ISLAMABAD: Former Senate chairman Mian Raza Rabbani on Friday said that the National Council for Minorities nominated through a notification after a considerable delay was illegal because it had been formed in violation of a judgement announced by the then Chief Justice of Pakistan Tasaduq Hussain Jilani on June 19, 2014.

“The said act of violating the judgement of the Supreme Court is condemned,” the PPP leader said in a statement.

Mr Rabbani said that the Supreme Court’s judgement had come in the wake of a bomb blast in a Peshawar church in 2013 which left over a hundred members of the Christian community dead.

In a suo motu case, the then Chief Justice of Pakistan, in paragraph 37(iv) of the judgement, had ordered the setting up of the National Council for Minorities to monitor practical realisation of the rights and safeguards of members of minority communities provided in the 1973 Constitution.

The council was supposed to be mandated to frame policy recommendations for safeguarding and protecting minorities’ rights by the federal and provincial governments.

The judgement clearly mentioned eight steps that the governments were to take, including (i) reservation of quota in services, (ii) a special police force to protect places of worship, (iii) steps to discourage hate speeches, and (iv) revision of school curriculum to promote cultural and religious tolerance.

The PPP leader said that none of the steps had been taken so far by the governments.

He said that the federal government had, after the approval of the cabinet, constituted the council through a notification and the body had become controversial even before its birth and as a result the religious affairs ministry had to amend its summary.

The PPP leader said that the council should be constituted through an act of parliament.

Mr Rabbani said that the importance given to safeguarding the rights of the minorities in the country was evident from the fact that the white colour portion of the national flag represented minorities and in over 20 Articles of the Constitution, 1973, the rights of minorities had been guaranteed.

WASHINGTON – Acting Assistant Attorney General Loretta King of the Civil Rights Division announced today that Thomas Houston, former Chief of the Gary, Ind., Police Department, was sentenced to 41 months in prison followed by two years of supervised release for violating the civil rights of a Gary resident in June 2007.

DuPont and Lucite International Inc. have agreed to pay a $2 million civil penalty to settle Clean Air Act violations at a sulfuric acid plant in Belle, W. Va. The sulfuric acid plant is located on a 100-acre chemical manufacturing complex along the Kanawha River. The plant is owned by Lucite and operated by DuPont. The companies will pay $1 million to the United States and $1 million to the state of West Virginia.

Twelve defendants, including eight Uzbekistan nationals, have been charged in a 45-count indictment returned by a federal grand jury in Kansas City, Mo., on May 6, 2009, on RICO (Racketeer Influenced and Corrupt Organizations Act) charges related to labor racketeering, forced labor trafficking and immigration and other violations in 14 states.

Tyson Foods Inc. was sentenced today in U.S. District Court in Arkansas to pay the maximum fine for willfully violating worker safety regulations that led to a worker’s death in its River Valley Animal Foods (RVAF) plant in Texarkana, Ark. The court ordered Tyson Food to pay the $500,000, the maximum criminal fine as well as serve one year probation.

A federal grand jury in the Western District of New York, has returned an indictment charging Keith Gordon-Smith, owner of an asbestos removal company, with numerous violations of the Clean Air Act, submitting false statements and obstruction of justice. The charges stem from allegations that Gordon-Smith directed and caused illegal asbestos removal at several sites in the Rochester, N.Y., area, and hid the illegal asbestos removal from federal agencies.

Media executive John C. Malone will pay a $1.4 million civil penalty to settle charges that he violated premerger reporting and waiting requirements when he acquired Discovery Holding Co. voting securities. The Department’s Antitrust Division, at the request of the Federal Trade Commission, filed a civil antitrust lawsuit today in U.S. District Court in Washington, D.C., against Malone for violating the notification requirements of the Hart-Scott-Rodino (HSR) Act of 1976. At the same time, the Department filed a proposed settlement that, if approved by the court, will settle the charges.

Carlton Moore, formerly an officer with the Memphis Police Department, pleaded guilty on Thursday in federal court in Memphis, Tenn., to three counts of violating civil rights for stealing money from motorists while acting under color of law. Moore faces up to three years in prison.

Aleris International Inc., one of the nation’s largest aluminum recyclers, and 13 of its subsidiaries have committed to implementing environmental improvements and controls projected to cost $4.2 million at 15 plants located in 11 states.

Paul Revere Transportation LLC, a bus company based in Boston, has agreed to pay a $650,000 civil penalty after being found liable by a jury in June for violating federal and state clean air laws for idling their buses for extended periods of time. The company was found liable on June 8, 2009, after a six-day trial in U.S. District Court in Boston, for 234 separate violations of the Clean Air Act and a Massachusetts anti-idling regulation.

Aggregate Industries - Northeast Region Inc., will pay a $2.75 million civil penalty and implement a regional evaluation and compliance program to resolve numerous violations of the Clean Water Act at 23 facilities in Massachusetts and New Hampshire.
