And the organizations that run those events want you to know they aren’t any more happy about it than you are.The organizers of these events are having to make unprecedented, tough decisions.“Cancellation is not a good word in our business,” said Chuck Swanson, Building a Legacy executive director of Hancher. “It is something that we really don’t want to do and it takes a lot for us to come to that. “We live for the live performance and bringing the artists and audiences together. That’s the happiest time for me, so none of these decisions have been easy.”Hancher has had to cancel numerous upcoming events in the past few months that would have brought to Iowa City in artists from all over the country and the world. It also is holding off announcing its upcoming season — which it typically would be doing at this time of year. this isn’t something the staff has faced since the floods of 2008 and because they book events so far in advance they are confronting additional challenges.“You know there’s so much that goes into a show before it happens,” Swanson said. “I just think of all the anticipation, booking the artists, advancing the show, setting ticket prices, advertising and then ticket sales. “It’s like a farmer who does all this work to get his crops ready and then at the end of the season ends up with nothing to harvest.” He noted Hancher has been reaching out to its booked performers and, in some cases, have had performers reach out to them to cancel upcoming shows. The significant time and resources that go into planning large-scale events is the main factor in necessitating cancellation discussions and decisions at many organizations. “Many logistical items have to be coordinated, from renting shuttles to scheduling volunteers and staff. Initial planning for some events begins as early as 12 to 18 months in advance and proceeds all the way up to the day of the event,” said John Myers, Indian Creek Nature Center executive director. Citing the center’s annual Maple Syrup Festival, he noted food represents a significant cost and often cannot be saved or reused. “We have had to be mindful of the financial resources available to us and ensure that we wisely manage those to ensure (the center) can emerge from this pandemic as a functioning and healthy organization,” he said.“None of the decisions to cancel events or how to handle subsequent financial losses are easy and they challenge everyone,” Myers added. “As our whole lives have been upended, it makes even the simplest of decisions harder and that takes an impact on morale.”He acknowledged staff members aren’t the only ones feeling the strain. “We have a significant core of volunteers who are no longer able to give their time, which also creates a strain on morale and increases the amount of work that needs to be done when we return,” he pointed out.Another primary factor is what is allowed and considered safe by the city, state and Iowa Department of Public Health. “At this point, only allowing groups of 10 or less is a far cry from the thousands or people we usually see at the Iowa Arts Festival,” said Lisa Barnes, executive director of Summer of the Arts in Iowa City, which produces the Iowa Arts Festival. “The governor has announced that reopening the state will be done in stages, and based on what we’ve found from other events around the country, concerts and large festivals will be the last to open,” he noted.Summer of the Arts announced just last week that the Iowa Arts Festival would not take place this year, a month in advance of the event. “We needed to make a decision so that we can move forward with alternative plans,” Barnes said, noting the organization has had questions about the Iowa City Jazz Festival, scheduled for July 3 through 5 and added a decision regarding that festival and July programming will be made by mid-late May. “We also needed to make the decision far enough out to be able to work with our performers and cancel the agreements,” she said.On Wednesday, Gov. Kim Reynolds loosened some but not all of the social-distancing restrictions for the remaining 22 counties she had put in place. HeartbrokenDiscussions about the future of these events have been happening for weeks for many organizations, highlighting they are not taken lightly. Carissa Johnson, executive director of the Cedar Rapids Freedom Festival, said conversations about the future of this year’s event started in mid-March, right around the time the Cedar Rapids SaPaDaPaSo Parade announced its cancellation for 2020.