Turkey’s terrorism troubles are bad and getting worse. At least 41 people died Tuesday in a terrorist attack on Istanbul’s airport. Authorities say that ISIS attackers opened fire on crowds at the airport and then detonated suicide vests, wreaking havoc. For Turks, such an attack is not a surprise: The country has seen as spate of attacks throughout the country in recent years.

ISIS has not formally taken credit for the attack as of Wednesday morning, but it has struck Turkey repeatedly and with growing frequency: ISIS has previously hit Istanbul twice in 2016, including a January suicide bomber attack on Sultanahmet Square that killed 12 in the heart of Turkey’s tourist district. In 2015, Turkey suffered its most deadly terrorist attack ever when more than 100 people were killed after bombs went off near Ankara’s railway station, targeting a rally opposing Turkey’s conflict with its own Kurdish population. In 2013, more than 50 people were killed when car bombs went off in Reyhanli near the Syrian border. Although ISIS is usually blamed for these attacks, Turkey’s Kurdsthe Syrian regime, and Syria’s al-Qaida affiliate Jabhat al-Nusra have all been named as suspects. The sheer number of possibilities and the politicized finger-pointing reveals how daunting a challenge Turkey faces on the counterterrorism front.

The government of President Recep Tayyip Erdogan is trying to fight ISIS, but this is only one of its problems and, so far, not its No. 1 priority. Erdogan’s government also seeks to topple the Syrian regime of Bashar al-Assad, and manage its own and the regional Kurdish problem—tough enough tasks without having to also shore up the government’s declining legitimacy.

When the Arab Spring broke out in 2011, Turkey seemed a model for aspiring democracies in the Middle East. Here, after all, was a democratic government that embraced political Islam but did so in a seemingly moderate way, was a member of NATO, a booming economic power, and a force for stability in the region. The Middle East, however, has come to Turkey rather than the other way around. Although Turkey’s economy continues to do well, Turkey has far fewer admirers in the West and is often considered part of the problem, even drawing public criticism from President Obama. For many Turks, the Istanbul attack is part of this changing landscape. Asli Aydintasbas, a Turkish analyst, described a “world turned upside down” to the New York Times: Istanbul “was a happening town, cutting edge in arts and culture. It’s the kind of place that Condé Nast would write about. Now this is a Middle Eastern country where these things happen.”

Turkey’s ISIS problems are bound up in its Syria policy. Erdogan had cultivated Assad and then was outraged when the Syrian dictator proved to be, well, a dictator. Instead of making reforms to placate protesters, as Erdogan had urged, Assad reached out to Iran and commenced a brutal crackdown that would lead to a civil war in which more than 400,000 Syrians have died so far—most at the hands of the regime, not ISIS. Although the United States prioritizes fighting ISIS, Turkey sees ousting Assad as more important. Ankara has armed and trained opposition fighters and hosted Syrian dissidents. Turkey has backed more radical groups like Ahrar al-Sham, which works with the Islamic State’s affiliate Jabhat al-Nusra.

The country’s policy toward ISIS should be seen in this context: Anyone opposing Assad seemed to be on the right side. Although ISIS relies heavily on foreign volunteers for manpower, Turkey dragged its feet and allowed volunteers to transit Turkey unimpeded so as to make their way to fight Assad. European governments reacted with growing concern and anger, fearing that these volunteers would come back and conduct terrorist attacks on the West. In the last year, Turkey has become far tougher on foreign fighters, but it is difficult to uproot the now-extensive radical infrastructure.

ISIS attacks on Turkey have grown in response to this crackdown. In addition to public attacks, ISIS has shot and beheaded activists linked to “Raqqa Is Being Silently Slaughtered,” a non-government organization providing information and video footage of the brutal life in ISIS-controlled areas.

Such acts and Western pressure have also led to more Turkish military involvement, and this too probably led to an escalation of ISIS attacks. Turkey used tanks and artillery to strike ISIS after the January bombing in Istanbul’s Sultanahmet Square and has shelled ISIS positions in response to ISIS cross-border shelling. Perhaps more importantly, Turkey allows the United States and other coalition countries to base aircraft out of the Incirlik and Diyabakir air bases in southern Turkey for strikes on ISIS.

Making things even more complex, Turkey’s own Kurdish problem put it at odds with Washington in the fight against ISIS. From Ankara’s point of view, there are good Kurds and bad Kurds. The good ones include Iraq’s main Kurdish organizations which have good relations and economic ties with Turkey.

On the other hand, the Erdogan government sees the Kurdish Workers Party (PKK) as an enemy. The group claims to represent the aspiration of Turkey’s own Kurds, which make up perhaps 20 percent of the population, and past regimes had fought civil wars with the group, leading to 40,000 deaths since the conflict began in 1984. In 1999, the PKK’s leader was captured and the conflict declined in ferocity. Peace seemed at hand as negotiations commenced secretly in 2009, and at the end of 2012 Erdogan publicly embraced the talks. The ceasefire broke down in 2015, however, when Turkey bombed the PKK’s bases in Iraq, and Kurdish violence and terrorism in Turkey returned: Many observers believe Erdogan renewed operations because his electoral fortunes were waning and he sought to stir up nationalist sentiment.

With this dynamic in mind, Syria’s small Kurdish group the Democratic Union Party (PYD) has come to play an important role for Turkish policy, ISIS, and Syria. Although the group has historically been minor, its ties to the PKK made Turkey see it as an enemy. This mattered little until central government authority in Syria’s Kurdish areas collapsed. The PYD and other Kurdish groups carved out their own autonomous areas, leading to Turkish fears that the PYD would inspire Turkey’s Kurds to seek independence and would provide the PKK a base for attacks.

Washington took a different view: As U.S. military training programs against ISIS proved ineffectivethe PYD also emerged as a valuable military ally, perhaps the most effective foe of ISIS within Syria. Even as the United States works with Syria’s Kurds, Turkey has embargoed Kurdish areas in Syria (at a time when humanitarian conditions are desperate) and even threatened to intervene if the Syrian Kurds expand their territory near the Turkish border too much. And to make this more complex, the PYD itself doesn’t work well with other anti-Assad groups, which oppose Kurdish autonomy and are angered by the PYD’s willingness to ignore Assad, making it difficult to square with broader U.S. goals in Syria.

All this would be easier for Turkey if the Erdogan government had broad support at home and abroad, but it doesn’t. Recent years have seen massive anti-government protests with the Turkish government responding by stepping up repression. Erdogan changed jobs from prime minister to the more ceremonial role of president, but he remains the power behind—or even in front of —the throne. Turkey has used anti-terrorism as an excuse to crack down on legitimate political dissent at home, straining ties with Europe and the United States. The government is increasingly authoritarian, with crackdowns on press freedom being particularly acute. (And whatever you do, don’t compare Erdogan to Gollum.) The good news is that Turkey is trying to break out of its growing isolation; the bad news is that it is doing so by mending fences with another authoritarian strongman, Russian President Vladimir Putin.

Dictators throughout the Middle East use legitimate security and terrorism dangers to justify delaying reforms, repressing any form of opposition, and labeling all foes as terrorists. The Turkish model, unfortunately, is a Middle Eastern one now.

U.S. recognizes the only interlocutor in Turkey as the president


The only interlocutor for the United States in Turkey will be President Recep Tayyip Erdoğan from now on, Professor Kemal Kirişci has said, adding that Washington has come to recognize the reality that whoever becomes the prime minister “knows he is not going to do anything that is unauthorized.”

The U.S. has lost its hopes regarding Turkish democracy, according to Kirişci, who is at the Washington-based Brookings Institute.

Prior to President Erdoğan’s visit, there were a record number of articles saying he would not receive a warm welcome in Washington, let alone a meeting with U.S. President Barack Obama. Yet Erdoğan ended up in the White House for a long meeting.

I was able to observe both of his visits in May 2013, and the one that took place last March. The difference is day and night. In 2013 the U.S. administration was bending over backwards to welcome Erdoğan, and he was hosted very lavishly.

The last visit was also preceded by the article of Jeff Goldberg, where there was a reference to how disappointed Obama was with his relationship with Erdoğan. I think that the appointment was given because Turkey and the president of Turkey is very central and critical to the fight against the Islamic State of Iraq and the Levant (ISIL). This is the only reason why this appointment was given; this is my reading.

The meeting took place despite Obama’s disillusionment with Erdoğan. Does that mean that Turkey is indispensable, regardless of rules Turkey? Or is Erdoğan not expendable?

Both. The term that is being used in Washington for the U.S. relationship with Turkey is “transactional,” meaning wherever we have common interests and common concerns, we are going to try to cooperate. The idea of a model partnership based on shared liberal values is no longer an issue; the cooperation is out of necessity.

Was there ever a Davutoğlu effect in bilateral relations, since he was one of the figures shaping foreign policy?

Starting in September 2015, Davutoğlu projected the image of a pragmatic person wanting to address a problem. The way in which he handled the European migration crisis was assessed as something positive compared to the rhetoric the president uses where he is constantly criticizing and using contemptuous – almost denigrating – language toward Europe but also the U.S. I suspect that Davutoğlu was offered an audience with Obama [shortly after his meeting with Erdoğan] because of this.

How do you think Washington will see his departure?

At the micro level, they thought that there was room for a pragmatic, solution-oriented relationship with Davutoğlu. But in the course of the last year or two, they had also come to realize that Davutoğlu’s foreign policy based around his book “Strategic Depth” was producing conflict between Turkey and the U.S. – the conflict areas being Syria, ISIL, Egypt, Israel and Iraq. 

Do you think there will be any changes in relations with Davutoğlu’s departure?

I think there is a recognition in Turkey, Europe, the U.S. and the rest of the world that from today onward, Turkey’s foreign policy will be run by the president. The notion that Turkey is a parliamentary system and the president is supposed to be equidistant from political parties does not reflect reality. The U.S., with this experience behind them, has come to recognize this reality. Whoever becomes the PM, they know he is not going to do anything that is unauthorized. The consequence is that Turkey-U.S. relations will not be where they were when Erdoğan first came to power; that’s how I can answer the question because it is comparative. At that time, in addition to Syria, trade, the economy and Turkey’s relations with the EU were also on the agenda.

These issues will no longer be on the agenda; there will be only one issue: the Syrian issue. [But another will be how will] NATO manage the challenges that Russia is bringing to European security? I think there is some room for interaction there.

Has the U.S. given up on Turkey as a reliable ally sharing the same values? 

It is sad but that is the reality. Turkey’s agenda today in the neighborhood is not an agenda that overlaps with the Western transatlantic community’s agenda. There is a lot of aggravation that emerges from that reality. For the U.S., the issue of ISIL is regarded as the major challenge emanating from the Middle East to U.S. and European security. I think they have reached a conclusion that cooperating with Turkey is an uphill battle. They also recognized Turkey and the U.S. have conflicting interests with respect to the PYD [Democratic Union Party]. Turkey considers it a threat to national security whereas the U.S. sees the PYD as an actor with which they are able to cooperate against ISIL in a decisive, reliable and credible manner. In the case of Turkey, there is cooperation but there are question marks over the reliability and credibility and commitment of Turkey.

Why are you using the word sad?

It is sad from a personal point of view because when you look at the world right now, it looks like there are two governance system competing with each other. One governance system is the system to which I thought Turkey was always committed. We became a member of NATO, Council of Europe and the OECD. We aspire to become part of the EU because I suppose we believed the values of members of this community provides more prosperity, stability and security to its citizens. Then there is an alternative form of governance represented by Russia, Iran and China [based on] the idea that the state should have a greater say on the economy, the state interest should prevail over the interests and the rights of individuals and that freedom of expression and media can be curtailed to serve state interests. Turkey is increasingly moving in the direction of this second form of governance.

Why, then, did Brookings invite Erdoğan, producing embarrassing moments when the president’s security detailed interfered with demonstrators?

Brookings has a long-established program called the Global Leaders Forum and invites presidents and prime ministers to give speeches. It is an independent think tank and does not confer legitimacy or illegitimacy on a speaker. The Washington audience got an opportunity to see how Turkey is being governed.

It looks like the U.S. remains indifferent to democratic backpedalling in Turkey.

