On August 7, the White House announced cancellation of the planned Moscow summit in early September between Presidents Obama and Putin, saying there were no prospects for significant progress on key issues at the meeting.  The White House also said cooperation with Russia remains a priority, and on August 9 Secretaries Kerry and Hagel met with their Russian counterparts, Ministers Lavrov and Shoigu.  While President Obama intends to travel to St Petersburg for the G20 summit on September 6 and 7, there has been no word on whether there will be a bilateral meeting with President Putin on the margins of the summit.  Clearly, U.S.-Russian relations have entered troubled times.

On August 28, the Center on the United States and Europe hosted a panel discussion to address these developments and future prospects for the bilateral relationship between Washington and Moscow.  Brookings Senior Fellows Clifford Gaddy, Steven Pifer and Angela Stent will take part.  Brookings Visiting Fellow Jeremy Shapiro moderated.   Following opening comments, the panelists took questions from the audience.

It’s time for the multilateral development banks to fix their concessional resource replenishment process


The replenishment process for concessional resources of the multilateral development banks is broken. We have come to this conclusion after a review of the experience with recent replenishments of multilateral development funds. We also base it on first-hand observation, since one of us was responsible for the World Bank’s International Development Association (IDA) replenishment consultations 20 years ago and recently served as the external chair for the last two replenishment consultations of the International Fund for Agricultural Development (IFAD), which closely follow the common multilateral development bank (MDB) practice. As many of the banks and their donors are preparing for midterm reviews as a first step toward the next round of replenishment consultations, this is a good time to take stock and consider what needs to be done to fix the replenishment process.

So what’s the problem?

Most of all, the replenishment process does not serve its key intended function of setting overall operational strategy for the development funds and holding the institutions accountable for effectively implementing the strategy. Instead, the replenishment consultations have turned into a time-consuming and costly process in which donor representatives from their capitals get bogged down in the minutiae of institutional management that are better left to the boards of directors and the managements of the MDBs. There are other problems, including lack of adequate engagement of recipient countries in donors’ deliberations, the lack of full participation of the donors’ representatives on the boards of the institutions in the process, and inflexible governance structures that serve as a disincentive for non-traditional donors (from emerging countries and from private foundations) to contribute.

But let’s focus on the consultation process. What does it look like? Typically, donor representatives from capitals assemble every three years (or four, in the case of the Asian Development Bank) for a year-long consultation round, consisting of four two-day meetings (including the meeting devoted to the midterm review of the ongoing replenishment and to setting the agenda for the next consultation process). For these meetings, MDB staff prepare, per consultation round, some 20 substantive documents that are intended to delve into operational and institutional performance in great detail. Each consultation round produces a long list of specific commitments (around 40 commitments is not uncommon), which management is required to implement and monitor, and report on in the midterm review. In effect, however, this review covers only half the replenishment cycle, which leads to the reporting, monitoring, and accountability being limited to the delivery of committed outputs (e.g., a specific sector strategy) with little attention paid to implementation, let alone outcomes.

The process is eerily reminiscent of the much maligned “Christmas tree” approach of the World Bank’s structural adjustment loans in the 1980s and 1990s, with their detailed matrixes of conditionality; lack of strategic selectivity and country ownership; focus on inputs rather than outcomes; and lack of consideration of the borrowers’ capacity and costs of implementing the Bank-imposed measures. Ironically, the donors successfully pushed the MDBs to give up on such conditionality (without ownership of the recipient countries) in their loans, but they impose the same kind of conditionality (without full ownership of the recipient countries and institutions) on the MDBs themselves—replenishment after replenishment.

Aside from lack of selectivity, strategic focus, and ownership of the commitments, the consultation process is also burdensome and costly in terms of the MDBs’ senior management and staff time as well as time spent by ministerial staff in donor capitals, with literally thousands of management and staff hours spent on producing and reviewing documentation. And the recent innovation of having donor representatives meet between consultation rounds as working groups dealing with long-term strategic issues, while welcome in principle, has imposed further costs on the MDBs and capitals in terms of preparing documentation and meetings.

It doesn’t have to be that way. Twenty years ago the process was much simpler and less costly. Even today, recent MDB capital increases, which mobilized resources for the non-concessional windows of the MDBs, were achieved with much simpler processes, and the replenishment consultations for special purpose funds, such as the Global Fund for HIV/AIDS, tuberculosis, and malaria and for the GAVI Alliance, are more streamlined than those of the MDBs.

So what’s to be done?

We recommend the following measures to fix the replenishment consultation process:

  1. Focus on a few strategic issues and reduce the number of commitments with an explicit consideration of the costs and capacity requirements they imply. Shift the balance of monitoring and accountability from delivery of outputs to implementation and outcomes.
  2. Prepare no more than five documents for the consultation process: (i) a midterm review on the implementation of the previous replenishment and key issues for the future; (ii) a corporate strategy or strategy update; (iii) the substantive report on how the replenishment resources will contribute to achieve the strategy; (iv) a financial outlook and strategy document; and (v) the legal document of the replenishment resolution.
  3. Reduce the number of meetings for each replenishment round to no more than three and lengthen the replenishment period from three to four years or more.
  4. Use the newly established working group meetings between replenishment consultation rounds to focus on one or two long-term, strategic issues, including how to fix the replenishment process.