“We plan year ’round for the two- to three-week festival,” Johnson explained. “Our planning really ramps up in April and May, and we have many more costs associated with producing the festival the closer we get to the start. In order to protect our time and resources, we elected to cancel before we had more costs and variables to consider.”As for who is making the final decision, organizations said many stakeholders are involved. Barnes said the decision on the Iowa City Arts Festival, for example, included staff, the board of directors, festival planning committees, the city of Iowa City and Johnson County Public Health, along with input from some of the vendors, artists and performers.Tapping into experts in those public health field has been key as well. “We have these assets, people, at the University (of Iowa), that have been really helpful as we make these decisions about canceling and as we prepare to think about reopening,” Hancher’s Swanson said.The Freedom Festival include staff and board members in discussions, with recommendations from Linn County Public Health and the city of Cedar Rapids, factoring in the health, safety and well-being of the community. “We are just as heartbroken as the rest of the community, but this decision was to protect our community as much as possible,” Swanson said.“This community is a family and we will all get through this together and come back stronger next year.”Myers noted organizations such as the Indian Creek Nature Center are also rely on advice from national associations, such as the American Alliance of Museums, and discussions among the leadership of many local cultural groups. “For many events, we have also reached out to participants to gather their input and comfort level of attending once we are able to reopen,” Myers said.The financial effects of having to cancel is stressful for organizations, too. “Financially, this has been a hard time for the Nature Center to endure,” Myers pointed out. “We’ve had over 100 different programs, events and facility rentals canceled between March 15 and April 30, and our losses are currently over $250,000. As we approach the summer, there are a number of other events we continue to review, including our popular summer camps.”The Nature Center has postponed a national conference to be held there in September — due to indications of low participation — for peers from around the nation who run not-for-profit and government nature centers. “We are losing thousands of dollars in vendor fees and sales receipts because we had to cancel,” said Barnes, of Summer of the Arts. “We have sponsors tied to certain events, like the Iowa Arts Festival, that in some cases want to carry over their support to next year, which impacts our fundraising for this year and next.” She noted her group already has been made aware of funding that won’t be coming in from some sponsors next year due to the financial impact those organizations are facing as well. And that can be tough. “When we cancel, our whole staff is involved — from the box audience and public engagement folks to the technical production team and our front-of-house staff,” Swanson said. “Our communication is key in talking through it all and then sharing clear messages with our audiences, especially in terms of refunds. But we’ve been encouraged by so many generous friends of Hancher donating their ticket purchase price back to us.”While disappointment still is thick in the air, organizations don’t plan to abandon their missions and is keeping an eye on serving the public. “This is a challenging time for everyone, and our board and staff is committed to finding creative and non-traditional solutions to ensure the Freedom Festival’s return,” Johnson said. “The community and our stakeholders have been tremendous supports of the Freedom Festival and we believe they will continue to do so in the future. “We ask for understanding and patience as we try to navigate this crisis and what we can still provide for our community.”Freedom Festival buttons will be sold this year as they’ve already been made, and “It’s a way the community can show their support,” Johnson said. Barnes agreed and noted the Iowa Arts Festival committee is working on ways to support the performers, artists and vendors they had scheduled by trying to develop some virtual opportunities for engagement.While the show, or events, might not go on, organizers said they very much want to remain connected to their audiences and attendees. “I want to make sure everybody knows we care about them and that we’re trying to find ways to stay connected because I think we’re all in this together and the arts are one of the best ways for people to get through difficult times,” Swanson said. Jacqueline M. Birch, 23, pleaded guilty in U.S. District Court to one count of aiding and abetting the distribution of a controlled substance.During the plea hearing, Birch admitted she knew that another person was going to illegally distribute a drug last May, and she aided in that distribution.Evidence at a previous hearing showed that Birch drove her boyfriend, Mateusz Syryjczyk, 29, of Rockford, Ill., and another person, not identified in court documents, to a residence in Dubuque on May 27. Birch and the other person went into the residence and bought heroin from a dealer. The three drove to a hotel in Dubuque and all used the heroin. The other person began to overdose in the room, but Birch and Syryjczyk didn’t immediately call 911, according to evidence. Over many hours, Birch occasionally would perform CPR on the person to restore some breathing function, though the person never regained consciousness.Eventually, Birch and Syryjczyk decided to call 911, and Syryjczyk took the remaining drug paraphernalia from the room