Importantly, the GPLv3 includes an international non-exclusive patent grant, meaning that even if the inventors decide to apply for a patent, it will not restrict anyone from using the design.

It is, therefore, argued that the Ld. MM committed a grave error in dismissing the complaint as both the documents constituting the offence were on record.

Sixteen more people including two minors from nine districts tested positive for COVID-19 on Saturday, taking the total number of cases to 595 in Bihar, a top health department official said. Seven of the 16 fresh cases are migrant people from other states, Health Departments Principal Secretary Sanjay Kumar said in a tweet. "We are ascertaining their further infection trail," Kumar said. Five people have died of the disease so far in Bihar which is now left with 272 active cases while 318 have recovered. कर्फ्यू लगने के बाद नियमों के उल्लंघन के तहत शहर में 14895 से अधिक चालान काटे गए हैं लेकिन कर्फ्यू के दौरान हुए चालान की फीस रीजनल ट्रांसपोर्ट अथॉरिटी कैसे जमा करेगा, इसकी अभी तक विभाग ने कोई रूप-रेखा नहीं तैयार की है। फिलहाल आरटीए इन्हें ऑनलाइन जमा कराने की तैयारी में है ताकि कार्यालय में भीड़ भी न लगे और पेनल्टी भी जमा हो जाए। इन चालान में वे लोग शामिल हैं, जो बेवजह घरों से बाहर निकले और उनके चालान कटे हैं।

बताया जा रहा है कि विभाग की अगली तैयारी उन दुकानदारों पर कार्रवाई करने की है, जो दुकानें खोलकर बैठे हैं और सोशल डिस्टेंसिंग का ध्यान नहीं रख रहे। इन्हें जुर्माना भी लगाया जाएगा।इस बारे आरटीए बरजिंदर सिंह का कहना है कि अभी चालान जमा करने को लेकर कोई निर्देश नहीं आया है। विभाग की तरफ से आदेश मिलते ही चालान जमा करने का काम शुरू किया जाएगा।

लोगों के इस तरह कटे चालान
कोविड-19 के कर्फ्यू मानदंडों का उल्लंघन करने वाले लोगों को 14895 चालान जारी किए हैं। पुलिस द्वारा 1280 वाहनों का चालान काटा गया है। इसमें बिना मास्क वाले लोगों के खिलाफ 206 सहित 657 एफआईआर दर्ज की गई हैं। इसमें कर्फ्यू मानदंडों को पूरा न करने पर 827 लोगों को गिरफ्तार किया गया है। कर्फ्यू के नियमों का उल्लंघन करने वालों के खिलाफ एफआईआर दर्ज की गई है, जिसमें 10 लोग बिना मास्क वाले हैं और 21 लोगों को गिरफ्तार किया गया है। आने वाले दिनों में पुलिस और सख्ती की तैयारी में है।

अभी आरटीए में सबसे बड़ी समस्या यह है कि चालान जमा कैसे किए जाएं? कर्फ्यू के दौरान कटे चालान किस आधार पर जमा होंगे और उनका रेट क्या होगा, इसकी जानकारी परिवहन विभाग को भी नहीं है। इसको लेकर आरटीए कर्मचारी भी परेशान हैं क्योंकि उन्हें दफ्तर आने का फरमान जारी हो चुका है और दफ्तर आते ही चालान जमा करने और लाइसेंस बनाने का काम शुरू करने की तैयारी हो रही है। उधर, राजनगर के रहने वाले गौरव वर्मा का कहना है कि उनकी स्कूटी का चालान अप्रैल के पहले सप्ताह में हो गया था, तब से उनकी स्कूली थाने में जमा है। चालान जल्दी क्लियर हो तो वह अपना वाहन ले सके। लोग इस बात को लेकर चिंतित हैं कि सरकार के रेवेन्यू लॉस के लिए कहीं उन्हें मोटे जुर्माने न लगा दिए जाएं।

36 deaths have been reported since Friday evening -- 12 from Madhya Pradesh, 10 from Gujarat, seven from Maharashtra, four from Delhi and one each from Andhra Pradesh, Bihar and Jammu and Kashmir.Of the 488 deaths, Maharashtra tops the list with 201 fatalities, followed by Madhya Pradesh at 69, Gujarat at 48 and Delhi at 42 and Telangana at 18.

Vardhan also flagged the large prevalence of non-smoking tobacco usage in some of the states and the problem of spitting in public places.
