The state's count of COVID-19 cases crossed 15,500 on Tuesday and 635 of the cases were reported in Mumbai. Addressing issues faced by dialysis patients who are not getting access to healthcare, the civic body directed dialysis centres in the city to not refuse patients or insist on COVID-19 tests.

While existing norms dictate that only symptomatic patients can be tested, the regulations exclude pregnant women, dialysis patients, those seeking IVF or having a scheduled surgery since many private hospitals have made it mandatory for all patients to get themselves tested. Civic officials said that directives have been issued to all dialysis centres not to insist on COVID-19 testing for patients who require dialysis.

"They can advise COVID-19 testing for suspected symptomatic patients or to those who are close contacts of COVID-19 patients. They should follow all precautions while giving the service. The dialysis should not be delayed for want of test results," said an official.

The civic body has also issued notices to all private nursing homes, hospitals and medical practitioners to reopen and provide medical help while adhering to the COVID-19 guidelines. Apart from private doctors, migrant labourers will now also be able to get their medical certificate from municipal dispensaries and peripheral hospitals.

The count of cases in Dharavi continued to rise with 33 new cases, taking the total to 665. Nine cases were reported from 90 Feet Road and five from Indiranagar. Civic officials said more than 83,500 people have been screened, of which 2,380 were placed in quarantine centres. Nine other cases were reported from Mahim and two from Dadar. In L ward (includes areas like Kurla), the total count crossed 600 and on Tuesday, 26 new cases were reported. Civic officials said that the cases were largely from dense slum pockets in areas like LBS Road and Narayan Nagar.

State health officials said there were 984 new cases in the state and the tally now stands at 15,525 cases. There were 34 deaths reported in Maharashtra, of which 26 were recorded in Mumbai, six in Pune and one each in Aurangabad and Kolhapur.

Mumbai now has 9,945 cases and 387 deaths while the state's death toll stands at 617. Civic officials said that out of the 26 deaths reported on Tuesday, six of them occurred between May 1 and 2 and 22 of the patients were suffering from other ailments. Two of the patients who died were below the age of 40 years while 13 patients were in the age group of 40-60 years.

A slice of the verdant Nehru Science Centre in Worli has been taken over by the civic authorities for what Centre director Dr S Khened thinks must be for "an isolation centre, or for quarantine."

Khened said, "I do not know exactly for which. We got official communication a couple of days earlier that a portion of the centre's space will be acquired. The front portion of the Centre, just as you enter the main gate, has been taken. We usually use that space to hold Science exhibitions. We have also held a vintage car exhibition two years ago in that venue, so it is a massive space."

Centre officials said preparations are in full swing, with beds and mattresses and even mobile toilets being brought in. The Science Centre officials have tried to talk to those in charge at the site for details but without too much success.

They reasoned, "it is evident that the officials are extremely stressed and we are in fact, prepared for the worst. Authorities are working extremely hard to get this ready," they stated.

Khened said that the environs of the Centre are very green and will need to be maintained. "We need to have some skeletal staff inside to maintain the green patches, the trees, the many plants that we have. They need water and regular upkeep," he said adding that it was important that the Coronavirus facility is completely sealed off from the other parts of the sprawling complex.

The Centre also has skeletal staff quarters on the premises where currently eight senior officers are living with their families, "so it is vital that those who are going to be shifted into the facilities for Coronavirus, be confined to that space. I am sure this has been thought out and will be done," said Khened.

Physical space
The Science centre has moved its activities online, like most other institutions, with two virtual lectures scheduled on their YouTube channel on May 9 and May 11 respectively. The former will be a talk by Dr Vasant Shinde on Rakhigarhi Excavation and the latter is Dr Anil Kakodkar, on 'dealing with energy needs in the context of climate crisis'. Yet, said Dr Khened, "We will open again as a physical space when the government gives the green light. Children, the main visitors at the Centre, may have some apprehension about visiting since this will be used as a Coronavirus facility.

There is a great deal of wariness as the Centre is just next to the Jijamata Nagar slum area, which is a COVID hotspot. "However, with all the trepidation, we too understand that this is for the greater good, and everybody has to do their part in this fight," the director said.

Line up
The Worli area, with an unenviable record number of Coronavirus cases in Mumbai, is also being taken over as quarantine/isolation areas rapidly. Just around the corner from the Science Centre, the Nehru Centre, which is next to the Nehru Planetarium has also been acquired for Corona purposes.