to prevent law enforcement from finding it, according to court documents. Birch and Syryjczyk also made false statements to police about the cause of the person’s condition.Court documents showed the overdose victim died at the scene. An autopsy later determined the cause of death was use of heroin, fentanyl and valeryl fentanyl.Syryjczyk previously pleaded to misprision of a felony and remains free on bond pending sentencing.Birch faces up to 20 years in federal prison, a $1 million fine and supervised release for life following her prison term. Sentencing will be set after a presentencing report is prepared. The case was investigated by the Dubuque Drug Task Force and is being prosecuted by Assistant U.S. Attorney Dan Chatham. Our aim is to design a suitable control function allowing us to steer the system to a synchronized configuration in which all the oscillators are aligned on the same phase. This control is computed via the minimization of a given cost functional associated with the dynamics considered. For this minimization, we propose a novel approach based on the combination of a standard Gradient Descent (GD) methodology with the recently-developed Random Batch Method (RBM) for the efficient numerical approximation of collective dynamics. Our simulations show that the employment of RBM improves the performances of the GD algorithm, reducing the computational complexity of the minimization process and allowing for a more efficient control calculation. They considered the situation in which the conformal transformations are given by a chordal Schramm--Loewner evolution (SLE). In the present paper, we construct processes of GFF on $mathbb{H}$ (the upper half-plane) and $mathbb{O}$ (the first orthant of $mathbb{C}$) by coupling zero-boundary GFFs on these domains with stochastic log-gases defined on parts of boundaries of the domains, $mathbb{R}$ and $mathbb{R}_+$, called the Dyson model and the Bru--Wishart process, respectively, using multiple SLEs evolving in time. We prove that the obtained processes of GFF are stationary. The stationarity defines an equivalence relation between GFFs, and the pairs of time-evolutionary domains and stationary processes of GFF will be regarded as generalizations of the imaginary surfaces studied by Miller and Sheffield. led Evaluating the phase dynamics of coupled oscillators via time-variant topological features. (arXiv:2005.03343v1 [physics.data-an]) By arxiv.org Published On :: The characterization of phase dynamics in coupled oscillators offers insights into fundamental phenomena in complex systems. To describe the collective dynamics in the oscillatory system, order parameters are often used but are insufficient for identifying more specific behaviors. We therefore propose a topological approach that constructs quantitative features describing the phase evolution of oscillators. Here, the phase data are mapped into a high-dimensional space at each time point, and topological features describing the shape of the data are subsequently extracted from the mapped points. We extend these features to time-variant topological features by considering the evolution time, which serves as an additional dimension in the topological-feature space. The resulting time-variant features provide crucial insights into the time evolution of phase dynamics. We combine these features with the machine learning kernel method to characterize the multicluster synchronized dynamics at a very early stage of the evolution. Furthermore, we demonstrate the usefulness of our method for qualitatively explaining chimera states, which are states of stably coexisting coherent and incoherent groups in systems of identical phase oscillators. The experimental results show that our method is generally better than those using order parameters, especially if only data on the early-stage dynamics are available. Full Article

led Personal Health Knowledge Graphs for Patients. For a recommendation system to give a suitable response to a query or to derive meaningful insights from patient data, it should consider personal information about the patient's health history, including but not limited to their preferences, locations, and life choices that are currently applicable to them. In this review paper, we critique existing literature in this space and also discuss the various research challenges that come with designing, building, and operationalizing a personal health knowledge graph (PHKG) for patients. led Watching the World Go By: Representation Learning from Unlabeled Videos. (arXiv:2003.07990v2 [cs.CV] UPDATED) By arxiv.org Published On :: Recent single image unsupervised representation learning techniques show remarkable success on a variety of tasks. The basic principle in these works is instance discrimination: learning to differentiate between two augmented versions of the same image and a large batch of unrelated images. Networks learn to ignore the augmentation noise and extract semantically meaningful representations. Prior work uses artificial data augmentation techniques such as cropping, and color jitter which can only affect the image in superficial ways