Taking stock of national agricultural R&D capacity in Africa South of the Sahara

This report is a timely input into the ongoing development agenda for Africa South of the Sahara (SSA). The 2013 report on agriculture and food systems by the United Nations’ Sustainable Development Solutions Network released a set of post–2015 development goals, including recommendations that low- and middle-income countries increase their spending on agricultural research and development (R&D) by a minimum of 5 percent per year during 2015–2025, and that they allocate at least 1 percent of their agricultural gross domestic product (GDP) to public agricultural R&D. More recently, the Science Agenda for Agriculture in Africa was adopted at the African Heads of State Summit, necessitating the development of a continent-wide implementation plan. This report, which summarizes SSA’s recent progress in developing its national agricultural R&D systems, is intended to serve as an important input into, and potential benchmark for, the implementation of the science agenda in SSA and the broader development agenda for the region. The analysis is based on comprehensive primary datasets by Agricultural Science and Technology Indicators (ASTI), the most recent of which was compiled during 2012–2013.

The High Court has today granted permission to two disabled people to bring a claim for
judicial review against the Secretary of State for Work and Pensions to challenge the
operation of the Work Capability Assessment (WCA).
WCAs are face to face interviews carried out by healthcare professionals (HCPs)
employed by Atos Healthcare (a private contractor), to assess disabled people’s
entitlement to Employment and Support Allowance (a sickness benefit that has replaced
the old Incapacity Benefit). Each existing recipient of Incapacity Benefit is now being
assessed for eligibility for ESA, at the rate of some 11,000 people per week. WCAs have
been the subject of serious criticism by all relevant stakeholders in civil society including
doctors and NGOs working on behalf of disabled people.
The present case concerns some of the problems with the system as experienced by
people with mental health problems. Although medically trained, Atos HCPs typically
have very limited knowledge of mental health. The interviews are often hurried, and rely
on applicants to explain the limitations on their ability to work.
This is a serious problem for people with mental health conditions who lack insight into
their conditions, whose conditions fluctuate in seriousness, or who cannot easily talk
about their disability. Such people are placed at a substantial disadvantage in navigating
the system. Even if they appreciate the need to get expert medical evidence for
themselves, they are often less able to navigate the system successfully and to obtain
the medical report that they need. The Equality Act 2010 requires the DWP to make
reasonable adjustments to avoid such disadvantage.
The reasonable adjustment to the process that the claimants seek is for medical
evidence to be sought by the Atos HCP and the DWP at the very outset of the claim.
This would ensure that very sick people for whom having to go through a WCA would be
extremely distressing are exempted from the process, and for those that do attend a
WCA, the assessment of fitness to work takes place in the correct medical context, so
that dangers associated with forcing people back to work are correctly identified.
At present, the DWP do not routinely ask for expert medical report from an applicant’s
community-based doctor. The judge has held that it is arguable that this failure is a
breach of the duty to make reasonable adjustments, and is therefore unlawful.
In granting permission to apply for judicial review, the judge stated:
“I consider that it is reasonably arguable that the reasonable adjustments
required by the [Equality Act 2010] include the early obtaining of independent
medical evidence where the documents submitted with the claim show that the
claimant suffers from mental health problems and that this has not been done, or
at least not done on a sufficiently widespread basis”.
The claimants, known as MM and DM, were granted anonymity by the court. Their
solicitor, Ravi Low-Beer of the Public Law Project said:
“The present system results in many thousands of unnecessary appeals at great
public expense, with a high success rate. What is not counted is the cost in
human misery for those people who should never have had to go through the
appeals process in the first place. This could be avoided if doctors were involved
in the assessments at the outset. The Government’s policy of by-passing doctors
is inefficient, unfair, and inhumane. We gain heart from the court’s finding that as
a matter of law, it is arguable that something has to change.”

That esteemed pseudo journalist, Bill O'Reilly, again expressed outrage over a judge ruling against the Defense of Marriage Act. O'Reilly, known primarily for a sexual harassment episode and draft avoidance, compared same sex marriage as "like being married to a duck."