The initiative for such changes lies with the donor representatives in the capitals, and from our interviews with donor representatives we understand that many of them broadly share our concerns. So this is a good time—indeed it is high time!—for them to act.

The District’s proposed law shows the wrong way to provide paid leave


The issue of paid leave is heating up in 2016. At least two presidential candidates — Democrat Hillary Clinton and Republican Sen. Marco Rubio (Fla.) — have proposed new federal policies. Several states and large cities have begun providing paid leave to workers when they are ill or have to care for a newborn child or other family member.

This forward movement on paid-leave policy makes sense. The United States is the only advanced country without a paid-leave policy. While some private and public employers already provide paid leave to their workers, the workers least likely to get paid leave are low-wage and low-income workers who need it most. They also cannot afford to take unpaid leave, which the federal government mandates for larger companies.

Paid leave is good for the health and development of children; it supports work, enabling employees to remain attached to the labor force when they must take leave; and it can lower costly worker turnover for employers. Given the economic and social benefits it provides and given that the private market will not generate as much as needed, public policies should ensure that such leave is available to all.

But it is important to do so efficiently, so as not to burden employers with high costs that could lead them to substantially lower wages or create fewer jobs.

States and cities that require employers to provide paid sick days mandate just a small number, usually three to seven days. Family or temporary disability leaves that must be longer are usually financed through small increases in payroll taxes paid by workers and employers, rather than by employer mandates or general revenue.

Policy choices could limit costs while expanding benefits. For instance, states should limit eligibility to workers with experience, such as a year, and it might make sense to increase the benefit with years of accrued service to encourage labor force attachment. Some states provide four to six weeks of family leave, though somewhat larger amounts of time may be warranted, especially for the care of newborns, where three months seems reasonable.

Paid leave need not mean full replacement of existing wages. Replacing two-thirds of weekly earnings up to a set limit is reasonable. The caps and partial wage replacement give workers some incentive to limit their use of paid leave without imposing large financial burdens on those who need it most.

While many states and localities have made sensible choices in these areas, some have not. For instance, the D.C. Council has proposed paid-leave legislation for all but federal workers that violates virtually all of these rules. It would require up to 16 weeks of temporary disability leave and up to 16 weeks of paid family leave; almost all workers would be eligible for coverage, without major experience requirements; and the proposed law would require 100 percent replacement of wages up to $1,000 per week, and 50 percent coverage up to $3,000. It would be financed through a progressive payroll tax on employers only, which would increase to 1 percent for higher-paid employees.

Our analysis suggests that this level of leave would be badly underfunded by the proposed tax, perhaps by as much as two-thirds. Economists believe that payroll taxes on employers are mostly paid through lower worker wages, so the higher taxes needed to fully fund such generous leave would burden workers. The costly policy might cause employers to discriminate against women.

The disruptions and burdens of such lengthy leaves could cause employers to hire fewer workers or shift operations elsewhere over time. This is particularly true here, considering that the D.C. Council already has imposed costly burdens on employers, such as high minimum wages (rising to $11.50 per hour this year), paid sick leave (although smaller amounts than now proposed) and restrictions on screening candidates. The minimum wage in Arlington is $7.25 with no other mandates. Employers will be tempted to move operations across the river or to replace workers with technology wherever possible.

Cities, states and the federal government should provide paid sick and family leave for all workers. But it can and should be done in a fiscally responsible manner that does not place undue burdens on the workers themselves or on their employers.

Time for a shorter work week?


Throughout the past year, we have heard paid leave debated in state houses and on the campaign trail. I am all in favor of paid leave. As I have argued elsewhere, it would enable more people, especially those in lower-paid jobs, to take time off to deal with a serious illness or the care of another family member, including a newborn child. But we shouldn’t stop with paid leave. We should also consider shortening the standard work week. Such a step would be gender neutral and would not discriminate between the very different kinds of time pressures faced by adults. It might even help to create more jobs.

The standard work week is 40 hours -- 8 hours a day for five days a week. It’s been that way for a long time. Back in 1900, the typical factory worker spent 53 hours on the job, more than a third more hours than we spend today. The Fair Labor Standards Act was passed in 1938, and set maximum hours at 40 per week. Amazingly, more than three quarters of a century after passage of the FLSA, there has been no further decline in the standard work week. Not only has the legal standard remained unchanged, but 40 hours has become the social and cultural norm.

What’s going on here? Economists predicted that as we became more prosperous we would choose to work fewer hours. That hasn’t happened. Instead we have kept on working at about the same pace as we did earlier in our history, but have poured all of the gains from productivity growth into ever-higher levels of consumption – bigger houses, more electronic gadgets, fancier cars. With increased prosperity, people are buying more and more stuff, but they don’t have any more time to enjoy it. A reduction in the standard work week would improve the quality of life, especially for those in hourly jobs who have benefitted hardly at all from economic growth in recent decades.

