OECD Education Today - Addressing inequities in the Slovak Republic through evaluation and assessment

24 May 2017: PISA 2015 Results (Volume IV): Students’ Financial Literacy explores students’ experience with and knowledge about money and provides an overall picture of 15-year-olds’ ability to apply their accumulated knowledge and skills to real-life situations involving financial issues and decisions.

This comprehensive review of compact city policies will provide food for thought for national, sub-national and municipal governments as they seek to address their economic and environmental challenges through the development and implementation of spatial strategies.

The OECD Environmental Risk Assessment Toolkit describes the work flow for environmental risk assessment and management of chemicals with links to available OECD material relevant for the different steps in risk assessment and management. This new version of the Toolkit is more interactive and has added functionalities. It will be populated with additional tools and case studies in the future.

This biocide document provides guidance on the conduct of laboratory and field tests aimed to assess the efficacy of anti-ants baits for indoor use. A bait contains one or more insecticidal active ingredients combined with food for garden ants.

This document follows on from a report entitled Important Issues on Risk Assessment of Manufactured Nanomaterials [ENV/JM/MONO(2012)8]. Over 8% of land in Europe could be at moderate-to-high risk of wind-driven soil erosion, a new study has estimated. In the first assessment of its kind, the researchers produced maps which show wind erosion risk across 36 countries. This information could help guide actions to tackle land degradation.

A new study has assessed the annoyance caused by a combination of noises typically found on an industrial site. The results could help improve total noise annoyance prediction models. For example, it was found that ‘broadband’ noises, which consist of a wide range of frequencies, lead to more annoyance if they are combined with a specific additional set of low frequency noises, which can lead to an overall identical noise level.

Risk analysis and technology assessment (RATA) involves assessing the possible human, environmental and societal risks of a novel technology at various stages of the development process. However, best practices for RATA’s successful incorporation into large-scale research programmes are still in development. In a recent study, researchers present a case study of their efforts to bring RATA into practice within a large Dutch nanotechnology consortium. By outlining the procedures and products they developed and reflecting on their experiences, the researchers provide valuable insights for the future integration of RATA in technology development projects. A recent study has assessed the sustainability of different nuclear cycle scenarios in Europe, and suggests trade-offs are required between reducing the amount of uranium fuel needed, costs and proliferation risks.

Floods are devastating natural hazards, which can cause loss of life and substantial damage to buildings and other infrastructure. Assessing future flood risk is complicated by the influence of climate change, land-use change and economic development in an area. A study on an Alpine valley suggests that land- use change and urbanisation will affect future flood risk by 2030 more than climate change, but risks can be reduced by adopting low-cost adaptation strategies, such as building restrictions in flood-prone areas and residents taking their own precautions against flooding.

Over half of a low-energy building’s environmental impact occurred before it was even occupied, a new case study from Italy calculates. The researchers recommend expanding the environmental assessment of buildings from just the operational stage of a building’s life, when it is in use, to include production and transport of materials, construction activities and building maintenance. A wide range of environmental impacts should also be considered, they argue, and not just energy use.

Although life cycle assessment (LCA) is a widely accepted method for supporting decision-making, it can face difficulties when being translated into practical life cycle management. A recent case study on local waste management has led to the development of several principles to ensure that LCAs are understandable and applicable.

Life cycle assessment (LCA) can measure the environmental impact of the different stages of a ship’s life cycle, from design to dismantling. This assessment focused on the impact of recycling the metal parts of a ship and did not consider the crucial impact of the hazardous materials present on board. The results showed that re-use of metals had environmental benefits, but overall these were small compared to the environmental impact of other life cycle stages, such as operation.
