rbi Skynet-1A Satellite’s Unexplained Orbit Shift Raises Questions About Command History By www.gadgets360.com Published On :: Tue, 12 Nov 2024 15:56:45 +0530 Launched in 1969, the UK's oldest satellite, Skynet-1A, has moved significantly from its original position. Experts believe this was due to a deliberate command in the 1970s. The satellite now orbits over the Americas, near active satellite traffic, raising risks of collisions. Limited records exist regarding its control history, with suggestions of temporary US oversight. The UK’s Ministry of Defence is monitoring the satellite to prevent conflicts with modern space assets, but experts warn of increasing debris risk from aging satellites. Full Article

rbi British writer Samantha Harvey's space-station novel 'Orbital' wins Booker Prize for fiction By www.voanews.com Published On :: Tue, 12 Nov 2024 21:55:42 -0500 LONDON — British writer Samantha Harvey won the Booker Prize for fiction on Tuesday with "Orbital," a short, wonder-filled novel set aboard the International Space Station that ponders the beauty and fragility of the Earth. Harvey was awarded the 50,000-pound ($64,000) prize for what she has called a "space pastoral" about six orbiting astronauts, which she began writing during COVID-19 pandemic lockdowns. The confined characters loop through 16 sunrises and 16 sunsets over the course of a day, trapped in one another's company and transfixed by the globe's ever-changing vistas. "To look at the Earth from space is like a child looking into a mirror and realizing for the first time that the person in the mirror is herself," said Harvey, who researched her novel by reading books by astronauts and watching the space station's live camera. "What we do to the Earth we do to ourselves." She said the novel "is not exactly about climate change, but implied in the view of the Earth is the fact of human-made climate change." She dedicated the prize to everyone who speaks "for and not against the Earth, for and not against the dignity of other humans, other life." "All the people who speak for and call for and work for peace — this is for you," she said. Writer and artist Edmund de Waal, who chaired the five-member judging panel, called "Orbital" a "miraculous novel" that "makes our world strange and new for us." Gaby Wood, chief executive of the Booker Prize Foundation, noted that "in a year of geopolitical crisis, likely to be the warmest year in recorded history," the winning book was "hopeful, timely and timeless." Harvey, who has written four previous novels and a memoir about insomnia, is the first British writer since 2020 to win the Booker. The prize is open to English-language writers of any nationality and has a reputation for transforming writers' careers. Previous winners include Ian McEwan, Margaret Atwood, Salman Rushdie and Hilary Mantel. De Waal praised the "crystalline" writing and "capaciousness" of Harvey's succinct novel — at 136 pages in its U.K. paperback edition, one of the shortest-ever Booker winners. "This is a book that repays slow reading," he said. He said the judges spent a full day picking their winner and came to a unanimous conclusion. Harvey beat five other finalists from Canada, the United States, Australia and the Netherlands, chosen from among 156 novels submitted by publishers. American writer Percival Everett had been the bookies' favorite to win with "James," which reimagines Mark Twain's "Huckleberry Finn" from the point of view of its main Black character, the enslaved man Jim. The other finalists were American writer Rachel Kushner's spy story "Creation Lake"; Canadian Anne Michaels' poetic novel "Held"; Charlotte Wood's Australian saga "Stone Yard Devotional"; and "The Safekeep" by Yael van der Wouden, the first Dutch author to be shortlisted for the Booker. Harvey is the first female Booker winner since 2019, though one of five women on this year's shortlist, the largest number in the prize's 55-year history. De Waal said issues such as the gender or nationality of the authors were "background noise" that did not influence the judges. "There was absolutely no question of box ticking or of agendas or of anything else. It was simply about the novel," he said before the awards ceremony at Old Billingsgate, a grand former Victorian fish market in central London. Founded in 1969, the Booker Prize is open to novels originally written in English published in the U.K. or Ireland. Last year's winner was Irish writer Paul Lynch for post-democratic dystopia "Prophet Song." Lynch handed Harvey her Booker trophy at the ceremony, warning her that her life was about to change dramatically because of the Booker publicity boost. Harvey said she was "overwhelmed" but remained down-to-earth about spending her prize money. She said she'd disburse "some of it on tax. I want to buy a new bike. And then the rest — I want to go to Japan." Full Article Arts & Culture Europe

