2021, with 1,134 research papers. It also provides the indicators like citation trends, cited reference patterns, authorship patterns, subject areas published on the mobile wallet, top contributing authors, and highly cited research articles using the database. Furthermore, network visualisation analysis, like the co-occurrence of author keywords and keywords plus terms, has also been examined using VOSviewer software. The bibliometric analysis shows that the Republic of China dominates mobile wallet payment, and India is a significant contributor. Furthermore, the constructions of the network map using a co-citation analysis and bibliographic coupling shows an interesting pattern of mobile wallet payment.

A new article "A decadal view of biodiversity informatics: challenges and priorities"  published by BMC Ecology focuses on the challenges and perspectives for biodiversity informatics after a decade of development. The authors Alex Hardisty and Dave Roberts alongside 77 contributions from the biodiversity informatics community share experience and set future directions of biodiversity informatics as a tool for addressing conservation and ecological issues.

Biodiversity informatics plays a central enabling role in the research community's efforts to address scientific conservation and sustainability issues. This community consultation paper positions the role of biodiversity informatics, for the next decade, presenting the actions needed to link the various biodiversity infrastructures invisibly and to facilitate understanding that can support both business and policy-makers. The community considers the goal in biodiversity informatics to be full integration of the biodiversity research community, including citizens’ science, through a commonly-shared, sustainable e-infrastructure across all sub-disciplines that reliably serves science and society alike.

Populations of grassland butterflies decline almost 50 % over two decades

Grassland butterflies have declined dramatically between 1990 and 2011. This has been caused by intensifying agriculture and a failure to properly manage grassland ecosystems, according to a report from the European Environment Agency (EEA).

The fall in grassland butterfly numbers is particularly worrying, according to the report, because these butterflies are considered to be representative indicators of trends observed for most other terrestrial insects, which together form around two thirds of the world’s species. This means that butterflies are useful indicators of biodiversity and the general health of ecosystems.
Seventeen butterfly species are examined in 'The European Grassland Butterfly Indicator: 1990–2011’, comprising seven widespread and 10 specialist species. Of the 17 species, eight have declined in Europe, two have remained stable and one increased. For six species the trend is uncertain.
Butterflies examined in the report include the Common Blue (Polyommatus icarus), which has declined significantly, the Orangetip (Anthocharis cardamines), which seems to be stable since 1990, and the Lulworth Skipper (Thymelicus acteon), which shows an uncertain trend over the last two decades.
Hans Bruyninckx, EEA Executive Director, said: "This dramatic decline in grassland butterflies should ring alarm bells – in general Europe’s grassland habitats are shrinking. If we fail to maintain these habitats we could lose many of these species forever. We must recognise the importance of butterflies and other insects – the pollination they carry out is essential for both natural ecosystems and agriculture." more...

Investing in European success – A Decade of Success in Earth Observation Research and Innovation

The European Commission has recently released publication focused on Earth Observation Research and EU BON is one of the successful projects featured in it. 

The publication titled "Investing in European success – A Decade of Success in Earth Observation Research and Innovation" looks at the benefits that Earth Observation brings to studying and protecting the environment.

The Earth’s atmosphere, oceans and landscapes are changing rapidly, with human activities being a major driver. Monitoring and modelling these changes are critical because they allow governments, society and the private sector to make informed decisions about climate, energy, food security, natural hazards, health and other societal challenges. To be effective, these responses must be grounded in comprehensive and timely information. More importantly, decision makers, managers and experts must have access to the information they need, when they need it and in a format which can be easily utilised.

To address this challenge, the intergovernmental Group on Earth Observations (GEO) has provided a voluntary framework since 2005 where 98 governments, the European Commission and 87 international organisations develop new projects and coordinate their strategies and investments in the field of Earth observation. The vision of GEO is to realise a future wherein decisions and actions for the benefit of humankind are informed by coordinated, comprehensive and sustained Earth observations and information. GEO’s main objective is to develop and implement the Global Earth Observation System of Systems (GEOSS). 

EU BON is an attempt to overcome these problems at European level and to contribute to the Group on Earth Observations’ (GEO) global initiative with the same aims – GEO BON.