Two-earner couples would also benefit. Among couples between the ages of 25 and 54, the number of hours worked increased by 20 percent between 1969 and 2000, from 56 hours to 67 hours (for both husband and wife combined). As Heather Boushey notes in her new book, Finding Time, we no longer live in a world where there is a “the silent partner” in every business enterprise, the iconic “American Wife,” who takes care of the children and the millions of details of daily living. With a shorter work week, both men and women would have more time for everything from cutting the grass to cooking dinner with no presumption about who does what. Although much of the debate this year has been about work-family balance, empty nesters or singles without young children might also welcome a shorter work week. For them it would provide the chance to follow their dream of becoming an artist, a boat builder, or the creator of their own small business.

Shorter hours could have another benefit and that is more jobs for workers who would otherwise be left behind by technological change. Many economists believe that as existing jobs are replaced by machines and artificial intelligence, new jobs will be created in technical, management, and service fields. But will this happen fast enough or at sufficient scale to reemploy all those who now find themselves without decent-paying work? I doubt it. A shorter work week might help to spread the available jobs around. Germany and other European countries, along with a few U.S. states used this strategy during the Great Recession. It kept more people on the job but at shorter hours and reduced unemployment. Using a similar strategy to deal with automation and long-term joblessness, although controversial, should not be dismissed out of hand.

Of course, shorter hours can mean lower total pay. But in one typical survey published in the Monthly Labor Review, 28 percent of the respondents said they would give up a day’s pay for one fewer day of work per week. Any new movement to reduce the work week would need to be phased in slowly, with flexibility for both employers and employees to negotiate adjustments around the standard. Yet if done correctly, the transition could be accomplished with little or no reduction in wages, just smaller raises as a bigger slice of any productivity improvement was invested in more free time. When Henry Ford reduced the work week from 6 to 5 days in 1926, he did not cut wages; he assumed that both productivity and consumption would rise, and his example encouraged other employers to follow suit.

I am not talking about reducing hours for those of us who want to spend long hours at work because we enjoy it. We would still be free to work 24/7, tied to our electronic devices, and no longer knowing exactly when work begins and ends. A new hours standard would primarily affect hourly (nonexempt) employees. These are the people in the less glamourous jobs at the bottom of the ladder, many of them single parents. Right now they finish work exhausted only to come home to a “second shift” that may be equally exhausting. A reduction in the standard workweek would almost certainly improve the quality of life for these hard-pressed and overworked Americans.

By all means, let’s enact a paid leave policy, but let’s also debate some even bigger ideas – ones that could lead to greater work-life balance now, and more job opportunities in the longer run.

Unilever and British American Tobacco invest: A new realism in Cuba


The global consumer products company Unilever Plc announced on Monday a $35 million investment in Cuba’s Special Development Zone at Mariel. Late last year, Brascuba, a joint venture with a Brazilian firm, Souza Cruz, owned by the mega-conglomerate British American Tobacco (BAT), confirmed it would built a $120 million facility in the same location.

So far, these are the two biggest investments in the much-trumpeted Cuban effort to attract foreign investment, outside of traditional tourism. Yet, neither investment is really new. Unilever had been operating in Cuba since the mid-1990s, only to exit a few years ago in a contract dispute with the Cuban authorities. Brascuba will be moving its operations from an existing factory to the ZED Mariel site.

What is new is the willingness of Cuban authorities to accede to the corporate requirements of foreign investors. Finally, the Cubans appear to grasp that Cuba is a price-taker, and that it must fit into the global strategies of their international business partners. Certainly, Cuban negotiators can strike smart deals, but they cannot dictate the over-arching rules of the game.

Cuba still has a long way to go before it reaches the officially proclaimed goal of $2.5 billion in foreign investment inflows per year. Total approvals last year for ZED Mariel reached only some $200 million, and this year are officially projected to reach about $400 million. For many potential investors, the business climate remains too uncertain, and the project approval process too opaque and cumbersome. But the Brascuba and Unilever projects are definitely movements in the right direction.

In 2012, the 15-year old Unilever joint-venture contract came up for renegotiation. No longer satisfied with the 50/50 partnership, Cuba sought a controlling 51 percent. Cuba also wanted the JV to export at least 20% of its output.

But Unilever feared that granting its Cuban partner 51% would yield too much management control and could jeopardize brand quality. Unilever also balked at exporting products made in Cuba, where product costs were as much as one-third higher than in bigger Unilever plants in other Latin American countries.

The 2012 collapse of the Unilever contract renewal negotiations adversely affected investor perceptions of the business climate. If the Cuban government could not sustain a good working relationship with Unilever—a highly regarded, marquée multinational corporation with a global footprint—what international investor (at least one operating in the domestic consumer goods markets) could be confident of its ability to sustain a profitable long-term operation in Cuba?

In the design of the new joint venture, Cuba has allowed Unilever a majority 60% stake. Furthermore, in the old joint venture, Unilever executives complained that low salaries, as set by the government, contributed to low labor productivity. In ZED Mariel, worker salaries will be significantly higher: firms like Unilever will continue to pay the same wages to the government employment entity, but the entity’s tax will be significantly smaller, leaving a higher take-home pay for the workers. Hiring and firing will remain the domain of the official entity, however, not the joint venture.

Unilever is also looking forward to currency unification, widely anticipated for 2016. Previously, Unilever had enjoyed comfortable market shares in the hard-currency Cuban convertible currency (CUC) market, but had been largely excluded from the national currency markets, which state-owned firms had reserved for themselves. With currency unification, Unilever will be able to compete head-to-head with state-owned enterprises in a single national market.

