The past year has been one of intense engagement in U.S -India relations with several high-level visits exchanged and working-level dialogues held between the two countries. Most recently, President Barack Obama and Prime Minister Narendra Modi met at the Paris climate change summit and Indian Defence Minister Manohar Parrikar will visit the United States to discuss the bilateral defense relationship.

On December 11, The India Project at Brookings hosted a conversation with U.S. Ambassador to India Richard Verma to reflect on developments in U.S.-India relations in 2015. He also discussed the recent high-level engagements on defense policy and climate change, as well as the road ahead for the bilateral relationship. Tanvi Madan, director of the India Project and fellow in Foreign Policy at Brookings moderated the discussion. Bruce Jones, vice president and director of Foreign Policy at Brookings provided introductory remarks.

Recent events in Ukraine have raised important questions about Russian ambitions in the former Soviet space and the future political perspectives of the countries caught between Russia and the European Union. These countries are facing substantial obstacles in their efforts to maintain balanced relations with the United States, the European Union and the Russian Federation because of increased Russian political, economic and military pressures. In Ukraine, the annexation of Crimea and the ongoing turmoil in the East threaten the Ukrainian government's ability to maintain its independence and the sovereignty of Ukraine. Georgia and Moldova have expressed their intention to sign Association Agreements with the European Union, but increasingly face the prospects of destabilizing Russian economic sanctions and even the possible rekindling of their “frozen conflicts” in Abkhazia, South Ossetia and Transnistria.

On April 29, the Center on the United States and Europe at Brookings (CUSE) will host the ambassadors of Georgia, Moldova and Ukraine—Ambassadors Archil Gegeshidze, Olexander Motsyk and Igor Munteanu—as well as Eric Rubin, U.S. deputy assistant secretary of State for European and Eurasian Affairs, to discuss the dilemmas of these countries and possible solutions. Fiona Hill, director of CUSE, will introduce the speakers and moderate the discussion.

After opening remarks, panelists will take questions from the audience.

Interview conducted by Wesley Bizzell, Assistant General Counsel, Altria Client Services LLC.

Recently, you addressed the Italian Parliament to discuss ethics in government, as that legislative body considers adopting its own code of ethical conduct. In that speech, you noted you believe there are four key concepts at the center of Federal U.S. ethics laws. What are those four concepts and why they are important?

Firstly, I’d like to note the importance of focusing on four concepts. The House of Representatives Ethics manual is 456 pages long; too long to be of any real use in creating an ethics system. Instead, these four principles serve as a foundation upon which different governments can build their own sets of rules based on their own unique needs.

I focused on just four to make a point about priorities. The first is “conflicts”—that is, problems that arise when an individual’s personal interests and parliamentary duties may be at odds with one another. The second is “gifts”. Even if there isn’t an explicit quid-pro-quo style agreement involved, when a political figure accepts a gift from someone with a demonstrated interest in government decision-making, the suspicion of misconduct will always be there. “Revolving door” is the third core concept. When individuals rotate from the private sector to the public sector over and over again, they are naturally going to form relationships that tempt them toward unethical behavior. Finally, “use official resources.” Officials must be careful to use official resources only for official purposes, being particularly careful not to conduct any campaign activity on the taxpayer’s dime. The goal with these four priorities is not only to keep people from behaving unethically, but also to make sure it doesn’t seem like anyone is doing anything unethical either.

In that speech, you said that focusing on these four areas keeps you from losing the forest for the trees when working with ethics codes. Can you elaborate on that?

There’s always a danger for members of the executive branch, because the system of rules and regulations that governs ethical behavior is itself so complex. When it’s imbedded in equally complicated and overlapping sets of statute you risk creating rules so specific that they’re practically useless. The same is true in the legislative branch and I dare say in the federal judicial branch, as well as at the state and local levels. You’re always on the edge of being lost in the minutiae.

In fact, you can often make wrong decisions if you focus in too much on the specifics, because you lose sight of the larger picture that guides the rules. There are always options in ethical dilemmas, and the big picture needs to be kept in focus.

While at the White House serving as Special Counsel to the President for Ethics and Government Reform you oversaw numerous significant changes in the area of open government—including helping craft and implement President Obama’s Open Government Directive; publishing White House visitor logs on the internet; and generally improving the Freedom of Information Act (FOIA) process. What change in the area of open government are you most proud?

I was struck when we began the interview by the list of topics—campaign finance, lobbying, ethics, elections, and FOIA issues—because all of those were part of my portfolio as Special Counsel to the President for Ethics and Government Reform during the first two years of the Obama administration. I would have to say that I’m most proud of my role in the President’s decision to put all of the White House visitor records on the internet.

