Eisenhower Warned: "public policy could itself become the captive of a scientific-technological elite"

President Eisenhower famously warned America about the risk of the military-industrial complex, but he also foresaw the risk that public policy would be captured by a scientific-technological elite.

Today, the solitary inventor, tinkering in his shop, has been over shadowed by task forces of scientists in laboratories and testing fields. In the same fashion, the free university, historically the fountainhead of free ideas and scientific discovery, has experienced a revolution in the conduct of research. Partly because of the huge costs involved, a government contract becomes virtually a substitute for intellectual curiosity. For every old blackboard there are now hundreds of new electronic computers.

The prospect of domination of the nation's scholars by Federal employment, project allocations, and the power of money is ever present and is gravely to be regarded.

Yet, in holding scientific research and discovery in respect, as we should, we must also be alert to the equal and opposite danger that public policy could itself become the captive of a scientific-technological elite.

Ideological Uniformity in Higher Education

Self-identified liberals outnumber conservatives among Harvard faculty by 82-1.

More than 80 percent of Harvard faculty respondents characterized their political leanings as "liberal" or "very liberal," according to The Crimson's annual survey of the Faculty of Arts and Sciences in April.

A little over 37 percent of faculty respondents identified as "very liberal"-- a nearly 8 percent jump from last year. Only 1 percent of respondents stated they are "conservative," and no respondents identified as "very conservative."

Academics usually explain this uniformity by asserting that liberals are smarter than conservatives and thus better suited for faculty positions in higher education -- particularly in self-identified elite universities. This explanation is relatively simple to assess by considering whether or not these same academics would entertain a similar explanation for a lack of sex or racial diversity in other institutions, such as corporate leadership or government. If one were to claim that "there are more male CEOs because men are smarter than women" that claim would be rightly dismissed.

Redox runs on RISC-V, boots to GUI login on Raspberry Pi 4

Another month lies behind us, so another monthly update from Redox is upon us. The biggest piece of news this time is undoubtedly that Redox now runs on RISC-V – a major achievement. Andrey Turkin has done extensive work on RISC-V support in the kernel, toolchain and elsewhere. Thanks very much Andrey for the excellent work! Jeremy Soller has incorporated RISC-V support into the toolchain and build process, has begun some refactoring of the kernel and device drivers to better handle all the supported architectures, and has gotten the Orbital Desktop working when running in QEMU. ↫ Ribbon and Ron Williams That’s not all, though. Redox on the Raspberry Pi 4 boots to the GUI login screen, but needs more work on especially USB support to become a fully usable target. The application store from the COSMIC desktop environment has been ported, and as part of this effort, Redox also adopted FreeDesktop standards to make package installation easier – and it just makes sense to do so, with more and more of COSMIC making its way to Redox. Of course, there’s also a slew of smaller improvements to the kernel, various drivers including the ACPI driver, RedoxFS, Relibc, and a lot more. The progress Redox is making is astounding, and while that’s partly because it’s easier to make progress when there’s a lot of low-hanging fruit as there inevitably will be in a relatively new operating system, it’s still quite an achievement. I feel very positive about the future of Redox, and I can’t wait until it reaches a point where more general purpose use becomes viable.

How Technology Enables Small Business

Small businesses are a cornerstone of the American economy, contributing $6 trillion in economic output and employing 85 million Americans. Unfortunately, small businesses are also heavily impacted by the COVID-19 pandemic, with one in five closed either temporarily or permanently. With social distancing restrictions in place, small-business owners more than ever count on technology to reach consumers, market their products, and grow their business. Tech has been a critical lifeline for small businesses and consumers alike during the COVID-19 crisis.

Examining the use of digital platforms as a whole in the United States before the pandemic, the national small business survey finds that the use of digital platforms by small enterprises is ubiquitous:

84% of small enterprises are using at least one major digital platform to provide information to customers;
80% are using at least one major platform to show products and services, as well as to advertise;
79% are using digital tools to communicate with customers and suppliers; and
75% are using tech platforms for sales.

Now, during the pandemic, everything from the way consumers find and purchase products and services to the way small businesses market and ship their wares is enabled by technologies. As a McKinsey study found, the most effective way for small businesses to meet new hygiene and safety expectations is to design effective contactless experiences through adopting new technologies. For example, restaurants and retailers that have turned to digital capabilities and investments in technology fared far better since the pandemic began. In an SBE Council survey, around 76% of small businesses say that cloud services have been critical to the survival and operation of their business during COVID-19.