and are not aligned with how objects actually change e.g. occlusion, deformation, viewpoint change. In this paper, we argue that videos offer this natural augmentation for free. Videos can provide entirely new views of objects, show deformation, and even connect semantically similar but visually distinct concepts. We propose Video Noise Contrastive Estimation, a method for using unlabeled video to learn strong, transferable single image representations. We demonstrate improvements over recent unsupervised single image techniques, as well as over fully supervised ImageNet pretraining, across a variety of temporal and non-temporal tasks. led Measuring Social Bias in Knowledge Graph Embeddings. (arXiv:1912.02761v2 [cs.CL] UPDATED) By arxiv.org Published On :: It has recently been shown that word embeddings encode social biases, with a harmful impact on downstream tasks. However, to this point there has been no similar work done in the field of graph embeddings. We present the first study on social bias in knowledge graph embeddings, and propose a new metric suitable for measuring such bias. We conduct experiments on Wikidata and Freebase, and show that, as with word embeddings, harmful social biases related to professions are encoded in the embeddings with respect to gender, religion, ethnicity and nationality. For example, graph embeddings encode the information that men are more likely to be bankers, and women more likely to be homekeepers. As graph embeddings become increasingly utilized, we suggest that it is important the existence of such biases are understood and steps taken to mitigate their impact. Full Article
led ZebraLancer: Decentralized Crowdsourcing of Human Knowledge atop Open Blockchain. (arXiv:1803.01256v5 [cs.HC] UPDATED) By arxiv.org Published On :: We design and implement the first private and anonymous decentralized crowdsourcing system ZebraLancer, and overcome two fundamental challenges of decentralizing crowdsourcing, i.e., data leakage and identity breach. First, our outsource-then-prove methodology resolves the tension between the blockchain transparency and the data confidentiality to guarantee the basic utilities/fairness requirements of data crowdsourcing, thus ensuring: (i) a requester will not pay more than what data deserve, according to a policy announced when her task is published via the blockchain; (ii) each worker indeed gets a payment based on the policy, if he submits data to the blockchain; (iii) the above properties are realized not only without a central arbiter, but also without leaking the data to the open blockchain. Second, the transparency of blockchain allows one to infer private information about workers and requesters through their participation history. Simply enabling anonymity is seemingly attempting but will allow malicious workers to submit multiple times to reap rewards. ZebraLancer also overcomes this problem by allowing anonymous requests/submissions without sacrificing accountability. The idea behind is a subtle linkability: if a worker submits twice to a task, anyone can link the submissions, or else he stays anonymous and unlinkable across tasks. To realize this delicate linkability, we put forward a novel cryptographic concept, i.e., the common-prefix-linkable anonymous authentication. We remark the new anonymous authentication scheme might be of independent interest. Finally, we implement our protocol for a common image annotation task and deploy it in a test net of Ethereum. The experiment results show the applicability of our protocol atop the existing real-world blockchain. Full Article
led The Zhou Ordinal of Labelled Markov Processes over Separable Spaces. The first one can be considered as an appropriate generalization to continuous spaces of Larsen and Skou's probabilistic bisimilarity, while the second one is characterized by a natural logic. C. Zhou expressed state bisimilarity as the greatest fixed point of an operator $mathcal{O}$, and thus introduced an ordinal measure of the discrepancy between it and event bisimilarity. We call this ordinal the "Zhou ordinal" of $mathbb{S}$, $mathfrak{Z}(mathbb{S})$. When $mathfrak{Z}(mathbb{S})=0$, $mathbb{S}$ satisfies the Hennessy-Milner property. The second author proved the existence of an LMP $mathbb{S}$ with $mathfrak{Z}(mathbb{S}) geq 1$ and Zhou showed that there are LMPs having an infinite Zhou ordinal. In this paper we show that there are LMPs $mathbb{S}$ over separable metrizable spaces having arbitrary large countable $mathfrak{Z}(mathbb{S})$ and that it is consistent with the axioms of $mathit{ZFC}$ that there is such a process with an uncountable Zhou ordinal. led Knowledge Enhanced Neural Fashion Trend Forecasting. (arXiv:2005.03297v1 [cs.IR]) By arxiv.org Published On :: Fashion trend forecasting is a crucial task for both academia and industry. Although some efforts have been devoted to tackling this challenging task, they only studied limited fashion elements with highly seasonal or simple patterns, which could hardly reveal the real fashion trends. Towards insightful fashion trend forecasting, this work focuses on investigating fine-grained