Similarly, Brascuba will benefit from the new wage regime at Mariel and, as a consumer products firm, from currency unification. At its old location, Brascuba considered motivating and retaining talent to be among the firm’s key challenges; the higher wages in ZED Mariel will help to attract and retain high-quality labor.

Brascuba believes this is a good time for expansion. Better-paid workers at Mariel will be well motivated, and the expansion of the private sector is putting more money into consumer pockets. The joint venture will close its old facility in downtown Havana, in favor of the new facility at Mariel, sharply expanding production for both the domestic and international markets (primarily, Brazil).

A further incentive for investment today is the prospect of the lifting of U.S. economic sanctions, even if the precise timing is impossible to predict. Brascuba estimated that U.S. economic sanctions have raised its costs of doing business by some 20%. Inputs such as cigarette filters, manufacturing equipment and spare parts, and infrastructure such as information technology, must be sourced from more distant and often less cost-efficient sources.

Another sign of enhanced Cuban flexibility: neither investment is in a high technology sector, the loudly touted goal of ZED Mariel. A manufacturer of personal hygiene and home care product lines, Unilever will churn out toothpaste and soap, among other items. Brascuba will produce cigarettes. Cuban authorities now seem to accept that basic consumer products remain the bread-and-butter of any modern economy. An added benefit: international visitors will find a more ready supply of shampoo!

The Unilever and Brascuba renewals suggest a new realism in the Cuban camp. At ZED Mariel, Cuba is allowing their foreign partners to exert management control, to hire a higher-paid, better motivated workforce, and it is anticipated, to compete in a single currency market. And thanks to the forward-looking diplomacy of Raúl Castro and Barack Obama, international investors are also looking forward to the eventual lifting of U.S. economic sanctions.

It appears that Omar al-Bashir’s regime in Khartoum may be counting down to its demise as internal and external pressures seem poised to boil over and finally wrest the country out of his control. While the international community has imposed painful trade sanctions and the International Criminal Court has sought to bring al-Bashir to justice for his role in the Darfur conflict, Sudan’s own citizens have been increasingly demonstrative of their dissatisfaction and desire for change. During the last few years, al-Bashir has faced growing opposition from restless urban youth who are no longer willing to live with the status quo. There have also been fears within the old guard—the military and hardcore Islamists—that Sudan could fall victim to uprisings like those in Egypt and Tunisia.

In addition to the significant dislocations to the Sudanese economy caused by trade sanctions by Western countries, Khartoum has also lost significant revenues from the sale of oil produced in South Sudan’s oil fields due to ongoing disputes. To deal with these large shortfalls, al-Bashir’s government has imposed severe austerity measures on the economy, including major reductions in government subsidies, most notably on food and fuel. In response, a broad cross-section of the population took to the streets in protest. In September of this year, like their counterparts in Egypt and Tunisia before them, large numbers of unemployed and restless Sudanese youth took to the streets to demand the ouster of al-Bashir and his government. Government security forces responded with a vengeance, arresting large numbers of protesters and either killing or causing the deaths of many of them.

Within the military, which, together with Islamists, has been the base of al-Bashir’s support since the 1989 coup, there is significant discontent. In addition, there is evidence that some members of al-Bashir’s party—the National Congress Party—are not happy with the president for his failure to deal effectively with the country’s multifarious problems. Today, Sudan’s economy is falling apart—there is galloping inflation, high unemployment, especially among urban youth, and many Sudanese live below the poverty level. In addition, Khartoum is still unable to deal properly with the demands of various ethnic minorities, which are waging violent protests to force the government to allow them to rule themselves. Many groups want genuine institutional reforms and a governing process that is truly democratic and characterized by the rule of law.

Added to the litany of problems Sudan faces is the fact that it remains embroiled in conflict with South Sudan over the future of the Abyei region and its rich oil reserves. The scheduled 2011 vote for Abyei citizens to decide between South Sudan and Sudan did not occur and just recently opposing stakeholders in the region have argued over when and how to hold the referendum with one group boycotting the other’s efforts. Thus, the region remains in limbo.

Hardcore Islamists, long in the president’s corner, are now warning al-Bashir that he is not likely to successfully solve Sudan’s complex problems by simply cracking down on protesters. The question now is: Will al-Bashir give in to the demands of his protesting fellow citizens and initiate the necessary democratic reforms, or will he continue to resist and eventually suffer a fate similar to the one that befell his counterparts in Egypt and Tunisia?

On January 30, 2011, al-Bashir’s vulnerability to a similar uprising was first made apparent when protesters took to the streets of Khartoum and Al-Ubayyid after using online social networking sites to coordinate demonstrations. The government response was swift and extremely brutal—several students were arrested and one was killed. Sporadic and uncoordinated protests, particularly among university students, were also witnessed in the coming months. Then, on September 23, 2013, riots broke out in response to the removal of state subsidies on fuel and cooking gas in Khartoum. The violence spread first across Khartoum and Omdurman in the heart of the regime’s power base, and then to other cities in the days that followed. Protesters, calling for the removal of al-Bashir, blocked roads and set government buildings on fire. As usual, the regime responded brutally, killing more than 50 protesters according to some witnesses and arresting thousands of Sudanese citizens.

