z COVID-19: Pizza delivery boy tests positive, 72 families home-quarantined in Delhi By www.mid-day.com Published On :: 16 Apr 2020 07:03:33 GMT People living in around 72 houses have been asked to stay in quarantine after a pizza delivery boy, who had delivered food in Malviya Nagar area, tested positive for coronavirus on Wednesday, according to District Magistrate, South Delhi. Delhi Health Minister Satyendra Jain said that 17 other delivery boys linked with the infected man have also been placed under institutional quarantine. "A pizza delivery boy has been detected with COVID-19 here. 17 other delivery boys linked with him have been placed under institutional quarantine and 72 people have been placed under home quarantine," Jain told ANI. Food delivery app Zomato said that the staff of infected person's restaurant has delivered some orders which were placed on its platform. "We've been made aware today that a restaurant's employee, who has been recently tested positive for COVID-19, had delivered food in the past to a few customers in the Malviya Nagar area in Delhi. All these customers have already been contacted by the govt authorities... We are not sure whether the rider was infected at the time of delivery," the company said in a statement. Zomato also claimed that colleagues of the delivery boy have tested negative for COVID-19. "This restaurant had instructed their riders to wear masks and follow strict hygiene to keep customers safe from any unintended mishap. All co-workers of the said rider have been tested negative. z Coronavirus Outbreak: What are red, green, orange zones marked by Union health ministry By www.mid-day.com Published On :: 16 Apr 2020 07:52:27 GMT With over 12,000 active cases of COVID-19 in the country that resulted in the nationwide lockdown getting extended till May 3, the government had on Wednesday issued a set of fresh guidelines till May 3. Prime Minister Narendra Modi in a televised speech on Tuesday announced measures that the government would undertake to tackle the pandemic. The Union Health and Family Welfare Ministry have also earmarked the districts in the country into three categories –red, green and orange zones as per the frequency of the cases reported from the areas. #COVID19 containment starts with the identification of hotspots and their categorization into Red, Orange & Green Zones: Spokesperson, Ministry of Home Affairs pic.twitter.com/FbWUlfcyCd — ANI (@ANI) April 16, 2020 The BMC will also come up with red and orange zones in Mumbai to mark containment zones for stricter implementation of the lockdown. While the plans are still being drafted, areas with a high number of positive cases of COVID-19 will be put in the red zone and will have no external essential service providers. Let's know more about these zones. Red zone According to the Union Health Ministry, the districts identified as hotspots are marked as red zones. These districts have reported a large number of Coronavirus cases and need focused attention. As much as 170 districts in the country have been marked as hotspots, which is further divided into two groups: (a) 123 districts where a large number of cases have been reported and (b) 47 districts where cases were reported in clusters. According to the Health Ministry, the districts contributing to more than 80 per cent of the cases reported in the country, the districts contributing to more than 80 per cent of the cases in a state or districts with doubling rates reported to be less than four days, can be classified as a 'hotspot' or a 'red zone'. The ministry also said that the government will provide door-to-door facilities and undertake containment activities in these districts for the next 14 days. Mumbai, recording the highest number cases in the country with 3,081, has been declared a hotspot by the government. Orange Zone The districts that had reported less number of Coronavirus cases or not seen a surge of positive cases in the area have been marked as 'orange zone'. In these zones, limited services of public transport, farm harvesting activities and functioning of small scale industries manufacturing essential items such as flour, pulses, and edible oils have been permitted. A hotspot district can be declared an orange zone if cases reported in 14 days is less or none. According to the health ministry, 16 districts in Maharashtra have been declared as an orange zone. The districts are Gondia, Washim, Yavatmal, Buldhana, Hingoli, Akola, Beed, Amravati, Jalna, Latur, Osmanabad, Satara, Jalgaon, Kolhapur, Ratnagiri and Sindhudurg Green Zone According to the Union Health Ministry, the districts that have not reported positive cases of Coronavirus are