If you've wondered what lay beneath this powerful leader, or how he rose when the odds were against him, be warned this film doesn't answer those questions. Which is not to say it doesn't work. Director Abhijit Panse's offering is an interesting drama for those who don't know much about Thackeray. The protagonist's journey from being a cartoonist at a newspaper to becoming a ruthless leader, insistent on the progress of the Marathi manoos, is captured well. But is this movie an image makeover exercise for the party, which is at loggerheads with its long-time ally, the Bharatiya Janata Party, ahead of the Lok Sabha elections this year? It definitely feels so. Interestingly, while the film starts with a disclaimer which reads that the makers don't support violence in any manner, they haven't shied away from showing Thackeray as someone who was in favour of using violence as a means to instill peace. The film opens with the leader's trial in a Lucknow court as he is being questioned about his role in the demolition of Babri Masjid. When he is asked about his supporters tearing down the mosque, he replies, "Nahi, nahi. Toda nahi, saaf kiya." The film then travels between Thackeray's past — stylishly shot in black and white — and the courtroom where he has to justify his deeds and decisions. From the rise of the angry Marathi consciousness against the dominant South Indians in Mumbai to the killing of Krishna Desai, a member of the Communist Party, to Thackeray supporting the Emergency because he believes that the country would finally be disciplined — various chapters present the protagonist as a tyrant. The problem, however, lies in the most important chapter — the '93 Bombay riots. The film skims over the matter, and shows it as a conspiracy to kill Thackeray rather than people avenging the post-Babri riots, as is popular knowledge. The storyline then leaps to the bomb blasts that shook the city, and unsurprisingly, Thackeray and the Shiv Sena, rather than being depicted as the instigators of the communal riots, are shown as the city's saviours. Siddiqui is riveting as Thackeray. It is his terrific performance that makes you invested in the film even when it trudges down a predictable path. But he falters with his voice; he can't match the deep baritone of his subject. Amrita Rao is convincing as Meena Thackeray. The movie ends with the victory of the Sena-Bharatiya Janata Party alliance in the 1995 state elections; the makers also use the opportunity here to announce the sequel. Produced by Shiv Sena Member of Parliament Sanjay Raut, the film barely goes beyond being the audio-visual version of Sena's official newspaper. The cabinet had requested this to the Raj Bhavan following a decision taken on April 9, but the delay has created a political tussle between the Bharatiya Janata Party (BJP) and Maha Vikas Aghadi at a time the state needs a stable government. It is necessary for Thackeray to become a member of either house within six months of taking charge of the CMO (before May 26). The elections to the council were postponed because of the pandemic, and the CM was left with no option but to seek a seat in the governor's quota. The term of the vacant post will end in the first week of June, but that will save the CM's resignation, because he could be in the office without being a member of the either house till he gets elected in the rescheduled upper house polls. In a stunning statement some days ago, Shiv Sena MP Sanjay Raut had accused the Raj Bhavan of being part of a political conspiracy. In view of the tussle, the cabinet met on Monday under the chairmanship of Deputy Chief Minister Ajit Pawar, to pass a resolution to send Governor Bhagat Singh Koshyari the recommendation again. Since Pawar's authority of chairing cabinet meetings in the absence of the CM was challenged before the high court on the ground that the Dy CM position had no constitutional validity, and the CM had not authorised him to conduct the cabinet meeting, Tuesday's reiteration is considered as making the state's case stronger. But a minister said Pawar was authorised by the CM on April 9 and the MVA detractors were making false claims. The cabinet has decided to tell the governor that the state government was fighting the pandemic with all its might and teamwork. "The pandemic is intensifying and in such a grave health crisis the state needs a stable government," said its statement. On Tuesday, Thackeray responded by ringing up the UP CM to express his concern over the murder of two sadhus in Bulandshahar. Thackeray said he was expecting Palghar-like prompt police action in arresting the culprits and suggested not giving a communal colour to the incident. According to a Maharashtra CMO release, Thackeray told Yogi that he was with the UP government in protesting against the heinous crime. Yogi's response was not known. Thackeray had assured Yogi that the Palghar incident wasn't communal, but a fall-out of rumour-mongering. The