Logic Engineers

I don't like any of the names for people who create technology solutions for use in the real world. In no particular order:

  • Developer - Sorry, that's for photographic film (and who uses that anymore?) not software - my second least-favorite on this list.
  • Programmer - probably the one I use the most, but the mechanistic connotations: a glorified typist of code; and the implication is that someone else does the thinking, bothers many - leading to...
  • Architect - Horrible. Borrowed from physical construction, it brings in notions of rigidity of thinking and solution; my least favorite, often used by those who use 'Developer' to describe "those who do the thinking around here."
  • Coder - Probably my favorite; however implies that software is the focus instead of the problem to be solved.
  • Hacker - I don't mind this one, but it feels forced sometimes and of course carries negative connotations due to it's use in a security context; It does however, put the problem solving front-and-center and I like that;
  • Software Engineer - Part of my current title; pros: sounds professional and captures the applied science nature of the work; cons: again the implication is writing code, not general problem solving and often - though not in my case - is indicative of a very rigid, bureaucratic culture
  • Software Craftsman - En Vogue with those who see (as I do) that there is more to this work than just slinging code, I have several problems with it: software focus again, the lack of gender neutrality, and a certain pretentiousness (that might just be because some people sound that way when they talk about the movement - which I am positively disposed to, but not a part of)
  • Technologist - This one is popular with the start-up crowd; This is one of the few on this list that recognizes the holistic integrated nature of the work from the solution side; on the other hand, lacks action, professionalism and anything related to the problem (not a coincidence that the startup world likes it, because those that use it are often seeing the project as separating problem and solution too)
  • Sys Admin, DBA, network engineer, etc, etc - I.e. every other technology-related role that isn't primarily about writing software. This is my biggest concern of all as I believe this distinction (writing software and everything else) is horribly misguided, artificial and needs to go (that's another entry)

Am I just being pedantic? I'd say yes, except that I believe these terms all devolve from not seeing the holistic nature of solving problems with programmable machines and since I do see it that way, I want a term that encompasses all of it.

Thus Logic Engineer. Physicists have Mechanical Engineers to apply their ideas, why don't Logicians have Logic Engineers? Currently, we conflate this practical science with Computer Science which is also a pure science - or would be if we stopped doing that. I know that Engineer has professional accreditation connotations in many disciplines - and I'm mixed on what that would mean given the current state of technological practice today - but I believe this most closely maps to what we are doing:

Logician: figure out the rules and limits of valid reasoning.

Logic Engineer: figure out the rules and limits of applying logic to real-world problems. We are Logic Engineers.

Further, if we stopped slicing the world up into hardware and software practitioners, and started seeing that software is just liquid hardware (and vice versa); maybe we'd have something worth accrediting (though I don't think for a long while yet).

So, I'm gonna try it for a while... at least in my head.

An extremely apologetic post

So. I did something stupid. I'm really sorry.

The last blog I wrote, about how I had been here for almost three weeks, turned into news - and not in a good way. Man Flies 12000 Miles to Defy Lockdown sort of news. And I've managed to mess things up in Skye, which is the place I love most in the world.

So, to answer the questions I'm being asked most often right now:

What were you thinking? Why come back to the UK?

Because like so many other people, my homelife and work had been turned upside-down by the COVID-19 lockdowns. I was panicked, more than a little overwhelmed and stuck in New Zealand. I went to the UK government website (https://www.gov.uk/foreign-travel-advice), trying to figure out what to do, and read:
I've been living in the UK since 2017, and all of my upcoming work is here - so 'you are strongly advised to return now' looked like the most important message. I waited until New Zealand was done with its strict lockdown, and took the first flight out. (And yes, the flights and airports were socially distanced, and, for the most part, deserted.)

Why go to Skye? Why not go somewhere else?

When I landed the whole of the UK was under lockdown rules.  I drove directly to my home in the UK, which is on Skye. I came straight here, and I've been in isolation here ever since.

What were you THINKING?

I wasn't, not clearly. I just wanted to go home.

Would you leave New Zealand again, knowing what you know now?

I got to chat to some local police officers yesterday, who said all things considered I should have stayed where I was safe in New Zealand, and I agreed that yes, all things considered, I should. Mostly they wanted to be sure I was all right, and had been isolating, and that I would keep isolating here until the lockdown ends, and to make sure I knew the rules. Like all the locals who have reached out to me, they've been astonishingly kind.

Since I got here Skye has had its own tragic COVID outbreak – ten deaths in a local care home. It's not set up to handle things like this, and all the local resources are needed to look after the local community. So, yes. I made a mistake. Don't do what I did. Don't come to the Highlands and Islands unless you have to.

I want to apologize to everyone on the island for creating such a fuss. I also want to thank and apologise to the local police, who had better things to do than check up on me. I'm sure I've done sillier things in my life, but this is the most foolish thing I've done in quite a while.