S P Verma, Jt Director of Nehru Centre, said, "The two exhibition halls on the ground floor have been acquired, not the Nehru Planetarium. I think beds and other amenities will be moved in shortly, I do not know when exactly. We had been told to hand over possession of the spaces and have done so," he finished.

The Nehru Centre joins neighbour, NSCI club's The Dome and Mahalaxmi racecourse as an entire line of Haji Ali institutions, whose space has been acquired for Corona combat.

With monsoon around the corner, the Central Railway this week said its preparations to tackle the Mumbai rains were on full swing during this lockdown.

More than 15 excavators have been deployed along with more than 250 desilting labour for cleaning drain and culverts around the railway tracks. The desilting work is in full swing as never before in the past in Mumbai suburban because of the lockdown, which otherwise could never have been possible without implementing a block.

A senior official said three muck special trains are running on daily basis removing huge quantity of muck/ debris. Till now, in Mumbai suburban, around 70km drain cleaning and 42 culvert cleaning has been completed.

The first round of drain and culvert cleaning will be completed by May 15 and second round will be completed by June 15, said CR officials. As part of preparedness, loads of muck have been removed from the railway tracks, to ensure flooding does not take place on tracks during heavy rain days. The total muck disposed off so far via muck special and by road is 59,000 m3.

Coordination meetings are being conducted along with BMC authorities. Several new initiatives have been put in place by the Central Railway as part of the preparedness for monsoon this year. Culvert augmentation works is in progress at Kurla carshed and Wadala for the free flow of the stormwater to avoid flooding in flood prone areas.

In addition, an aerial survey over tracks is also conducted to ascertain the constraints for the free flow of the stormwater. Plan is to increase the number of pump to 110 heavy-duty diesel and electric pumps for fast drainage as compared to last year to ensure free flow of the stormwater so that the water is drained out quickly from the tracks and train operations are not disrupted.

During the monsoon period from June 1 to September 30, monsoon booklet for railway staff is also under preparation. The book will have the dates of the high tides to help the staff be on full alert mode on these particular days.

Rainfall will also be monitored in real-time through Automatic Rain Gauge System of civic authorities. So, all necessary precautions have already been taken and planned to avoid interruptions in the operations of the train during the monsoon season.

Maharashtra Chief Minister Uddhav Thackeray on Friday refuted speculation about the Army being called in in Mumbai which has become a major coronavirus hotspot.

In a live webcast, he said additional manpower may be sought from the Union government if needed so that the state police force gets some respite.

Asking people not to believe rumours, the chief minister said the government might ask for additional manpowerfrom the Centre, if needed, to enable the police personnel to take rest in a phased manner. "This doesn't mean that Mumbai will be handed over to the Army. Police personnel are tired after working round-the- clock, some have fallen sick and a few of them have succumbed to the virus. They need rest," Thackeray said.

He also admitted that while the spread of the virus has been contained, the state has not succeeded in breaking the chain of infection yet. Whether the lockdown will be extended or not after May 17 will depend on how far people maintain discipline and follow rules, he said.

"We have to come out of the lockdown one day or the other. We can't be living permanently like this. But to come out of this sooner, you need to follow rules and maintain discipline of social distancing and use face mask," Thackeray said

The Brihanmumbai Municipal Corporation (BMC) has increased the capacity of Corona Care Centres (CCC) for positive asymptomatic people double fold, with the help of schools, college buildings and pandals on open plots. The city now has 37,343 beds reserved for people who are positive but don't have any symptoms. One-fourth of the city's patients are in these centres. The maximum number of these CCC2 facilities is in wards which are on the top with high numbers of COVID-19 cases.

While the institutional quarantine centres (CCCs) have over 7,000 high-risk contacts with a capacity of little more than 20,000, the BMC is now focusing on the Corona Care Centres 2 (CCC2) which deal with positive asymptomatic patients. The maximum number of facilities is available in E (Byculla), L (Kurla), M east (Govandi, Mankhurd), M west (Chembur) and S (Bhandup) wards where the number of patients is increasing significantly.

With the Shreeniwas Mill building have a capacity of 3,000 beds, two parking lots with 1,000 beds, NSCI club of Worli with 500 beds, and some schools, G south ward has 5,568 beds for asymptomatic positive patients. Byculla has 2,605 beds with an 850 beds centre in a hall and a pandal. With more than 900 cases in Dharavi, G North ward utilised the space of Dharavi College to set up another 700 beds facility. C ward used gymkhana lawns and buildings on Netaji Subhash Road for more than 1,200 beds.