classified as green zones. In these zones, essential items that generate state revenue would be given an extension. Small scale industries manufacturing essential items will be allowed to function freely, but with strict maintenance of social distancing. Hotspots have to undertake effective containment activities to flatten the curve and bring the number of Coronavirus cases down in order to qualify as an orange zone and subsequently as a green zone in 24 days. The advisory also suggested to "avoid 'DOS' attacks by restricting users through passwords and access grant". Zoom app has apparently become a favourite and famous tool among people during the lockdown and it is being used by schools and many private players. "Most of the settings can be done by logging into users zoom account at website, or installed application at PC/Laptop/Phone and also during conduct of conference," the guidelines from MHA mentions. Officials in the Home Ministry told IANS that the app has some specific weaknesses so it is necessary to avoid its use for official purposes as it can encrypt meeting data. z Coronavirus outbreak: Dearness Allowance for Central government employees frozen till July 2021 By www.mid-day.com Published On :: 23 Apr 2020 13:08:11 GMT In view of the crisis arising out of COVID-19, government on Thursday decided to freeze payment of additional instalment of dearness allowance (DA) to the Central government employees and dearness relief (DR) to pensioners falling due from January 1, 2020. The decision comes after the Union Cabinet on March 14 approved a four per cent hike in DA to 21 per cent in a bonanza for 1.13 crore Central government employees and pensioners applicable from January, 2020 costing the exchequer Rs 14,595 crore. In an office memorandum, department of expenditure, ministry of finance said that additional instalment of DA and DR falling due from July 1, 2020 and January 1, 2021 will also not be paid. However, the allowance will continue to be paid at current rates. The Central government employees will also not get any arrears in any future revision of DA/DR from from July 1, 2021. However, If a decision to revise DA rates is taken for July 1, 2021 period, the rate of allowance as effective from January 1, 2020, July 1, 2020 and January 1, 2021 will be restored prospectively and will be subsumed in the cumulative revised rates effective from July 1, 2021, the office memorandum said. Though the government did not give an estimate of how much it would save by disallowing DA revision for its employees, a four per cent raise approved by cabinet last month meant additional expenditure of around Rs 15,000 crore. For three half yearly periods, going by this yardstick, would result in savings of close to Rs 45,000 for the Centre. Any change in DA rates benefits about 48 lakh Central government employees and 65 lakh pensioners. z Coronavirus lockdown extended by two more weeks; MHA lists red, green and orange zones By www.mid-day.com Published On :: 1 May 2020 13:24:08 GMT The Ministry of Home Affairs (MHA) on Friday issued an order under the Disaster Management Act, 2005 to further extend the lockdown for a further period of two weeks beyond May 4. The current lockdown period is scheduled to end on May 3. "After a comprehensive review and in view of the lockdown measures having led to significant gains, the COVID-19 situation in the country, Ministry of Home Affairs issued an order under the Disaster Management Act, 2005, today, to further extend the lockdown for a further period of two weeks beyond May 4, 2020," read the order of the Home Ministry. The Central government also listed 319 districts of the country as green zones, 284 as orange and 130 as red zones. This classification, which will come in force for a week after May 3, is multi-factorial and takes into consideration incidence of cases, doubling rate, extent of testing and surveillance feedback to classify the districts. Maharashtra, which accounts for the highest number of cases and deaths, has 14 red zones which include Mumbai, Mumbai Suburban, Pune, Thane, Palghar, Nashik, Nagpur, Solapur, Yavatmal, Aurangabad, Satara, Dhule, Akola, Jalgaon. Uttar Pradesh has 19 red zones, followed by Tamil Nadu with 12 red zones and 11 in Delhi. The national capital has no orange and green zones but only red zones. In red zones and outside containment zones, certain activities including plying of cycle rickshaws and auto-rickshaws, taxis and cab aggregators, intra-district and inter-district plying of buses and barber shops, spas and salons will be prohibited in addition to those prohibited throughout India. A limited number of activities will remain prohibited across