Remember, in previous administrations, Democratic and Republican alike, plaintiffs had to litigate for years just to get a handful of visitor records. To have all of the visitor records on the internet, categorized into various types, opens access to the White House to an unprecedented degree. There are now over four-and-a-half million visitor records available on the White House website, with more added every month. I think that that is remarkable.

Truthfully, I was torn between that accomplishment and a second one, which is that the President and his staff in the White House have had the longest run in presidential history (knock on wood) without a major ethics scandal or a grand jury investigation, indictment, or conviction. I was tempted to list that second fact as the accomplishment of which I was most proud. But it occurred to me that the death of White House scandal is actually a function of the exceptional level of transparency that the visitor records represent. Transparency helps ensure people don’t have meetings they shouldn’t be having, which keeps them out of trouble. So I’ll offer that second accomplishment as a part of the first one.

In your view, what was the most significant lobbying and ethics reform during your tenure at the White House?

No doubt about it: reversing the revolving door. Craig Holman of Public Citizen, who studies these issues, says we were the first in the world to create a reverse revolving door. I think it is absolutely critical to slow the revolving door in both directions—both coming out of government and going in.

I should also note that the comprehensive nature of the ethics system we put into place in the Obama administration bears a responsibility for the good results. The first rule, of course, of any ethics system is “tone at the top.” The president exemplifies that. He has the highest standards of ethics himself, and as a result everyone around him feels he will be personally let down if they don’t embrace the ethics system. Good results flow from that. Looking back, we can identify certain aspects that have more and less successful, but it’s important to recognize that the positive results are owed to the gestalt. Our transparency and ethics system was one of the most through and transparent that I’ve seen in any government, and the result speak for themselves.

BWF names PV Sindhu as an ambassador for its 'i am badminton' campaign

World Champion PV Sindhu was on Wednesday unveiled as one of the ambassadors for Badminton World Federation (BWF)'s 'i am badminton' awareness campaign. The campaign provides a platform for players to express their love and respect for badminton by advocating and committing to clean and honest play. Sindhu, an Olympic silver medallist, said playing clean and honest is very important in any sport. "This message starts with one voice. If we as ambassadors can highlight this, then I think this will spread to more players," said the 24-year-old Indian.

"You are playing the sport for yourself. You need to be happy about it. You have to play it very clean and that is very important to me." It has been five years since BWF's Integrity Unit was formed and this time the campaign has been at the forefront of the governing body's efforts to communicate its approach towards integrity. Besides Sindhu, other ambassadors include Canada's Michelle Li, Chinese duo of Zheng Si Wei and Huang Ya Qiong, England's Jack Shephard, Germany's Valeska Knoblauch, Hong Kong's Chan Ho Yuen and Germany's Marc Zwiebler, who is Athletes' Commission Chair. "It's hoped such a concerted effort will not only raise awareness across the entire badminton landscape but encourage players to be active participants in shaping the integrity of the sport," the BWF said in a release.

Former elite players who have fronted the campaign since 2016 include BWF President Poul-Erik Høyer, BWF Para Badminton Athletes' Commission Chair Richard Perot, and superstars such as Saina Nehwal, Viktor Axelsen, Hendra Setiawan, Christinna Pedersen, Chen Long, Misaki Matsutomo and Akaya Takahashi. "Every player has the right to compete in clean and fair sport. Match fixing, match manipulation and doping are contrary to the spirit of sport. As an ambassador, we all play an important role in safeguarding the future of badminton," Høyer said. "Our youth and Para badminton players are perceived to be at greater risk of match manipulation and doping due to their lack of exposure on the international circuit. "The idea of the 'i am badminton' campaign is for us as role models to share our experiences with these target groups so they have a heightened level of awareness on the importance of anti-match manipulation and anti-doping."

Pre-wedding celebrations have been on in full swing at the Ambani and Mehta houses. Akash is the son of Reliance Industries Chairman and Managing Director Mukesh Ambani, while Shloka is the youngest daughter of diamond merchant Russell Mehta. There is huge interest in the wedding, especially after the scale at which the industrialist's daughter Isha got married last year.

A dandiya night in Mumbai was followed by a three-day star-studded celebration for Akash and Shloka in St. Moritz, Switzerland, last month. Functions have been on in Mumbai since the beginning of March.

They reportedly had a Harry Potter-themed party where Guru Randhawa took the stage, as well as a musical night concert with Shreya Ghoshal behind the mic. An 'Anna Sewa' was also organised on Wednesday night at the Jio World Centre, which is the venue for all three forthcoming functions.