L ward erected pandals in Somaiya ground and Kurla ST Depot for 2,000 beds, M west ward uses the Swami Vivekanand College building for 1,200 beds and M east ward with densely populated slums used MHADA buildings for a 700 beds facility.

As of today, 2,233 people are in CCC2. "Hardly 6 per cent of the beds are occupied so far. But the BMC is preparing for the worst scenario," said a BMC official.

Shiv Sena MP Sanjay Raut on Sunday indirectly targeted Maharashtra Governor Bhagat Singh Koshyari by saying that the Raj Bhavan "shouldn't become centre for political conspiracy".

In a sharp attack on Koshyari - without naming him - the Sena MP said he was somehow reminded of a 'shameless' governor, the late Thakur Ram Lal, who served in the Raj Bhavan in Andhra Pradesh in the early 1980s.

The Sena MP's outburst is viewed against the backdrop of a recent Maharashtra Cabinet request to the Governor to nominate Chief Minister Uddhav Thackeray as a Member of the Legislative Council for one of the two vacant seats from the Governor's quota.

This is to prevent a constitutional crisis as Thackeray must become a member of either house of the state legislature by May 28, failing which he would be required to step down.

In view of the ongoing coronavirus pandemic, the Centre has postponed all elections, but the picture is likely to become clear after May 3.

Thackeray was unanimously elected as the leader of the Maha Vikas Aghadi alliance government of Shiv Sena, Nationalist Congress Party and Congress, and took oath as the CM on November 28, 2019.

The Sena President's rise to power - the first ever member of the Thackeray clan to hold political office - came after Koshyari had sworn in a two-member government of Chief Minister Devendra Fadnavis and his deputy Ajit Pawar, which collapsed in barely 80 hours.

The COVID-19 situation is "especially serious" in Mumbai, Pune, Indore, Jaipur, Kolkata and a few other places in West Bengal, and violation of lockdown measures risk the spread of the Novel Coronavirus, the Centre said on Monday.

In a communication to state governments, the home ministry said there have been several incidents of violence against COVID-19 frontline healthcare professionals, complete violation of social distancing norms and movement of vehicles in urban areas. These should be stopped, it said.

The death toll due to COVID-19 rose to 543 and the number of cases climbed to 17,265 in the country on Monday, according to the Union health ministry. The situation is "especially serious" in Indore in MP, Mumbai and Pune in Maharashtra, Jaipur in Rajasthan, and Kolkata, Howrah, East Medinipur, North 24 Parganas, Darjeeling, Kalimpong and Jalpaiguri in West Bengal, the ministry said. There are 4,203 confirmed Coronavirus cases in Maharashtra of which 223 people lost their lives.

In MP, out of the 1,407 cases, 70 people have succumbed to the disease. Rajasthan has reported 1,478 cases of which 14 people died. In West Bengal, there are 339 confirmed cases of which 12 people died due to the infection, according to health ministry data.

UP CM to not attend father's funeral

Uttar Pradesh CM Yogi Adityanath's father Anand Bisht died on Monday and will be cremated in Haridwar at a funeral which will not be attended by the CM, who said he is duty-bound to stay in his state. Bisht, 89, was admitted to the gastroenterology dept of the AIIMS after his health deteriorated.

Restrictions on domestic and international flights will be lifted when the government is confident that spread of Coronavirus has been controlled, and poses no danger to Indians, Civil Aviation Minister Hardeep Singh Puri said on Monday, amidst reports of some airlines doing open bookings.

Pizza delivery boy's contacts test negative

After a pizza delivery boy in South Delhi district tested positive for COVID-19, his 16 high-risk contacts have tested negative for the virus, the administration said. According to B M Mishra, district magistrate (south), no person in the 72 houses, where the boy delivered food, has developed symptoms.

In view of the crisis arising out of COVID-19, government on Thursday decided to freeze payment of additional instalment of dearness allowance (DA) to the Central government employees and dearness relief (DR) to pensioners falling due from January 1, 2020.

The decision comes after the Union Cabinet on March 14 approved a four per cent hike in DA to 21 per cent in a bonanza for 1.13 crore Central government employees and pensioners applicable from January, 2020 costing the exchequer Rs 14,595 crore.

