The Railways has set the target of manufacturing another 1,00,000 PPE coveralls in May and sourcing of appropriate raw material has been started," said the Ministry of Railways in a statement. The Railways has recently started manufacturing of PPE coveralls. The prototype coveralls have already cleared the prescribed tests with the highest grades at the authorised Defence Research Development Establishment Laboratory of DRDO at Gwalior. The Railways has also converted over 5,000 of its passenger coaches into mobile quarantine or isolation facilities to deal with COVID-19 patients. According to the Union Health Ministry, a total of 11,439 people have detected positive for coronavirus, including 1306 cured and discharged and 377 deaths. Delhi Health Minister Satyendra Jain said that 17 other delivery boys linked with the infected man have also been placed under institutional quarantine. "A pizza delivery boy has been detected with COVID-19 here. 17 other delivery boys linked with him have been placed under institutional quarantine and 72 people have been placed under home quarantine," Jain told ANI. Food delivery app Zomato said that the staff of infected person's restaurant has delivered some orders which were placed on its platform. "We've been made aware today that a restaurant's employee, who has been recently tested positive for COVID-19, had delivered food in the past to a few customers in the Malviya Nagar area in Delhi. All these customers have already been contacted by the govt authorities... We are not sure whether the rider was infected at the time of delivery," the company said in a statement. Zomato also claimed that colleagues of the delivery boy have tested negative for COVID-19. "This restaurant had instructed their riders to wear masks and follow strict hygiene to keep customers safe from any unintended mishap. All co-workers of the said rider have been tested negative. D. Venkanna, a daily-wage worker, and his wife Reshma live in Annadurainagar, near Suryapet town. When his pregnant wife complained of pain late in the night, he called 108 Ambulance service but was told that the vehicle had gone to some other place to pick up a patient. With no option available, he made her sit on his scooty and left for Suryapet Government General Hospital. Venkanna said when they reached the old bus stand, the road was closed with barricades. As there were no policemen posted there, he asked his wife to sit on the footpath and rushed to a nearby police station and pleaded with a constable to remove the barricade. The cop allegedly told him that he can't move from the assigned place of duty and advised Venkanna to himself remove the barricade. An anxious Venkanna rushed back to the place to find his wife crying with pain. Even as the man ran around to get some help to remove them, the woman delivered the baby girl by the roadside. The incident occurred barely a km away from a government hospital in the early hours of Thursday. Hearing the cries of the woman and her husband's call for help, some area women rushed out of their houses to assist her. After repeated attempts by the locals, an ambulance reached the spot. The medical assistants cut the umbilical cord and shifted the mother and the newborn to the hospital. Doctors said both were doing well. The total number of cases include 15,474 active cases and 640 deaths. As many as 3,869 people have been cured/discharged so far while one has migrated. Maharashtra remains the worst-hit State with 5,218 COVID-19 positive cases while Gujarat (2178) and Delhi (2156) are the two next-most affected states. Maharashtra has reported 251 deaths, the highest fatality rate among the states. At a regular media briefing on COVID-19 situation in India, Lav Agarwal, Joint Secretary, Union Health Ministry on Tuesday, said a total of 3,252 people have been cured of coronavirus in the country so far, including 705 patients who were discharged on Monday, taking the recovery percentage to 17.48 per cent. "Entitlement of food grains under the National Food Security Act has not yet reached the beneficiaries. 11 crore people who are in need of subsidized food grains, remain outside of the Public Distribution System. It should be our commitment to provide 10 kgs of food grains, 1 kg of pulses and half a Kg of sugar to each person of the family every month, in this hour of crisis," Gandhi at the Congress Working Committee (CWC) meeting today. "12 crore jobs have been lost in the first phase of the lockdown. Unemployment is likely to increase further as economic activity remains at a standstill. It is imperative to provide at least Rs.7,500 to each family to tide over this crisis. Migrant labourers are still stranded, jobless and desperate to return home. They have been hit the hardest. They must be provided with food security and a financial safety net in order to survive this period of crisis," she said. The Congress chief said that a special package should be announced urgently for the survival of Micro, Small and Medium Enterprises (MSMEs). "MSMEs employ close to 11 crore personnel today. They make up for