Raju Tiwari, one of the migrant labourer waiting for work, told ANI, "I am a daily wage labourer who does all sorts of work to earn for a living. Though since the lockdown we did not get any work, even now I do not think that anybody would come to hire us for work." Echoing similar sentiments, Sunil Tiwari, another daily wage earner, said, "All my savings have been exhausted and now I do not have any work. For now, we are dependent on others giving us food." "Though the relaxation has been given by the government on the daily wage labourers working, the police beats us and stops us in going anywhere. If we do not go then how will we earn?" he added. With the birth of the new cubs, the total number of tiger population at Birsa zoo has gone up to 10. Although the zoo has been currently closed due to the coronavirus crisis, once re-opened, the three new cubs will not be available for public viewing for a period of three months. The Birsa zoo authority has taken extra precautionary measures in order to ensure a safe and healthy atmosphere for the three new born cubs. Kumar further said, "No one is allowed to enter the tigress' cage. The cubs were kept in nursery and their health and activities are being monitored through CCTV cameras installed there." The vet further said that vaccination to the three cubs would be started only after three months, "The mother tigress is feeding well to all three cubs. Laxminarayan Reddy, inspector and Station House Officer of Kukatpally police station under Cyberabad police commissionerate, not only got Lalit Kumar admitted to a private hospital but also paid the hospital bill from his pocket. Lalit Kumar, a resident of Hamirpur district of Himachal Pradesh, was stranded due to the lockdown at Kukatpally here and was in need of medical surgery. He approached the police and the inspector came forward to get him admitted to Omni Hospital. Himachal Pradesh Governor Bandaru Dattatreya and Chief Minister Jai Ram Thakur appreciated the police officer's kind gesture. Dattatraya, who hails from Hyderabad, spoke to Laxminarayan Reddy over the phone and lauded him for the immediate help he rendered to the man in distress. He said that the official's action is an inspiration to all. Himachal Pradesh chief minister sent a letter to Laxminarayan Reddy. "This act was a great gesture on your part and I appreciate your exemplary effort. Your deed is an inspiration to all the persons involved in the fight against COVID-19," Thakur wrote. bi If crisis persists, Indians may be pushed to the brink, says former RBI Governor By www.mid-day.com Published On :: 27 Apr 2020 02:10:03 GMT A prolonged lockdown may possibly push millions of Indians into the "margins of subsistence", former RBI Governor Duvvuri Subbarao said on Sunday while expecting a 'V' curved recovery once the COVID-19 crisis ends and the turnaround in India to be faster than some economies. He was participating in a webinar on 'History repeats but differently – Lessons for the post Corona World', organised by the Manthan Foundation, in which former deputy governor of RBI, Usha Thorat took part. "Because most analysts believe that this year India will actually have negative growth or growth will contract. We must remember that even ahead of the crisis two months ago our growth slowed. Now it has completely stopped. Last year growth was five per cent. Just imagine, five per cent growth last year and we are going to negative or zero growth this year, a decline of five per cent growth," he said. "It is true that India is going to perform in this crisis better than most other countries. But that is no consolation.... Because we are a very poor country and if the crisis persists and if the lockdown is not lifted soon enough, it is quite possible that millions of people will be pushed into the margins of subsistence, he said when asked about his views on the present situation. Subbarao said that as predicted by analysts, India will have a V shaped recovery which is far better than most of the other countries. "And why do we expect a 'V' shaped recovery? Because unlike in a cyclone or in an earthquake, this is not a natural disaster constraint. No capital has been destroyed. Factories are standing. Our shops are still standing. Our people are ready to work as soon as the lockdown is lifted. So it is quite possible the recovery will be V shaped and while we have a V shaped recovery, I think India has a better chance than most of the countries," he opined. According to him, India's recovery was faster than many other countries after the 2008 global financial crisis. On IMF's prediction that India may grow at 1.9 per cent during the current year against about five per cent in the last fiscal, Subbarao said many analysts feel that theprediction is outdated and the growth in GDP may slip into negative. bi IBF petitions I&B minister for relief and rehabilitation package By www.mid-day.com Published On :: 27 Apr 2020 04:57:59 GMT The Indian Broadcasting Federation (IBF) on Monday petitioned information & broadcasting minister Prakash Javadekar for a relief and rehabilitation package for the broadcasting sector. The industry sought regulatory moratorium for 18 months, phased resumption of production activities, extension of moratorium period for GST payment and for the government to mandate digital payments of subscription and advertising