the country, irrespective of the zone, including travel by air, rail, metro and inter-state movement by road, running of schools, colleges, and other educational and training/coaching institutions, the order said. This came after Prime Minister Narendra Modi's meeting with chief ministers of several states last month where some of them suggested extension of lockdown. z MHA extends lockdown for 2 weeks, lists 130 districts as Red Zone By www.mid-day.com Published On :: 2 May 2020 04:36:12 GMT The government on Friday announced that a "limited" lockdown, including suspension of inter-state travel, air and train services, will continue to remain in force for another two weeks throughout the country from May 4 but some activities would be allowed after classifying areas into Red, Orange and Green zones. The government order, which announced extension of the lockdown invoking the Disaster Management Act, said a limited number of activities would remain prohibited throughout the country, irrespective of the zone. These prohibited activities include travel by air, rail, Metro and inter-state movement by road, running of schools, colleges, and other educational and training hospitality services, cinema halls, malls, gymnasiums and sports complexes. All social, political, cultural and other kinds of gatherings and religious places or places of worship for public will also remain shut, the order said but added that movement of persons by air, rail and road is allowed for select purposes, and for purposes as permitted by MHA. The home ministry also issued new guidelines to regulate different activities in this period, based on the risk profiling of the districts of the country into new zones with Red signifying a hotspot. Pic/PTI Divided into zones The Union health ministry has listed 130 districts in the country in red zone, 284 in orange zone and 319 in green zone on the basis of incidence of cases of COVID-19, doubling rate, extent of testing and surveillance feedback. This classification of districts is to be followed by states and UTs till a week post May 3, when the second phase of lockdown will end, for containment operations. The list will be revised on a weekly basis or earlier and communicated to states for further follow-up action. Metropolitan cities like Mumbai, Delhi, Kolkata, Hyderabad, Pune, Bengaluru and Ahmedabad have been designated as red zones in the new classification. Zone assessment erroneous: Bengal West Bengal Principal Secretary (Health), Vivek Kumar has written to Union Health Secretary, Preeti Sudan, calling the Centre's assessment of 10 red zones in the state "erroneous". Kumar said in a letter that there are only four red zones — Kolkata, Howrah, North-24 Paraganas and Purba Medinipur. "With regard to the presentation made in the cabinet secretary's video conference with the states, 10 districts were shown in the red zone. This is an erroneous assessment," the letter said. K'taka cases rise; WB asks clinics to open up The COVID-19 total in Karnataka rose to 576 with the addition of 11 new cases, the health department said on Friday. "Eleven new positive cases have been reported from last evening to this noon... Till date, 576 COVID-19 positive cases have been confirmed," it said. Wearing of facial mask in public and work spaces has been made compulsory in the city with violations to attract penalty of Rs 1,000 for first time as part of measures to fight COVID-19. Spitting, urinating and littering in public places have also been banned and such acts will be considered as public offence in the Karnataka capital. With Haryana government sealing its borders with Delhi to contain COVID-19 spread, scores of people commuting to Gurugram were sent back on Friday by the state police, which only allowed passage of those associated with essential services. The Tamil Nadu government on Friday said it has received over Rs 300 crore in cash and kind towards its battle against Coronavirus. z Guidelines list activities in Red Zones in nation-wide lockdown 3.0 By www.mid-day.com Published On :: 2 May 2020 05:46:13 GMT Cycle rickshaws, autos, taxi, cabs, barber shops and intra-district plying of vehicles and buses are restricted in Red Zones mentioned in the fresh lockdown 3.0 guidelines to break the chain of COVID-19 transmission. However, the guidelines allowed the movement of individuals and vehicles, only for permitted activities with restrictions. Four-wheeler vehicles will have maximum two passengers besides the vehicle driver; for two wheelers, pillion rider is not allowed, according to the guidelines issued with the announcement of extension of nationwide lockdown for another 14 days beginning on May 4. The lockdown 