one third of the GDP. If they are to be protected from economic ruin, it is imperative that a special package be announced urgently for their survival," she said. The Congress chief claimed that the Central Government does not appear to have a "clear" idea on how the situation will be managed after May 3, when the ongoing lockdown will end. "A lockdown of the present nature after that date would be even more devastating," she said.Gandhi said that the Congress has repeatedly urged the Prime Minister that there is "no alternative to testing, trace and quarantine programme." "Unfortunately, testing still remains low and testing kits are still in short supply and of poor quality. PPE kits are being provided to our doctors and healthcare workers but the number and quality is poor," she said. The Congress chief said that farmers are facing serious difficulties. "The issues of weak and unclear procurement policies and disrupted supply chains need to be addressed without delay. Necessary facilities must be made available to the farmers for the next round of Kharif crops which will begin in the coming 2 months," she said. In a veiled attack against the Centre, Gandhi said: "The states and local governments are the frontline of the battle against COVID-19. Funds legitimately owed to our states have been held back." She accused the BJP of spreading the "virus of communal prejudice and hatred" amid the COVID-19 outbreak. "Let me also share with you something that should worry each and every one us Indians. When we should be tackling the coronavirus unitedly, the BJP continues to spread the virus of communal prejudice and hatred. Grave damage is being done to our social harmony. Our party, we will have to work hard to repair that damage," she said. The Congress chief applauded doctors, nurses, paramedics, health workers, sanitation workers and all other essential service providers, NGO and the lakhs of citizens providing relief to the most needy all over India. Gandhi said that she had written "several times" to Prime Minister Narendra Modi after lockdown came into force. "I offered our constructive cooperation and also made a number of suggestions to alleviate the suffering of both rural and urban families. These suggestions had been formulated on the basis of feedback we have been receiving from different sources, including our Chief Ministers. Unfortunately, they have been acted upon only partially and in a miserly way. The compassion, large-heartedness and alacrity that should be forthcoming from the Central Government is conspicuous by its absence," she said. The Congress leader asserted that the focus must continue to be on successfully engaging with health, food security and livelihood issues. "The lockdown continues and all sections of our society continue to face acute hardship and distress--particularly our kisans and khet mazdoors, migrant labour, construction workers and workers in the unorganized sector. They were travelling in violation of government orders related to implementation of the coronavirus-enforced lockdown and hence were taken into custody, they said. The police later sent them to a Nashik Municipal Corporation (NMC)-run shelter home in Anandvalli. Till now, more than 800 people, who were passing through Nashik during the lockdown, have been taken into custody and kept in various shelter homes in the city, they said. According to officials, he had gone to Kolkata in West Bengal to ferry some goods and returned to the city on April 4 via Odisha. Feeling bored, the driver invited neighbours and friends for a game of cards while his wife invited womenfolk from nearby houses. When the truck driver tested positive, officials questioned him and came to know about his activities since his return hoe. Those who came in contact with him were screened and most found infected. Another driver spread the virus to 14 people. Investigations revealed that he had gone to Dubai and returned via Sri Lanka and Chennai last month. Without observing home quarantine, he attended parties and thus spread of virus. Vijayawada is a hotspot in the state and it accounts for more than 100 of the 177 positive cases reported so far in Krishna district. District collector Imtiyaz Ahmed said unless people cooperate in checking the spread of coronavirus, government efforts alone can't yield the desired results. In a recommendation to the government, the Advertising Agencies Association of India (AAAI), which is the national association of advertising agencies, has proposed that advertising expense be treated as an investment and the cost be amortised over the next three years. The objective is to encourage a higher level of expenditure by profitable companies, which will in turn accelerate the revival of economic activity. In a letter to Prakash Javadekar, the Union minister of information & broadcasting, AAAI said on a Rs 100 expense, an advertiser be allowed to claim an expenditure of, say, twice that amount (Rs 200), while computing income tax. The bulk of the agency's costs are fixed in nature, be it salaries, rent, electricity and communication, among