dues to broadcasters. It also said the Centre should issue an advisory to DPOs to release payments of subscription fees up to February-end. Seeking a stimulus package from the government so that broadcasters can get back on track, IBF president N P Singh, said, "IBF has submitted a standard operating procedure (SOP) on prevention/ safety measures for organised, safe and sustainable restart of content production, media operations, transmission and general office operations in the TV broadcast sector to PMO, Niti Aayog and I&B ministry. The SOP will help the sector to move quickly towards normalcy and we certainly hope that the government would consider it favourably." Apart from emphasising that the government should urgently settle all outstanding dues to the broadcasting industry, IBF also demanded waiver of processing fee and temporary live uplinking fee for live sporting events for a period of one year from the resumption of normal business activities, increase in time period of 1-2 years for operationalising new channels that are granted permission, and the suspension of requirement of performance bank guarantees for channels that are to be launched, for one year. IBF also asked the government to defer payments due to Prasar Bharati for free dish carriage until July 2020 and said all pending refunds exceeding Rs 5 lakh should be urgently processed. It added that the government should extend the existing stay on demand for income tax for the next six months, and not seek any new hearings. bi Clear outstanding ad bills of ministries, Indian Newspaper Society urges government By www.mid-day.com Published On :: 27 Apr 2020 05:11:25 GMT The Indian Newspaper Society, which petitioned PM Modi to grant a two-year tax holiday on media businesses, bump up DAVP advertisement rates and increase government's advertising outlay, has also urged the government to settle outstanding bills that central ministries owe to the Directorate of Advertising and Visual Publicity (DAVP), which in turn pays media organisations for running advertising campaigns for ministries. Dues totalling more than Rs 350 crore have not been paid to DAVP by various central ministries despite repeated requests by the INS and the Association of Radio Operators of India, which have demanded release of outstanding money for the bleeding print and broadcast sectors. Industry sources said some pending payments are related to ad campaigns nearly 4-5 years ago. The health ministry, sources said, owes over Rs 61crore to DAVP. The Advertising Agencies Association of India (AAAI) echoed INS's demand for a bailout package, requesting the government to allow advertisers to treat advertising money as investments and allow it to spread expenditure incurred in advertising over three years. AAAI's demands for government intervention comes on the heels of persistent requests by media organisations to the Centre to clear outstanding DAVP dues and announce a bailout package for the industry. AAAI has sought the government's intervention to permit a loaded deduction of 200% on advertising expenditure, a move that is likely to encourage advertisers, both publicly listed and private, to advertise sooner and essay a faster economic recovery. In a letter to the Union government, the AAAI also demanded that the government clear its outstanding bills by way of income tax and GST refunds. To help the industry, AAAI said payments should not be taxed, and directions should be given to banks and advertising sector's debtors to provide cash flow to meet essential expenses. Demands for relief packages have also been raised by Indian Broadcasting Foundation and News Broadcasters Association. While INS sought removal of 5% customs duty on newsprint, twoyear tax holiday for newspaper establishments, 50% increase in DAVP advertisement rates and 100% increase in budget spend for print media, NBA sought waiver of 18% GST on advertisements, or for it to be lowered to 5% to bring it on par with print media. bi Man arrested for posing as police official to get mobile phone repaired By www.mid-day.com Published On :: 6 May 2020 05:04:59 GMT He posed as Superintendent of Police (SP), called up a subordinate police official and asked him to get his mobile phone repaired or face the consequences. But, his bluff was later called and the man landed in lockup. Azamgarh SP Triveni Singh said the 23-year-old youth, Shubham Upadhyay, is the son of a farmer. He was preparing for competitive exams when his phone developed a snag on Saturday. He tried to reach out to local mechanics, but they were unavailable to fix it due to the lockdown. Upadhyay used a free caller identification app to call up the in-charge of the Kotwali police station, K. K. Gupta, and threatened to shunt him out, if he failed to swiftly get the work done. Gupta grew suspicious and eventually caught the youth. In his statement to the police, Shubham Upadhyay said, "On Sunday noon, I tried to breach the district borders to reach Lucknow to repair my phone, but since there was heavy police presence and barricading, I returned home. Later, I installed a free caller identification app in my handset and mentioned the name as SP Azamgarh and even uploaded a photo of the cop to appear genuine." He first called SHO, Kotwali to get the phone repaired and was told the handset would be picked up from the SP office in an