fashion element trends for specific user groups. We first contribute a large-scale fashion trend dataset (FIT) collected from Instagram with extracted time series fashion element records and user information. Further-more, to effectively model the time series data of fashion elements with rather complex patterns, we propose a Knowledge EnhancedRecurrent Network model (KERN) which takes advantage of the capability of deep recurrent neural networks in modeling time-series data. Moreover, it leverages internal and external knowledge in fashion domain that affects the time-series patterns of fashion element trends. Such incorporation of domain knowledge further enhances the deep learning model in capturing the patterns of specific fashion elements and predicting the future trends. Extensive experiments demonstrate that the proposed KERN model can effectively capture the complicated patterns of objective fashion elements, therefore making preferable fashion trend forecast. led Near-optimal Detector for SWIPT-enabled Differential DF Relay Networks with SER Analysis. (arXiv:2005.03096v1 [cs.IT]) By arxiv.org Published On :: In this paper, we analyze the symbol error rate (SER) performance of the simultaneous wireless information and power transfer (SWIPT) enabled three-node differential decode-and-forward (DDF) relay networks, which adopt the power splitting (PS) protocol at the relay. The use of non-coherent differential modulation eliminates the need for sending training symbols to estimate the instantaneous channel state informations (CSIs) at all network nodes, and therefore improves the power efficiency, as compared with the coherent modulation. However, performance analysis results are not yet available for the state-of-the-art detectors such as the approximate maximum-likelihood detector. Existing works rely on Monte-Carlo simulation to show that there exists an optimal PS ratio that minimizes the overall SER. In this work, we propose a near-optimal detector with linear complexity with respect to the modulation size. We derive an accurate approximate SER expression, based on which the optimal PS ratio can be accurately estimated without requiring any Monte-Carlo simulation. Full Article
led Robust Trajectory and Transmit Power Optimization for Secure UAV-Enabled Cognitive Radio Networks. However, the secure performance of a secondary network achieved by using physical layer security techniques is limited by its transmit power and channel fading. In order to tackle this issue, a cognitive unmanned aerial vehicle (UAV) communication network is studied by exploiting the high flexibility of a UAV and the possibility of establishing line-of-sight links. The average secrecy rate of the secondary network is maximized by robustly optimizing the UAV's trajectory and transmit power. Our problem formulation takes into account two practical inaccurate location estimation cases, namely, the worst case and the outage-constrained case. In order to solve those challenging non-convex problems, an iterative algorithm based on $mathcal{S}$-Procedure is proposed for the worst case while an iterative algorithm based on Bernstein-type inequalities is proposed for the outage-constrained case. The proposed algorithms can obtain effective suboptimal solutions of the corresponding problems. Our simulation results demonstrate that the algorithm under the outage-constrained case can achieve a higher average secrecy rate with a low computational complexity compared to that of the algorithm under the worst case. Moreover, the proposed schemes can improve the secure communication performance significantly compared to other benchmark schemes. Full Article
led Learning, transferring, and recommending performance knowledge with Monte Carlo tree search and neural networks. (arXiv:2005.03063v1 [cs.LG]) By arxiv.org Published On :: Making changes to a program to optimize its performance is an unscalable task that relies entirely upon human intuition and experience. In addition, companies operating at large scale are at a stage where no single individual understands the code controlling its systems, and for this reason, making changes to improve performance can become intractably difficult. In this paper, a learning system is introduced that provides AI assistance for finding recommended changes to a program. Specifically, it is shown how the evaluative feedback, delayed-reward performance programming domain can be effectively formulated via the Monte Carlo tree search (MCTS) framework. It is then shown that established methods from computational games for using learning to expedite tree-search computation can be adapted to speed up computing recommended program alterations. Estimates of expected utility from MCTS trees built for previous problems are used to learn a sampling policy that remains effective across new problems, thus demonstrating transferability of optimization knowledge. This formulation is applied to the Apache Spark distributed computing environment, and a preliminary result is observed that the time required to build a search tree for finding recommendations is reduced by up to a factor of 10x.