The question to be asked is simple. Bill, what do you have against ducks? Duck eggs are tasty in baking recipes; the birds eat numerous insects and are good friends to humans. Methinks Bill has a bird fetish he is denying and will avoid as he does discussing the $15 million settlement with Andrea Macklin, the woman he sexually harassed. Obviously, O'Reilly is no fan of Donald Duck nor Daffy. Someone needs to pull Bill aside and besides checking his citizenship, request his sexual orientation. In the meantime, ducks beware.

Our esteemed Arizona Guv, Jan Brewer, has made some wonderful statements befitting only the classier fear mongers. Arizona Senator Russell Pearce and Maricopa County Sheriff Joe Arpaio have run fast and easy with the Arizona National Socialist Party (Nazi) attending rallies and extolling virtues. The Guv was confronted with this during a press conference and stated her father had died battling the Nazis.

Also, digging very deep to defend SB1070, the notorious immigration enforcement law, the Guv stated: a) most coming over the border were lugging drugs (mules); and later, border crossers were beheading many victims. Both were adamantly denied by the Border Patrol and even John McCain, back from a soma holiday, denied the mule fantasy. Fact is, and don't tell the Guv this, crime along the border is down considerably and JanBrew has to make up stories to justify the new Arizona law. Sighhhhhh, it becomes addictive...lets call it the Palin Syndrome....out of state Republican candidates are flocking to Brewer for endorsements, but she has to figure out where they are from first. Bring maps, candidates, and beware of the trip down to Fantasy Island...da plane, da plane, boss, da plane.

It could probably be shown by facts and figures that there is no distinctly native criminal class except Congress which exceeds all expectations. One cannot imagine all the perks Congress possesses and would be shocked to the extent luxury replaces accountability. Personally, the idea of barracks housing for single members and government housing for married couples has an appeal. Yearly classes should be offered in ethics, the Road Kill book, interpersonal relationships, and psychological testing to detect the mentally challenged. Space, the final frontier, should not be allowed in Congress; only massive perks and pocket lining. Ask J.D. Hayworth; he knows and appreciates Abramoff as does Senator John Kyl.

"Personne ne s'attendait à cela", a déclaré Gerhard Scholtz de la prestigieuse université Humboldt à Berlin, et l'un des auteurs principaux de cette étude parue dans la revue Proceedings of the National Academy of Sciences. "Nous avons été les premiers à démontrer que c'était possible", a-t-il ajouté. Il est connu qu'une multitude d'espèces d'arthropodes tels que les mille-pattes, les araignées ou d'autres insectes peuvent faire repousser une patte après l'avoir perdue.

Repousse d'un corps à partir de seulement quelques cellules

Aucune régénération de parties du corps n'a été constatée dans les spécimens adultes, mais certains étaient toujours en vie après deux ans. Les spécimens juvéniles, en revanche, ont connu une régénération complète ou quasi-complète des parties du corps manquantes, y compris l'intestin postérieur, l'anus, la musculature, et certaines parties d'organes génitaux.

A long terme, 90% des pycnogonides ont survécu, et 16 spécimens juvéniles ont effectué leur mue par la suite au moins une fois. La régénération postérieure a ainsi été constatée chez 14 des spécimens juvéniles tandis qu'aucun des spécimens adultes n'a mué ou ne s'est régénéré. Les capacités de régénération varient à travers le règne animal.

Les vers plats, par exemple, peuvent faire repousser leur corps à partir de seulement quelques cellules. Les vertébrés, dont les hommes, n'ont quasiment aucune capacité de régénération à l'exception de quelques espèces comme les lézards, qui peuvent faire repousser leurs queues.

To explain how organisations may benefit from exploiting the creative slack accumulated by communities, we rely on the analysis of two case studies, that of the Hydro-Québec Research Institute (IREQ), and of Ubisoft Montreal.