hour. Then, he called a businessman to bring his SUV and hand over his mobile to the SHO. But when Upadhyay called the police again to suggest a separate meeting point, he raised suspicion. When the SHO tried to confirm the venue, Upadhyay got hesitant and said he would send a peon. "I suddenly realised something was fishy and rang up the public relation officer of SP Azamgarh, who denied any such order from the SP. When the caller's number was scanned, it displayed the name of SP Azamgarh," said SHO Gupta. A trap was laid and when the SHO reached the venue, he found one Praveen Shukla sitting in the vehicle. Police got the address of the accused from Shukla and reached Upadhyay's home in Bilariya locality and arrested him. Upadhyay has been booked under IT Act and for threatening a public servant. Residents in the area complained of irritation in eyes, breathlessness, nausea and rashes on their bodies following the gas leak. Teams of the National Disaster Response Force (NDRF) have rushed to the spot and reports say that the gas leak has been contained. Many politicians have taken to Twitter to condemn the incident and are urging their local party members to provide help to people who have been affected by the gas leak. Prime Minister Narendra Modi tweeted saying that he monitoring the situation in Vizag closely and is praying for the wellbeing of the people. Three special Air India Express flights left for Abu Dhabi and Dubai to bring them back. "As per the state health department directives, all passengers will be screened and have to undergo compulsory quarantine / isolation for 14 days, a regular check up and a swab test. If someone has COVID-19 and shows symptoms within the first seven days, they will be shifted to the district (Ernakulam) Medical College for treatment. Those who show negative results will be allowed to go home, but must complete remaining seven days of quarantine at home and health officials will contact them regularly to check on symptoms," explained a senior health officer from State Health Ministry. Hari Krishna Namboothiri, CEO, Department of Non-Resident Keralites Affairs, (NORKA) informed mid-day, "We are anticipating around 3,000 Indians to return to Kerala. Early Friday morning we are expecting another Air India Express flight to get around similar number of (177) passengers excluding crew to arrive from Riyadh to Calicut." When asked about the three warships which have headed to the Maldives and Dubai, Hari Krishna said, "The Naval warship will leave from the Maldives by Friday and we are expecting them to reach Kochi within two days. We haven't got the entire list of passengers coming by ship, so far we have 500 peoples' names, and the number might go further up, which will be clear by Friday. Passengers repatriated through both the air and water ways mode of transport, will be quarantined and so far we have got around 4.50 lakh requests registered on our portal. Dr Prasanna Kumari, Superintendent Aluva Government Hospital said, "We are a 227-bedded hospital but not a COVID-19 designated hospital. We have made arrangements for suspected cases, for which nine single bed isolation rooms are ready, also in case any of the suspects require hospital support, we will shift them to Ernakulam Medical College, which is a COVID-19 designated hospital in the district." " We can easily arrange for 350 beds, and have 30 to 40 isolation rooms for suspected cases, and a similar number of beds in the ICU, with nearly 30 ventilator support facilities. Only those passengers who show COVID-19 symptoms will be transferred to our medical college for further line of treatment," said Dr Peter Vazhyail, medical superintendent at Ernakulam Medical College. bi Toddler dies after being bitten by snake By www.mid-day.com Published On :: 12 Mar 2019 11:50:00 GMT A toddler, who was playing marbles with a friend on Sunday evening and who had put his hand into a hole that a marble had slipped into, died some hours later when doctors discovered he had been bitten by a snake. Although he was bleeding from the hand when he went home, it was only when he started vomiting some six hours later that his parents rushed him to a hospital, where he died later. They were shocked to hear that he had been bitten by a snake. The police have identified the child as Krishna Naik-Rathod, 4. The Pimpri police station has registered the case of accidental death and are probing the case. Senior inspector Ranganathan Under of Pimpri police station said, "Krishna was playing marbles with his friend on Sunday evening near an under-construction area. As a marble fell into one of the many holes in the ground there, he put his hand in, attempting to bring it out. He suddenly felt something was not right and when he pulled out his hand, it was bleeding from a small wound. He came running to his parents. However, as the parents did not know exactly how he had sustained the wound, they applied some medicine and he rushed back out to play." He added, "He started vomiting and was rushed to Yashwantrao Chavan Memorial hospital, where he was declared dead while undergoing treatment." Krishna's father Apurva said, "We cannot believe this has happened to us." The teaser trailer of the biopic was released on Thursday. In Pune, once the trailer was out, the NCP warned the Pune theatre association to avoid showcasing the movie or bear