A commonplace criticism of political parties is that they have drifted “into their comfort zone”, which mostly means that Labour talks a lot about raising spending, while the Conservatives talk about cutting taxes. But politicians have comfort zones that are operational as well as ideological: ways of working that they find more attractive than others.

In late 2014, one ambitious young shadow cabinet minister asked his aides to draw up a 14-point plan to help him become leader of the Labour party. Step two involved an itemised list of Labour MPs, each of whom, he was told, he needed to wine and dine if he was to have any hope of making a successful bid at the job. The frontbencher in question contemplated evening after evening spent in conversation with his colleagues versus time spent with his wife and children. Surely, he reasoned, he could achieve the same end by writing thoughtful columns in the newspapers and delivering wide-ranging speeches? His leadership bid never recovered.

Friday's news is going to make you wait for it...when it comes to an explanation for the picture above.

The Wall Street Journal takes on pricing and other big-think policies that various authors claim are worsening the drought.

  • Those higher food prices Jed wrote about yesterday? Alyssia Finley, assistant editor of OpinionJournal.com, says they're the fault of environmentalists, and higher food prices will be the way the rest of the country will pay for California's "green sanctimony." (WSJ)
  • Economist Edward Lazear argues that "government-dictated prices, coupled with restrictions on the transfer of water, have made a bad situation much worse." He takes aim at the state's limitations on water transfers (lifted, he doesn't note; but he argues that pricing distorts the need for transfers anyway). He argues that public agencies that protect environmental conditions with water should pay for the privilege:
Although there may be good reasons to ensure that some fish and wildlife be protected, we should not pretend that this protection is costless. Agencies that divert water for environmental purposes should be required to budget explicitly for the lost revenue associated with the decision to divert it for this purpose, rather than allowing it to be sold at the market price for urban or agricultural use. (WSJ)

...and he argues that farmers, who might have to pay more for water on a more-open market, should get extra money to help them transition to the free market.

  • Cato loves Lazear's arguments, and offers one amendment. Chris Edwards wants the federal government to get out of the water business, and in California, to hand over the Central Valley Project to the state. (Cato)
  • In other business news, it's going to be a mixed bag for boat businesses at California recreation areas this summer. They're nervous in Tahoe, but overall expect to benefit from Folsom Lake's bad year. (TradeOnly Today)
  • CNN gets into the Firehawk, which is a U.S. Army Black Hawk helicopter with a giant water tank on it. L.A. County owns a few. They're going to be busy this summer, thanks to the drought. (CNN)
  • And finally, in a move that reminds me of the time I wanted to name this blog "Hot, Wet, Climate Action," the San Francisco Public Utility Commission has a new, sexy (or is it sexxy?) campaign to conserve water, with words like "QUICKIE" and "DOING IT" popping out of copy alongside minimalist pictures of pieces of water plumbing. My favorite is "DIRTY HANDS" with its faucet shot to look like a piece of anatomy. (SFPUC)

A 360-degree freedom electric cord device system contains and manages automatic extension and retraction of an electric cord/cable supplying power to a push/pull-type electric machine, either self-propelled or not, for intended displacement or steering on a surface by a user. The 360-degree freedom electric cord device system, partly mounted on the electric machine, allows the power cord to clear obstacles on the surface and includes a self-retracting spool to automatically extend and rewind the power cord and continuously keeps physical tension therein, in a straight line and a natural position, during the displacement in any direction of the electric machine. With a ratchet mechanism, the device can also suitably be used independently of the machine as an electric retractable extension cord reel.

Bobi Wine Is Willing 'To Die Trying' To Win Freedom For Uganda

"I'm supposed to be a dead man," says Bobi Wine, a Ugandan musician turned politician. His driver Yasin Kawuma was shot dead on Aug. 13. Wine tweeted a graphic picture he said was of the man's dead body. Wine says police were the ones who shot Kawuma, but Wine says he was their real target. Bobi Wine's real name is Robert Kyagulanyi Ssentamu. He rose to fame as a musician — first with love songs and dance songs, but more recently turned to political themes in his music. His 2017 song "Freedom" has become a rallying cry for the country's opposition. In the same year, Wine was elected to the country's Parliament as an independent. He's become a leader in opposing the country's longtime President Yoweri Museveni — in power since 1986. Museveni is known for violently crushing dissent. Human Rights Watch says the government "continues to violate free association, expression, and assembly rights." "We are living in a country where life does not mean a thing," Wine tells NPR's Scott Simon.