After the wedding on March 9 is a celebration on March 10, followed by a reception on March 11. The main galas are likely to attend to be attended by a slew of guests from the Bollywood, political and sports world.

Ahead of the wedding of his son, industrialist Mukesh Ambani has sent boxes containing sweets to the around 50,000 police personnel in the metropolis. Every police station in Mumbai is receiving the boxes from the family of the Reliance Industries chairman, whose son Akash Ambani is getting married here on March 9, an official said.

The boxes are accompanied by a small card carrying the names of Mukesh Ambani, his wife Nita and their children and messages seeking blessings and good wishes, said a police constable, who recently received one such box. "I got the box of sweets from police station and came to know it has been sent by Ambani's family on the occasion of his son's wedding," he said.

Forest Dept nabs one more accused in sambar, leopard poaching cas

The Thane Forest Department (Territorial) on Saturday night detained one more person in connection with the poaching case of a sambar deer and leopard, carcasses of which were found last week, trapped in wire snares set at the Film City.

Over the weekend, the five accused were taken to locations they had revealed during interrogation and some important evidence including bones of wild animals were recovered by the department. It was during this exercise that the name of the person came up.

According to sources, the accused were taken to various spots in the Film City where they had allegedly killed the animals. A Forest Department official said, "A few names came up during interrogation based on which one person was picked up."

"The accused also took us to the locations where they had set some snares and we have recovered bones and antlers from one such location," said a source from the Forest Department on the condition of anonymity.

The accused also confessed to having killed a barking deer at one spot, photos of which were found in one of their phones. A person was also named for allegedly selling sambar and spotted deer meat.

"We are exploring the meat trade bit and will get more names as interrogation progresses. One of the accused was wearing a gold chain with a pendant that had a nail resembling that of a big cat. We have seized it and will send it for forensic examination," the source added.

Viswanathan Anand is WWF environment ambassador

Five-time world chess champion Viswanathan Anand has joined WWF (World Wide Fund) India as its ambassador for environment education programme. WWF India is celebrating its 50 years of conservation in India and it is delighted to see Anand lend his support to conservation and protection of the environment. In the midst of the coronavirus pandemic, governments, development organisations, corporates and individuals around the world are doing their bit to prevent the spread of the disease.

Talking about his association with WWF India, Anand, said, "Our children deserve a better, greener and more sustainable world than the one we are living in today and it is our responsibility as parents and elders to show them the way. Neetu Kapoor thanks Mukesh and Nita Ambani, says, 'You've been our guardian angels'

Rishi Kapoor, the original chocolate hero of Hindi cinema, passed away on April 30, 2020, leaving behind a massive feeling of loss and sorrow in the heart of every Indian. The veteran actor had fans across the world, and was hugely admired for his acting prowess and his charm.

The Chandni actor had been battling cancer for over two years and was in New York for the better part of a year seeking treatment for it. He and wife, veteran actress Neetu Kapoor, returned to India in September 2019, and on April 30, 2020, Rishi Kapoor breathed his last in a hospital in Mumbai.

Now, a few days after his passing, Neetu Kapoor has taken to Instagram to thank Mukesh and Nita Ambani, who gave the Kapoors their utmost support and love during their difficult time. Sharing a photo of them together, Neetu wrote, "From ensuring he was medically attended to, to making frequent, personal visits to the hospital to shower him with love and attention, to even holding our hand and comforting us when WE were scared. To Mukesh Bhai, Nita Bhabhi, Akash, Shloka, Anant and Isha - you have been our guardian angels on this long and trying experience - what we feel for you can not be measured..."

P Chidambaram: Govts imposing taxes in times of distress 'cruel'

Governments must borrow to meet their deficits and not impose higher tax burdens when economic activity has ground to a halt amid the coronavirus pandemic, senior Congress leader P Chidambaram said on Wednesday after the Centre and the Delhi government hiked taxes on petroleum products. New or higher taxes are justified only when the economy is booming, the former finance minister said, dubbing the imposition of taxes as "cruel". Tax burdens on the middle class and the poor is actually taxing distress, he said in a series of tweets.

"Governments should give money to the people in times of distress, not squeeze and take money from the people," Chidambaram said. "We have been pleading for cash transfers from the government to the bottom half of the people/families. Instead governments are doing a reverse transfer of money from the people to the government! Cruel," he said.

New or higher taxes will impoverish families further, Chidambaram asserted. "Governments must borrow to meet their deficits, not impose higher tax burdens when economic activity has ground to a halt," he said. Chidambaram's remarks come after the central government on Tuesday night hiked the excise duty on petrol by a steep Rs 10 per litre and that on diesel by Rs 13 a litre.