government and Opposition continue to exchange barbs and accusations as the lynching is being probed. hacker Ahead of crucial Legislative Council election, Uddhav Thackeray pays 'courtesy' visit to Maharashtra Governor By www.mid-day.com Published On :: 1 May 2020 05:01:05 GMT Ahead of the crucial Legislative Council election in the state, Maharashtra Chief Minister Uddhav Thackeray on Friday paid a courtesy visit to Raj Bhavan here on the occasion of Maharashtra Day and met Governor Bhagat Singh Koshyari. Their meeting lasted for around 20 minutes. The move comes at a time when the Election Commission of India (ECI) is scheduled to hold a meeting over elections to the Legislative Council in Maharashtra. The meeting is scheduled to begin at 9.30 am today. Every year, Governor and Chief Minister meet on Maharashtra Day in a traditional parade at Shivaji Park but this year the celebrations are curtailed due to COVID-19. So, the Chief Minister went to Raj Bhavan to call on the Governor, a CMO official said. Earlier, Governor Koshyari had requested the ECI for the election to nine seats of the Legislative Council in the state. The Governor has made the request in a letter to the Election Commission, to fill the 9 seats in the legislative council, that has been lying vacant from April 24, "with a view to ending the current uncertainty in the state." He has stated that the Central government has announced many relaxation measures regarding the enforcement of lockdown in the country. As such the elections to the council seats can be held with certain guidelines, said Koshyari. "Since Chief Minister of Maharashtra Uddhav Thackeray is not a member of either house of the State Legislature, he needs to get elected to the Council before May 27," he added. Earlier, Election Commission had withheld the election process for these 9 seats in view of the COVID-19 situation in the country. This came after Maharashtra Chief Minister Uddhav Thackeray on Wednesday called Prime Minister Narendra Modi about his nomination to the State Legislative Council. According to sources, Thackeray sought Prime Minister Modi's help, saying if it doesn't happen, he will have to resign. Prior to that, the Maharashtra Cabinet had on April 28 once again had asked Governor Koshyari to nominate Chief Minister Thackeray to the State Legislative Council. Before that on April 9, the state cabinet had recommended Thackeray's name for one of the two vacant MLC seats that were to be nominated by Koshyari to the Legislative Council to avoid a constitutional crisis. The ongoing lockdown, which was imposed to contain coronavirus is scheduled to end on May 3. Maharashtra as the highest number of COVID-19 cases in the country and the state's tally stands at 10,498. The Chief Minister said that lockdown is working as a "circuit breaker". "Yes cases are rising but most of the cases are of the contacts. And most are already in quarantine. And fortunately, 75-80 per cent people are asymptomatic of the disease so we are putting them in quarantine," he said. The Chief Minister also wished the people of the state on the occasion of Maharashtra Foundation Day and Labour Day. "I remember what my father and grandfather told me about the struggle of getting Mumbai in Maharashtra. I visited Jitata Chowk today and it was a unique experience as I visited it for the first time as the Chief Minister of the state for which martyrs had sacrificed their lives," he said. "My father, grandfather and uncle were part of that Maharashtra andolan (movement). I remembered everyone who contributed for the formation of this state. I pay my respects to all of them before speaking to you," he said. "We had decided that this foundation day will be celebrated with great enthusiasm at the time when our government was formed. But we are helpless. Even I had to go there with masks on my face," he added. "I remember 2010 when we celebrated 50th Anniversary of Maharashtra state. I remember everyone's presence. Especially, I remember Lata tai's performance when she sang a historical song. Many people came and go but Maharashtra is as it was," he added. He said the primary objective was to save the lives of people who are the real assets of the state and the country and their survival could only help us recover the losses in the future. Speaking on Friday, which was the Maharashtra Day, Thackeray made an emotional appeal to people who are worried because of the lockdown-induced economic losses in terms of jobs and business activity. "We are brave people. Maharashtra doesn't lack anything in fighting against odds. It is true that our economy is stalled and difficulties have increased. But I say that the people are the real assets of the state and the country," he said adding that if the people who are like soldiers survived the health crisis, we should together be able to beat all odds. "Relaxing lockdown in the red zone would not benefit the state. In fact, the red zone will have