RAWALPINDI: The National Assembly’s Standing Committee on Aviation was informed that the Civil Aviation Authority (CAA) has not undergone a formal audit for the past decade, raising concerns about its regulatory compliance and safety oversight. Four aircraft accidents happened during this period, underscoring the need for improved operational protocols.

The fourth meeting of the Standing Committee on Aviation was held on Wednesday, chaired by MNA Nawabzada Iftikhar Ahmed Khan Babar.

The ministry concerned confirmed that the CAA has not undergone a formal audit for the past decade. The standing committee called for provision of all communications between the CAA and International Civil Aviation Organisation (ICAO) to the committee regarding the lack of audits and their impact on the safety of passengers.

The committee was informed that the ongoing privatisation of PIA has led to suspension of staff transfers, postings, promotions, and the usual practice of rotating employees every three years.

Furthermore, financial constraints within the CAA have prevented necessary aircraft engine overhauls, reducing the operational fleet to just five aircraft and raising safety concerns.

The committee also expressed grave concern over the non-implementation of a National Assembly resolution passed on October 13, 2022, which called for renaming “Islamabad International Airport” to “Shaheed Benazir Bhutto International Airport”.

Despite the resolution being passed nearly two years ago, no action has been taken to fulfil this directive, prompting widespread criticism from various quarters.

During the discussion of issues related to the Multan Flying Club, including the refund of student fees, resolution of employees’ concerns, and the submission of a report based on the audit and financial details of the club, the committee appointed a sub-committee for the refund of students’ fees from MFC and resolution of employees-related issues and sought a report based on the audit and financial details of the club.

The sub-committee consists of MNAs Dr Ramesh Lal (convener), Dr Darshan Choudhary Iftikhar Nazir and Dr Mahreen Razzaq Bhutto.

The meeting was attended by MNAs Aqeel Malik, Rana Ibadat Sharif Khan, Dr Darshan, Choudhary Iftikhar Nazir, Nauman Islam Shaikh, Ramesh Lal, Munaza Hassan, Muhammad Saad Ullah and Dr Mahreen Razzaq Bhutto.

Kenyatta A.C. Hinkle's "The Evanesced" was inspired by the #SayHerName movement against police violence, as well as Los Angeles's Grim Sleeper serial killer. Hinkle depicts black women in the nude, twisting and writhing, as though they're sinking back into the canvas. Or are they reemerging from it?

Deputy Director of the California African American Museum Naima Keith says Hinkle's exhibit looks at the "historical present," the way in which history still affects us today, harkening back to slavery and Jim Crow. Keith says the main issue Hinkle is addressing is the invisibility of black women, especially those who are abused or in danger. 

Hinkle was particularly inspired by the South LA serial killer "The Grim Sleeper." He is accused of murdering over one hundred women from the 1980's onward, until being captured in 2007. Many of his victims were women of color according to the Los Angeles Police Department.

"He had been killing prostitutes and runaways and drug addicted women," says Keith, noting that some saw these deaths as occupational hazards.

Most of Hinkle's subjects in the paintings and sketches in "The Evanesced" are clearly nude. This was a deliberate choice to showcase femininity, according to Keith. She says:

She’s talking about being women... There’s love, there’s joy, there’s pain. All things we experience as all women... But [nudity], I think, allows us to focus on the female form, not necessarily get caught up on what they are wearing or what they’re doing.

In the artwork, viewers can see that every face, body, and hair style is completely unique to each sketch or painting. Keith says this helps the viewer appreciate the diversity amongst women of color. She says:

You have women that are smiling. You have women that are looking at you- you know- lovingly, shyly. Not every one, not every image in the show is about negativity, disappearance, or sadness. There is a bit of celebration. There’s interaction between multiple women. That’s what makes the body of work so interesting: it’s not just seeing women of color through one lens. There’s the possibility of seeing them through, like I said, disappearance, and also the freedom to have a wide range of emotions.

There is one painting that continues to draw Naima Keith back to it. It is called "Uproot 2017" and it features a feminine figure with three exposed breasts. She says this painting speaks to her about motherhood and the connection women have with their changing bodies. Keith says:

I asked Kenyatta why she depicts women with multiple [extra] breasts and we had a conversation about being moms. Kenyatta and I are both mothers of young children... As moms, we just kinda talked about how things aren't what they used to be, in terms of where they used to be. Like I said, becoming mothers, you have this different relationship with your body in relation to someone else.

[Leadership] In addition to the Consumer Protection Portal (CPP), recently unveiled to address issues and agitations arising from flight delays and cancellations, the Nigeria Civil Aviation Authority (NCAA), has again, introduced another layer of protection for air travel consumers.

It's not just the pros who want control. Over the weekend the NCAA ejected a Louisville Courier-Journal reporter from a college baseball championship for live-blogging the game. Brian Bennet reports that he had been posting updates throughout the game on his Courier-Journal blog, until, at the bottom of the fifth inning, "an NCAA representative came to my seat on press row and asked for my credential and asked me to leave. I complied."

Apparently, according to a memo NCAA circulated, the college athletic association believes that live-blogging interferes with its revenue streams from broadcast licenses:

The College World Series Media Coordination staff along with the NCAA Broadcasting group needs to remind all media coordinators that any statistical or other live representation of the Super Regional games falls under the exclusive broadcasting and Internet rights granted to the NCAA's official rights holders and therefore is not allowed by any other entity. Since blogs are considered a live representation of the game, any blog that has action photos or game reports, including play-by-play, scores or any in-game updates, is specifically prohibited. In essence, no blog entries are permitted between the first pitch and the final out of each game.

Now there are legal and policy questions here: First off, this wasn't a copyright or misappropriation claim. If the reporter had watched or listened to a broadcast and blogged details from there, the NCAA would have no claim against him (see NBA v. Motorola, where the basketball association lost just such a claim). It can't claim ownership of the facts, even if it currently makes money from selling privileged access to the facts.

Instead, the NCAA was clamping down on the data through a claimed right to control physical access to the game, at least to the press box. Was the NCAA within its legal rights to revoke a press credential? Probably. The NCAA has no obligation to issue press credentials, and apart from anti-discrimination law, can condition them on whatever arbitrary terms it likes. But David Price points out another twist: The University of Louisville, where the game was played, is a public institution, subject to First Amendment limitations on the speech-limiting rules it can impose. Can it ban speech or allow others to do so on its space based on claimed disruption to a business deal? Does it depend whether a baseball stadium is a "public forum"? (Under current law, it's probably not.)

Finally, there's the policy. Even if banning bloggers is legally permissible, it;s silly. Silly of the NCAA to think it can keep up this kind of control, silly of licensees to see blogs as a substitute to what they're licensing, and silly of schools to endorse and accept such policies for their student athletes' games. Exclusivity of facts is unlikely to last long in practice, as the Courier-Journal reports: "The Oregonian newspaper in Portland decided to work around the rules by blogging Oregon State's game against Michigan on Sunday off a radio broadcast in its newsroom, said its executive editor, Peter Bhatia. He said the newspaper heard no objections from the NCAA and planned to do the same yesterday."

Several states have gone to war with the NCAA over various matters in 2023, marking a bumpy year for the governing body of college sports.