Assessing supply chain risk management capabilities and its impact on supply chain performance: moderation of AI-embedded technologies

This research investigates the correlation between risk management and supply chain performance (SCP) along with moderation of AI-embedded technologies such as big data analytics, Internet of Things (IoT), virtual reality, and blockchain technologies. To calculate the results, this study utilised 644 questionnaires through the structural equation modelling (SEM) method. Innovation Capability: A Systematic Review and Research Agenda

Purpose: Innovation capability is a growing and significant area of academic research. However, there is little attempt to provide a cumulative overview of this phenomenon. The purpose of this systematic review is to synthesize peer reviewed articles published in the area to develop a conceptual framework and to aid future research. Design/Methodology/Approach: The paper adopted a systematic review of literature on innovation capability. The final screening generated 51 articles from 30 journals from 2000-2015. Findings: The examination and synthesis of the theoretical and the empirical articles show that (1) the authors applied narrow range of conceptual and theoretical foundations; (2) innovation capability is being investigated mostly at the firm level for about 90% of the articles, and marginally about 5% at network (supply) chain level; (3) the authors define innovation capability in different ways and use diverse set of dimensions to measure innovation capability; (4) there is potential for future research across firms in innovation management disciplines. Practical implications: The review contributes to theory development in organizational capability literature in general. Managers wishing to innovate need to examine critically and integrate some of the innovation capability dimensions proposed in this paper. Originality: The review is unique in the sense that it provides conceptualisation of innovation capability framework.

The Mechanism of Internet Capability Driving Knowledge Creation Performance: The Effects of Strategic Flexibility and Informatization Density

Aim/Purpose: This study analyzes the mechanism of Internet capability (IC) driving knowledge creation performance (KCP). We consider the mediating role of strategic flexibility and the moderating role of informatization density. Background: The key to achieving KCP for firms is to transform knowledge created into new products or services and to realize the economic benefits. However, the research has not paid enough attention to firms’ KCP. Based on dynamic capability theory, this study empirically reveals how firms drive KCP through Internet capability. Methodology: The study uses survey data from 399 organizations in China. Through structural equation modeling, this study assesses the relationship between Internet capability, strategic flexibility, and KCP and uses hierarchical regression to test the moderating role of informatization density. Contribution: First, this study expands research on knowledge creation and focuses on the further achievement of knowledge creation performance. The study also enriches the exploration of KCP in the Internet context and deepens the research on the internal mechanism by which Internet capability influences KCP. Second, this study highlights the important role of informatization density in the Internet context and expands the research on the impact of external factors on the internal mechanism. Findings: First, Internet capability has a significantly positive effect on both strategic flexibility and KCP. Furthermore, Internet capability directly impacts strategic flexibility, yet it affects KCP both directly and indirectly through strategic flexibility, which confirms that strategic flexibility is a partial mediator in the relationship between Internet capability and KCP. Second, strategic flexibility positively influences KCP. Third, informatization density has a significant moderating effect on the relationship between Internet capability and KCP. Recommendations for Practitioners: The results indicate that firms should consider the importance of Internet capability and strategic flexibility for KCP in the Internet context. This study also provides a theoretical basis that could guide the Chinese government’s informatization construction of the industrial chain. Information Technology Capabilities and SMEs Performance: An Understanding of a Multi-Mediation Model for the Manufacturing Sector

Aim/Purpose: Despite the fact that the plethora of studies demonstrate the positive impact of information technology (IT) capabilities on SMEs performance, the understanding of underlying mechanisms through which IT capabilities affect the firm performance is not yet clear. This study fills these gaps by explaining the roles of absorptive capacity and corporate entrepreneurship. The study also elaborates the effect of IT capability dimensions (IT integration and IT alignment) upon the SMEs performance outcomes through the mediating sequential process of absorptive capacity and corporate entrepreneurship. Methodology: This study empirically tests a theoretical model based on the Dynamic Capability View (DCV), by using the partial least square (PLS) technique with a sample of 489 manufacturing SMEs in Pakistan. A survey is employed for the data collection by following the cluster sampling approach. Contribution: This research contributes to the literature of IT by bifurcating the IT capability into two dimensions, IT integration and IT alignment, which allows us to distinguish between different sources of IT capabilities. Additionally, our findings shed the light on the dynamic capability view by theoretically and empirically demonstrating how absorptive capacity and corporate entrepreneurship sequentially affect the firms' performance outcomes. At last, this study contributes to the literature of SMEs by measuring the two levels of performance: innovation performance and firm performance. Findings: The results of the analysis show that the absorptive capacity and the corporate entrepreneurship significantly mediate the relationship between both dimensions of IT capability and performance outcomes.