In an office memorandum, department of expenditure, ministry of finance said that additional instalment of DA and DR falling due from July 1, 2020 and January 1, 2021 will also not be paid. However, the allowance will continue to be paid at current rates.

The Central government employees will also not get any arrears in any future revision of DA/DR from from July 1, 2021. However, If a decision to revise DA rates is taken for July 1, 2021 period, the rate of allowance as effective from January 1, 2020, July 1, 2020 and January 1, 2021 will be restored prospectively and will be subsumed in the cumulative revised rates effective from July 1, 2021, the office memorandum said.

Though the government did not give an estimate of how much it would save by disallowing DA revision for its employees, a four per cent raise approved by cabinet last month meant additional expenditure of around Rs 15,000 crore. For three half yearly periods, going by this yardstick, would result in savings of close to Rs 45,000 for the Centre.

Any change in DA rates benefits about 48 lakh Central government employees and 65 lakh pensioners. DA is paid by the government to its employees as well as pensioners to offset the impact of inflation.

The Maharashtra government has appealed to all central government departments to make available their hospitals for the treatment of COVID-19 patients in the state. "Anticipating higher numbers of patients in the coming days, Maharashtra govt has appealed to all Central govt departments like Railways, Port Trust, Army, Navy etc to make available their hospitals for treatment of COVID patients in Maharashtra," said a statement from Maharashtra Chief Minister's Office (CMO).

As a part of planning, the State Government has requested hospitals, institutions & buildings under the management of the Railways, Mumbai Port Trust, Indian Army, Navy and other Central Gov. undertakings to make their facilities available across Maharashtra.

According to the Maharashtra CMO, "Chief Minister Uddhav Thackeray is himself in talks at the highest level in central govt." A CMO press note confirmed that the Maharashtra government has set up several quarantine and isolation centers at Mahalaxmi Racecourse, Nehru Planetarium, Bombay Exhibition center, Richardson and Cruddas company and at various other places in the state.

But as the Center has warmed about a spike in cases during May, Maharashtra wants additional ICU beds and other medical facilities. So it has requested the central government departments which have hospitals in Maharashtra to make them available for the treatment of COVID-19 patients.

Three Pune-based law students who took the Central Railway's Pune division to the Permanent Lok Adalat over the unhygienic premises of Pune railway station, have won their fight. The railways have been ordered to clean up the station premises at the earliest. The students, Devaangini Telang, 20, Shruti Topkar, 20, and Nikhil Joglekar, 23, are pursuing law from the Marathwada Mitra Mandal's Shankarrao Chavan Law College.

The railways have now been ordered to provide enough toilets on every platform and maintain cleanliness and safety on a regular basis. Lok Adalat Chairman Sudhir J Kale also directed that the platform, railway tracks and foot overbridges be kept clean.

The filthy tracks at Pune Junction Railway Station

They three students — Telang, Topkar and Joglekar — were inconvenienced several times by the severe lack of cleanliness at Pune Junction Railway Station. In September 2018 they filed a petition with the help of Advocate Asim Sarode, a human rights activist. Kale and other members of the Permanent Lok Adalat, Ravikumar Bidkar and Pramod Bansode, presided over the matter, and on February 8 this year, the terms of settlement were issued. The terms stated that the station premises would have to be cleaned-up and broken items repaired at the earliest.

Why petition
Devaangini said, "The toilets were not maintained well. The tiles in some were broken, the taps were not functioning. In some toilets, the light fixtures were missing and where they were installed, they weren't functioning. The number of toilets was insufficient. We spoke to the authorities but did not get satisfactory replies. That's why we moved the petition."

Terms of settlement
Chairman Kale has directed the railway authority to take appropriate action at the earliest. Football coach Priya PV, who guided Gokulam Kerala FC to the Indian Women's League title, is currently assisting relief operations in the Coronavirus-caused lockdown through a helpline centre which provides medicine and food to the needy. Priya has joined the same helpline centre in Kannur, where India and Jamshedpur FC attacker CK Vineeth has been working. The biggest challenge for them at the centre is to make sure that all requests for medicines are met.