There was a time at meetings on Turkey in which questions were raised along the lines of, “Why isn’t the U.S. doing more against this backsliding?” Interestingly, in the course of about six months or so, this question is being raised less and less. The U.S. has lost hopes about Turkish democracy. The primary reason for this is that they have this impression that Turkish society, especially after what happened after the June [2015] elections, gives priority to this kind of governance. Also, the Obama administration, especially compared to the Bush and Clinton administrations, is less comfortable with the idea of promoting democracy and supporting democratization.

Erdoğan's real opportunity after the failed coup in Turkey


Editor's Note: With the latest coup attempt in Turkey, Turkish democracy survived a major test, and the country turned from the edge of a precipice. writes Kemal Kirisci. But Turkey’s democracy has also taken a severe blow. This article was originally published in The National Interest.

The history of Turkish politics is littered with coups and coup attempts that have occurred in roughly ten-year intervals. It is almost a genetic defect.

  • The nascent Turkish democracy experienced its first coup in 1960 when it was barely into its tenth year—led by a group of left-wing “young officers,” who had also forced the General Staff into its ranks. Administrative authority was returned to civilians in October 1961, after having cost the lives of the then-Prime Minister, Adnan Menderes, the Minister of Foreign Affairs, Fatin Rüştü Zorlu, and the Minister of Finance, Hasan Polatkan.
  • The second military intervention took place in 1971 against the government of Süleyman Demirel—this time around, though, through a “coup by memorandum.” The military issued to the prime minister an ultimatum—to step aside and be replaced by a technocratic cabinet.
  • Less than ten years later, in the midst of endemic violence between left- and right-wing radical groups, the military's top brass carried out another intervention. This was bloodier than the previous two interventions, costing hundreds of lives and leading to massive human-rights violations. After rubberstamping a suffocating constitution on the country, the military handed the government over to a semblance of a democratically-elected government in 1983.
  • Surprisingly, Turkey broke this pattern of ten-yearly military interventions, and civilian authority continued until 1997, when there was what was termed a “post-modern coup.” The army rolled out a convoy of tanks into the streets of Ankara, and in a repeat of the coup of 1971, demanded the resignation of the coalition government led by Necmettin Erbakan.
  • The next coup occurred a decade later (almost to the day) in April 2007, when the Chief of Staff staged an “e-coup” by posting a set of demands on its website. The coup was a reaction against a long list of democratic reforms that were introduced as a part of the leadership’s pro-EU agenda and were seen as a departure from the staunchly secularist, restrictive mode of governance. Bolstered by the public support for these reforms, however, the incumbent Justice and Development Party (AKP) led by Recep Tayyip Erdoğan, now the current president of Turkey, successfully withstood the “e-coup,” and for the first time, pushed the military back “into the barracks”.

The latest coup attempt—which took place on Friday, July 15—has widely been attributed to a large Gülenist faction within the military and the judiciary that circumvented the established chain of command and held the high command hostage. Gülenists are the followers of the Islamic scholar Fethullah Gülen, who leads a worldwide movement that claims to advocate a moderate form of Sunni Islam with an emphasis on tolerance and interfaith dialogue. Formerly allies with Erdoğan, the Gülenists were blamed for spearheading the corruption scandal in December 2013 that engulfed several government officials, ministers and people in Erdoğan’s intimate circle. Since then, Gülen and Erdoğan have been locked in a power struggle.

Back from the brink

Turkish democracy survived a major test, and Turkey turned from the edge of a precipice. The credit for the coup’s defeat goes to the Turkish people, who heeded Erdoğan’s call to resist this intervention “by any means possible and necessary" and filled the squares. TV reports were filled with eye-to-eye, tense, agitated confrontations between civilians and armed soldiers on the two bridges that connect the Asian and European sides of Istanbul. Public restraint and sobriety helped to prevent escalation of violence. There were nevertheless senseless causalities resulting from fire opened by the mutineers and especially attacks mounted on the parliament building as well as the Headquarters of the General Staff. It could have been a lot worse.

Erdoğan needs to rise above a majoritarian understanding of democracy and do justice to the aspirations of a public that heeded his call by pouring into the streets and squares to defeat the coup attempt.

Clearly, Turkey’s democracy has taken a severe blow—cushioned only by the unequivocal stance of the opposition leaders and the media against the coup. Once again, the nation managed to break this pattern of ten-year coups. This offers the country a matchless opportunity for reconciliation. Granted, Erdoğan has had an exceptionally rough weekend and his frustration with those responsible for or implicated in the coup is understandable. He is correct in calling “for their punishment under the full force of the law of the land.” It will, however, now be critical that he ensure that the rule of law is upheld and rises to the challenge of winning the hearts and minds across a deeply polarized nation. He has the tools for it in his repertoire and had successfully wielded them in the past—especially between 2003 and 2011, when he served as prime minister. In hindsight, this period is often referred to as AKP’s “golden age,” when the economy boomed, democracy excelled, and Turkey was touted as a model for those Muslim-majority countries aspiring to transform themselves into liberal democracies.

As he steers the country from the brink of civil war, Erdoğan needs to rise above a majoritarian understanding of democracy and do justice to the aspirations of a public that heeded his call by pouring into the streets and squares to defeat the coup attempt. This is the least that the Turkish public deserves. This would also be a move in the right direction for Turkey’s neighborhood, which desperately needs a respite from the turmoil resulting from the war in Syria, the instability in Iraq, Russia’s territorial ambitions and now Brexit. This is the moment when a stable, democratic, transparent, accountable and prosperous Turkey needs to come to the fore on the world-stage. The United States needs it too. As much as the White House declared its faith in the strength of Turkey’s democracy and its support for the elected leadership, there is a clear chance for forging closer cooperation between the two countries. The first step in cooperation should be in bringing to justice the perpetrators of this coup, followed by measures to enhance Turkey’s capacity to address and manage the many challenges facing Turkey and its neighborhood.

Turkey's prospects after the coup attempt


U.S. and EU officials have called on Turkey to show restraint amid concerns that Friday's failed coup attempt will be the pretext for an authoritarian crackdown. Turkey’s ability to investigate the putsch will be compromised by the fact that President Recep Tayyip Erdoğan has repressed the media and weakened the judiciary, says Kemal Kirisci, of the Brookings Institution. The coup attempt will likely bolster Erdoğan’s efforts to consolidate power, and that will make any investigation into the true causes of the coup difficult, Kirisci says.

President Recep Tayyip Erdoğan has pinned responsibility on the cleric Fethullah Gülen, who lives in self-imposed exile in the United States. Is that credible?

It is possible [that the Gülen movement is responsible], but this needs to be thoroughly investigated. The [Turkish] government has long argued that Fethullah Gülen leads a parallel state from Pennsylvania, where he has been living since 1997. The journalist and academic Ali Bayramoğlu has said that the movement, going back to the 1980s and early 1990s, began to systematically place their students in the police and military academies. These students were closely monitored and accompanied.

Other commentators have argued that it's unbelievable how F-16 pilots, on whom the state has spent more than a million dollars each to educate, attacked the Turkish parliament, military headquarters, intelligence services, and communications centers. How can a well-trained, prestigious F-16 pilot do this unless they are deeply attached to a cause? The movement also [includes] high-ranking judges and officers, including many one-star generals, who have been arrested.

Erdoğan has renewed his calls on the United States to extradite Gülen. Is this more plausible after the attempted coup?

Turkey has for a long time been seeking Gülen’s extradition, but the United States has not been cooperative, saying there was not enough evidence to build a case. However, the [U.S.-Turkey] extradition treaty refers to an obligation to extradite anyone who attempts to assassinate the leaders of one or the other country. There clearly was an attempt to assassinate Erdoğan: the hotel where he had been staying was attacked, and there was an attempt to control the airport where he was supposed to land. A necessary condition of extradition is that a convincing connection between the coup and the sought-after person is established; that should be the focus of cooperation.

Many analysts expect that Erdoğan will use the attempt as a pretense to invest the presidency with full executive powers, as he’s long sought.

The difficult issue will be to assess Erdoğan’s accusations independent of his political ends. Many commentators say the allegations put forward by the government serve his political aspirations: Erdoğan has become, de facto, the executive president of Turkey, but he wants to introduce an element of legality to it, which will require either a constitutional amendment or a completely new constitution. Opinion polls just before the coup suggested that the public, even supporters of [the ruling Justice and Development Party (AKP)], did not look favorably on it. This kind of threat to the system gives him considerable leverage [to codify an executive presidency], and I suspect he will follow that path rather than what some commentators are calling for, bringing the polarized country to a consensus through dialogue.

How to sort that out from the pursuit of the truth will be a difficult exercise, and I’m not sure today’s Turkey is equipped to do it, given the way the media has been repressed and the judiciary has been brought under the influence, if not control, of the government. These measures raise serious doubts about Turkey’s ability to investigate this within the realm of the rule of law.

The Incirlik air base, from which a U.S.-led coalition carries out air strikes against the self-proclaimed Islamic State, just reopened after a temporary closure. Will the coup attempt have broader implications for the anti-ISIS campaign?

Cooperation on ISIS is important, but much more so is the future of democracy in Turkey. A Turkey that is democratic is a Turkey of the rule of law, and a secular Turkey is one in which sympathy for such extremist groups is much less. Such a Turkey shares common values with the West, which makes cooperation much easier.

It looks like a large number of officers—colonels as well as one-star generals—were involved, and so the Turkish military is going to experience a period of weakness. That’s where U.S. cooperation, on intelligence and counterterrorism, is critical. Such cooperation demands trust. That trust will partially, but importantly, be a function of [cooperation over] the Gülenist dossier.

The United States and Turkey are going to have to find a way to cooperate over the PYD (Kurdish Democratic Union Party). [Editor’s note: the United States backs the Syrian Kurdish party’s militant wing, the YPG, to combat the Islamic State; Turkey says the group has aided its compatriots in Turkey, the PKK, whose insurgency against the state resumed in July 2015]. The United States enjoys leverage over the PYD, and now it’s ever more important that it keeps the PYD in line so it does not become involved in the conflict in Turkey and strengthen the hand of the PKK while Turkey is vulnerable.

Turkey hosts roughly three million refugees and the country is party to an agreement with the EU to stem migration to Europe. What will EU-Turkey relations look like in the aftermath of the coup attempt?

If the perpetrators had gained control of government, it would have led to civil war, so the very fact that the coup attempt collapsed is saving Europe from waves of Turkish asylum seekers. The EU will need to expand its basis of cooperation with Turkey, because this coup attempt will adversely impact Turkey’s ability to deal with these refugees. There will likely be a purge from some of the bureaucracies and organizations that deal with them.

More broadly, both U.S.-Turkey and EU-Turkey ties have been strained lately. Will the Turkey’s alliance with the West come out on stronger footing after their condemnation of the coup attempt?

Helping with the investigation to establish the truth will be critical. The way in which, at the end of the day, [the EU and United States came out] with support for the elected government, just as Turkish opposition parties did, should entitle them to some influence, calling on Turkey to live up to the norms, standards, and values of democratic society.

The EU and United States together must reanchor Turkey solidly within the Western alliance. Erdoğan, as much as [the United States and EU member-states] may resent him or disagree with policies, must be made to feel that he's welcome back in the ranks, the way he was between 2003 and 2010, on the condition he reforms his policies.

Erdoğan and the people around him, especially [former Prime Minister Ahmet] Davutoglu, had delusions of grandeur. They dreamed they were going to lead the ummah, the Islamic world. This is all gone now: the emperor is naked. Erdoğan seems to recognize Turkey has boxed itself into a corner and wants to come out in the direction of the West. There is nowhere else to go. Turkey needs tourism, international trade, and foreign investment, and to protect its national security. On all these grounds it needs cooperation, and it’s not going to come from Iran, China, or Russia, even if that might be their preference. It can only come from the West.

Turkey may also recognize that the West is in trouble too, and if the West cannot come out of that trouble, Turkey will be in even deeper trouble. Brexit is going to have a negative impact on Turkey's export market and tourism. An EU in trouble is not going to be able to give visa liberalization to Turkish nationals, which symbolically will anchor Turkey in the West, and is also important economically. If the EU and United States move to the right and say no to free trade agreements [and migration], Turkey will not benefit. Both sides next each other even more than in the past.