others. "The income and cash flow has been in serious stress in the last month and unless there is some intervention, many businesses will either file for bankruptcy or will have to under-size considerably," the note said. AAAI president Ashish Bhasin, who is also CEO, Dentsu Aegis Network Greater South and chairman & CEO of India, told TOI, "Advertising industry is like the lubricant to the economy. And the lubricant for the advertising industry is liquidity. If we can infuse liquidity in advertising by encouraging profitable companies to continue to advertise, it will spur consumer demand, which in turn will kick-start the economy. The positive benefit from an improved consumer demand will far outweigh the offsets we are asking for." With hotels, airlines and other industries impacted by the lockdown, Bhasin said overall average advertising industry revenues have come down by more than 70%. "We had earlier estimated a growth projection of 11-12% for this calendar year. However, with the current situation, we might just end the year with a degrowth," said Bhasin. AAAI has requested the government to pay its dues to advertising agencies at the earliest possible. AAAI has also asked for an expedited refund of GST applications within 2-4 weeks. "One woman had tested positive on April 18. She was immediately shifted to a hospital. But considering the density of people housed in the building's small rooms and common toilets, we contained the area for public good," south-west Delhi's District Magistrate Rahul Singh said on Saturday. The incident was reported in Theke Wali Gali near the DC office in Kapashera. As per the guidelines, a containment zone is created if at least three positive cases are reported in a particular area. "Samples of all residents of the building were collected and sent to National Institute of Biologicals, Noida. Of the test reports of 67 persons made available on Saturday, 40 tested positive," official sources said. "The samples were collected on April 20 and 21 but due to closure of inter-state borders and high pendency with NIB, the results were delayed by around 10 days," the officer added. Prior to this, the Chhattisgarh and Punjab governments too had allowed home delivery of liquor in their respective states with certain conditions. Three special Air India Express flights left for Abu Dhabi and Dubai to bring them back. "As per the state health department directives, all passengers will be screened and have to undergo compulsory quarantine / isolation for 14 days, a regular check up and a swab test. If someone has COVID-19 and shows symptoms within the first seven days, they will be shifted to the district (Ernakulam) Medical College for treatment. Those who show negative results will be allowed to go home, but must complete remaining seven days of quarantine at home and health officials will contact them regularly to check on symptoms," explained a senior health officer from State Health Ministry. Hari Krishna Namboothiri, CEO, Department of Non-Resident Keralites Affairs, (NORKA) informed mid-day, "We are anticipating around 3,000 Indians to return to Kerala. Early Friday morning we are expecting another Air India Express flight to get around similar number of (177) passengers excluding crew to arrive from Riyadh to Calicut." When asked about the three warships which have headed to the Maldives and Dubai, Hari Krishna said, "The Naval warship will leave from the Maldives by Friday and we are expecting them to reach Kochi within two days. The remarks came from a bench comprising Justices Ashok Bhushan, Sanjay Kishan Kaul and B.R. Gavai during the hearing of a PIL through video conferencing. The PIL complained of indiscriminate flouting of all social distancing norms at the liquor vends after they were reopned on May 4. The top court observed that it is not feasible to pass orders on the PIL filed under Article 32 and instead asked the state governments to consider selling liquor through other viable options, keeping in place social distancing norms. The court said, "We will not pass any order. States should consider indirect sale or home delivery of liquor to maintain social distancing." Advocate Sai Deepak, representing the petitioner, submitted that the opening of liquor shops should not meddle with the lives of the common people. The petition under Article 32 of the Constitution sought direction from the apex court to the Centre in order to declare the new Covid-19 guidelines issued by the Union of India, which permit the sale of liquors at liquor vends through direct contact sales during the lockdown period "as unconstitutional, null and void". The petition argued that prohibition of sale of liquor for human consumption at liquor vends through direct contact sales during the lockdown period would eventually contribute to containing the spread of Covid-19 in India, until the National Disaster Management Authority or the Centre declares India to be Covid-19 free. Serpentine queues were reported across Delhi and many other parts of the country after the liquor vends opened in the third phase of the