Retail prices of petrol and diesel will not be impacted by the tax changes as state-owned oil firms will adjust them against the recent fall in oil prices, industry officials said. Petrol prices in the national capital were hiked by Rs 1.67 a litre and diesel by a steep Rs 7.10 per litre after the Delhi government raised local sales tax or value-added tax (VAT) on the two fuels.

Petrol in Delhi now costs Rs 71.26 a litre as against Rs 69.59 previously, oil industry sources said. Diesel price has been hiked to Rs 69.39 per litre from Rs 62.29. Struggling with low revenues during lockdown, several states have also hiked taxes on alcohol.

With net worth of USD 44 billion, Mukesh Ambani top Indian in Forbes world billionaires' list

Reliance Industries' Chairman Mukesh Ambani has been ranked 17th in the latest world billionaires list by Forbes with a net worth of $44.3 billion – once again leading the tally from India's perspective.

Mukesh Ambani chairs and runs $88 billion (revenue) oil and gas giant Reliance Industries, among India's most valuable companies. Reliance Jio has signed on more than 340 million customers by offering free domestic voice calls, dirt-cheap data services, and virtually free smartphones, said the report.

The next Indian on the 34th annual list -- veteran Mumbai investor Radhakishan Damani who is touted as India's retail king after the March 2017 IPO of his supermarket chain DMart – is at a distant 65th position with a net worth of $16.6 billion.

Damani got into retailing in 2002 with one store in suburban Mumbai and has been unstoppable since. His property portfolio includes the 156-room Radisson Blu Resort in Alibag and a popular beach-front getaway close to Mumbai, according to the report.

At 114th position, HCL Technologies Founder Shiv Nadar is worth $12.4 billion. One of India's leading philanthropists, Nadar has donated $662 million to his Shiv Nadar Foundation.

While Hinduja brothers are at 116th position with $12.2 billion net worth. Srichand and Gopichand live in London and Prakash resides in Monaco while the youngest sibling Ashok oversees their Indian interests from Mumbai. At 138th position, Uday Kotak is worth $10.7 billion. His Kotak Mahindra Bank is now among India's top four banks in the private sector, boosted by its 2014 acquisition of ING Bank's Indian operations.

In January this year, the bank reached an agreement with the Reserve Bank of India over the issue of reducing Kotak's stake in the bank to 26 per cent. Telecom tycoon Sunil Mittal is at 154th position with $9.5 billion net worth. Bharti Airtel today is among India's largest mobile phone operators with more than 418 million customers.

Others in the latest list are Cyrus Poonawalla who is founder of Serum Institute of India (at 161th position with $9.2 billion net worth), Gautam Adani at 162th position with $9.2 billion net worth and steel tycoon Lakshmi Mittal with $8.9 billion net worth at 170th spot, among others.

US Ambassador to India Ken Juster condoles demise of Irrfan Khan

US Ambassador to India, Ken Juster has condoled the demise of Bollywood actor Irrfan Khan who passed away on Wednesday.

"Our heartfelt condolences and prayers go to the family and friends of Irrfan Khan, renowned and respected Indian film actor. He was a true talent in the cinema industry, and his loss will be deeply felt," Juster said in a tweet.

The internationally renowned actor passed away at Mumbai's Kokilaben Hospital on Wednesday while battling rare cancer. He was 53. Irrfan was last seen on screen in 'Angrezi Medium'. He was not a part of the film's promotions owing to his ill health.

With critically acclaimed films like 'The Lunchbox' and 'Paan Singh Tomar' to his credit, Irrfan was regarded as one of the finest actors in Hindi cinema.

Rohit Sharma becomes Dubai-based coaching academy's brand ambassador

India's limited-overs vice-captain Rohit Sharma has become brand ambassador of 'CricKingdom', a cricket academy based here which will also facilitate coaching through its online platform after the global COVID-19 pandemic subsides.

CricKingdom's online platform "will connect student, coaches, academies and facilities into an integrated ecosystem'. It will help in booking of coaches, ground/nets along with management of academies. "CricKingdom seeks to merge the time-tested theories that has produced legends in the game along with modern scientific training methodologies," Rohit was quoted as saying in the press release.

"The vision is far-sighted and it seeks to make every aspect professional and structured," said Rohit, who is also being proposed to be a Director. The academy also has Mumbai medium pacer Dhawal Kulkarni as one of its mentors. There are at least 20 coaches associated with this venture and most of them have worked at the grassroots and junior level. Notable names include Pradeep Ingale, Parag Madkaikar, Subhash Ranjane and Prathamesh Salunkhe. The coaching on offer is for four categories -- from 5-8 years, 8-13 years, 13 years and above and club and elite level cricketers.