to follow restrictions more diligently. But we are trying to give some relief in the orange zone's unaffected clusters and in the green zone. This will be done in a phased manner," he said. "Some people have questioned the need for a lockdown but I must say that it has definitely delayed the spread of the virus. It interrupted the circuit or chain. Imagine what would have happened had the lockdown not been enforced," he said. The CM said stranded people would be sent home in an organised manner and advised against mass gatherings. "We are in talks with other states. We will coordinate the movement with home states of migrants and other stranded people here and there." He said COVID-19 facilities in Mumbai were being increased on a war-footing. Domes and open grounds like MMRDA and Goregaon Exhibition Centre which share political history with the Shiv Sena have been prepared to house thousands of affected people. Friday's development came after Thackeray sought help from BJP's top bosses PM Narendra Modi and Union Home Minister Amit Shah after Governor Bhagat Singh Koshiyari refused to change his position of not nominating the CM despite allegations of conspiracy and politicising the constitutional office in denying Thackeray a nomination for a brief time. The development also gave out a message, especially to Sena's partners Congress and Nationalist Congress Party that the BJP might still have a soft corner for its estranged ally. The other interpretation that came from the Opposition is that the BJP was concerned about facing public wrath if it collapsed the government in the time of grave health crisis. Sources said that Thackeray called up Modi two days ago following Governor Koshyari's refusal to accept the Cabinet recommendation that the CM should be nominated to the upper house despite reiteration of the demand by the Maha Vikas Aghadi. Sources said that Koshyari wrote to the ECI asking for conducting the polls in a relaxed lockdown. Thackeray also sent his emissaries to Raj Bhavan with a similar demand, albeit a couple of hours after the governor's house had already told the media about the recommendation. Congress and NCP also wrote to the ECI seeking elections. ECI said in a release that the Maharashtra Chief Secretary has pointed out the various measures taken to control the pandemic and that in the State Government's assessment, elections could be held in a safe environment. It said it had reviewed past precedents in such unforeseen situations wherein the ECI had to hold by-elections to facilitate membership for the two PMs and several CMs. Guv's nominees never made CM In December, Koshyari had rejected two similar recommendations saying he would not allow the vacancies to be filled when they would expire within six months. He cited a reason that the by-elections or mid-term nominations were not recommended when the terms are expected to end very soon. In Thackeray's case, the cabinet's recommendation was challenged on constitutional points in the Bombay High Court and also contested on moral grounds in political circles because the governor's nominees have not been made CMs in the past. Polling on May 21 The ECI has now scheduled the elections for May 21. The 288 Assembly members (MLAs) would be the electoral college for the elections to the nine vacancies created on April 24. The MLAs would vote in a secret ballot if polling is required. A notification would be issued on May 4 and nominations would close on May 11. The counting of votes would be done immediately after the polling which is scheduled between 9 am and 4 pm. The entire election process will end by May 26. However, several politicians from the BJP and MVA said polling would not be required because the parties would reach an agreement to make the contest unopposed. This means there would be nine nominees for nine vacancies of which the BJP could win four and five could go to MVA. "In normal circumstances, such polls evoke political excitement and also give rise to horse-trading unlike the Rajya Sabha polls (also voted by MLAs) which don't have the possibility of cross-voting. There have been big upsets in the past," said an MVA leader. 'No more speculations' Sena leader Sanjay Raut thanked the ECI and the Centre. "Today's decision has stopped all speculations and rumours of political instability in the time of crisis. The Union Government and ECI have saved a big state like Maharashtra from an impending political crisis when all are fighting the pandemic," he said. Amid the misery and uncertainty brought upon jobless migrants by the third phase of the new Coronavirus-caused lockdown, they wrote, "Migrant workers... are not in a position to afford the travel cost. Moreover, the losses they have incurred due to the delay in their travel are on account of State action, and hence, they shouldn't have to bear the burden of those losses." Bilal Khan of the Ghar Bachao Ghar Banao Andolan, one of the signatories to the letter, said: "Migrant workers are the worst-affected by the mismanagement and short-sighted policy decisions during the lockdown. The government is now forcing stranded labourers to pay for their travel back home. They're being heavily charged by private doctors for medical certificates and local vendors are selling application forms at unreasonably high rates. Our letter has demanded to waive off all travel charges along with other recommendations to ensure safe travel." He added: "Many states have either refused to or are reluctant to take workers back as Mumbai is a Coronavirus hotspot," he said. "Police stations in Worli, Shivaji Nagar, and Mankhurd are simply not accepting applications." Bilal said there are 12 lakh registered construction workers in the state but the number will be higher as most are unregistered. He added that migrant workers without ration card have not received food relief. "BMC is supplying khichdi on a small scale. NGOs too are providing food, but their efforts combined with that of the government are still inadequate," he said. "Some are so traumatised that they have decided never to come back. This will also stress the state with so many unemployed workers. The government must take care of them for at least three months post-lockdown. A relief and rehabilitation plan must be made," Khan said. 'Medical certificates futile' Apart from the ticket cost, the letter highlights the cost of medical certificates. "The medical certificates are a futile exercise as they have no validity due to reasons stated in the letter," Khan said. Some of the recommendations include reducing panic and ensuring systematic rescue/evacuation. "We have demanded zone-wise transportation of workers from within the city," Khan said. Shah also offered his full support to the Maharashtra government in dealing with the situation, the official said. About 1,000 migrant workers who earn daily wages gathered in Mumbai's Bandra area on Tuesday demanding transport arrangements for them to go back to their native places, hours after Prime Minister Narendra Modi announced the extension of the coronavirus-enforced lockdown till May 3. A police official said the migrants were dispersed two hours later and have been assured that they will be provided accommodation and food till the lockdown lasts. In viral videos, police personnel was seen using mild cane-charge to disperse the migrants, who had gathered near the Bandra railway station in suburban Mumbai. In a letter to his cousin and Chief Minister Uddhav Thackeray, the MNS chief said since March 18, the state was in lockdown -- first till March 31, then till April 14 and now extended to May 3 -- with no certainty when it would be lifted. In such times, there was no harm in keeping this option (wine shops) open since it's not intended to cater to the needs of the alcohol consumers but to start generating income for the government, Raj Thackeray said. "The excise duty generated for the state via liquor amounts to Rs 41.66 crore daily, or Rs 1,250 crore monthly and Rs 14,000 crore yearly," he said. In view of the 35 days of lockdown till now and future extensions, the loss of revenue from this sector could be calculated till now and also the future losses that might happen if the shutdown was prolonged, he said. "It's not that there was a liquor ban in our state and we are asking to remove that. Prior to lockdown, the wine shops were open. The state government should not try to get caught in some moral issues at such a crucial time and take the necessary action," Raj urged Uddhav. His statement came a couple of days after Health Minister Rajesh Tope made an open-ended statement that there should be no problems in permitting liquor shops, provided they followed social distancing norms. Taking up cudgels on behalf of restaurants, Raj said big and small eateries were a sheer necessity in Mumbai where millions live on the affordable 'rice plate'. Besides, there are homes that need their services as they don't have the supplies or resources for cooking meals, and the government must consider this category also. Touching upon other essentials like food, vegetables and fruits, he said while these were open and available, they needed to be organised and coordinated to revive the economic cycle. The MNS said it pertained not just to Maharashtra but also all other states since when and how much central assistance would come was uncertain. "Let's face the reality and find solutions instead. The need of the hour is to be economically self-reliant and this solution provided needs to be taken seriously," said Raj Thackeray. The accused has been identified as Pushparaj Meshram, a resident of Kamptee, the official said. "He had uploaded a derogatory post about these political leaders on Facebook. Based on a complaint, a case was registered against Meshram under IPC sections 505 (2), 500 (defamation), 120 (B) (criminal conspiracy)," inspector Narendra Hiwre of Lakadganj police station said.
