sid Considering Communities In Forest Management Planning In Western Oregon By www.fs.fed.us Published On :: Tue, 20 Feb 2007 12:00:00 PST A recurrent theme in the development of U.S. forest policies has been the assertion of strong positive relations among communities, economies, and natural resource management. Now as a new round of federal land management planning is getting underway, questions are being raised about the strength of that assertion and how to view communities following a decade of reduced federal harvests. This report examines these questions considering the 433 communities in six Bureau of Land Management districts in western Oregon. It discusses the ways that forest-based communities have been considered in the context of federal forest management planning, and it summarizes information on socioeconomic conditions and trends for communities in western Oregon. sid Managing For Wildlife Habitat In Westside Production Forests By www.fs.fed.us Published On :: Tue, 20 Feb 2007 12:00:00 PST On October 18, 2006, a workshop was held in Vancouver, WA, with the title "Managing for wildlife habitat in Westside production forests." The purpose of the workshop was to provide prescriptions and guidelines for people who manage Westside forests (those west of the Cascade Mountains' crest) primarily for wood production, but because of mandate or personal preference, want to integrate wildlife values. The audience included over 150 professionals from forest industry, consulting firms, and public and tribal forest and wildlife management agencies. This proceedings includes ten papers based on oral presentations at the workshop plus a synthesis paper summarizing workshop themes, discussions, and related information. Topics include a history of wildlife management research in the Pacific Northwest, elements of habitat and how to manage for them, the challenges of appropriately implementing ecosystem management, and economic implications to private forestland owners. sid Wood energy for residential heating in Alaska: current conditions, attitudes, and expected use. By www.fs.fed.us Published On :: Tue, 20 Jul 2010 14:10:00 PST This study considered three aspects of residential wood energy use in Alaska: current conditions and fuel consumption, knowledge and attitudes, and future use and conditions. We found that heating oil was the primary fuel for home heating in southeast and interior Alaska, whereas natural gas was used most often in south-central Alaska (Anchorage). Firewood heating played a much more important role as a secondary (vs. primary) heating source in all regions of Alaska. In interior Alaska, there was a somewhat greater interest in the use of wood energy compared to other regions. Likewise, consumption of fossil fuels was considerably greater in interior Alaska. sid Seasonal neighbors: residential development encroaches on mule deer winter range in central Oregon. By www.fs.fed.us Published On :: Fri., 22 Mar 2012 13:40:00 PST Mule deer populations in central Oregon are in decline, largely because of habitat loss. Several factors are likely contributors. Encroaching juniper and invasive cheatgrass are replacing deer forage with high nutritional value, such as bitterbrush and sagebrush. Fire suppression and reduced timber harvests mean fewer acres of early successional forest, which also offer forage opportunities. Human development, including homes and roads, is another factor. It is this one that scientists with the Pacific Northwest Research Station and their collaborators investigated in a recent study. Full Article

sid Life cycle assessment of wood energy for residential heating—opportunities for wood pellet production in southeast Alaska. By www.fs.fed.us Published On :: Tue, 01 Aug 2017 08:00:00 PST Southeast Alaska is a remote area, located approximately 700 miles north of Seattle, Washington. Most of the region’s goods are imported by barge, creating logistical and economic challenges not faced by many other parts of the United States. In this context, we used life cycle assessment (LCA) to evaluate the potential environmental impact on global warming potential (GWP) of converting home heating systems from heating oil to wood pellets in southeast Alaska. Once the current level (status quo) was established, we evaluated imported pellet utilization at 20-, 40- and 100-percent penetration into the residential heating oil markets. We also modeled local production of wood pellets in southeast Alaska, assuming a 20-percent penetration. Our research found that reductions in GWP resulting from the conversion to wood pellets ranged from 10 to 51 percent, with the greatest reductions being associated with the highest levels of imported pellets. The scenario of producing wood pellets in southeast Alaska to meet local needs had a reduction in GWP of 14 percent (versus the status quo). Full Article
sid Wood and Coal Cofiring in Alaska—Operational Considerations and Combustion Gas Effects for a Grate-Fired Power Plant. By www.fs.fed.us Published On :: Thu, 16 Feb 2018 08:00:00 PST Coal is the primary fuel source for electrical power generation in interior Alaska, with more than 600,000 tons burned annually at five different power plants. Woody biomass could be used as part of this fuel mix, offering potential environmental and economic benefits. In this research, debarked chips were cofired with locally mined coal at the Aurora Power Plant facility in downtown Fairbanks, Alaska. During two days of testing, aspen chips were successfully cofired with coal at average rates of 2.4 percent and 4.8 percent of total energy value. Combustion gases were analyzed during combustion of 100- percent coal, as well as at two different blends with aspen chips, for levels of carbon dioxide, carbon monoxide, oxygen, and nitrogen compounds. Carbon monoxide was suggested as the combustion gas most influenced by changes in woody biomass blend rate. The potential logistic and operational