3.0 will end on May 17. Industrial establishments in urban areas such as Special Economic Zones (SEZ), Export Oriented Units (EOUs), industrial estates and industrial townships with access control; manufacturing units of essential goods, including drugs, pharmaceuticals, medical devices, their raw material and intermediates; production units, which require continuous process, and supply chain; manufacturing of IT hardware have been allowed in the Red Zone. Jute industry with staggered shifts and social distancing and manufacturing units of packaging material are permitted. All industrial and construction activities are permitted in rural areas. Construction activities in urban areas; only in situ construction (where workers are available on site and no workers are required to be brought in from outside) and construction of renewable energy projects are permitted. All malls, market complexes and markets shall remain closed in urban areas such as areas within the limits of municipal corporations and municipalities. However, shops selling essential goods in markets and market complexes are permitted, all standalone (single) shops, neighbouring (colony) shops and shops in residential complexes are permitted to remain open in urban areas without any distinction of essential and non-essential. All shops in rural areas, except in malls, are permitted to remain open without any distinction of essential and non-essential. "Social distancing ('do gaj ki doori') will be maintained in all cases." E-commerce activities will be permitted only in respect of essential goods. Private offices can operate with upto 33 per cent strength as per requirement with the remaining persons working from home. All government offices shall function with officers of the level of Deputy Secretary and above to the extent of 100 per cent strength. The remaining staff will attend up to 33 per cent as per requirement. However, defence and security services, health and family welfare, police, prisons, Home Guards, civil defence, fire and emergency service, disaster management and related services, National Informatics Centre (NIC), customs, Food Corporation of India (FCI), National Cadet Corps (NCC), Nehru Yuva Kendra (NYK) and municipal services shall function without any restrictions. Delivery of public services shall be ensured and necessary staff will be deployed for such purpose, the guidelines said. The fresh guidelines were issued after the Ministry announced extension of the lockdown for more 14 days till May 17, splitting the country in Red, Green and Orange Zones. The criteria for identification of districts as Red, Green and Orange Zones have been spelt out in detail in the letter dated April 30, issued by the Ministry of Health and Family Welfare (MoHFW). The Ministry made the announcement as the lockdown 2.0 was to end on May 3. The government took the decision after a comprehensive review, and in view of the lockdown measures having led to significant gains in the COVID-19 situation in the country. Delhi Police Special Cell registered an FIR on the complaint of a Vasant Kunj resident. The complaint came to the Lodhi Colony office of the special cell, after the assistant commissioner of police (ACP) Safdarjung Enclave forwarded it. Khan on April 28 had posted controversial comments on his Facebook page. "Mind you, bigots, Indian Muslims have opted until now not to complain to the Arab and Muslim world about your hate campaigns and lynchings and riots. The day they are pushed to do that, bigots will face an avalanche," Khan had written. However, the Commission said that "no action can be taken against the chief of the Delhi Minorities Commission—a quasi judicial body—as per the Commission's Act". "No civil, criminal or other legal proceedings shall be taken against the Chairperson, Members or officers performing functions under this Act, or under authority of the Commission, in respect of anything which is done in good faith or intended to be done in pursuance of this Act by or under the authority of the Commission," the Delhi Minorities Commission Act says. The Nehru Zoological Park (NZP), most popular and one of the largest zoos in the country, saw the birth of three Royal Bengal tiger cubs and two African lion cubs in the first week of April. Six jackal puppies and two Blue Gold Macaw chicks were also born. Meanwhile, NZP officials said they were taking all precautions for the safety of the animals in the wake of the outbreak of Covid-19. It sounded an alert last month after a tiger at a New York Zoo tested positive for the dreaded virus. The animal keepers and veterinary staff were alerted to monitor the animals, particularly tiger and primates