consequences. The NCP was supported by Maharashtra Navnirman Sena (MNS). Speaking to mid-day, Balashaheb Patil, President Art and Culture president of Maharashtra State said, "We have warned the Theatre Association in Pune and on Friday we will be filing moral code of conduct violation by BJP. As this biopic that is an attempt to influence voters, we will report to the administration that the movie is a violation of the election code of conduct. If this movie is released, the theatres they will have to bear consequences and the film producers, distributors and administration will be responsible for it." bi CBI arrests two GST superintendents from Pune By www.mid-day.com Published On :: 27 Mar 2019 02:39:31 GMT The CBI has arrested two Goods and Services Tax (GST) superintendents here in Maharashtra for allegedly demanding and accepting a bribe of Rs one lakh for settling service tax liability of complainant. A case has been registered against the two superintendents of GST, Pune, under section 120-B (Punishment of criminal conspiracy) of the IPC and section 7 of the Prevention of Corruption Act, 1988 (as amended in 2018), the CBI stated in a release on Tuesday. The accused duo had demanded a bribe of Rs 3 lakh from the complainant for settling the Service Tax liability for the Financial Year 2016-17, it stated. The duo were caught when they were accepting Rs one lakh as the first instalment of the total bribe amount, the CBI said. The Central agency then conducted searches at the office and residential premises of the accused superintendents in Pune. During the searches, documents regarding acquisition of movable and immovable properties, gold jewelleries, cash, computer hard disks and other incriminating documents were recovered, it said. Those arrested have been identified as Vivek Dekate and Sanjeev Kumar. A complaint was registered against two under Section 7 of the Indian Penal Code (IPC). The two accused were produced before the Special CBI Judge, who remanded them to three-day CBI custody. The officers were caught red-handed while accepting a bribe of Rs 1 lakh from the complainant. The amount has been recovered from their possession. The complainant alleged that the accused demanded Rs 3 lakh in order to settle the service tax liability for the financial year 2016-17. That being said, these are short-term opportunities that spring up due to lack of information to a set of market participants in one of the markets. The capital market regulator's mutual fund categorisation and rationalisation mandates that an Arbitrage Fund must strictly follow the arbitrage strategy and invest at least 65% of its total assets in equity & equity related instruments. Since the transactions are in either direction, the positions are completely hedged. And the remaining 35% of the total asset is deployed in debt and money market instruments. In March 2020, when the stock futures started quoting at a discount to the spot prices in the cash market, it was a concern. But now that we have seen some sharp up-moves in the Indian equity markets as the government has done relatively well in containing the spread of the deadly virus (compared to other nations) and thanks to the prompt fiscal measures also have been taken -- both by the Ministry of Finance (the Rs 1.75 trillion package) and the Reserve Bank of India (by reducing policy rates sharply, keeping monetary policy stance 'accommodative as long as it is necessary', and ensuring enough liquidity in the system) -- in my view, it would be perceived positively by the markets in times to come and enough arbitrage opportunities would be available. It is possible that Arbitrage Funds may even perform a tad better vis-a-vis Liquid Funds. In fact, these funds have outperformed those clocked by Liquid Funds. The 3-month returns clocked by Arbitrage Funds have been almost at par with Liquid Funds. Do note that an Arbitrage Fund carries low risk and the returns depend on the market conditions and fund manager's ability to reap rewards from arbitrage opportunities. Short-Term Capital Gains (i.e. realised profits within a year) on arbitrage funds are taxed at 15%, while the Long-Term Capital Gains (i.e. gains made after staying invested for more than a year) are taxed at 10% for gains above Rs 1 lakh in a financial year. To park money for the short-term for an investment time horizon up to 1-year, you may consider investing in an Arbitrage Fund. And if you have an extreme short-term time horizon (of 3 to 6 months), consider a Liquid Fund with high-quality debt papers, which does not have high exposure to Commercial Papers (issued by private entities). Alternatively, if you wish to park in a much safer category, you would be better off investing in an Overnight Funds. Happy Investing! The fund houses cited high redemption pressure and lack of liquidity due to COVID-19 as the reason behind the move. There has been a rush of redemption in the debt market due to high volatility and uncertainty caused by the outbreak of pandemic. The stress is more evident in high-risk category of securities where liquidity has dried up. Notably, the schemes that were wound up belonged to the high credit risk category. The recent FTMF fiasco led RBI to take note of the situation and step up to build confidence in the capital market. On April 27, 2020, RBI announced the opening of a special