rbi Antigovernment Protesters Encircle Serbian State TV Building, Demand Media Freedom By www.voanews.com Published On :: Sat, 27 May 2023 09:02:56 -0400 Huge crowds of antigovernment protesters Saturday encircled the Serbian state television building in downtown Belgrade to press their demand for autocratic President Aleksandar Vucic to ease his tight grip on the mainstream media and allow alternative voices. Tens of thousands of opposition supporters, some chanting slogans urging Vucic's resignation, streamed into the rain-drenched streets a day after the president's followers staged an equally big rally in the capital. Most of his supporters were bused into the capital from all over Serbia and some neighboring states. Outside the RTS TV headquarters, the crowds blew whistles and booed loudly. They say that according to the laws, state TV should be unbiased as a public broadcaster, but that it has been openly pro-government. Held for the fourth time since the early May shootings, the opposition-led protests appear to be shaping up into the biggest revolt against Vucic's autocratic rule during his over 10 years in power. The rallies initially erupted in response to two back-to-back mass shootings earlier this month that left 18 people dead and 20 wounded, many of them children from an elementary school. Other protest demands include the resignations of top officials and the revoking of licenses for pro-government media that air violent content and host crime figures and war criminals. Vucic has accused the opposition of abusing the shooting tragedy for political ends. Earlier Saturday, he stepped down from the helm of his populist party amid plans to form a wider political movement. Vucic named his close ally, Milos Vucevic, the current defense minister, as his successor. Holding umbrellas amid heavy rain Saturday, the protesters walked slowly around the RTS television building in central Belgrade, completely covering the streets in the entire area. Many held flowers in memory of the slain children and wore badges reading "vulture" or "hyena," mocking the expressions that officials used to describe the protesters. Vucic has said the new, national movement will be formed in June to include other parties, experts and prominent individuals and promote unity. Analysts say it is a bid to regroup amid mounting public pressure. Critics say the movement could lead to single-party rule, more or less as the case in Vladimir Putin's Russia, which Vucic supports. During the rally Friday, Vucic offered dialogue as he seeks ways to ease mounting public pressure. Opposition parties have pledged to press on with the demonstrations until their demands are fulfilled. They include the ouster of the interior minister and the intelligence chief; the revocation of nationwide broadcast licenses for two pro-government TV stations; and the dismissal of a media-monitoring body. "If they don't fulfill (the demands) we are not leaving from here," said Milica Tomic, a Belgrade resident. "We will be here, if it need be, every day, every week, whenever." rbi Maturity Assessment of the Health Information System Using Stages of Continuous Improvement Methodology: Results From Serbia By ghspjournal.org Published On :: 2024-10-29T12:28:39-07:00 ABSTRACTIntroduction:Since the health information system (HIS) in public health care services in Serbia was introduced in 2009, it has gradually expanded. However, it is unclear how well the HIS components have developed and the whole system’s stage of maturity.Method:In June–September 2021, a maturity assessment of the Serbian HIS was conducted for the first time using the HIS Stages of Continuous Improvement (SOCI) toolkit. The toolkit measures HIS status across 5 HIS domains: leadership and governance, management and workforce, information and communication technology (ICT), standards and interoperability, and data quality and use. The domains were further divided into 13 components and 39 subcomponents whose maturity stage was assessed on a 5-point Likert scale, indicating the level of development: (1) emerging/ad hoc; (2) repeatable; (3) defined; (4) managed; and (5) optimized. The toolkit was applied in a working group of 32 professionals and experts who were engaged in developing the new national eHealth strategy and action plan. Results:The overall maturity score of the Serbian HIS was 1.6, which indicates a low level. The highest baseline score (2) was given to the standards and interoperability domain, and the lowest (1.1) was given to ICT infrastructure. The remaining 3 domains (leadership and governance, Management and Workforce, and Data Quality and Use) were similarly rated (1.7, 1.7, and 1.6, respectively). Conclusion:A baseline assessment of the maturity level of Serbian HIS indicates that the majority of components are between the emerging/ad hoc stage and repeatable, which represent isolated, ad hoc efforts, with some basic processes in place and existing and accessible policies. This exercise provided an opportunity to address identified weaknesses in the upcoming national eHealth strategy. Full Article