The failed coup in Turkey on July 15 to 16, organized by factions within the Turkish military in an attempt to overthrow the government of President Erdoğan, represents both a victory and a new trial for Turkish democracy. Although the Turkish citizenry brought the country back from the brink of anarchy and civil war, many analysts see last week’s events as a consequence of the political instability and discord that has been mounting for years as Erdoğan has consolidated powers, marginalized the opposition, and redefined Turkey’s democracy. How will the president react in the aftermath of the coup? Will the democratic backsliding intensify, or can the thwarted coup offer new opportunity for reconciling the deeply-polarized nation?

The upheaval and political instability in Turkey also holds significant implications for Turkey’s foreign policy and the fate of a neighboring region already in turmoil from the war in Syria and insecurity in Iraq. The West desperately needs a stable, democratic, and predictable partner in its NATO-ally Turkey to address the many challenges besetting the region and to fight the Islamic State (or ISIS). How will recent events affect regional stability and Turkey’s cooperation with the West on security issues, including the resettlement of Syrian refugees? What does the failed coup mean for the coalition against ISIS engagement in Syria?

On July 20, the Foreign Policy program (FP) at Brookings hosted a panel discussion to consider these questions and other domestic and international consequences of the coup attempt in Turkey. Brookings Senior Fellow and Director of the Center on the United States and Europe Fiona Hill introduced and moderated a wide-ranging conversation featuring FP Senior Fellows Shadi Hamid, Kemal Kirişci, Michael O'Hanlon, and Ömer Taşpınar.

The geopolitics of Turkey’s failed coup


Turkish President Recep Tayyip Erdoğan has responded to last week’s coup attempt with a hammer. Over the span of just a few days, more than 50,000 people have been fired from their jobs or detained on suspicions that they’re connected to the coup or to the Gülenist movement (which President Erdoğan blames for the coup attempt). Now emergency rule has been imposed, suggesting that more detentions may follow.

Turkish leaders are assuring everyone that the state of emergency is meant to control the situation and to preserve Turkish democracy. But many observers, including in the West, aren’t buying it: There are legitimate fears that these measures will actually further consolidate Erdoğan’s authoritarian rule. And the consequences of Turkey’s continued drift away from democracy isn’t only a human rights or governance problem—it could become a real geopolitical challenge for the West. 

The swinging pendulum

Turkey—literally the bridge between Europe and Asia—sometimes seems of two minds on governance issues. On the one hand, its leaders express a commitment to a Western form of governance based on the rule of law, liberal democracy, transparency, and accountability. On the other—and more in the vein of governance styles in Russia, Iran, and China—they sometimes reject what they see as outside interference, restrict civil liberties and government transparency, and promote a heavy state role in the economy. 

Although Turkey was welcomed into NATO and other transatlantic institutions after World War II—at a time when Soviet expansionism was a real fear—its commitment to democratic values has always been shaky. The military’s shadow loomed large over Turkish politics (last week’s coup attempt was far from the first) and the country’s human rights record was poor, particularly on minority rights. 

Many thought that all this would change when Erdoğan and his Justice and Development Party (AKP) came to power in 2002. They introduced political reforms that propelled Turkey toward EU membership. The Turkish economy excelled: Many people in Turkey once depended on remittances sent by Gastarbeiters (guest workers) in Germany and other West European countries, for instance, but the country quickly became host itself to immigrants from neighboring countries. Tourists, business people, students, athletes, and artists poured into the country in the millions. And Turkey enjoyed considerable soft power in the region and the world, often touted as a model in the wake of the Arab Spring of a country that properly paired mainstream Islamism and democratic governance. None of this would have been possible were it not for Turkey’s growing adherence to Western governance norms and its membership in the transatlantic community. 

But the picture has since become rather grim. The events of the past week have renewed concerns about the state of Turkish democracy, yes—but those concerns have in fact been growing for years. Turkey’s commitment to supporting freedom of expression, freedom of the media, anti-corruption efforts, and liberal markets has been in serious doubt for a while. Meanwhile, the economy has stalled, related in part to political developments and to a recent spate of terror attacks that have seriously damaged the overall security situation. It is no wonder that Turkish per capita income—which peaked at $10,800 in 2013—has now fallen to 2009 levels, at $9,950. (That’s an almost 10 percent drop in the span of just two years.) Turkey’s further slide away from Western governance norms would likely only make matters worse, making Erdoğan’s promise of putting Turkey among the largest 10 economies in the world a fantasy.

If you ask Erdoğan and his AKP colleagues why reforms sputtered out, they’re likely to answer with conspiracy theories: They’ll blame the West, the EU, the interest rate lobby, and others. But the AKP has failed to be self-critical, which could have helped it succeed. 

Turkey’s choice of orbit

So if Turkey seems to be moving away from Western norms, is it also moving away from the West? Possibly. In November 2013—after years of stop-and-go accession talks with the EU—Erdoğan sought Russian President Vladimir Putin’s support for accepting Turkey into Eurasian organizations like the Shanghai Five. That could be a big geostrategic gain for Russia, something not lost on the Russian press.

Western Europe and the United States would be the biggest losers if Turkey moved closer to Russia’s camp. Losing their partnership with Turkey would deliver a serious blow to the fight against ISIS in Syria and Iraq, for one thing. But it would also further dim prospects that Turkey might really embrace Western-style democracy any time soon. As Ted Piccone has written, Turkey has the potential to be a linchpin of the liberal international order—and a long-term downturn in the country could have wide detrimental effects in regional and global governance. 

The path ahead

Finally, is there a role for the United States in all this? In the short term, as Ömer Taşpınar has argued, the United States should offer real help to Ankara in investigating the role of Pennsylvania resident Fethullah Gülen and his movement in last week’s coup attempt. Extradition is a highly sensitive issue, and the United States must defend its legal standards. At the same time, that kind of cooperation could build trust in U.S.-Turkey relations, calm Ankara’s paranoia about a potential U.S. role in the coup attempt (and therefore possibly help minimize the damage to Turkish democracy that Ankara itself might cause in its heavy-handed response), and help the United States build credibility on the rule of law. A thorough investigation—including into the Gülenists—is important for determining who was behind the coup attempt. And it’s in U.S. interests to know: As Turkey is a NATO member, a threat against it should be considered a threat against all members. It is in no NATO member’s interest to allow a political earthquake like this to push Turkey from its fold or towards a rival mode of governance. 

This isn’t to downplay the burden now on Ankara; the Turkish government shouldn’t forget that its respect for civil liberties and the rule of law once helped earn it a lot of international respect and a place in the Western community. It’s disappointing that the AKP and Erdoğan supporters have failed to capitalize on their country’s potential. Among its peers in the Muslim world, Turkey had once made the most progress in terms of democratic values and economic growth. Many would still like to believe that that Turkey still exists, in spite of recent setbacks. But for Turkey to win back those gains, its leadership will have to proceed very cautiously and with reason.

Here, he makes sense of the coup and why it failed, drawing out a few key lessons. This post originally appeared in Newsweek Middle East.

On a Friday night, just a day after a horrific attack in Nice, France, that had taken the lives of more than 80, rumors of a military coup in Turkey began to spread.

It was a reminder that even the most unlikely things can happen in a Middle East that tends to follow the maxim “if it can get worse, it probably will.” Nearly everyone, including senior U.S. officials, were caught by surprise. Political scientist Jay Ulfelder had put the probability of a Turkish coup attempt in 2016 at a mere 2.5 percent.

For all of the ruling AK Party’s faults and President Recep Tayyip Erdoğan’s intensifying paranoia and authoritarian tendencies, perhaps the most consequential victory the party could claim was the neutralization of Turkey’s powerful military, which long considered itself the guardian of Turkish secularism. The army had been responsible for a steady succession of coups. The first, in 1960, where a democratically elected prime minister was hung to death was never too far from Erdoğan’s mind, despite the passing of more than five decades. But it had seemed that after 14 years of AKP rule, Turkey had finally moved beyond its own dark history of military intervention. But it hadn’t.

Coups introduce a dynamic where there can only be one winner. Coup plotters, once they make their decision to act, have an incentive to fight (and kill) to the very end, since failure usually entails a harsh prison sentence, or worse. In countries already wracked by existential, winner-takes-all politics and deep social polarization, coups, especially if they succeed, are likely to provoke ongoing bloodshed and civil conflict. Whatever one thinks of Erdoğan, there is little doubt: As tenuous as Turkey’s future remains, a disaster—one that would have had ripple effects across the region—was averted.

In making sense of the coup and why it failed, there are a few key lessons. One has to do with the importance of norms. Despite a long history of military intervention, norms against coups have entrenched themselves in recent years, including, most importantly, among secular parties; among these are groups that have a pronounced dislike of Erdoğan. This norm shift happened quickly. As recently as 2008, Turkey’s Constitutional Court was just one vote away from shuttering the AKP for “anti-secular activities.” The idea that disputes, however intense, must be resolved through legal, democratic means has spread and deepened, cutting across societal and ideological divides.

The country’s last successful coup was in 1997, when the military forced the resignation of an Islamist-led coalition government. The Islamists of the Welfare Party, an AKP predecessor, were unable or unwilling to take to the streets en masse, allowing the army to quickly impose itself. This time around, however, Erdoğan and other AKP leaders immediately called on their supporters to mobilize throughout the country and resist the army’s moves.

For me, Friday night was a frightening moment, presenting a key test for an international community that has had a checkered record of (not) opposing coups against deeply flawed but still democratically-elected Islamists. As I watched the coup attempt unfolding in real time, I was reminded of the sick feeling I had on July 3, 2013, the day the Egyptian military overthrew President Mohamed Morsi of the Muslim Brotherhood. We have the benefit of knowing how the coup turned out there, producing a brutal outcome responsible for the worst mass killing in modern Egyptian history, according to Human Rights Watch.

Of course, that Turkey didn’t follow in Egypt’s footsteps does not mean that the country is in the clear. In 2015, I conducted extensive interviews with current and former AKP figures for my new book on the “problem” of Islam and politics. While the coup attempt cannot be reduced a simple Islamist-secular divide, the aftermath of the coup—with Erdoğan moving aggressively to crack down on both actual and potential opponents—is likely to exacerbate ideological divisions over the role of religion in Turkish society.

With the other Islamist groups I’ve studied, including the Egyptian and Jordanian Muslim Brotherhoods, there was always at the least the pretense of sounding conciliatory. Not so much in Turkey, where some of the AKP figures I interviewed openly expressed a raw, bitterness toward their secular opponents. For them, after all, it was quite personal. Most lived through the 1997 coup and the so-called “February 28 process” which aimed to deal a decisive blow against the broader Islamic movement in every facet of public life, particularly in the educational sphere, with the shutting down of imam hatip religious schools.

A senior advisor to former Prime Minister Ahmet Davutoglu told me that Turkey’s normalization required “carrying Ataturk to his grave,” referring to the still revered founder of modern Turkey and the architect of decades of forced secularization. For this advisor, the scars hadn’t gone away. He was still furious that his wife, because she wore a headscarf, wasn’t able to work at a state hospital until 2014, despite the fact that, by then, the AKP had been in power for 12 years.

In short, Turkey has a long way to go, considering that questions over Islam, identity, and the very meaning of what it means to be both Turkish and Muslim remain unresolved. But, at least for a moment, observers can take some solace in the fact that, as bad as it still might be, it could have been worse—perhaps much worse.

Who's Talking Turkeys? Crafted in Response to the CARE Tool Debate

recent blog suggested that CMS’ efforts to standardize assessment data was based on a goal of “….creating a functional measurement tool that could be used throughout the industry.” In fact, CMS has been working since 2005 to meet the Congressional directive to standardize assessment information at hospital discharge, and post-acute care (PAC) admission and discharge for payment and quality reporting purposes (Deficit Reduction Act of 2005). The CARE tool was developed as part of the national Post-Acute Care Payment Reform Demonstration (PAC PRD). The conceptual domains and items were selected with the input of the wide range of stakeholder communities working with PAC populations. Clinicians from acute hospitals and each of the four PAC settings, including long term care hospitals (LTCHs), inpatient rehabilitation facilities (IRFs), skilled nursing facilities (SNFs), and home health agencies (HHAs) identified items to test in four areas: medical status, functional status, cognitive status, and some social support factors. Input was given by physicians, nurses, physical therapists, occupational therapists, speech and language pathologists, social workers and case managers working in each of the different levels of care. Initial item selection was based on a review of existing assessment items, including those in the three Federally-mandated instruments, (the IRF-PAI, MDS 2.0, and OASIS-B which were in effect at this time) and the input of each of the scientific communities working in these areas.