for checking any symptoms of cold, nasal discharge or any symptoms of flu. The officials said the precautionary measures were taken up as per the instructions of Principal Chief Conservator of Forests and Central Zoo Authority (CZA). The veterinary wing is continuously monitoring the health of animals and checking for any symptoms. Thermal scanning is being done of about 150 Zoo employees engaged in taking care of the animals. The Zoo authorities took several preventive prophylactic measures since the first week of March. The NZP, which is shut since March 22, is using the services of staff animal keepers, gardeners, security and workshop staff to attend duties for providing feed to the animals, cleaning the enclosures, maintaining hygiene and sanitation, maintaining health of animals and attending emergency maintenance works and services. Set up in 1963, the NZP is the most popular and one of the largest Zoos with an average of 27-30 lakh visitors annually. It has over 155 species and 1550 specimens in spacious enclosures. z Lockdown 3.0: Containment zones to remain restricted By www.mid-day.com Published On :: 4 May 2020 02:24:57 GMT The third phase of the countrywide lockdown begins Monday with "considerable relaxations", but curbs will continue in containment areas so that the gains achieved so far in the fight against COVID-19 are not "squandered away", officials said on Sunday. The country has been divided in three zones – Red, Orange and Green – based on Coronavirus risk-profiling. The extended lockdown is slated to last till May 17. According to the home ministry, activities prohibited throughout the country, irrespective of the zones are: air, rail, Metro travel; inter-state movement by road; schools, colleges, and other educational, training and coaching institutions; hospitality services, including hotels and restaurants. Places of large public gatherings – cinema halls, malls, gymnasiums, sports complexes – social, political, cultural and other kinds of gatherings and religious or public worship places are in the prohibited list. However, movement of individuals for non-essential activities in all zones, barring containment areas, is allowed but strictly between 7 am and 7 pm. Barber shops, spas and salons in Green and Orange zones is allowed to open as is the sale of non-essential items by e-commerce firms. Sale of liquor will be allowed with certain conditions in all zones, barring containment areas, in standalone shops, not in markets or malls. Sale of liquor, barber shops and salons were not allowed during the first two phases of lockdown. In all zones, persons above 65 years of age, those with underlying health conditions, pregnant women, and children below 10 years shall stay at home, except for essential and health purposes. '10,000 patients cured'Meanwhile, Union Health and Family Welfare Minister, Dr Harsh Vardhan on Sunday said that India's COVID-19 mortality rate of 3.2 per cent is the lowest in the world and over 10,000 Coronavirus patients have been discharged from hospitals after recovering from the disease so far. "Today more than 10,000 COVID-19 patients have been discharged. Those still admitted at hospitals are on the road to recovery. If in last 14 days doubling rate was 10.5 days, then today it is around 12 days," the minister told ANI after visiting Lady Hardinge Hospital. Agencies CRPF headquarters shut as two test positive The headquarters of the Central Reserve Police Force (CRPF) here has been sealed after a personal staff of a senior officer and a bus driver of the paramilitary tested positive for Coronavirus, officials said on Sunday. The five-storeyed building is located inside the Central Government Offices (CGO) complex on Lodhi Road. A personal secretary of a Special Director General (SDG) rank officer working in the headquarters tested positive for the virus on Saturday, they said. Nation thanks COVID-19 warriors . In view of the extension of the nationwide COVID-19 lockdown by two weeks, Kerala Chief Minister, Pinarayi Vijayan has announced new guidelines to be followed in the state. z Coronavirus outbreak: From zero, India now produces around 2 lakh PPE kits per day By www.mid-day.com Published On :: 5 May 2020 14:04:48 GMT India, which was not manufacturing even a single personal protective equipment (PPE) kit, has now achieved an almost unrealistic goal of producing 2.06 lakh PPE kits daily within two months after the coronavirus outbreak. The highest single-day production of PPE kits, around 2.06 lakh kits, was recorded on May 2. However, on average, domestic production is about 1.5 lakh per day. A PPE kit consists of mask, eye shield, shoe cover, gown and gloves, which doctors