US budget deal: Winners and losers

Everyone is breathing a sigh of relief. Everyone in my family, that is. We are about to take some holiday, spend some time taking friends round the sights of Washington DC and then visit a national park. Now these attractions will stay open for business.

I am sure many Americans share this sense of relief - that their government has not shut down, and for more serious reasons than mere avoidance of holiday season disappointment.

There's little doubt that it would have made America look rather ridiculous and people would have blamed politicians as a class.

But who are the winners and losers?

The Republican leader, Speaker John Boehner, is a clear winner. Had there been a shutdown, his party would have suffered, and his authority would have been damaged. He negotiated skilfully between the Democrats and his own ardent members and won a deal that many independents will welcome as sensible and necessary.

For the Tea Party movement, too, it is a success. They have made their agenda Washington's agenda. They have stiffened the steel in their leadership's spine to hold our for deeper cuts. But if they complain that this is not enough, or that they've been betrayed, they will look petulant and fall into a Democrat trap - that of looking and sounding like extremists.

The social conservatives, for a time insisting on a rather incoherent anti-abortion policies tacked onto the budget ("fungible money" doesn't make it into a soundbite), risked disaster for their party.

They appeal to a minority in the country and look politically irresponsible - a danger to their party's electability and the purity of the Tea Party's economic and constitutional messages.

The Democrats as a whole don't come off well. They look like realists, but they've given a lot of ground. These cuts will hurt their natural supporters and undermine plans and projects dear to their hearts. The tactics were quite skilful but I can't see the strategy .

President Obama has made the best of a bad job. He has tried to celebrate the agreement as the American virtue of compromise in action. He made himself look like an honest broker, standing for sensible compromise, rather than the deeply involved player that he is. He did a good job of making a shutdown sound really scary, and so pushing the Republicans towards a deal. But once again he looks like a skilful chairman, rather than a leader. The cuts he has had to accept will, I imagine, undermine important parts of his programme.

With bigger battles ahead, over the 2012 budget, the debt ceiling and the deficit, President Obama has yet to explain how he will fund hope and pay for change. By welcoming the deal, as he must, he has embraced a pared-down vision, accepted something smaller and meaner than he offered in 2008.

It was obvious this blow was coming after last year's elections, but it is a serious blow to the presidency nonetheless.

US Secretary of State John Kerry and Iranian Minister of Foreign Affairs Dr Mohammad Javad Zarif have been voted as the winners of this year’s Chatham House Prize.

The Chatham House Prize is presented annually to the person, persons or organization deemed by members of the Royal Institute of International Affairs to have made the most significant contribution to the improvement of international relations in the previous year.

This year, members voted for John Kerry and Mohammad Javad Zarif in recognition of their crucial roles, throughout 2015, in successfully negotiating the historic nuclear deal between Iran and the P5+1 – considered to be one of the most intractable diplomatic stand-offs in international affairs in the 21st century.

The deal was one that many thought impossible. Overcoming enormous technical complexity, entrenched domestic opposition in the United States and Iran and three decades of intense hostility between their two countries, Kerry and Zarif’s leadership and commitment, in particular, were imperative to sustaining and driving the negotiations to their successful conclusion. With the vital participation of officials from other permanent members of the UN Security Council, Germany and the EU, they secured a deal, endorsed by the UN Security Council and more than 90 countries, which was a victory for diplomacy as well as against nuclear proliferation.

About the Chatham House Prize

The Chatham House Prize is presented to the person, persons or organization deemed by members of Chatham House to have made the most significant contribution to the improvement of international relations in the previous year.

The selection process is independent, democratic and draws on the deep knowledge of Chatham House's research teams, making the Prize a distinctive and unique award in the field of international affairs.

A short-list of nominees is selected by the institute's three presidents from a longer list submitted by the research programmes and departments in their areas of expertise. The recipient is then determined by Chatham House's broad membership base on a one-member, one-vote basis. The award is presented on behalf of the institute's patron, Her Majesty the Queen, representing the non-partisan and authoritative character of the Prize.

The Chatham House Prize was launched in 2005. Previous recipients of the Prize include Burmese democracy campaigner Aung San Suu Kyi, Médecins Sans Frontières, former US Secretary of State Hillary Clinton, and Melinda Gates, co-founder of the Bill and Melinda Gates Foundation.

The Justice Department announced Thursday that it is dropping its criminal case against President Trump's first national security adviser Michael Flynn. Flynn twice admitted in court he lied to the FBI about his conversations with Russia's U.S. ambassador, and then cooperated in Special Counsel Robert Mueller's investigation. It was an unusual move by the Justice Department, and CNN's legal and political analysts smelled a rat."Attorney General [William] Barr is already being accused of creating a special justice system just for President Trump's friends," and this will only feed that perception, CNN's Jake Tapper suggested. Political correspondent Sara Murray agreed, noting that the prosecutor in the case, Brandon Van Grack, withdrew right before the Justice Department submitted its filing, just like when Barr intervened to request a reduced sentence for Roger Stone.National security correspondent Jim Sciutto laid out several reason why the substance of Flynn's admitted lie was a big deal, and chief legal analyst Jeffrey Toobin was appalled. "It is one of the most incredible legal documents I have read, and certainly something that I never expected to see from the United States Department of Justice," Toobin said. "The idea that the Justice Department would invent an argument -- an argument that the judge in this case has already rejected -- and say that's a basis for dropping a case where a defendant admitted his guilt shows that this is a case where the fix was in."Barr told CBS News' Cathrine Herridge on Thursday that dropping Flynn's case actually "sends the message that there is one standard of justice in this country." Herridge told Barr he would take flak for this, asking: "When history looks back on this decision, how do you think it will be written?" Barr laughed: "Well, history's written by the winners. FIRST® Robotics Competition Teams in the United States were invited to become 3D Creators and 3D Sculptors for the chance to win $10,000. Using xDesign and xShape on the 3DEXPERIENCE Platform, dozens of teams collaborated on the cloud and designed their own personal flying machines.