challenges when cofiring were also observed. Cofiring biomass at low levels in grate-combustion systems could be performed with relative ease, with only minor impacts on plant operations, including fuel storage, handling, and performance. sid Evaluation of native plant seeds and seeding in the east-side central Cascades ponderosa pine zone By www.fs.fed.us Published On :: Tue, 23 Nov 2010 13:08:00 PST In dry, open coniferous forests of the montane West, stand-replacing wildfires and land use activities alter the composition and abundance of native grasses and forbs by degrading the habitat and accelerating the invasion of exotic annuals. On these lands, native forbs and grasses delayed or prevented from recovery by natural processes may require intervention through supplementary seeding. However, effective seeding of native plants requires that their seed traits and the potential outcome of the seeding be better understood. Full Article

sid Miller-Meeks: Set aside politics-as-usual attitude By www.thegazette.com Published On :: Thu, 7 May 2020 09:55:09 -0400 As most of us have spent the past two months in quarantine to flatten the curve of the COVID-19 pandemic, we recognize this unexpected crisis has dramatically changed our lives, country, economy and even our freedoms.Just as the 9/11 terrorist attacks on the twin towers reframed and reshaped our national approach to security, this pandemic will have long-reaching effects on the way we interact with others at work, play and even how we worship from here on.Make no mistake, COVID-19 is not finished with us. Even as it subsides in many states, we are being warned that it will resurge in the fall and winter months. Many lives and our economic stability will depend on elected officials’ ability to set aside the politics-as-usual, I-win-you-lose attitude. These new times call not only for a Congress with a no-nonsense, solution-driven mind-set but members with the right experience and expertise. Among all of the candidates running to succeed Rep. David Loebsack, my life has uniquely prepared me for the challenges ahead to effectively protect us while minimizing the inevitable financial burden and social disruption.I understand what it means to grow up in a working-class family and to work hard to achieve goals. I grew up as one of eight children of a father who was a U.S. Air Force enlisted man and a mother who had a general education degree. After being badly burned in an accident, I decided I would become a doctor.I left home at 16 to attend community college, enlisted in the Army, eventually completing nursing school and then medical school. In all, I served 24 years on active duty and in the reserves. That experience taught me a great deal about discipline, organization and service to country. Peers and former Gov. Terry Branstad have entrusted me in key leadership roles, electing me as president of the Iowa Medical Society and appointing me as director of the Iowa Department of Public Health, respectively. In 2018, voters in southeast Iowa elected me in a Senate district that tilts Democratic. I believe it was because they see in me what they know to be true of themselves: the tenacity and perseverance to never quit fighting to better themselves and their communities and create a better future for their children and grandchildren. The next session of Congress will require leaders with the knowledge and toughness to make difficult but necessary decisions based on facts, not emotion or partisanship. That’s why I’m running for Congress.Mariannette Miller-Meeks is a candidate in the Republican primary for Iowa’s 2nd Congressional District. Full Article Guest Columnist

sid Marion coronavirus recovery task force wants residents to come out of this healthy and to ‘a vibrant economy’ By feedproxy.google.com Published On :: Wed, 06 May 2020 19:57:10 PDT MARION — Marion’s 14-member COVID-19 Economic Recovery Task Force is beginning to work on recommendations of how to get people back to work, while keeping everyone safe.“It’s hard to know right now at the beginning the various outcomes that are going to come out of this,” Marion Mayor Nick AbouAssaly told task force members in a meeting held this week via Zoom. “Community sectors will work independently and report to the steering committee with ideas, strategies or policy recommendations,” he said.In turn, the task force will consider recommendations to the Marion City Council, and AbouAssaly said he will update the council on the task force meetings. “Unfortunately, we have to accept that the virus is here to stay,” AbouAssaly said. “It’s part of our life for the time being. We have to be able to plan for getting back to doing things and leading our lives in a way that allows us to exist with the virus in our community.” Elizabeth Cwik, a Marion resident who works for the Greater Cedar Rapids Community Foundation, said there’s a “strong interest” among task force members to provide accurate information to the public about the virus. “I see clear, consistent messaging from a variety of sectors from the schools, government, businesses and nonprofits. Then that message gets through,” Cwik said. “If that message is, ‘We care, and we want you to come out whole, and we want there to be a vibrant economy to be continued with every citizen’s effort,’ I think that’s a valuable contribution to the recovery.” In joining the task force, Dr. Jaclyn Price said she hopes to dispel inaccurate information about the coronavirus and help businesses find ways to safely bring their employees back to work. “I anticipate businesses will be operating at reduced capacities,” she said. “Maybe doing appointments rather than walk-in business, and cleaning more routinely.”If businesses require employees and customers to wear masks, it will protect others from asymptomatic spread of the virus, she said. “We will still see virus activity until we get a vaccine or herd immunity,” Price said. “This is going to be