and healthcare workers wear during the treatment of COVID-19 patients. "It is very comforting to us that our in-house PPE kit production is increasing fast. On May 2, the country recorded maximum production of protective gears of about 2.06 lakh manufactured in a single day," a senior Health Ministry official told ANI. "Earlier, there was no domestic manufacturing of PPE kit in the country and almost all of them were imported. Within a short span of time, India has been able to increase the daily production of PPE kits to about 1.5 lakh," he said. "In January, there were only 2.75 lakh PPE kits (imported ones) available in the country. As of today, we have about 15.96 lakh PPE kits in the centre-state buffer stock," added the official. The government has identified at least 110 domestic manufacturers of PPE kits in the country. However, only 52 companies are manufacturing PPE kits right now. Companies like Alok Industries, JCT Phagwara, Gokaldas Exports, Aditya Birla, etc., are some of the domestic PPE kits manufacturers. The Union Health Ministry official added: "As of now, the Central government has distributed about 21.32 lakh PPE kits to the Centre and state-run hospitals. At least 15.96 lakh PPE kits are in the Centre State buffer stock." Recently, the Empowered Group-3 of the Central government had informed that the total projected demand of PPE kits till June 2020 would be 2.01 crore. Orders for 2.22 crore PPE kits have already been placed, of which orders to the tune of 1.42 crore have been placed with the domestic manufacturers and 80 lakh PPE kits are being imported. Some government institutes like South India Textile Research Association (SITRA), Defence Research & Development Organization (DRDO) and Ordnance Factory Board are at the forefront of developing new technologies, materials, and testing facilities. According to ANI, Styrene gas leakage had occurred at the LG Polymers industry in RR Venkatapuram village in Vizag early this morning. Residents in the area complained of irritation in eyes, breathlessness, nausea and rashes on their bodies following the gas leak. Teams of the National Disaster Response Force (NDRF) have rushed to the spot and reports say that the gas leak has been contained. Many politicians have taken to Twitter to condemn the incident and are urging their local party members to provide help to people who have been affected by the gas leak. Prime Minister Narendra Modi tweeted saying that he monitoring the situation in Vizag closely and is praying for the wellbeing of the people. z Another gas leakage at LG Polymers in Vizag triggers panic By www.mid-day.com Published On :: 8 May 2020 02:45:44 GMT Another gas leakage from LG Polymers in Visakhapatnam late Thursday triggered panic in areas near the plant and forced people to move to safe places. Fumes were seen billowing out of the chemical plant, where the gas leakage in the early hours of the day claimed 11 lives and affected over 300 others. People from Gopalpatnam, Simhachalam and Pinagadi areas, which are four km away from the plant, were seen moving to safe places. The gas smell sent panic in certain areas late Thursday night. Many people rushed out of their houses and were seen heading to safer places by their vehicles. Local police at few places advised people to move to safe places as a precautionary measure. Officials, however, said the gas emission was continuing since the major leakage around 3.45 a.m. on Thursday. Visakhapatnam Police Commissioner R K Meena said there was no need for panic. "Efforts are going on to neutralize the gas leak. There is no danger," he said. The police commissioner hoped that the work to plug the emissions will be completed in a couple of hours. About 12,000 people from RR Venkatapuram and four other villages were evacuated after the leakage early Thursday. Visakhapatnam District Fire Officer Sandeep Anand said 10 fire engines and two foam fighters were kept ready in the plant. He said some ambulances were also on standby as a precautionary measure. Meanwhile, a cargo flight carrying a team of experts and PTBC inhibitor, an antidote for styrene, landed in Visakhapatnam late Thursday. The experts in chemical, biological, radiological and nuclear (CBRN) disaster are likely to begin the operation to plug the emissions after assessing the situation at the plant. z Vizag gas leak: NDRF refutes reports of second gas leakage By www.mid-day.com Published On :: 8 May 2020 06:48:49 GMT New Delhi: Director-General of National Disaster Response Force (NDRF), SN Pradhan, on Friday refuted reports of a second gas leak at LG Polymers in Visakhapatnam district and clarified that it was some fumes which released