lockdown. At many liquor vends in Delhi-NCR, people disregarded social distancing norms while queuing up to purchase liquor. Liquor shops had been shut down across India after the nationwide lockdown was announced on March 24 midnight. They reopened on May 4. The incident took place in farmer Gopinath Sakharam Gunge's field at Avsari village in Ambegaon area of Pune district on Wednesday. The labourers were at the last stage of chopping down the harvest. Watch video: Leopard rescued from 25-feet deep well in Maharashtra Vivek Khandekar, the chief conservator of forests, said, "The incident happened around 5 am on Wednesday in Junnar belt of the district. The labourers, who were cutting the harvest, came across a snake and planned to burn the waste material on the farm to kill it. On April 19, a police team had gone to Padarayanapura locality with some health officials to quarantine 43 people, who were the primary and secondary contacts of a COVID-19 patient, and were thrashed by a violent crowd. This was for the "Help" telethon which was done to raise money to help all the victims of the devastating tsunami which occurred on December 26th 2004. This huge enterprise of getting the entire Hindi film industry together ( a Herculean task) was spearheaded by @duttsanjay . And although I was slated to make my debut stage performance in Amsterdam for the IIFA awards later in the year, I just couldn't say no to the cause and Sanju sir. Both dad and I performed to a mix/ medley of his song रंग बरसे and "one love" a track I had done as a cameo in my dear friend @suniel.shetty film Rakth. The show took place in early February 2005. Both dad and I were shooting for "Kajra re" with Aishwarya for Bunty aur Babli. I would shoot the song all day from 9am to 10pm and then drive to the concert venue and rehearse all night. I even spent my birthday shooting Kajra re ( but that is a different story, reserved for another Friday). At night, after the shoot I remember when I reached the venue for my rehearsal all the lights were off!!! Thinking that I had made a mistake and showed up to rehearse when there wasn't any.... Suddenly all the stage lights came on and all the dancers, Ganesh Hegde the choreographer, stage hands and technical staff surprised me! Then Sanju sir and @walia_bunty ( he was one of the organisers) rolled out a huge cake and a birthday present for me. They all sang and managed to embarrass me to bits! What fun. Good times! He said, “We’re working on Khalnayak 2 from the past 2-3 years now. Sanjay Dutt has always been a dear friend of mine and even when he was in jail, he used to write to me. So, in those letters, he would always write to me saying that whenever he entertains here, they hand him the mic and ask him to sing as well. The most famous song there was ‘Nayak Nahi Khalnayak Hu Main’, and Khalnayak was a very popular film there and they loved him for the character Ballu Balram, so why don’t we make a sequel for it?” He further continued and said, “So, he wrote it to me in a letter and that’s when I thought that it’s possible to make a sequel. It would revolve around Ballu Balram returning from jail after completing his sentence and then he would come across Madhuri Dixit and Jackie Shroff’s characters that have gotten married and have kids. Then I narrated it to Sanjay and he said that we will definitely make this film, that’s when we started working on the script and it has been close to two years now and the script is ready. God willing, we will soon take the film on floors. The story will revolve around Ballu Balram’s older and younger version. Sanjay will portray the older version and the younger one will be portrayed by a new-age star. He further confirmed that Madhuri Dixit and Jackie Shroff will also be a part of the film. An alumna of Columbia University, she originally wanted to go to Oxford University to pursue her higher studies, and had a difficult time coping when she did not crack through! In a conversation with Bollywood Hungama, the actor opened up on being disheartened after the university rejected her candidature. She also recalled how she called mother Amrita Singh and nearly threw a fit. "Mom had gone out with Ibrahim, and suddenly she gets a call from me, howling. And when I mean howling, I don't mean crying in a lady-like fashion. I mean screaming, and crying loudly. She was like, 'what happened? what's going on?' I could not stop crying," she said, adding how her mother got really worried and kept asking her what went wrong. After calming herself down and breathing a little, she informed her mom that she was rejected by Oxford University. Sara also says, she did not see it coming, given that her academics were always strong. "I had a predicted score of 41 or 42. I was very good at school. I had a good essay, a good recommendation. I didn't think that I would get rejected. I really didn't think that would happen. I remember being so, so, so upset," she added. For those uninitiated, Sara's grandfather Mansoor Ali Khan Pataudi was quite a scholar who studied Arabic and French at Oxford's Balliol College.