a problem for months to come. We’re trying to find ways to open slowly, but also understanding if we reopen everything and have to close it again, that could be more detrimental to people’s psychology or finances of businesses.”The Rev. Mike Morgan of Marion United Methodist Church said “greater conversation” with government, business, education and health care leaders will help. “Marion has become a town that is proactive,” Morgan said. “We really seek to have good things happen to our citizenry rather than let things happen and we react to them. ... sid U.S. Rep. Dave Loebsack calls on president to protect packing plant workers By feedproxy.google.com Published On :: Fri, 08 May 2020 13:42:19 PDT At the same time Vice President Mike Pence was in Iowa on Friday to discuss the nation’s food supply security, U.S. Rep. Dave Loebsack called on the administration to take more measures to protect workers in food processing plants.Loebsack also questioned the decisions to reopen the economy being made by the Trump administration and Iowa Gov. Kim Reynolds.“I don’t think we’re ready for that yet, quite honestly,” the Iowa City Democrat said.“Ready” will be when adequate protections are in place for the people processing America’s food, Loebsack said.Workers are showing up on the job, but “they fear for their families, they fear for themselves, they fear for everybody,” Loebsack said. “They don’t know if they’re going to catch this thing or not. But they’re there.”Of particular concern are workers in food processing, such as those in meatpacking plants in Iowa where more than 1,600 cases of COVID-19 have been reported.“I really believe that we should not open the plants if we do not ensure worker safety,” Loebsack said.He called for President Donald Trump to use the Defense Production Act, which the president invoked to keep meatpacking plants open, to ensure an adequate supply of personal protective equipment for packing plant workers. If Pence and the president are concerned about the nation’s food supply, then they need to “keep those workers safe and, therefore, keep those processing plants running” to avoid meat shortages at the grocery store, Loebsack said.“We can’t have those plants running if workers are not protected. It’s that simple,” he said. “It’s not just the workers, it’s the families, it’s the community at large.”With unemployment at 14.7 percent — probably higher, Loebsack said, Congress should extend federal coronavirus-related unemployment benefits of $600 a week beyond their current July end date. He’s also pleased that the last relief package fixed a Small Business Administration Economic Injury Disaster Loan program to allow farmers to apply for assistance.Comments: (319) 398-8375; james.lynch@thegazette.com Full Article

sid Automorphisms of shift spaces and the Higman--Thomspon groups: the one-sided case. (arXiv:2004.08478v2 [math.GR] UPDATED) By arxiv.org Published On :: Let $1 le r < n$ be integers. We give a proof that the group $mathop{mathrm{Aut}}({X_{n}^{mathbb{N}}, sigma_{n}})$ of automorphisms of the one-sided shift on $n$ letters embeds naturally as a subgroup $mathcal{h}_{n}$ of the outer automorphism group $mathop{mathrm{Out}}(G_{n,r})$ of the Higman-Thompson group $G_{n,r}$. From this, we can represent the elements of $mathop{mathrm{Aut}}({X_{n}^{mathbb{N}}, sigma_{n}})$ by finite state non-initial transducers admitting a very strong synchronizing condition. Let $H in mathcal{H}_{n}$ and write $|H|$ for the number of states of the minimal transducer representing $H$. We show that $H$ can be written as a product of at most $|H|$ torsion elements. This result strengthens a similar result of Boyle, Franks and Kitchens, where the decomposition involves more complex torsion elements and also does not support practical extit{a priori} estimates of the length of the resulting product. We also give new proofs of some known results about $mathop{mathrm{Aut}}({X_{n}^{mathbb{N}}, sigma_{n}})$. Full Article
sid A stand-alone analysis of quasidensity. (arXiv:1907.07278v8 [math.FA] UPDATED) By arxiv.org Published On :: In this paper we consider the "quasidensity" of a subset of the product of a Banach space and its dual, and give a connection between quasidense sets and sets of "type (NI)". We discuss "coincidence sets" of certain convex functions and prove two sum theorems for coincidence sets. We obtain new results on the Fitzpatrick extension of a closed quasidense monotone multifunction. The analysis in this paper is self-contained, and independent of previous work on "Banach SN spaces". This version differs from the previous version because it is shown that the (well known) equivalence of quasidensity and "type (NI)" for maximally monotone sets is not true without the monotonicity assumption and that the appendix has been moved to the end of Section 10, where it rightfully belongs. (arXiv:2005.03398v1 [cs.CE]) By arxiv.org Published On :: This paper provides a method for the simultaneous topology optimization of parts and their corresponding joint locations in an assembly. Therein, the joint locations are not discrete and predefined, but continuously movable. The underlying coupling equations allow for connecting dissimilar meshes and avoid the need for remeshing when joint locations change. The presented method models the force transfer at a joint location not only by using single spring elements but accounts for the size and type of the joints. When considering riveted or bolted joints, the local part geometry at the joint location consists of holes that are surrounded by material. For spot welds, the joint locations are filled with material and may be smaller than for bolts. The presented method incorporates these material and clearance zones into the simultaneously running topology optimization of the parts. Furthermore, failure of joints may be taken into account at the optimization stage, yielding assemblies connected in a fail-safe manner. Full Article