during the neutralisation process. "There are rumours in some section of media about a second gas leakage, let me categorically place on record that there is no such second leakage in Vizag. Some fumes get released during the process of neutralising. It happens during the neutralisation process. It is a technical process. That process will continue," Pradhan told ANI. Earlier in the day, the Ministry of Home Affairs (MHA) responded to reports of another gas leak at LG Polymers in Visakhapatnam and clarified that it was a "minuscule technical leak" and the situation is under control. "There are media reports that there was another leak. This is clarified that this was a minuscule technical leak. It is required to bring the container in control. It is been controlled and the process of neutralisation is already in process. The situation is under control," the MHA said in a statement. Meanwhile, Pradhan said, "Few fumes get released during the neutralisation process. These fumes do not go out and mostly remain in the vicinity of the company only, but that does not mean that it's secondary leakage happened there. The smell of this gas can passes through the air little bit outside, but assessing it as a second leak is utterly wrong." The NDRF DG appealed to the media to not to run fake news on the gas leak without cross-checking so that people do not get panic. "The neutraliser chemical has reached the spot in good quantity and it is being used in the process. Rumour mongering must be avoided in the interest of people," he said. Pradhan informed that experts from Pune and Nagpur, including scientists are monitoring the situation on the ground since last night. "We are preparing a roadmap with the local administration. This work is being done jointly by the state, Centre and local administration. Tourism minister of the state also visited the spot. We are also present at the spot. z Coronavirus Lockdown: Pune civic body to distribute ration kits at containment zones By www.mid-day.com Published On :: 8 May 2020 09:39:40 GMT Pune: In a bid to limit the movement of people in containment zones, the civic body in Maharashtra's Pune city will distribute ration kits to 70,000 families in the hotspot areas from Friday onwards, an official said. As of Thursday, the Pune Municipal Corporation has over 2,140 COVID-19 cases, of which 1,600 were reported from Bhavani Peth, Dhole Patil Road, Kasba-Vishrambaug, parts of Shivajinagar and Yerwada areas. "We want people in the containment zones to stay indoors and not venture out even to buy essentials. We will distribute 1 lakh ration kits to 70,000 families in these areas," municipal commissioner Shekhar Gaikwad said. These kits will contain five kg of flour, three kg of rice, pulses, oil and other essential items that can last up to 15 days, he said. "Community workers and civic employees will distribute these kits from Friday onwards," he added. z Vizag gas leak: NGT sends notice to LG Polymers, directs company to deposit Rs 50 crores By www.mid-day.com Published On :: 8 May 2020 10:42:13 GMT New Delhi: The National Green Tribunal (NGT) on Friday issued notices to LG Polymers, Union Environment Ministry, Central Pollution Control Board (CPCB) and others regarding the Vizag gas leak incident. The NGT has directed LG Polymers, India, at whose plant the gas leakage occurred, to forthwith deposit an initial amount of Rs 50 crore taking note of damages caused due to the incident. Further hearing in the matter is scheduled for May 18. On Thursday, a styrene gas leak at the plant of LG Polymers in RR Venkatapuram village in Visakhapatnam district of Andhra Pradesh had claimed 11 lives. NGT's principal bench headed by its Chairperson AK Goel also issued notice to Andhra Pradesh Pollution Control Board (PCB) and District Magistrate of Vishakhapatnam. The Tribunal has also sought a report from a 5-member committee comprising former Judge of Andhra Pradesh High Court, Justice B Seshasayana Reddy, Former Vice-Chancellor of Andhra University, Professor Ch V Rama Chandra Murthy, Head of Chemical Engineering Department of Andhra University, Professor Pulipati King, CPCB Member Secretary and Director of CSIR-Indian Institute of Chemical Technology. NGT said that the committee may visit and inspect the site at the earliest and give its report before the next date via email and site visit may be initially conducted by members available locally in consideration with outside members online. It said that the committee may specifically report on the sequence of events, causes of failure, the extent of damage to life, human and environment, steps to be taken for compensation of victims and restitution of the damaged