Developers of proprietary systems such as the UDS-MR©, Inter-RAI ©, and AM-PAC ©, as well as public domain items tested in clinical trials such as the PROMIS items, were all reviewed as part of this process. The selected items needed to be in the public domain so the measures could be modified as science advanced practice.

Over 200 providers participated nationwide to submit over 53,000 CARE assessments over the course of the PAC PRD. Participating clinicians also provided feedback during training and exit interviews. In general, positive feedback was provided on most items. Feedback showed that almost all items were commonly collected on existing instruments in hospitals and PAC providers, although some of the information may have been informally noted in charts rather than provided in the structured form of the CARE items.

The items were tested for reliability so they could be applied consistently across populations and settings. Most of the items were previously tested and found reliable in at least one of the five levels of care. Two types of reliability tests were conducted on the final CARE tool item set used in the PAC PRD. The results showed that most items when applied to the other four settings were at least as reliable as the existing Federal assessment items (Kappa scores of 0.6 or better) ensuring their reliable use in future quality measures or payment models would reach consistent results. Data standardization is critical to allow providers to exchange information as they follow the patient. The Deficit Reduction Act of 2005 directed CMS to use standardized assessment items at acute hospital discharge and PAC admission and discharge to allow for empirical comparisons of key questions arising out of changing incentives in the Medicare payment policies. The standardized CARE items are consensus-based versions of the items already collected by clinicians. These and additional items being incorporated into CMS’ assessment item library represent the “best in class.” The team developing the CARE item set represented the leading experts in each of the areas – Dr. Margaret Stineman of the University of Pennsylvania, developer of the function-related groups associated with the proprietary FIM©, Dr. Deborah Saliba, UCLA, lead developer of the MDS 3.0, and Dr. Chris Murtaugh of the Visiting Nurse Service of New York. Team members included Drs. Anne Deutsch and Trudy Mallinson of the Rehabilitation Institute of Chicago. Input was also given by Dr. David Hittle, of the University of Colorado who has worked closely with the OASIS tool, Dr. Samuel Markello, formerly of the UDS-MR©, and Dr. Patrick Murray of Case Western University.

The blog suggested that, “the early reviews of the CARE tool have been poor.” While this clearly is not true, it is worth pointing out that the author owns one of the key proprietary assessment instruments. The CARE items have been evaluated for reliability and they meet the national standards; they allow providers and others the opportunity to download the e-specification of the items without charge and to have the clinicians trained for free under CMS’ regular assessment training initiatives. CMS is currently developing quality measures using the “best in class” assessment items which all meet scientific standards. The quality measure development process already requires CMS to submit measures for endorsement by the National Quality Forum. The “loophole” identified by the UDS-MR© author is non-existent. The Measures Application Partnership is part of the existing NQF process included in the IMPACT legislation. Further, use of uniform data elements across settings, such as those used in the currently collected pressure ulcer measure, allows for exchangeability and improves communication across the system, finally creating a “data follows the person” system.

Turkey and Armenia: What's Next?


The issue of Armenia enters the Turkish foreign policy agenda almost exclusively in the context of Western attempts at legislating genocide resolutions. The result is often a reactive nationalist defense.

In less than two years, by 2015, Turkey will find itself in a similar dilemma. Once again, it will be external dynamics that will drive the domestic and foreign policy debate, and quite predictably Turkey will react with anger and resentment to Western attempts at commemorating the centennial of the Armenian genocide. In order to avoid such an ordeal, Ankara needs to think about Armenian-Turkish relations now, before Western pressure builds up. The fact that Foreign Minister Ahmet Davutoğlu visited Yerevan last week is a step in the right direction and needs to be congratulated. Instead of panicking shortly before 2015, the Turkish government needs to pursue a multidimensional strategy, starting now. The first dimension of the strategy should be the opening of the border and the establishment of diplomatic relations between the two countries.

As it is well known, shortly after the signature of the two protocols aiming at achieving these two goals in 2009, Ankara decided to index the ratifications of the protocols to the resolution of the Nagorno-Karabakh conflict. Linking the normalization of relations to a “frozen conflict” had the impact of freezing the protocols as well. It also showed that Turkey had no empathy for the Armenian political leadership, which took a lot of heat from the diaspora for dropping genocide recognition as a precondition for the normalization of relations with Ankara.

In retrospect, the Turkish decision to establish a precondition for normalization with Armenia was shortsighted because it practically gave Azerbaijan de facto veto power over Turkish-Armenian normalization. Instead, what Turkey should have done was to establish diplomatic and economic relations with Armenia with the hope that such a policy of engagement would in time create positive momentum and leverage in favor of a resolution in Nagorno-Karabakh. It remains unclear whether a breakthrough in this frozen conflict can be achieved in the absence of Turkey gaining more leverage in relations with Armenia. It looks like sequencing is the main problem here. The Turkish side is reportedly ready to open the border, establish diplomatic relations and even provide financial support to Armenia in return for an Armenian withdrawal from two of the seven occupied regions surrounding Nagorno-Karabakh. This proposal looks like the same one Prime Minister Recep Tayyip Erdoğan made a few years ago to his Armenian counterpart at the time, Robert Kocharyan. Kocharyan had refused the Turkish demand on the grounds that there should be no linkage between Nagorno-Karabakh and normalization with Turkey. It is hard to see why today the Armenian reaction to a very similar Turkish proposal would be any different.

Therefore, this most recent Turkish attempt at rapprochement with Armenia is also likely to fail in the absence of a unilateral Turkish gesture such as the opening of the border without preconditions. On the other hand, since Turkey is always in some kind of election season, it is almost impossible to see the Justice and Development Party (AKP) invest serious political capital in rapprochement by taking such a courageous step. Under such circumstances, it is not surprising that the Armenian media saw Davutoğlu's Yerevan visit as nothing more than a public relations campaign. If Turkey is really serious about normalizing relations with Armenia, it will have to take some risks in relations with Azerbaijan. The key will be to convince Baku that only the normalization of Turkish-Armenian relations will create positive momentum in solving the Nagorno-Karabakh dispute. Turkey needs to open the border first and expect its diplomatic and economic engagement policy with Armenia to pay off in the long run. The alternative is to continue with the current policy. The current Turkish policy has produced no change in Nagorno-Karabakh in the last 20 years. It is time to think more creatively.

Turkey and the Kurds: From Predicament to Opportunity


Introduction

Ninety years after the foundation of the Turkish Republic, Ankara appears to be on the verge of a paradigmatic change in its approach to the Kurdish question. It is too early to tell whether the current negotiations between Ankara and the Kurdish Workers’ Party (PKK) will manage to accommodate Kurdish cultural and political demands. Yet, for perhaps the first time in its history, the Turkish Republic seems willing to incorporate Kurds into the political system rather than militarily confront them. For decades, Turkey sought to assimilate its sizable Kurdish minority, about 15 million people, or around 20 percent of its total population. From the mid-1920s until the end of the Cold War, Ankara denied the ethnic existence of Kurds and their cultural rights. It took a three-decade-long PKK-led insurgency – which started in 1984 and caused a death toll of 40,000 – for the republic to start accepting the “Kurdish reality” and introduce cultural reforms. This perhaps explains why the PKK’s jailed leader Abdullah Öcalan is a national hero in the eyes of significant segments of Kurdish society.

Of the approximately 30 million Kurds in the Middle East, about half live in Turkey. Kurds also constitute a significant minority in neighboring Iraq, Iran and Syria. The Palestinians are often referred to as the most famous case of a “nation without a state” in the Middle East. But the Kurds, who outnumber the Palestinians by a factor of five, are by far the largest ethnic community in the region seeking national self-determination. The future of Turkey - and the Middle East - is therefore intimately linked to the question of Kurdish nationalism.

New Turkey and Its Paradox (Part One)


Supporters of the Justice and Development Party (AKP) who often use the term “New Turkey” believe that the 12-year rule of Prime Minister Recep Tayyip Erdoğan has opened a new phase in Turkish history.

They are partially right. Even those who resent Erdoğan's autocratic discourse need to recognize that the country has come a long way in the last decade in areas such as health-care, infrastructure, fiscal discipline, inflation, municipal services and civil-military relations. The big question that continues to polarize Turkish politics, however, is whether the new Turkey is more democratic than the old one.

Again, the supporters of the AKP answer this question with a resounding “yes.” In their eyes, the AKP represents the will of the people and, for the first time in modern Turkish history, the military is unable to exert real influence behind the scenes. The critics of the AKP, however, strongly differ. They believe Erdoğan's understanding of democracy is based on a simplistic and populist notion of winning elections. To them, this is a majoritarian and electoral understanding that comes at the expense of pluralism and liberalism. Such electoral autocracy does not pay attention to freedom of speech, the rule of law and the separation of powers and, thus, condemns Turkey to a second-class category among democracies. For them, this is exactly why the new Turkey of Erdoğan resembles the old one, where the military used to call the shots. In other words, the old type of authoritarianism has been replaced by a new one.

It is important to note that the West -- mainly the United States and the European Union -- tend to agree with the critics of Erdoğan. In the wake of recent local elections, it was hard to find a single editorial in Western media praising the "new" Turkey's democratic standards. Instead, the focus was on corruption scandals and the bans imposed on social media like Twitter and YouTube. There is now a general consensus among Westerners that Erdoğan's growing authoritarian style has eroded the positive image of the Turkish model that was praised only a few years ago. Under such circumstances, the question that most Westerners ask is simple: Why is an increasingly authoritarian Erdoğan still winning elections? The answer to this question is equally as simple: “It's the economy, stupid!”

The AKP voters come from the largest segments of Turkish society: the urban-rural poor as well as the lower-middle classes aspiring to upper-middle class status. These masses amount to probably 60 to 70 percent of Turkish society. In their eyes, bread and butter problems take precedence over the Twitter ban, political freedoms, the independence of the media, crony capitalism or separation of powers. What really matters for most of these AKP voters are economic services and living standards. The fact that they come from conservative and nationalist backgrounds and share the patriarchal culture of the prime minister is the icing on the cake.

As a result, it should not be surprising that Erdoğan will keep winning elections as long as the economy performs reasonably well and adequate socioeconomic services are provided to these large segments of society. This is also why the real paradox of the new Turkey is to be found beyond the economy and elections.

The real paradox of the new Turkey is the following: If Erdoğan is indeed becoming increasingly authoritarian, why is he the only hope of Turkey for solving the Kurdish problem? This paradox is even more puzzling, since solving the Kurdish problem requires the opposite of what Erdoğan seems to provide: democracy, freedom of speech, rule of law, separation of powers, liberalism, decentralization of decision-making and less patriarchal governing structures.

Can Erdoğan provide all these attributes with his more authoritarian style? If the answer is “no,” why do the Kurds seem ready to support him? To answer this paradox, we need to analyze the pragmatic and Machiavellian side of Erdoğan. We will do so next week.

New Turkey and Its Paradox (Part Two)


As I tried to explain in this column last week, there is a glaring paradox about the so-called “new Turkey.” I will remind readers and clarify what the concept of “new” means exactly, but one needs to have some basic familiarity with how the Justice and Development (AKP) and its supporters define the “old” Turkey.

The old Turkey, in their eyes, was a place where the economy was in shambles -- with high inflation, chronic public deficits, poor municipal services and systemic corruption. Most importantly, the military, the guardians of the system, called the shots by toppling or pressuring civilian governments. And as far as foreign policy was concerned, they believed Turkey used to punch below its weight and had almost no regional soft power in the Middle East as a model of Muslim democracy.