Although the Sudanese situation in 2013 is similar to the 2011 situations of its North African neighbors in terms of social frustration over incumbent regimes, Sudan differs from them in three main ways.

First, the majority of Sudanese do not use social media; hence, it is much more difficult to coordinate protests using tools like Facebook and Twitter.

Second, the government has cracked down on the press and blocked the free flow of information, further disconnecting citizens from potentially valuable information.

Third, Bashir’s regime is much less tolerant of protests and demonstrations and has demonstrated a proclivity for using as much force as quickly as possible to snuff out public uprisings. Such efforts are likely to buy only temporary reprieve for the dying regime as it clutches to power, and such responses cannot force the people to give up their demands for improvements in their standard of living, as well as for respect of their fundamental rights.

Without a credible opposition party to coordinate and peacefully channel the frustrations of restless youth into a peaceful revolution, current events in Sudan are likely to force the country into another bloody civil war. There is, of course, a possibility that, given the fact that Sudan does not have the type of institutional arrangements (free and independent press; independent judiciary; regular, free, credible and fair elections) that can provide citizens with the tools to either change their government or petition the latter for relief from tyranny, Sudan could soon become another failed state, such as Somalia. It would then become, like Somalia, a magnet for terrorists and extremist groups seeking to destabilize the region. In addition, another civil war in Sudan would flood the region with refugees and exacerbate the problems now facing many countries in East Africa. Of course, unrest in Sudan could easily spill over into neighboring countries such as Eritrea, Ethiopia, South Sudan and Uganda and create a serious humanitarian crisis in the Horn of Africa.

Dictators and autocrats can be undone by their inability or unwillingness to learn from history, even if that history is not theirs. Given the fact that Sudan’s neighbors have been embroiled in revolutions initiated and carried out by young people frustrated by their countries’ failure to provide them with jobs and protect their fundamental rights, one wonders why al-Bashir thinks the same fate would not befall him and his regime. It has become apparent that al-Bashir is unwilling or unable to recognize the fact that the world is no longer willing to tolerate his regime’s disregard for basic human rights and that Sudan, if it hopes to regain its standing as an accepted member of the international community, cannot afford to serve as a hiding place for dictators.

At the moment, al-Bashir faces a lot of problems emanating from inside and outside the country. It would be wise for al-Bashir and his government to start constructive dialogue with the people of Sudan in an effort to develop the modalities to peacefully transition to democracy. A credible first step would be for al-Bashir to form a transitional government that includes opposition parties. One of the most important functions of such a government should be to engage all relevant stakeholder groups in democratic constitution making to develop and adopt institutional arrangements that guarantee the rule of law and, hence, provide citizens with a governing process that protects their fundamental rights and provides them with the tools for self-actualization. Of course, while institutional reforms are a long-term project, in the short term, the transitional government must put into place mechanisms to protect the fundamental rights of citizens, as well as improve relations with South Sudan in order to secure the peaceful coexistence that is critical for investment and economic growth.

South Sudan: The Failure of Leadership


Professor Riek Machar, former vice president of South Sudan and now leader of the rebel group that is fighting the government of South Sudan for control of the apparatus of the government, has publicly threatened to capture and take control of both the capital city of Juba and the oil-producing regions of the country. Branding South Sudan’s president, Salva Kiir, a “dictator” and arguing that he does not recognize the need to share power, Professor Machar stated that the present conflict, which has lasted for more than five months and resulted in the killing of many people and the destruction of a significant amount of property, will not end until Kiir is chased out of power.

Violent mobilization by groups loyal to Machar against the government in Juba began in December 2013. It was only after bloody confrontations between the two parties that targeted civilians based on their ethnicity had resulted in the deaths of many people (creating a major humanitarian crisis) that a cease-fire agreement was signed in Addis Ababa on January 23, 2014, with the hope of bringing to an end the brutal fighting. The cease-fire, however, was seen only as the first step towards negotiations that were supposed to help the country exit the violent conflict and secure institutional arrangements capable of guaranteeing peaceful coexistence.

If Machar and his supporters have the wherewithal to carry out the threats and successfully do so, there is no guarantee that peace would be brought to the country. For one thing, any violent overthrow of the government would only engender more violence as supporters of Kiir and his benefactors are likely to regroup and attempt to recapture their lost political positions. What South Sudan badly needs is an institutionalization of democracy and not a government led by political opportunists. In fact, an effective strategy to exit from this incessant violence must be centered around the election of an inclusive interim government—minus both Kiir and Machar—that would engage all of the country’s relevant stakeholders in negotiations to create a governing process that adequately constrains the state, establishes mechanisms for the peaceful resolution of conflict, enhances peaceful coexistence, and provides an enabling environment for the rapid creation of the wealth needed to deal with poverty and deprivation.