liquidity facility (SLF-MF) worth Rs 50,000 crore to ease liquidity pressure on mutual funds. Under SLF-MF, RBI will conduct repo operation of 90 days tenor at the fixed repo rate. Banks can avail funds under this facility between April 27, 2020 and May 11, 2020 or up to utilization of the allocated amount, whichever is earlier. RBI will review the timeline and amount, depending upon market conditions. Banks have to utilise the funds availed under this exclusively for meeting the liquidity requirements of MFs by: Extending loans, and Undertaking outright purchase of and/or repos against the collateral of investment grade corporate bonds, commercial papers (CPs), debentures and certificates of Deposit (CDs) held by MFs. For banks, availing funds at a lower rate (repo rate) and using it to purchase investment grade, which generally carry higher interest, and holding them till maturity seems like a good opportunity, but they may not be as enthusiastic to come to the aid of MFs. You may recall that few days ago, RBI came out with a similar liquidity window worth Rs 50,000 for NBFCs. Of these, 50% of funds had to be dedicated towards investment in investment grade bonds, commercial paper, and non-convertible debentures small and mid-sized NBFCs and MFIs. NBFCs who have been dealing with liquidity crunch for quite some time now is one of the worst affected sectors with rising risk of bad loans amid the COVID-19 outbreak. As a result, the first tranche of the operation worth Rs 25,000 crore conducted few days ago received bids for just Rs 12,850 crore. Similarly, the stress in debt mutual fund segment is not new - some categories of debt funds have been facing redemption pressure ever since the IL&FS debacle came to light. Banks may be reluctant to lend to mutual funds with higher exposure to lower quality papers, which have been lacking in liquidity. If banks do lend to MFs it may be limited to those with good quality papers. This will not serve the intended purpose of the facility. Many mutual funds investing in credit-risk grade securities may have offloaded good quality papers to meet the high redemption and may be now left with only lower quality papers. Risk aversion in banks has magnified due to rising fear of bad loan pile up. Hence, banks may not be keen to accept lower quality papers as collateral. Besides, some mutual funds may already have high borrowing rate availed to fund redemptions and further borrowing may not be a viable option for them. Thus, if redemption pressure continues, liquidity strain will continue in schemes carrying higher exposure to lower rated securities. In the current market volatile and uncertain environment, it would be advisable to stay away from credit risk schemes. However, do not resort to panic selling. Doing that will have an exponentially negative effect on funds, primarily those having exposure to moderate and low rated assets. Redemption pressure may force the fund managers to sell good quality papers in the portfolio in the secondary market and pile up exposure to low rated assets because it will be difficult to liquidate at fair value. Keep in mind that debt funds are not risk-free. Investment in debt funds carry various risks relating to liquidity, credit quality, and interest rate. Therefore, before investing in debt funds understand the various risks involved and invest in schemes where the portfolio risk aligns with your own risk appetite and financial objective. Moreover, choose a fund house that follows prudent investment process and stringent risk-management systems. In these uncertain times, it would be wise to stick with liquid funds and overnight funds for the debt part of your portfolio as they are highly liquid and carry lower risk. Federer, holder of the men's record of 20 Grand Slams, was the first to raise the notion on Twitter, triggering an overwhelmingly enthusiastic response from King and Nadal. "Just wondering...am I the only one thinking that now is the time for men's and women's tennis to be united and come together as one?" Federer said. "I am not talking about merging competition on the court, but merging the two governing bodies [ATP and WTA] that oversee the men's and women's professional tours." Trailblazer King, who was a part of establishing the WTA in 1973 and was one of the 'Original 9' on the tour, said her support for the idea dates back decades. Common voice needed "I agree, and have been saying so since the early 1970s. One voice, women and men together, has long been my vision for tennis. The WTA on its own was always Plan B. Federer and Nadal argued by a merger tennis could emerge stronger from the Coronavirus lockdown which has seen the sport shut down, with Wimbledon cancelled for the first time since World War II and the French Open pushed back to the end of September. "It probably should have happened a long time ago, but maybe now is really the time. These are tough times in every sport and we can come out of this with two weakened bodies or one stronger body," Federer wrote. He said the current system was "too confusing for the fans when there are different ranking systems, different logos, different websites, different tournament categories". Talks underway: Wawrinka Later, three-time Grand Slam winner Stanislas Wawrinka claimed discussions are underway regarding the move with the ATP's chairman Andrea Gaudenzi.