Those who don't buy the rosy picture of today rightly point out that the current state of Turkish democracy in this so-called new Turkey leaves a lot to be desired. Prime Minister Recep Tayyip Erdoğan's understanding of democracy is indeed based on a simplistic and populist notion of winning elections. His majoritarian and electoral understanding comes at the expense of individual rights and liberties, an independent media and the freedoms of expression and association. The absence of rule of law as well as problems with the separation of the executive, legislative and judicial powers still condemns Turkey to a second-class category among democracies. This is why, under the populist and hegemonic style of Erdoğan, the old type of Turkish authoritarianism (dominated by the military) has been replaced by a “new” one based on the tyranny of the majority and the hegemony of Erdoğan.

What about the economic achievements of the new Turkey? Although it is hard to argue against the fact that the country is a more prosperous place compared to the 1990s, the latest corruption scandals clearly revealed that political networks of tender-fixing, influence-peddling, patronage and cronyism still plagues the Turkish system. Corruption is indeed still systemic in the new Turkey. It is also important to remember that the structural reforms that changed the “old” Turkey, dominated by state-owned enterprises under import substitution, came not with the AKP but thanks to the visionary leadership of Turgut Özal in the second half of the 1980s.

However, those who don't buy the rosy picture of the new Turkey face an important dilemma. Why is an autocratic Erdoğan still the only hope for solving the Kurdish problem? Everyone agrees that the Kurdish problem is the most daunting challenge facing Turkish democracy. As argued last week, solving the Kurdish problem requires the opposite of what Erdoğan seems to provide: democracy, freedom of speech, rule of law, separation of powers, liberalism, decentralization of decision making and less patriarchal governing structures. The fact that Erdoğan is the best hope of fulfilling such a promise -- by negotiating a peace process with the Kurdistan Workers' Party (PKK) -- is indeed a glaring paradox that requires explanation.

Some argue that the peace process with the Kurds is cosmetic, tactical and hollow. They believe Erdoğan calculated in a Machiavellian way that he needs the support of Kurds to get elected to the presidency and to change the system into a presidential one after the AKP wins the next parliamentary elections. But this is a highly risky strategy since winning the Kurdish vote also means losing a significant amount of support from Turkish nationalists -- an important segment of the AKP base. Another way to analyze the paradox is to actually believe that Erdoğan is genuine in his willingness to solve the Kurdish problem by adopting a more Ottoman system of multiculturalism and decentralization, where the sultan delegates power to regions.

One should also not underestimate the fact that Erdoğan manages to identify with the victim narrative of the Kurds. He, after all, has a similar narrative of victimhood based on being a pious Muslim under secular Kemalist hegemony. What we may be witnessing in the new Turkey is a coalition of pious Muslims and Kurds taking their revenge on Kemalism. In that sense, the best way to analyze the new Turkey is to remain skeptical of the rosy picture and focus on what post-Kemalism will bring to the country in terms of solving the Kurdish question. The "newness" of Turkey can only be confirmed when a more democratic and multicultural Turkey does emerge and peacefully solves the Kurdish problem in a post-Kemalist context.

President-elect Erdoğan and the Future of Turkey

For the first time in Turkey’s history, the electorate directly cast their votes for president earlier this week, overwhelmingly electing current Prime Minister Recep Tayyip Erdoğan to the position with 52 percent of the votes. After 12 years in power, Erdoğan’s victory was widely expected, even though the two main opposition parties chose Ekmeleddin İhsanoğlu as their common candidate in a rare show of unity, and Selahattin Demirtaş the leader of the main Kurdish political party in Turkey, tried hard to appeal to an electoral base beyond just Kurds. The impact of the election’s results, however, remains to be seen.

How should the election results be interpreted? Will Erdoğan succeed in transforming Turkey from a parliamentary system to a presidential one? Who will he chose as prime minister? What will this outcome mean for Turkey’s economic performance and its foreign policy at a time when the neighborhood is sliding deeper into instability, if not chaos? What will happen to Turkey’s European vocation and its transatlantic relations?

On September 4, the Turkey Project of the Center on the United States and Europe at Brookings hosted a panel discussion to consider what President Erdoğan’s new mandate means for the nation, its government and institutions and the ruling Justice and Development Party. Kemal Kirisci, TÜSİAD senior fellow and Turkey project director, moderated the conversation. Panelists included Robert Wexler of the S. Daniel Abraham Center for Middle East Peace, Kadir Üstün of the SETA Foundation, and Brookings Nonresident Senior Fellow Ömer Taşpınar.

Why would Turkey invade Syria?


You were probably just thinking to yourself that the civil war in Syria isn’t complicated enough, that there aren’t enough warring parties, and that the constantly shifting sides have become predictable and tired. Well, don’t despair, there are now rumors emerging out of Turkey that may introduce enough new dimensions to the conflict to keep you confused well into the next decade.

The Turkish press is reporting that the Turkish government may be about to invade Syria along a 70-mile stretch of Turkey’s border with Syria to create a 20-mile deep safe zone. This issue is currently the subject of heated speculation and controversy in Ankara, making it quite difficult to figure out what is really happening.

But beyond the fevered speculation, why would Turkey want to invade Syria anyway?

Syria has long been a threatening mess, but neither Turkey nor anyone else has exactly been lining up to send their national armies into Syria. Sure, foreign fighters are plentiful in Syria and all of the regional powers, as well as the United States and Russia, have supported proxies there. But even after more than four years of bloody, destabilizing warfare, national armies have avoided it like the plague. The reason is quite simple: The complicated Syrian civil war has quagmire written all over it. As hard as it is to send a foreign army into Syria, it would be harder still to get it out.

In Turkey, particularly, the idea of military intervention into Syria remains very unpopular among the populace. The possibility that intervention might backfire and unleash Islamic State (or ISIS) terrorism within Turkey, or even reignite the bloody Kurdish insurgency in Turkey’s southeast, remains an ever-present fear.

Now, however, the theory goes that Syrian Kurdish advances against ISIS have caused such concern in Turkey that the Kurds will create some sort of state or autonomous region along Turkey’s southern border. To prevent that outcome, the Turkish government, we are told, is finally willing to intervene in Syria.

Well, maybe. But, in our view, the reason that Turkey might now finally be contemplating such a step says more about changes in the domestic and international standing of the Turkish government than about the course of events in Syria.

Domestically, the outcome of the Turkish election of June 7 has seriously scrambled Turkish politics. After nearly 13 years in power, the ruling Justice and Development Party (AKP) lost its absolute majority in parliament. The AKP, which still holds a plurality of seats in parliament, has 45 days to form a government with at least one of the minority parties. But it seems clear that Turkish President Recep Tayyip Erdoğan has very little interest in coalition government. The leaders of the two main opposition parties, the nationalist Nationalist Action Party (MHP) and the center-left Republican Peoples Party (CHP), have both demanded the re-opening of corruption cases against the AKP. Erdoğan may fear that those corruption cases may eventually touch even his family.

Erdoğan would undoubtedly prefer an early election to subjecting his party or even his family to the indignities of prying prosecutors. But to achieve a better outcome than the AKP managed in June, he needs to demonstrate to the population the pitfalls of weak, coalition governments. As the possibility of intervention in Syria increases, as the markets spooks on the prospects of war, and even if a few bombs were to go off in the Kurdish areas, the growing sense of national insecurity would only serve to make Erdoğan’s case that the country needs the firm hand of one-party leadership. With a big enough victory, it might even serve to bring back prospects of constitutional change to increase the powers of the presidency. At that point, an early election would be worth having.

Insecurity works

Internationally, Turkey may be driven by the sense the White House now prefers their Kurdish partners in Syria to Turkey. The Turkish government is extremely angry about the emerging alliance between the United States and the Syrian Kurds, especially the Kurdish Democratic Union Party (PYD), a Syrian affiliate of the Turkish Kurdistan Workers' Party (PKK). They attribute Kurdish success against ISIS to the American willingness to support Syrian Kurdish forces with air power and supplies. In the Turkish view, the PYD is simply a branch of the PKK, which both Turkey and the United States have branded a terrorist group. Allowing the PYD to unite the Kurdish areas of Syria would therefore represent an existential threat to Turkey.  

By threatening to intervene in Syria, the Turkish government seeks to change a U.S. policy that it finds potentially very damaging to Turkish interests. As Erdoğan no doubt reminded Vice President Biden when they talked the other day, Turkey has the ability to have a far greater impact on the fight against ISIS than the Kurds do. (The Turkish government might tell their domestic audiences that a prospective intervention in Syria is to stop the Kurds, but they will tell international audiences that it is to fight ISIS.)

Interestingly, to achieve both these international and domestic advantages, it is not necessary or even wise to actually go through with the intervention. Domestically, all that is necessary is to convince the population that the situation is sufficiently insecure to require firm, one-party leadership. Internationally, it just requires using the prospect of intervention to gain U.S. attention and convince the U.S. government to reduce its support of the PYD. At the current moment, the prospect of intervention is very useful for the Turkish government. Actual intervention, with all of the attendant risks of quagmire, is significantly less appealing.

So that means that it is probably not strictly necessary to spend your time trying to understand how the myriad factions within Syria will respond to the presence of the Turkish military on Syrian soil. On the bright side, you now have some really good reasons to enter into the nearly as confusing realm of Turkish domestic politics. Maybe start with our Turkish election series.

A solution for Syria and the Kurds that Turkey and the U.S. can agree on


How to reconcile the approaches of Turkey and the United States over Syria? Both countries seek to depose President Assad while defeating ISIL, and also while reducing the terrible humanitarian plight of the Syrian people which has, among other effects, sent nearly two million refugees onto Turkish soil. But Ankara, wary of its own Kurdish population and particularly the militant PKK, which espouses violence in the pursuit of potential independence, is extremely reluctant to see Syrian Kurds armed and otherwise assisted by Washington. Alas, the Syrian Kurds, mostly aligned with the PKK, appear to be the only element of the so-called moderate opposition gaining any real traction, or showing any real military competence, within Syria. To lose the ability to work closely with them may, among other things, call into serious doubt Washington’s aspirations to help Syrian moderates mount a campaign against Raqqa, the capital of the region now controlled by ISIL. What a mess.

There are no easy answers here, but there may in fact be a plausible path forward—a strategy that, if Washington were to adopt it, could assuage many Turkish concerns and lead to gradual progress in the campaign to put real military pressure on both ISIL and the Assad regime.

The first element of the new strategy begins with a more realistic framing of the military goals of the international coalition opposing both Assad and ISIL. Washington must take the lead on this. The starting point is to begin with a vision for the future of Syria based on confederation.

Declaring such a goal could help reconcile, or at least “deconflict,” American and Turkish views on the conflict. By now, it must be clear that aspiring to a strong successor government to the Assad regime is to hope for a miracle. Even if such a government could be constructed on paper, what army is going to give it authority? The current Syrian army is too tainted by Assad’s barbarism; the various militias in the country are too fractured and weak; ISIL itself must be defeated, so its fighters cannot be part of any solution. One reason Turkey does not trust the United States now in the conflict is that Washington’s stated goals are so out of kilter with the means it is willing to devote to the effort. A confederal model for Syria, though still ambitious, could help reduce the chasm between ends and means, making the strategy more credible.

A weak central government, tying together various separate sectors of the country that are governed and protected by their own autonomous institutions, makes much more sense. Confederation doesn’t mean the partitioning of Syria. In fact, a confederal solution is probably the best way to avoid disintegration. Such a concept could, among its other virtues, provide an outlet for Assad (he could go into internal exile in the future Alawite sector of the country). It could cap any aspirations among Kurds for self-rule well short of the possible goal of independence—the latter being something that Ankara would find fundamentally unacceptable. It could also provide a viable path forward for Russia—as principal protector of the Alawite sector in a future peacekeeping mission, after an eventual negotiated settlement.

As for the specific matter of the Kurds, additional steps are needed. The PKK needs to commit not to employ violence against Turkey any longer—not now, not in the future. But it can be given a new role, for those of its fighters seeking to stand up for their own people in a responsible way: as part of the Kurdish opposition within Syria. The PKK can be allowed safe passage into northern Syria, where its fighters can join the PYD militia there. They can help take on ISIL in support of the campaign now being envisioned against Raqqa as well as other missions. In return for the PKK’s demilitarization in Turkish territories, Ankara should immediately restart negotiations with the organization and this time quickly deliver on its promises of reforms.