On March 9, 2012, less than a year after South Sudan gained independence, then-Vice President Machar met with several Brookings scholars, including myself, in New York City. The meeting was part of the new country’s efforts to seek assistance from its international partners to address complex and longstanding development challenges, including critical issues such as the effective management of the country’s natural resource endowments, gender equity, the building of government capacity to maintain law and order, the provision of other critical public goods and services, and poverty alleviation. Among participants in this critical consultation were Mwangi S. Kimenyi, senior fellow and director of the Africa Growth Initiative (AGI) at the Brookings Institution; Witney Schneidman, AGI nonresident fellow and former deputy assistant secretary of state for African Affairs; and me. The vice president, who appeared extremely energetic and optimistic about prospects for sustainable development in the new country, requested an analysis of the commitments and achievements that the government of South Sudan had made since independence and suggestions for a way forward. The scholars, working in close collaboration with their colleagues at Brookings, produced a policy report requested by the vice president. The report entitled, South Sudan: One Year After Independence—Opportunities and Obstacles for Africa’s Newest Country, was presented at a well-attended public event on July 28, 2012. Panelists included Peter Ajak, director of the Center for Strategic Analyses and Research in Juba; Ambassador Princeton Lyman, U.S. special envoy for South Sudan and Sudan; Nada Mustafa Ali scholar at the New School for Social Research; Mwangi S. Kimenyi and me.

The report provided a comprehensive review of the policy issues requested by the vice president—the provision of basic services; future engagement between South Sudan and the Republic of Sudan; efficient and equitable management of natural resources; ethnic diversity and peaceful coexistence; federalism; eradication of corruption; and the benefits of regional integration. Most important is the fact that the report placed emphasis on the need for the government of South Sudan to totally reconstruct the state inherited from the Khartoum government through democratic constitution making and produce a governing process that (i) guarantees the protection of human and fundamental rights, including those of vulnerable groups (e.g., women, minority ethnic groups); (ii) adequately constrains the government (so that impunity, corruption and rent seeking are minimized); (iii) enhances entrepreneurial activities and provides the wherewithal for wealth creation and economic growth; and (iv) establishes mechanisms for the peaceful resolution of conflict and creates an environment within which all of the country’s diverse population groups can coexist peacefully.

Unfortunately, when the report was completed, members of the ruling Sudan People’s Liberation Movement were already embroiled in a brutal power struggle that eventually led to President Kiir sacking his entire cabinet, including the vice president. The collapse of the government raised the prospects of violent and destructive mobilization by groups that felt the president’s actions were marginalizing them both economically and politically. The ensuing chaos created an environment that was hardly conducive to the implementation of policies such as those presented in the Brookings report.

The government of Sudan has failed to engage in the type of robust institutional reforms that would have effectively prevented President Kiir and his government from engaging in the various opportunistic policies that have been partly responsible for the violence that now pervades the country. South Sudan’s diverse ethnic groups put forth a united front in their war against Khartoum for self-determination. Following independence, the new government engaged in state formation processes that did not provide mechanisms for all individuals and groups to compete fairly for positions in the political and economic systems. Instead, the government’s approach to state formation politicized ethnic cleavages and made the ethnic group the basis and foundation for political, and to a certain extent, economic participation. This approach has created a "sure recipe for breeding ethnic antagonism," and has led to the crisis that currently consumes the country.

While the most important policy imperative in South Sudan today is the need to make certain that the cease-fire continues to hold, long-term prospects for peaceful coexistence and development call for comprehensive institutional reforms to provide the country with a governing process that guarantees the rule of law. Hence, both the opposition and the government—the two sides in the present conflict—should take advantage of the cease-fire and start putting together the framework that will eventually be used to put the state back together. A new interim government, without the participation of the two protagonists—Kiir and Machar—should be granted the power to bring together all of the country’s relevant stakeholders to reconstitute and reconstruct the state, including negotiating a permanent constitution.

The Beginning of a Turkish-Israeli Rapprochement?


Since May 2010’s Mavi Marmara incident, which resulted in the killing of nine Turkish activists from Israel Defense Forces’ fire, relations between Turkey and Israel have been suspended. Two major regional developments in 2012, the lingering Syrian crisis and Israel’s Operation Pillar of Defense in Gaza, have underscored the lack of a senior-level dialogue between Israel and Turkey. However, in the wake of the latest Gaza crisis, officials on both sides have confirmed press reports detailing recent bilateral contacts between senior Turkish and Israeli officials in Cairo and Geneva, possibly signaling a shift in the relationship.

Since 1948, Israeli-Turkish relations have been through periods of disagreement and tension, as well as periods of cooperation and understanding. Relations developed gradually over the years and eventually reached their peak in the 1990’s when the two countries forged a strategic partnership, supported and strengthened by the United States. During those years, the Turkish general staff and the Israeli defense establishment were the main proponents for an enhanced relationship between the two countries. Military cooperation and coordination with Israel fit the broader world view of the secularist Turkish defense establishment. Turkey’s military structure and posture was NATO and Mediterranean oriented, and within this framework Israel was naturally viewed as an ally. From the Israeli perspective, Israel’s defense establishment recognized Turkey’s geostrategic importance and the potential that existed for defense collaboration.

Positive relations between the two countries continued well into the first decade of the 21st century but began to slow down when Turkey experienced a new social transformation and political Islamists became the dominant political force in Turkey. The clash that ensued between the new Turkish leadership and the military elite eroded the military’s standing, coupled with a major shift in Turkish foreign policy, inevitably led to a souring in the relationship between Turkey and Israel. With the launch of Israel’s Operation Cast Lead in December 2008, relations began to seriously weaken, as Turkey expressed clear disapproval of Israel’s actions. Despite its efforts, the United States was not able to repair relations between the two countries. The Mavi Marmara incident in 2010 led to further decline of relations between the two.