Enterprise Knowledge Generation Driven by Internet Integration Capability: A Mediated Moderation Model

Aim/Purpose: Drawing on theories of organizational learning, this study analyzes the mechanism of Internet integration capability affecting knowledge generation by 399 Chinese enterprises. This paper will further explore whether there is a moderating role of learning orientation in the mechanism of Internet integration capability affecting enterprise knowledge generation. Background: The Internet has gradually integrated into the enterprise innovation system and penetrated into all aspects of technological innovation, which has promoted the integration and optimization of resources inside and outside the organization. However, there is limited understanding of how the combination of the Internet and integration capability can drive enterprise knowledge generation. Methodology: The study uses survey data from 399 organizations in China. Through structural equation modeling, this study assesses the relationship between Internet integration capability, organizational learning, knowledge generation, and uses PROCESS macro program to test the mediated moderation effect of learning orientation. Contribution: First, this study provides empirical evidence for managers to better build Internet integration capability and ambidextrous learning to promote enterprise knowledge generation. Second, this study highlights the important moderating role of learning orientation in the mediating role of ambidextrous learning. Findings: First, the study confirms the mediating role of exploratory learning and exploitative learning in knowledge generation driven by Internet integration capability. Second, the results show that when organizations have a strong learning orientation, the indirect path of Internet integration capability influencing knowledge generation through exploratory learning will be enhanced. Recommendations for Practitioners: Enterprises should pay full attention to the improvement of internet integration capability and ambidextrous learning to promote knowledge generation. In addition, enterprises should establish a good learning atmosphere within the organization to strengthen the bridge role of exploratory learning between Internet integration capability and knowledge generation. Recommendation for Researchers: Researchers could collect data from countries with different levels of economic development to verify the universal applicability of the proposed theoretical model. China’s Halal Food Industry: The Link Between Knowledge Management Capacity, Supply Chain Practices, and Company Performance

Aim/Purpose: The study attempts to analyse the influences of knowledge management capacity on company performance and supply chain practices. It also examines whether supply chain practices significantly and positively impact company performance. Background: Knowledge management capacity is an essential tactical resource that enables the integration and coordination among supply chain stakeholders, but research examining the link between knowledge management capacity and supply chain practices and their impacts on company performance remains scarce. Methodology: The study uses correlation analysis and factor analysis to confirm the theoretical framework’s validity and structural equation modelling to test hypotheses. The data are obtained from 115 halal food firms in China (with a response rate of 82.7%). Contribution: This study’s findings contribute to the Social Capital Theory by presenting the impacts of different supply chain practices on company performance. The findings also suggest the impact of intangible resources on enhancing company performance, contributing to the Resource-based View Theory. These results are a crucial contribution to both academicians and corporate managers working in the Halal food industry. Managers can apply these findings to discover and adopt knowledge management capacity with practical anticipation that these concepts will align with their company strategies. Also, the research motivates managers to concentrate their knowledge management on enhancing companies’ supply chain practices to achieve improved company performance. Findings: This study is an initial effort that provides empirical evidence regarding the relationships among supply chain, knowledge management, and company performance from the perspective of China’s halal food industry. The results prove that knowledge management capacity is the supply chains’ primary success determinant and influencer. Besides, knowledge management capacity positively influences company performance, and supply chain practices directly influence company performance. Recommendations for Practitioners: Managers can apply these study findings to determine and increase knowledge management capacity with practical anticipation that these concepts will align with their company strategies. The Roles of Knowledge Management and Cooperation in Determining Company Innovation Capability: A Literature Review

Aim/Purpose: The aim of this study is to develop a research model derived from relevant literature to guide empirical efforts. Background: Companies struggle to innovate, which is essential for improving their performance, surviving in competition, and growing. A number of studies have discussed company innovation capability, stating that innovation capability is influenced by several variables such as cooperation and knowledge management. Therefore, further research is necessary to identify factors playing a role in enhancing innovation capability. Methodology: This study is based on systematic literature review. The stages are: (1) research scope review, (2) comprehensive online research, (3) journal quality assessment, (4) data extraction from journals, (5) journal synthesis, and (6) comprehensive report. The online research used Google Scholar database, by browsing titles, abstracts, and keywords to locate empirical research studies in peer-reviewed journals published in 2010-2020. Furthermore, 62 related articles were found, of which 38 articles were excluded from further analysis and 24 articles were selected because they were more related to the topic. Contribution: The results of this study enrich the research in the field of knowledge management, cooperation, and innovation capability by developing a conceptual framework of innovation capability. The proposed theoretical model may be fundamental in addressing the need of a research model to guide further empirical efforts. Findings: This study provides a research model derived from systematically reviewing relevant literature. The proposed theoretical model was done by incorporating the aspects of knowledge management, cooperation, and innovation capability. The model shows that knowledge management and cooperation are essential aspects of innovation capability. Furthermore, this study also provides the dimensions and sub dimensions of each variable that was established after synthesizing the literature review. Recommendations for Practitioners: Business practitioners can use the identified predictors of innovation capability and the dimensions of each variable to explore their company’s innovation capability. They can also take the relevant variables into consideration when making policies regarding innovation. The View of IT-Consuming Firms on the Key Digital Service Capabilities of IT-Producing Firms