There is one more key piece to this: American special forces would need to deploy on the ground too, building further on the very modest but welcome decision to several dozen Americans into Northern Syria. The Kurdish zone in Syria is reasonably well-established, so the risks associated with this move are likely manageable. The special forces would help further recruit, train, equip and advise these fighters as they work with nearby Arab units to prepare the next steps in the war. In addition to strengthening the Kurdish forces, the Americans would help monitor the custodianship of any weapons that were delivered to these units to help ensure they were not taken back into Turkey. The American commitment would have to be open-ended, until the conflict could be brought to a reasonable settlement. But it would not be large.

None of this is easy or particularly appealing. But neither is any dimension of the Syrian war. Right now, it is a war we are collectively losing. We need a new path forward, and the starting point has to be one that Turkey and the United States can truly rally together behind.

Turkey’s snap elections: Resuscitation or relapse?

As Turkey prepares for highly-contested elections on November 1, concerns are growing about the country’s politics, economy, security, and foreign policy. Just a few years ago Turkey was recognized as a model of democracy and beacon of stability and economic growth in a challenging region. However, more recently, Turkey’s economy has lost its dynamism, its leaders’ commitment to democratic principles seems to be eroding, and doubts are emerging about the country’s interests and engagement in the region. Even more disturbing, as the conflicts in Syria and Iraq continue unabated and massive refugee flows spill over into Europe, violent Islamic extremism has now surfaced in Turkey. With the government and opposition trading accusations, the horrific, recent bombing attack in Ankara has further polarized an already deeply-divided and anxious country.

On November 2, the Center on the United States and Europe at Brookings will host a discussion on the Turkish elections. Panelists will discuss how recent events might influence voters what the election results might portend for Turkey’s strategic orientation. Panelists will include Ömer Taşpınar of the National War College and Brookings; Gönül Tol of the Middle East Institute; Kadir Üstün of the SETA Foundation; and Robert Wexler of S. Daniel Abraham Center for Middle East Peace. Brookings Turkey Project Director and TÜSİAD Senior Fellow Kemal Kirişci will moderate the discussion.

After the program, panelists will take questions from the audience.

Turkey cannot effectively fight ISIS unless it makes peace with the Kurds


Terrorist attacks with high casualties usually create a sense of national solidarity and patriotic reaction in societies that fall victim to such heinous acts. Not in Turkey, however. Despite a growing number of terrorist attacks by the so-called Islamic State on Turkish soil in the last 12 months, the country remains as polarized as ever under strongman President Recep Tayyip Erdogan.

In fact, for two reasons, jihadist terrorism is exacerbating the division. First, Turkey's domestic polarization already has an Islamist-versus-secularist dimension. Most secularists hold Erdogan responsible for having created domestic political conditions that turn a blind eye to jihadist activities within Turkey.

It must also be said that polarization between secularists and Islamists in Turkey often fails to capture the complexity of Turkish politics, where not all secularists are democrats and not all Islamists are autocrats. In fact, there was a time when Erdogan was hailed as the great democratic reformer against the old secularist establishment under the guardianship of the military.

Yet, in the last five years, the religiosity and conservatism of the ruling Justice and Development Party, also known by its Turkish acronym AKP, on issues ranging from gender equality to public education has fueled the perception of rapid Islamization. Erdogan's anti-Western foreign policy discourse -- and the fact that Ankara has been strongly supportive of the Muslim Brotherhood in the wake of the Arab Spring -- exacerbates the secular-versus-Islamist divide in Turkish society.

Erdogan doesn't fully support the eradication of jihadist groups in Syria.

The days Erdogan represented the great hope of a Turkish model where Islam, secularism, democracy and pro-Western orientation came together are long gone. Despite all this, it is sociologically more accurate to analyze the polarization in Turkey as one between democracy and autocracy rather than one of Islam versus secularism.

The second reason why ISIS terrorism is exacerbating Turkey's polarization is related to foreign policy. A significant segment of Turkish society believes Erdogan's Syria policy has ended up strengthening ISIS. In an attempt to facilitate Syrian President Bashar Assad's overthrow, the AKP turned a blind eye to the flow of foreign volunteers transiting Turkey to join extremist groups in Syria. Until last year, Ankara often allowed Islamists to openly organize and procure equipment and supplies on the Turkish side of the Syria border.

Making things worse is the widely held belief that Turkey's National Intelligence Organization, or MİT, facilitated the supply of weapons to extremist Islamist elements amongst the Syrian rebels. Most of the links were with organizations such as Jabhat al-Nusra, Ahrar al-Sham and Islamist extremists from Syria's Turkish-speaking Turkmen minority.

He is trying to present the PKK as enemy number one.

Turkey's support for Islamist groups in Syria had another rationale in addition to facilitating the downfall of the Assad regime: the emerging Kurdish threat in the north of the country. Syria's Kurds are closely linked with Turkey's Kurdish nemesis, the Kurdistan Workers' Party, or PKK, which has been conducting an insurgency for greater rights for Turkey's Kurds since 1984.

On the one hand, Ankara has hardened its stance against ISIS by opening the airbase at Incirlik in southern Turkey for use by the U.S-led coalition targeting the organization with air strikes. However, Erdogan doesn't fully support the eradication of jihadist groups in Syria. The reason is simple: the Arab and Turkmen Islamist groups are the main bulwark against the expansion of the de facto autonomous Kurdish enclave in northern Syria. The AKP is concerned that the expansion and consolidation of a Kurdish state in Syria would both strengthen the PKK and further fuel similar aspirations amongst Turkey's own Kurds.

Will the most recent ISIS terrorist attack in Istanbul change anything in Turkey's main threat perception? When will the Turkish government finally realize that the jihadist threat in the country needs to be prioritized? If you listen to Erdogan's remarks, you will quickly realize that the real enemy he wants to fight is still the PKK. He tries hard after each ISIS attack to create a "generic" threat of terrorism in which all groups are bundled up together without any clear references to ISIS. He is trying to present the PKK as enemy number one.

Only after a peace process with Kurds will Turkey be able to understand that ISIS is an existential threat to national security.

Under such circumstances, Turkish society will remain deeply polarized between Islamists, secularists, Turkish nationalists and Kurdish rebels. Terrorist attacks, such as the one in Istanbul this week and the one in Ankara in July that killed more than 100 people, will only exacerbate these divisions.

Finally, it is important to note that the Turkish obsession with the Kurdish threat has also created a major impasse in Turkish-American relations in Syria. Unlike Ankara, Washington's top priority in Syria is to defeat ISIS. The fact that U.S. strategy consists of using proxy forces such as Syrian Kurds against ISIS further complicates the situation.

There will be no real progress in Turkey's fight against ISIS unless there is a much more serious strategy to get Ankara to focus on peace with the PKK. Only after a peace process with Kurds will Turkey be able to understand that ISIS is an existential threat to national security.

Obama Helps Restart Talks Between Israel & Turkey


Israel apologized to Turkey today for the May 2010 incident on board the Mavi Marmara naval vessel, part of a flotilla to Gaza, in which nine Turks were killed from Israel Defense Forces fire. The apology came during a 30-minute telephone conversation between Israeli Prime Minister Benjamin Netanyahu and Turkish Prime Minister Recep Tayyip Erdogan, orchestrated by President Barack Obama, who was ending his 3 day visit to Israel and the Palestinian Authority. Erdogan accepted the Israeli apology, and the leaders agreed to begin a normalization process between Israel and Turkey, following the past three years, when relations were practically at a standstill. (Last December, I wrote about the beginnings of a Turkey-Israeli rapprochement, and discussed more of the policy implications here.)

This development allows the two countries to begin a new phase in their relationship, which has known crisis and tension, but also cooperation and a strong strategic partnership.

The U.S. administration played a key role behind the scenes in creating the conditions that paved the way for an Israeli apology and Turkish acceptance. Undoubtedly, a close relationship between Turkey and Israel-- two of America’s greatest allies in the region-- serves United States’ strategic interests globally and regionally. At a time when the Middle East political landscape is changing rapidly, it was imperative to end the long impasse between Ankara and Jerusalem.

Over the past year, Turkey and Israel have also come to realize that repairing their relationship and re-establishing a dialogue is at their best interest, as they face great challenges in their immediate vicinity (first and foremost, the Syrian civil war).

United States officials emphasized that this is the first step in a long process. Nevertheless, the parties will have to make a great effort to overcome years of distrust and suspicion if they want the relationship to work. No one is under the allusion that relations will go back to what they were in the “honeymoon” period of the 1990s but modest improvement can be made. It will not be an easy task, and for that to happen it is essential that the parties not only talk to each other, but also listen to one another and begin to respect each other’s sensitivities. In order for this rapprochement to be successful, United States will have to continue to oversee discussions between Turkey and Israel, and remain heavily engaged in this process.

Turbulence in Turkey–Israel Relations Raises Doubts Over Reconciliation Process


Seven months have passed since Israel officially apologized to Turkey for the Mavi Marmara incident of May 2010, in which nine Turks were killed by Israeli fire. What seemed, at the time, to be a diplomatic breakthrough, capable of setting into motion a reconciliation process between America’s two greatest allies in the region, has been frustrated by a series of spiteful interactions.

The Turkish-Israeli alliance of the 1990s and first decade of the 2000s was viewed by senior U.S. officials as an anchor of stability in a changing region. The relationship between Ankara and Jerusalem served vital U.S. interests in the Eastern Mediterranean and the Middle East, and so it was therefore a U.S. priority to restore dialogue between the two former allies-turned-rivals. The Obama administration, throughout both terms, has made a continuous effort to rebuild the relationship and was ultimately successful in setting the stage for the Israeli apology and the Turkish acceptance of that apology. The U.S. was not the only party that stood to gain from reconciliation; both Turkey and Israel have many incentives for normalizing relations. For Turkey, the reestablishment of a dialogue with Israel has four main potential benefits: It would allow for greater involvement in the Israeli-Palestinian peace negotiations, it would provide greater opportunity for information sharing on the developments of the Syrian civil war allowing Turkey to have a more comprehensive perspective, it would also provide more economic opportunities for Turkey especially with regard to cooperation in the field of natural gas (following Israel's High Court of Justice recent ruling that paves the way toward exports of natural gas), and finally it would remove an irritant from Turkey's relations with the United States. In turn, Israel would benefit from the reestablishment of dialogue in three major ways: the rebuilding of relations between senior Turkish and Israeli officials would facilitate intelligence sharing and help to gain a more complete picture of the Syrian crisis, Israel would have the opportunity to contain delegitimization efforts in the Muslim and Arab worlds, and Israel may be able to rejoin NATO related activities and maneuvers.

Despite these enticements, in recent weeks a series of news stories and revelations have put the Turkish-Israeli relationship, yet again, in the international spotlight, raising doubts whether reconciliation between the two countries is at all possible at this time. As the Obama administration struggles to deal with the fallout of allegations that the NSA has tapped the office and cellular phones of Western European leaders and as it focuses on more pressing issues in the Middle East, namely the P5+1 negotiations with Iran, the Syrian crisis, Egypt and negotiations between Israel and the Palestinians, it finds itself with little time to chaperone the Turkish-Israeli reconciliation process. Nevertheless, despite tensions, direct talks are reportedly being held between senior Turkish and Israeli officials in an effort to reach a compensation agreement in the near future.

The Israeli apology and Turkish acceptance, orchestrated by Barack Obama during his trip to the region in March 2013, was an essential first step in a long process of reconciliation, aimed at normalizing relations between the two countries after a four year hiatus in their relationship. The next step was an agreement between the two sides in which Israel was to pay compensation to the families of the victims of the Mavi Marmara. Several rounds of talks between senior Turkish and Israeli representatives were reportedly held during the spring of 2013 in Ankara, Jerusalem and Washington, but to no avail. Disagreements over the amount of compensation to be paid by Israel were reported, but later, in July, Turkish Deputy Prime Minister Arinc clarified that money was not the issue. He stated that the problem lay in Israel’s refusal to acknowledge that the payment was a result of its “wrongful act.” Arinc added that another point of contention was Turkey's demand that Israel cooperate in improving the living conditions of the Palestinians in the Occupied Territories. Arinc emphasized that only when these two conditions were met could the countries move forward to discuss the specific amount of compensation.