Two and a half years have passed since the incident on board the Turkish passenger vessel, and relations between Turkey and Israel remain strained, with the two countries locked into their positions. Turkish Prime Minister Recep Tayyib Erdoğan insists that if Israel wishes to normalize relations, it must accept three conditions: issue a formal apology over the incident; compensate the families of the nine Turks (one of them an American citizen) killed on board; and lift the naval blockade of Gaza. Not surprisingly, Israeli Prime Minister Binyamin Netanyahu is reportedly not willing to meet the three Turkish demands.

In recent months, Israel has made several attempts, both directly and through third parties, to find a formula that will restore the dialogue between Jerusalem and Ankara, but to no avail. Erdoğan publicly rejected these Israeli diplomatic approaches, reiterating the need to address the three conditions before further talks can ensue. As a result, bilateral ties, excluding trade, are practically at a standstill, with low level (second secretary) diplomatic representation in respective embassies in both Ankara and Tel Aviv.

Over the past year and a half, the upheaval in the Arab world has occupied the top of the Turkish foreign policy agenda. Thus, the relationship with Israel has not been a priority for the Turks, pushing Israel to invest greater efforts in developing its ties with Turkey’s rivals and neighbors, including Greece, Cyprus, Bulgaria, and Romania. Moreover, Turkey, previously an Israeli vacation hotspot, has experienced a substantial decline in the number of Israeli tourists.

The Turkish-Israeli relationship was not a high priority on the U.S. administration’s foreign policy agenda in the months leading up to the U.S. presidential elections. While the United States did previously engage in efforts to bridge the gap between the two countries, recently, other issues, including the 9/11 attack on the U.S.’s mission in Benghazi, Libya, the Syria crisis, and Iran’s nuclear program, have consumed the attention of U.S. policy makers dealing with the Middle East.

Against this backdrop, Erdoğan’s willingness to allow his head of intelligence to meet the head of Mossad in Cairo, and his foreign ministry’s director general to meet with Israeli Senior Envoy Ciechanover in Geneva, may seem surprising, especially considering Erdoğan’s own harsh rhetoric against Israel during the initial phases of Operation Pillar of Defense. Turkish Foreign Minister Ahmet Davutoğlu explained that the meetings were aimed at finding an end to the Gaza crisis and that there would be no discussion of reconciliation so long as Israel did not address Turkey’s three previously stated conditions. Israeli officials confirmed that while the discussion in Cairo focused on Gaza, the meeting in Geneva went beyond the Gaza issue, and Israel’s envoy Ciechanover did in fact suggest possible options to address Turkey’s three stipulations.

What does all this mean?

Turkey’s recent moves can be attributed to a growing realization that it has hurt its interests and hampered its diplomatic efforts by not maintaining dialogue and open channels with Israel. This move has allowed the Muslim Brotherhood-led Egypt to take center stage and orchestrate, together with the United States, the ceasefire between Israel and Hamas. Turkey, which takes pride in facilitating diplomacy in the Middle East (as demonstrated in the 2008 Turkish-brokered Syrian-Israeli proximity peace talks), was marginalized in the latest round of negotiations on Gaza simply for having damaged its relationship with Israel.

Furthermore, as Turkey’s involvement in the Syrian crisis deepens, and as it prepares to deploy Patriot missiles on the Turkish-Syrian border, Turkey most certainly will aspire to improve intelligence cooperation with Israel. With regards to Syria, there is very little disagreement, if any, between Turkey and Israel, and cooperating on this issue could prove to be very useful and beneficial for both countries.

The possible cooperation on Syria does not mean that Turkey will drop its insistence on Israel meeting the three conditions, but it may indicate a greater inclination to show flexibility with regard to the actual wording and terms of those conditions.

Israel may be willing to be more forthcoming toward Turkey in respect to the three conditions, so long as it receives assurances that Turkey will not just pocket an Israeli apology and compensation and revert to its anti-Israel mode. Israel has its own concerns, and feels more isolated than ever before in a volatile Middle East region. Its need to rely solely on Egyptian President Mohamed Morsi’s mediating efforts last week certainly left Israeli decision makers uneasy. Israel will likely continue to reach out to Turkey in the coming weeks, but a final decision, which may include compromises, will possibly wait until after the Israeli elections in January 2013.

One must not lose sight of the fact that the Turkey-Israel relationship has deteriorated to a low point not only because of disagreement on political issues but also because of the clash of personalities between leaders on both sides. Officials on both sides will face tough decisions in the coming year, and will likely have to go against their own constituencies and popular public sentiments in order to repair relations.

The distrust between both countries is deep and the level of animosity at the leadership level is high. While it is encouraging that they are finally communicating with one another, undoubtedly progress will require a third party presence and involvement. In this respect, the Obama administration has an important role to play. Unquestionably, a rapprochement between Turkey and Israel will serve U.S. global and regional strategic interests. The strong rapport between U.S. President Barak Obama and Erdoğan and what seems in the aftermath of the Gaza crisis as more frequent consultations between Obama and Netanyahu, can contribute to a U.S.-brokered deal between the two sides. If successful, this deal will address not only the Mavi Marmara incident and Turkish demands, but it will also lay out guidelines and a “code of conduct” for interaction between the two sides in times of war and peace and sponsor a Turkish-Israeli dialogue on regional developments and issues of mutual concern. After a long disconnect between the parties, recent interactions between the two regarding the latest Gaza crisis signal that both sides are predisposed to take another look at seriously engaging with each other again, and the United States can help make this a reality.