"We have been getting around 150-200 calls every day. Most of these are for medicines. We make sure that whenever we get any requests for medicines, they are duly sent to those in need," said Priya, who had earlier coached India U-19. "No requests for medicines are ever turned down. We try to do the same for grocery and food items as well. But sometimes we have to keep in mind that we have to distribute such items among a lot of people. So we try to divide it for everyone to get some amount," she added. The call centre also attends to requests from students and other professionals from around the area.

Kannur being the headquarters of the helpline centre, Priya and Vineeth also get a number of calls from the nearby districts, where tertiary networks have been set up to help the people. "We are working from the headquarters in Kannur. There are tertiary helpline centres in different districts as well who have their own network of pharmacists, grocers, and delivery executives," said Priya, who won the IWL 2019-20 title as head coach of local club Gokulam Kerala FC.

"My ancestral home is a bit far from the call centre, so I am staying at a place that is close by. Initially, I wanted to go to my ancestral home every weekend, in order to make sure that my parents have all they need during the lockdown," she said.

Colva beach in South Goa has been selected by the Union Tourism ministry to be developed under the ambitious India¿s Iconic Tourist Sites Project, a senior official said today. Union Tourism Secretary Rashmi Verma made the announcement here today and added that it was the only beach along the 12 sites selected.

"It will boost tourism and build the profile of the area and bring about community development," state tourism officials said. The project envisages employment generation, development of local culture, beautification, infrastructure and other public amenities, they added. Verma said that a detailed master plan would be put in place to develop Colva beach as an iconic tourist site.

We have all done it at some point in our lives. Watched a film or a documentary and played detective with it. Why does Anakin Skywalker get seduced by the dark side to become Darth Vader? Or, what is that makes Kareena Kapoor's character so confident and self-assured in Jab We Met? Or, what's the allure of the amoral Ma Anand Sheela in Wild Wild Country?

We love deducing human behaviour and motivations, especially those characters that seem to suggest one thing on the surface, and something else if you dig deeper. Which is why a recent screening of Ahalya, a short Bengali film made by Sujoy Ghosh, found nearly 120 takers at G5A Foundation in Mahalaxmi. A free screening by the Psychoanalytic Therapy and Research Centre (PTRC), the film was followed by a discussion through the lens of psychoanalysis.

Instead of looking at the film-making aspects, the psychological and emotional motives of the characters were the focus. Leading the discussion were psychoanalysts Nuzhat Khan and Micky Bhatia, faculty members at PTRC. "A great deal of our work and training, right from our students days, has got to do with mental illnesses, but there is a lot that we do which is not related to this. At seminars, we watched films, gaining a much deeper understanding of the characters," says Khan, recounting sessions where they have broken down films such as Black Swan, known for their obvious psychological depth, and also those such as Sanjay Leela Bhansali's Devdas.

Ghosh's film made headlines when it was streamed on YouTube in 2015, for its gripping plot that revisits the tale in The Ramayana. While you can look up the film online, Khan says that the discussion after the screening showed that there were several layers to the characters. One reading took on the young police inspector Indra's 'castration anxiety', one of Sigmund Freud's earliest psychoanalytic theories. Fearing punishment by Ahalya's husband, old enough to be his father, Indra tries to restrain his evident interest in Ahalya.

However, after he gets intimate with Ahalya, he is turned into a figurine — that's castration, symbolically, by the elderly husband showing the younger man who's boss. And, for that matter, Ahalya pretends to be an ingénue, while in fact she is a seductress. Once you explore these layers, says Khan, you will realise that there are no true villains in the film. "Had the filmmaker been there, he would have been aghast hearing our analysis," she laughs, adding, "Filmmakers, like other artists, express their subconscious or unconscious through their works. They are only semi-conscious of what they are doing. If they fully knew why, they may never make a film or any work of art.

"PTRC, a charitable trust, has been working in Mumbai for more than 40 years, almost quietly, to provide mental health services and also train professionals in the area. Given the rising interest in mental well-being, we use terms such as "repress" and "Oedipus complex" in our day-to-day lives. Banu Ismail, a child analyst and psychoanalyst with PTRC, says that at their film screenings, they open up discussions with the public to encourage different perspectives. "Psychoanalysis doesn't happen only in the consultation room. That said, there are several misconceptions about the area, and these events help clarify those," says Ismail, who will helm the next discussion of Gautam Vaze's Marathi short film, Aai Shapat on June 6 at G5A, focusing on anxiety guilt. The free screenings are followed by a lecture on another day, for which there is a registration charge.