The shadow cast over negotiations by Arinc’s comments was darkened by a string of comments made by Turkish Prime Minister Erdogan against Israel. First, he blamed the “interests lobby” – perhaps a reference to the so-called “Israel Lobby” -- for the large protests that took place against him and his government in Istanbul’s Taksim square and across Turkey in June. Then, in August, Erdogan accused Israel of backing the military coup in Egypt, citing comments made in 2011 by the French Jewish philosopher Bernard Henri-Levy, as proof of a long standing Israeli-Jewish plot to deny the Muslim Brotherhood power in Egypt. This drew sharp Israeli criticism, notably from former Israeli Foreign Minister, Avigdor Lieberman, who compared Erdogan to the Nazi Minister of Propaganda, Joseph Goebbels.

Despite these setbacks, bilateral trade between Turkey and Israel has expanded since the official apology and the number of Israeli tourists returning to visit Turkey has risen dramatically. Yet it is clear that with such harsh rhetoric it will be difficult to effectively advance a reconciliation process. Among American, Turkish and Israeli experts, the prevailing view is that Erdogan and the AKP government, mainly due to domestic political considerations, are not interested in normalizing relations with Israel, and that the only reason Erdogan accepted Israeli Prime Minister Netanyahu’s apology was to gain favor with U.S. President Obama.

At the end of August, as the plan for a U.S. military strike in Syria gained momentum, relative calm prevailed in the relations between Ankara and Jerusalem, both focusing on preparations and plans to address the fallout of such an attack. Yet, just when it seemed that tensions were reducing, and Turkish President Gul stated that negotiations "are getting on track," in a September interview with the Washington Post, a series of news stories and revelations injected a poisonous dimension to the already-strained ties.

In early October another round of Turkish-Israeli verbal attacks and counter-attacks was sparked by a Wall Street Journal profile of the Turkish Head of Intelligence, Hakan Fidan, which included a quote from an anonymous Israeli official stating, "It is clear he (Fidan) is not an enemy of Iran." Shortly after came the revelation by David Ignatius in the Washington Post that quoted reliable sources that pointed to Fidan as allegedly passing the names of 10 Iranians working for the Israeli Mossad on to the Iranian intelligence in early 2012. These ten people were later arrested by the Iranian authorities. Senior Turkish officials blamed Israel for leaking the story to Ignatius and the Turkish daily, Hurriyet, reported that Fidan was considering severing ties between Turkish and Israeli intelligence agencies. Reactions in Turkey and Israel to the Ignatius story were harsh and emotional. Turkish officials denied the report while Israeli officials refrained from any public comments. The Friday edition of Yediot's front page headline read, “Turkish Betrayal,” and former Foreign Minister Lieberman voiced his opposition to the apology made in March; he expressed his opinion that it weakened Israel’s stance and image in the region, and he attacked Erdogan for not being interested in a rapprochement.

In recent days Prime Minister Erdogan struck a more conciliatory tone, saying that if Israel is denying involvement in the leak then Turkey must accept it. Israeli media outlets reported over the weekend that Israeli and Turkish negotiators are again trying to reach a compensation agreement. Israeli experts, quoted in these reports, view November 6 as a possible target date to end negotiations over this agreement. The logic behind this being that former Israeli Foreign Minister Lieberman’s verdict is expected that day. If acquitted of corruption charges Mr. Lieberman will return to the Foreign Minister’s job and will likely try and block any attempt to reach an agreement. Turkish experts however assess that Turkey is simply not ready to move forward at this time due to domestic political constraints, as Prime Minister Erdogan and the AKP are bracing for Presidential and local elections in 2014.

Notwithstanding, the next few weeks will be crucial in determining whether Turkey and Israel can move forward and finally put the Marmara incident behind them. Turkey and Israel both have separate disagreements with the U.S. - Turkey over Syria, Egypt and the Turkish decision to build a missile defense system with a Chinese firm under U.S. sanctions; Israel over the Iran nuclear issue. However, the lingering Syrian crisis and reported progress on the Israeli-Palestinian track, in addition to economic considerations such as trade, tourism and above all potential cooperation on natural gas may entice both sides to proceed. Undoubtedly, a final deal will require strong U.S. support.

Despite Gaza Conflict, Turkey and Israel Would Benefit from Rapprochement


The recent outbreak of hostilities between Israel and Hamas is a serious setback to ongoing Turkish-Israeli normalization efforts. Israel launched Operation Protective Edge, its third operation against Hamas since leaving Gaza in 2005, in response to rockets and missiles fired by Hamas from Gaza into Israel. As in Israel’s two previous Gaza campaigns, Operation Cast Lead (2008-09) and Operation Pillar of Defense (2012), Turkey quickly condemned Israel’s actions, yet offered to mediate, together with Qatar, between Israel and Hamas.

After Turkish Prime Minister Recep Tayyip Erdogan, in the midst of his presidential campaign, equated Israeli policy towards Gaza to a “systematic genocide” and accused Israel of surpassing “Hitler in barbarism,” Israel accepted an Egyptian cease-fire proposal. Israeli Foreign Minister Avigdor Lieberman accused Turkey and Qatar of “sabotaging the cease-fire proposal,” and Israeli Prime Minister Benjamin Netanyahu complained to U.S. Secretary of State John Kerry about Erdogan’s statements.

Turkish leaders’ harsh rhetoric sparked violent demonstrations in front of Israel’s embassy in Ankara and its consulate in Istanbul, lead the Israeli government to evacuate diplomats’ families, and issue a travel warning advising against travel to Turkey, which prompted numerous cancellations of tourist travel. On Sunday, Netanyahu refrained from declaring Turkish-Israeli reconciliation dead, but accused Erdogan of anti-Semitism more aligned with Tehran then the West.

These heightened Israeli-Turkish tensions come just as the two countries were negotiating a compensation deal for families of victims of the May 31, 2010 Mavi Marmara incident. The deal was intended to facilitate a long-awaited normalization between the two countries, more than a year after Israel’s official apology. The draft stipulated an estimated $21 million in Israeli compensation, the reinstatement of each country’s ambassador, and the reestablishment of a senior-level bilateral dialogue. However, a series of issues has prevented the deal’s finalization, including: Turkish domestic political considerations about the timing (related to March 2014 municipal elections and August 2014 presidential elections) and Israeli demands for Turkish commitments to block future lawsuits related to the Marmara incident.

With the ongoing Gaza conflict, prospects for normalization have again faded at least in the short term, and policymakers on both sides seem to have accepted a limited relationship. Erdogan even declared publicly that as long as he’s in power, there is no chance “to have any positive engagement with Israel”, dismissing any prospect for normalization. Israeli-Turkish animosity runs deep, not only among leaders, but at the grassroots level as well. While it may be difficult to look beyond the short term, a focus on the broader regional picture suggests four reasons why the two countries would benefit from restoring ties.

  • First, they share strategic interests. Turkey and Israel see eye to eye on many issues: preventing a nuclear Iran; concerns over spillover from the Syrian civil war; and finally, the rise of the Islamic State of Iraq and the Levant (ISIS/ISIL) and security and stability in Iraq. A resumed dialogue and renewed intelligence sharing can pave the way for more concrete cooperation between Turkey and Israel on all these regional issues, with development of a joint approach toward Syria topping the agenda.
  • Second, regional environment may be beyond their control, the bilateral relationship is not. Normalization can eliminate one factor of instability in an unstable region.
  • Third, Washington sees greater cooperation and cohesiveness in the U.S.-Turkey-Israel triangle as essential. President Obama has sought to restore a dialogue between Ankara and Jerusalem, including efforts to “extract” an Israeli apology and Turkish acceptance. Senior U.S. officials remain active in trying to improve the Turkish-Israeli relationship.
  • Fourth, normalization may convey benefits in the economic sphere, with possible cooperation on natural gas, tourism, and enhanced trade. Gas in particular is viewed as a possible game-changer. In 2013, bilateral trade first crossed the $5 billion mark, and data from the first six months of 2014 indicates a continued rise. A political thaw can help accelerate these joint business opportunities. 

Nevertheless, at this stage it is clear that serious U.S. involvement is required for Turkish-Israeli rapprochement to succeed, even in a limited fashion. At present, there are far greater challenges for U.S. foreign policy in the region. The question now is whether the relationship between two of America’s closest regional allies reflects a new “normal,” or whether the leaders of both countries – and the U.S. – can also muster the political will to reconnect the US-Turkey-Israel triangle along more productive lines.

The U.S.-Turkey-Israel Triangle


The confrontation between Israel and Hamas during the summer of 2014 deepened tensions between Israel and Turkey. Now, in the fall of 2014, U.S.-Turkish relations are strained over Turkey’s role in the fight against ISIS, while gaps between the United States and Israel over policies on Iran and Palestine serve as points of friction in the relationship. Clearly the U.S.-Turkey-Israel triangle has suffered many setbacks in recent years on all sides, but the Turkish-Israeli relationship has suffered the most, as it has been in a state of semi-paralysis for the last four years.

The watershed moment in this gradual process of deterioration between Ankara and Jerusalem is the Mavi Marmara incident of May 31, 2010, when Israeli commandos boarded a Turkish flotilla consisting of six vessels, among them the MV Mavi Marmara, headed from Turkish ports to Gaza to break the Israeli naval blockade. When activists resisted, using knives and metal bars, the commandos opened fire. Eight Turks and one Turkish-American were killed. 

Relations between Israel and Turkey were already sorely strained, but bilateral relations mostly collapsed following the incident, with a total disconnect and absence of a dialogue at the very senior levels.

This new paper, "The U.S.-Turkey-Israel Triangle," looks at the diplomatic ties among all three countries before, during and after this period. Dan Arbell suggests two closely intertwined conclusions: first, that good Turkish-Israeli relations are essential to the security and stability of the Middle East; and second, that U.S. leadership has come to play a central role in shaping–and often mediating–the Turkish-Israeli relationship. 

Other highlights from this paper include:

• The history of the relations between Turkey and Israel, developing gradually during the “early years” (1948-1992) and moving towards the “golden years” (1992-2008), during which a strategic partnership was forged between Turkey and Israel.
• The lessons learned and policy implications for the United States. 
• What diplomatic steps by the United States led to an apology from Prime Minister Netanyahu to Prime Minister (recently elected President) Erdoğan for the incident. 
• The key drivers in the Turkish-Israeli relationship, focusing on domestic and regional interests that inform geostrategic alliances in the region, including the Islamic Justice and Development Party’s (AKP) and the Israeli-Palestinian conflict.

Turkey-Israel relations: a political low point and an economic high point


Turkish Foreign Minister Mevlut Cavusolu’s decision earlier this month to decline to participate in the Munich Security Conference due to Israeli ministerial participation marks a new low in the troubled Turkish-Israeli relationship.

And yet, the latest statistics released this week by the Israeli government document an overall volume of $5.44 billion dollars in Turkish-Israeli trade during 2014. This marks an all-time high point in Turkish-Israeli economic relations, up 11.5 percent from 2013, including $2.75 billion in Israeli exports to Turkey (a 10 percent year-to-year increase) and $2.68 billion in Turkish imports to Israel (13 percent higher than 2013).

This pattern of an almost non-existent political dialogue at the senior levels accompanied by robust bilateral trade has characterized the Turkish-Israeli relationship since 2011. Short of unexpected dramatic changes, the relations between the two former allies will likely continue in this pattern for the foreseeable future. 

Almost two years after Israel’s official apology to Turkey over the Mavi Marmara incident (which I wrote about in depth here), the two countries continue to move in different directions, despite sharing similar strategic concerns on a range of regional issues – the civil war in Syria, instability in Iraq and Iran’s nuclear program.

The main bone of contention between the AKP-led Turkish government and the Likud-led government in Israel remains the Palestinian issue. Turkey continues to speak out against Israeli occupation and settlement activity in the West Bank, as well as on Israeli human rights violations towards the Palestinian population. In addition, Turkey remains one of the main (very few) patrons of Hamas, providing the group with political and economic support and allowing the organization to maintain representation in Istanbul. Israel viewed with disdain Turkish attempts, together with Qatar, to facilitate a ceasefire with Hamas during the summer 2014 war. Anti-Turkish sentiments in Israeli public opinion skyrocketed in response to President Erdogan’s allegations that Israeli policies on Gaza are genocidal. 