Aim/Purpose: This study focuses on the connection between IT-producing firms’ digital service capabilities and the digital service performance of IT-consuming firms, especially online shop operators. Background: The acquisition and integration of knowledge regarding digital service capabilities and performance can increase the level at which employees assimilate information, organize with IT-consuming firms, and cooperate with them to develop the delivery of services and customize services to fill their needs. Exploring capabilities that may enable this process is a prerequisite for all businesses offering digital services and, thus, an engrossing and ongoing interest of practitioners and scholars. However, there is a lack of research on the relationship between IT-producing firms’ digital service capabilities and the digital service performance of IT-consuming firms in the business-to-business (B2B) context. Methodology: The study builds on a survey conducted among small firms that have an online shop in use and are located in Finland. Contribution: The study offers empirical evidence for the capabilities valued by IT-consuming firms, providing a model for IT-producing firms to use when deciding on a future focus. The study was executed in a B2B setting from the viewpoint of online shop operators, presenting a novel understanding of influential digital service capabilities. Findings: Adaptability, determined by capabilities related to utilizing information gained via the integration of a digital product into other digital tools (e.g., marketing, personalization, and analytics), statistically significantly affects all three aspects of an IT-consuming firm’s digital service performance (financial, operational, and sales). Another product capability, availability, which includes aspects such as security, different aspects of functioning, and mobile adaptation, affects one aspect of digital performance, namely operational. The results also suggest that the role of service process-related capabilities in determining service comprehensiveness significantly influences two aspects of IT-consuming firms’ digital service performance: financial (negative effect) and operational (positive effect). The results show that the capabilities associated with the relationship between the producing firm and the consuming firm do not affect IT-consuming firms’ performance to the same extent. Recommendations for Practitioners: The study results suggest that IT-producing firms should concentrate on leveraging service comprehensiveness, as there has been a shift in the B2B context from merely selling a digital product and associated services. It seems that usability-related issues are now taken for granted, and the emphasis is on features that support the use of information to create value. Recommendation for Researchers: The results contribute to the capabilities literature by showing that the shift in focus from technical product-related capabilities to relationship-related capabilities is not yet evident among small online store operators. Impact on Society: In addition to offering tools with different integration possibilities, supporting IT-consuming firms in making the most of the possibilities would be very helpful. Future Research: The comprehension of the relationship between digital service capabilities and digital service performance would benefit from future research that takes into account additional control variables. The theoretical model of this study can be further studied by using other performance measures, such as market performance, as dependent variables.

Misfit and Milestones: Structural Elaboration and Capability Reinforcement in the Evolution of Entrepreneurial Top Management Teams

We examine how top management team (TMT) misfit, defined as discrepancies between the TMT's functional roles and the qualifications of the managers who fill those roles, affects the evolution of TMT composition and structure in a longitudinal study of entrepreneurial ventures. We distinguish two types of misfit - overqualification and underqualification - and study how each is associated with TMT changes. We further consider the moderating effect of firm development. Results reveal that underqualified TMTs hire new managers to reinforce existing capabilities whereas overqualified TMTs elaborate their role structures. However, achieving developmental milestones (i.e., obtaining venture capital funding and staging an initial public offering) is a critical contingency to TMT change: absent these milestones, firms neither hire new managers nor add roles, even when they seemingly need to do so. These findings contribute to knowledge of how TMTs and new ventures evolve by underscoring the importance of simultaneously attending to TMT composition and structure.