property among others. The bench has directed the District Magistrate of Vishakhapatnam and Regional Office of Andhra Pradesh PCB to provide logistic support to the Committee to enable their fact-finding and reporting. It took suo-motu cognisance on the basis of media reports on the leakage of hazardous gas, Styrene from a chemical factory owned by the South Korean company LG Polymers. The incident has caused damage to the environment and habitat. Styrene gas is a hazardous chemical and as per rules, it requires on-site and off-site emergency plans to ensure prevention of damage. NGT noted that there appears to be a failure to comply with the rules and other statutory provisions and leakage of hazardous gas at such a scale adversely affecting public health and environment clearly attracts the principle of 'Strict Liability' against the enterprise engaged in a hazardous or inherently dangerous industry. "Such an entity is liable to restore the damage caused under the Environment Law, apart from other statutory liability. The statutory authorities responsible for authorizing and regulating such activities may also be accountable for their lapses, if any, in dealing with the matter," the NGT said. Stressing that it is necessary to ascertain the facts relating to the extent of damage, the extent of the failure and consider remedial measures, the bench listed the matter for May 18 for further hearing. She is out on bail. 'An anti-social element' Khopade said, "We live in a democracy and want our representative to respect our parliament and work for society. One of them, Rajendra Thakur, migrated to India from Pakistan 37 years ago. Today, Thakur looked a happy man after voting for the first time in India. The 52-year-old is among nearly around 25 Sindhis from the Pimpri-Chinchwad area, that falls under the Maval Lok Sabha constituency, who voted for the first time. Those who exercised their franchise for the first are among the 45 Sindhis from the city who got permanent citizenship of India early last month. "It has been over 37 years that I have been living in Pimpri-Chinchwad. All those years, except discussing politics, I could not take part in any democratic process such as election and could not cast my vote. "But today, for the first time, I voted," said an elated Thakur, who is into the business of supplying electrical items. He said several Sindhis have migrated to India from Pakistan over the years for a better future and all of them, including himself, had been living on long-term visas (LTVs) till they became Indian citizens after a prolonged wait. These visas needed to be renewed after every two years and the process was very lengthy and tedious, he said. Thakur thanked Balasaheb Runwal of 'Mere Apne' Foundation and Pune district collector Naval Kishore Ram for helping in getting citizenship. "It was Balasaheb Runwal of Mere Apne Foundation, who all those years fought for our cause. Credit also goes to Pune collector Naval Kishore Ram who expedited the process to issue citizenship certificates in March," said Thakur. "I came to India in 1982 along with my sister when I was 15 as the situation back in Karachi was not good. "When we got the Indian citizenship certificates in March, we felt like winning a long-fought war and I can not express my happiness in words after casting my vote," he added. Dr Vijay Bulani has a similar story to tell as he, too, was among the voters. "I am very happy that we got a chance to participate in the democratic process of our country," he said. Talking to PTI, district collector Ram said the applications of all these people were pending before him. "I decided to look into the long-pending issue and expedited the entire process of issuing permanent citizenship certificates by bringing all authorities concerned together. "And in one go, all these people were issued their citizenship certificates," the bureaucrat said. He said while issuing the certificates, the district administration also got them to fill their voter registration forms and it is good that out of 45, 25 people could vote. Runwal said these people had faced many hardships as they used to run from pillar to post to get their LTVs renewed. "So I decided to take up the issue through my organisation and followed it up with several authorities, including the Union home ministry. In all this process, BJP's Pune MP Anil Shirole helped me," he said. Runwal said the district collector expedited the entire process to issue the certificates. "Now after these 45 people, there are more 200 applications from the city are in the pipeline and we are sure that all these people will get their permanent citizenship certificates soon," he added.