Amidst rising tensions in the relationship, President Erdogan publicly vowed after his August 2014 election that as long as he’s in power, Turkey’s approach to Israel will not change. As a result, there are no serious expectations that any senior-level political dialogue will resume, and mutual representation is likely to remain at a junior diplomatic level (after ambassadors were withdrawn from Tel Aviv and Ankara in 2011).

The interesting aspect of the relationship continues to be the booming trade between the two countries, which despite political tensions continues to grow at a rapid pace. Clearly there is an interest on both sides to insulate the economic sphere from the political sphere. Robust trade serves both countries’ economic interests and during a very unstable period keeps the relationship afloat. Nevertheless, an Israeli – Turkish natural gas deal which was considered in the past as a likely scenario and possibly a regional and bilateral “game changer” seems at present to be “off the table.” Potential energy cooperation between Turkey and Israel around the Eastern Mediterranean natural gas discoveries may be possible only in the context of political rapprochement.

Two of the United States' closest traditional allies in the Middle East, Israel and Turkey, have a tumultuous relationship. Once-strong relations soured in the last decade, with the Mavi Marmara flotilla incident in 2010 marking its nadir. Repeated attempts by the United States to mediate have helped move the parties closer together, but the gap is still wide, hindering regional security and impacting U.S. interests. Questions remain about whether the ties between the two former allies be mended and what role the United States can play in managing the relationship.

On March 23, in conjunction with the Friedrich Ebert Foundation, the Center for Middle East Policy (CMEP) at Brookings hosted a discussion examining the relationship between Israel and Turkey. The discussion built on an ongoing dialogue between the Israeli think tank Mitvim, and the Turkish Global Political Trends Center, sponsored by the Friedrich Ebert Foundation, as well as ongoing work by Brookings experts.

Back together? Why Turkey-Israel relations may be thawing


Recent developments in Turkey and Israel—on energy security and domestic politics, in particular—may help pave the way for a long-awaited rapprochement between the two countries.

It’s been five and a half years since the May 2010 Israel raid on the Mavi Marmara (part of the Gaza flotilla), which soured relations between Ankara and Jerusalem. At present, they’re characterized by distrust and suspicion at the top level, personal animosity between the leaders, a limited dialogue between the two governments, and ambassadors yet to be appointed. However, trade is booming and Israeli tourists are flocking back to Turkish vacation destinations.

Wanted: Energy supply and cooperation on Syria

Turkey’s downing of a Russian SU-24 fighter jet along the Syrian border on November 24 has provoked crisis in its relationship with Russia, with Russian President Vladimir Putin characterizing Turkey’s action as “a stab in the back.” Extending beyond bilateral relations, that crisis affects Turkey’s foreign policy more broadly. For Turkey, the most critical element in this feud is its energy security. 

Turkey imports most of its natural gas from Russia, and the two sides have long been engaged in talks to expand this relationship through the proposed Turkish Stream natural gas pipeline, which would channel gas to Turkey and Europe underneath the Black Sea (circumventing Ukraine). But on November 26, Russian Minister of Development Alexi Ulyukayev announced the cancellation of the project, sending shock waves throughout Turkey. The move has prompted concerns among the Turkish leadership about the reliability of Russian gas and a corresponding search for alternative supplies in the region. In addition to discussions with Qatar and Azerbaijan, there have been more statements in recent weeks from Turkish politicians, energy companies, and others calling for talks with Israel about future natural gas imports.

The Syrian crisis is another issue on which Turkey may seek quiet Israeli support—particularly the support of Israeli intelligence, which may prove crucial to Turkish war efforts.

Politically, the timing could be convenient: the Justice and Development Party (AKP)-led government could approach Israel and begin talks where they left off nearly two years ago. The dust has settled over the November 2015 elections and the AKP is not facing any serious domestic political challenges in the near future. The ball is now in President Recep Tayyip Erdoğan’s court. He commented to reporters in Paris on November 30 that he believes he’s “able to fix ties” with Israel, hinting at his willingness to move forward. He then stated on December 13 that the “region definitely needs” Turkish-Israeli normalization, citing previous Turkish demands for compensation to the families of the victims of the Mavi Marmara incident as well as the lifting of the Gaza blockade as his conditions for normalization.

Wanted: Energy demand and cooperation on Syria

From Jerusalem’s perspective, Israeli energy security may provide a “fig leaf” for Prime Minister Benjamin Netanyahu’s government to reach out to Turkey. Netanyahu and his cabinet have been stuck for nearly a year in attempts to approve and launch a compromise between the government and the gas companies (Delek and Noble) to begin the crucial phase of development of Israel’s largest Eastern Mediterranean gas field, Leviathan. About to clear the last hurdle before launching the deal, Netanyahu is under pressure to demonstrate the national security benefits of developing the gas. In this context, he and the Minister of Energy Yuval Steinitz have said that Turkey is being seriously considered as a future export destination. In a Knesset hearing, Netanyahu went even further by revealing that Israel has recently been engaged in discussions with Turkey to further explore the export option. 

The Syrian crisis provides Israel another reason to engage with Turkey. Israel is quite weary of the situation in Syria and may benefit from Turkish analysis and intelligence on this issue. 

Politically, Netanyahu will not face problems within his narrow coalition if he decides to warm up relations with Turkey. Former Foreign Minister Avigdor Lieberman, a staunch critic of Turkey and its leadership, is no longer in office. The recently appointed Chief of Mossad (currently National Security Advisor) Yossi Cohen, in contrast, is known to be a proponent of closer ties between Israel and Turkey. 

Re-friending?

Official visits between the two sides have been increasing: in June, Israeli Ministry of Foreign Affairs’ Director General Dore Gold and his Turkish counterpart Feridun Sinirlioğlu met in Rome; in September, Professor Guven Sak (the head of the government-supported research institute of the Turkish industrialists and businessmen, TEPAV) led the first official visit to Israel by a Turkish political delegation; on December 3, Israeli news outlet NRG reported on a visit by Israeli Ministry of Foreign Affairs’ Deputy Director General for Europe, Aviv Shiron's visit to Ankara and Istanbul in an attempt to warm relations between the two countries. 

There is no love lost between Israel and Turkey, and many issues still need to be resolved. Erdoğan has stated his conditions for normalization, and Netanyahu is reportedly insisting that Turkey expel Hamas operative Saleh al-Arouri (who has been directing Hamas terrorist activities in the West Bank) from its territory, as a condition. However, the current convergence of interests may pave the way to a resolution of the crisis between these two former strategic allies. In March 2013, President Obama helped orchestrate a formal Israeli apology to Turkey over the Mavi Marmara incident. Moving forward, more American senior-level diplomacy is needed. The United States—which has been active behind the scenes—will likely need to further push the two sides toward one another.

Are Turkey and Israel on the verge of normalizing relations?


Are Turkey and Israel on the verge of signing a normalization agreement, after a six-year hiatus? Comments in recent days by senior officials in both countries suggest so. A senior Israeli official, quoted in the Times of Israel, stated that “95% of the agreement is completed,” while Turkish Foreign Minister Mevlüt Çavuşoğlu said the parties are “one or two meetings away” from an agreement.

Media outlets in both countries have revealed that a meeting between senior Turkish and Israeli officials is expected to be held in Turkey on June 26—and that shortly after, an agreement is likely to be signed and go into effect. 

For two of America’s closest allies in the Middle East to bury the hatchet, reinstate ambassadors, and resume senior-level dialogue would surely be a boost for U.S strategic interests in the region. It would contribute to greater cohesion in dealing with the Syrian crisis, for example, and in the fight against the Islamic State. 

A quick recap

Let’s first recall how the crisis between the two former strategic allies developed, when in the aftermath of the Mavi Marmara incident (May 31, 2010)—resulting in the deaths of 9 Turks—Turkey recalled its ambassador in Tel Aviv and suspended nearly all defense and strategic ties with Israel. Israel also called back its ambassador in Ankara. At the time, Turkey set three conditions for resuming dialogue with Israel: a formal apology, compensation for the families of the victims, and a removal of Israel’s Gaza naval blockade. Relations came to a practical standstill, except in the economic sphere: trade between the two countries exceeded $5 billion in 2014, an unprecedented level. 

Israel formally apologized to Turkey in 2013 and in 2014 committed to paying compensation to the families of the victims. But the Gaza naval blockade has not been lifted. Turkey further demands greater access and presence in Gaza. For its part, Israel demands that Turkey not allow Hamas operative Salah al-Arouri, who resides in Istanbul, to coordinate terrorist operations against Israeli targets in the West Bank. Israel also wants Ankara to pressure Hamas to return the remains of two Israeli soldiers killed in the 2014 war in Gaza. 

Since the flotilla incident, Turkey was not always convinced that repairing relations with Israel actually served its interests. As the Arab Spring unfolded, Turkey hoped to assume a leadership role in the Arab and Muslim worlds—having good relations with Israel did not serve that purpose. And as Turkey went through periods of some unrest in the political arena (whether during the Gezi Park protests in 2013 or the hotly contested local and national elections), many in the ruling AKP party saw restoring relations with Israel as a potential liability in domestic politics. Israel, for its part, was mostly in a reactive mode: sometimes it tried to initiate contacts with Turkey, and sometimes it denounced Turkish anti-Israeli or anti-Semitic rhetoric.

The times they are a-changing

Now, however, new developments have prompted Turkey to seek a rapprochement with Israel. One key factor is the crisis in the Turkish-Russian relationship—in the aftermath of the suspension of the Turkish Stream natural gas pipeline project, Israeli natural gas is viewed as a possible substitute in the medium term for some of Turkey’s natural gas imports from Russia. And as the impact of the war in Syria on Turkey (including the refugee crisis and terrorist attacks) has made clear to Turkey that it must enhance its intelligence capabilities, and Israel can help. Israel, meanwhile, is searching for an export destination for its natural gas (Israeli Energy Minister Steinitz stated recently that “Turkey is a huge market for gas…they need our gas and we need this market”). Israeli leaders also know that resuming a political and military dialogue with Turkey may contribute to a more comprehensive view of the challenges Israel faces in the region. 

Five years after Israel’s formal request to open a representation office at NATO’s Brussels headquarters, Israeli Prime Minister Benjamin Netanyahu announced last month that NATO has approved the Israeli request. Turkey had opposed it, blocking progress, since NATO decisions are adopted by consensus. In a move seen signaling a thawing of relations, Turkey recently removed its objection to Israel’s request, paving the way to NATO’s decision. Israel continues to be a partner in NATO’s Mediterranean Dialogue along with Egypt, Algeria, Tunisia, Jordan, Mauritania and Morocco. 

At a time when Turkish President Recep Tayyip Erdoğan is attempting to strengthen his country’s regional strategic position and enhance its economic opportunities, a rapprochement with Israel makes sense. Bilateral negotiations are in the final stretch, as they have reached a compromise on the complex issue of Gaza and Hamas (Turkey will reportedly not demand the full lifting of Israel’s naval blockade on Gaza, settling for greater access and presence in Gaza. Israel will acquiesce to continued Hamas political activities in Turkey and will not demand the removal of Hamas operative al-Arouri from Turkey, but will get Turkish assurances that al-Arouri’s involvement in terror will cease.)

Fixing the troubled Turkish-Israeli relationship has been a mighty task for senior negotiators on both sides over the last few years, and although an agreement seems around the corner, the experience of recent years suggests that there can be last minute surprises. Israel’s Prime Minister had to jump over several hurdles, holding off pressure from Russia and Egypt not to seek rapprochement with Turkey, and ensuring support of the deal with Turkey from his newly appointed Defense Minister Avigdor Liberman, a known opponent of a deal. On the Turkish side, it seems that President Erdoğan wants a rapprochement with Israel, and feels that he needs it. This is tied directly to the Turkish domestic arena: Erdoğan has recently completed his consolidation of power, ousting Prime Minister Ahmet Davutoğlu and paving the way to the election of his trusted confidant, Binali Yıldırım, as prime minister. In addition, his new allies—the military-judicial establishment—are in favor of mending ties with Israel. One caveat is that Erdoğan’s top priority is establishing a presidential system, and so if he feels at any point that reaching an agreement with Israel will somehow undermine those efforts, he may opt for maintaining the status quo.