Perhaps this could be one of Secretary of State Hillary Clinton’s last missions before leaving office.

What’s the relationship between education, income, and favoring the Pakistani Taliban?


The narratives on U.S. development aid to Pakistan—as well as Pakistan’s own development policy discussion—frequently invoke the conventional wisdom that more education and better economic opportunities result in lower extremism. In the debate surrounding the Kerry-Lugar-Berman bill in 2009, for instance, the late Ambassador Richard Holbrooke urged Congress to “target the economic and social roots of extremism in western Pakistan with more economic aid.”

But evidence across various contexts, including in Pakistan, has not supported this notion (see Alan Kreuger’s What Makes a Terrorist for a good overview of this evidence). We know that many terrorists are educated. And lack of education and economic opportunities do not appear to drive support for terrorism and terrorist groups. I have argued that we need to focus on the quality and content of the educational curricula—in Pakistan’s case, they are rife with biases and intolerance, and designed to foster an exclusionary identity—to understand the relationship between education and attitudes toward extremism.

My latest analysis with data from the March 2013 Pew Global Attitudes poll conducted in Pakistan sheds new light on the relationship between years of education and Pakistanis’ views of the Taliban, and lends supports to the conventional wisdom. The survey sampled 1,201 respondents throughout Pakistan, except the most insecure areas of Khyber Pakhtunkhwa and Baluchistan. This was a time of mounting terror attacks by the Pakistani Taliban (a few months after their attack on Malala), and came at the tail end of the Pakistan People's Party’s term in power, before the May 2013 general elections.

On attitudes toward the Pakistani Taliban, or Tehrik-e-Taliban Pakistan (TTP), 3 percent of respondents to the Pew poll said they had a very favorable view, 13 percent reported somewhat favorable views, while nearly 17 percent and 39 percent answered that they had somewhat unfavorable and very unfavorable views, respectively. A large percentage of respondents (28 percent) chose not to answer the question or said they did not know their views. This is typical with a sensitive survey question such as this one, in a context as insecure as Pakistan.

So overall levels of support for the TTP are low, and the majority of respondents report having unfavorable views. The non-responses could reflect those who have unfavorable views but choose not to respond because of fear, or those who may simply not have an opinion on the Pakistani Taliban.

The first part of my analysis cross-tabulates attitudes toward the TTP with education and income respectively. I look at the distribution of attitudes for each education and income category (with very and somewhat favorable views lumped together as favorable; similarly for unfavorable attitudes).

Figure 1 shows that an increasing percentage of respondents report unfavorable views of the Taliban as education levels rise; and there is a decreasing percentage of non-responses at higher education levels (suggesting that more educated people have more confidence in their views, stronger views, or less fear). However, the percentage of respondents with favorable views of the Taliban, hovering between 10-20 percent, is not that different across education levels, and does not vary monotonically with education.

Figure 2 shows views on the Pakistani Taliban by income level. While the percentage of non-responses is highest for the lowest income category, the percentages responding favorably and unfavorably do not change monotonically with income. We see broadly similar distributions of attitudes across the four income levels.

But these cross-tabulations do not account for other factors that may affect attitudes: age, gender, and geographical location. Regressions (not shown here) accounting for these factors in addition to income and education show interesting results: relative to no education, higher education levels are associated with less favorable opinions of the Pakistani Taliban; these results are strongest for those with some university education, which is heartening. This confirms findings from focus groups I conducted with university students in Pakistan in May 2015. Students at public universities engaged in wide ranging political and social debates with each other on Pakistan and its identity, quoted Rousseau and Chomsky, and had more nuanced views on terrorism and the rest of the world relative to high school students I interviewed. This must at least partly be a result of the superior curriculum and variety of materials to which they are exposed at the college level.

My regressions also show that older people have more unfavorable opinions toward the Taliban, relative to younger people; this is concerning and is consistent with the trend toward rising extremist views in Pakistan’s younger population. The problems in Pakistan’s curriculum that began in the 1980s are likely to be at least partly responsible for this trend. Urban respondents seem to have more favorable opinions toward the Taliban than rural respondents; respondents from Punjab and Baluchistan have more favorable opinions toward the Taliban relative to those from Khyber Pakhtunkhwa, which as a province has had a closer and more direct experience with terror. The regression shows no relationship of income with attitudes, as was suggested by Figure 2.

Overall, the Pew 2013 data show evidence of a positive relationship between more education and lack of support for the Taliban, suggesting that the persisting but increasingly discredited conventional wisdom on these issues may hold some truth after all. These results should be complemented with additional years of data. That is what I will work on next.

Venezuela foils mercenary incursion: Guaidó and Washington responsible

In the early hours of Sunday 3 May, Venezuelan police and armed forces foiled an attempt by armed men to disembark in Macuto, La Guaira, 35km from the capital Caracas.
