Overall goals of the Fall River study are to assess effects of biomass removals, soil compaction, tillage, and vegetation control on site properties and growth of planted Douglas-fir (Pseudotsuga menziesii (Mirb.) Franco). Biomass-removal treatments included removal of commercial bole (BO), bole to 5-cm top diameter (BO5), total tree (TT), and total tree plus all legacy woody debris (TT+). Vegetation control (VC) effects were tested in BO, while soil compaction and compaction plus tillage were imposed in BO+VC treatment. All treatments were imposed in 1999. The preharvest stand contained similar amounts of carbon (C) above the mineral soil (292 Mg/ha) as within the mineral soil to 80- cm depth including roots (298 Mg/ha). Carbon stores above the mineral soil ordered by size were live trees (193 Mg/ha), old-growth logs (37 Mg/ha), forest floor (27 Mg/ha), old-growth stumps and snags (17 Mg/ha), coarse woody debris (11 Mg/ha), dead trees/snags (7 Mg/ha), and understory vegetation (0.1 Mg/ha). The mineral soil to 80-cm depth contained 248 Mg C/ha, and roots added 41 Mg/ha. Total nitrogen (N) in mineral soil and roots (13 349 kg/ha) was more than 10 times the N store above the mineral soil (1323 kg/ha). Postharvest C above mineral soil decreased to 129, 120, 63, and 50 Mg/ha in BO, BO5, TT, and TT+, respectively. Total N above the mineral soil decreased to 722, 747, 414, and 353 Mg/ha in BO, BO5, TT, and TT+, respectively. The ratio of total C above the mineral soil to total C within the mineral soil was markedly altered by biomass removal, but proportions of total N stores were reduced only 3 to 6 percent owing to the large soil N reservoir on site. Procurement contracting is a particular focus of the socioeconomic monitoring because one expectation of the Northwest Forest Plan was that the Forest Service and BLM would create high-skill, high-wage private sector jobs in public land restoration through contracting to partially offset job losses in timber production, harvesting, and processing. This report finds that, to the contrary, the Forest Service reduced its contracting of land management activities on national forests in the Northwest Forest Plan area from a high of $103 million in 1991 to a low of $33 million in 2002. By contrast, BLM spending was fairly constant at just under $20 million annually. Both the Forest Service and the BLM changed the type of activities that they contracted, shifting from activities associated with intensive forest management such as tree planting in clearcuts to activities associated with ecosystem management. Contractors located near national forests and BLM lands and rural communities captured a similar proportion of contracts in both the earlier and later parts of the study period. However, the significant decline in Forest Service contract spending resulted in considerable decline in the amount of money flowing to rural communities through contracting. Thus, it is unlikely that federal land management contracting created a net increase in jobs to replace jobs lost in mills and logging operations in public lands communities. Full Article

cte The America We Elected By Published On :: On January 21st, hundreds of thousands of Americans traveled to Washington D.C. for President Obama's second Inauguration. I was among them to celebrate the event. Here are some of the people I met. These photos follow a set I took at the first Inauguration in 2009 as well as photos I took on the election night in November; I plan to continue attending every Inauguration in the future in order to document the type of people who gather for this event. I call the series "The America We Elected" because I am interested in focusing on the faces of the people in the crowd rather than the main spectacle shown in the media; it is interesting to think about how the faces would be different given a different outcome in the election. For instance, we are looking at radiantly happy people and strangers bonding together with a shared sense of hope, but we can imagine alternate situations where the people I would have encountered might have been angry protestors, or just entirely different demographics of the population. The main thrust of the project is to capture reality as it is and present this little seen aspect to a larger audience. Recent Transformer language models like BERT learn powerful textual representations, but these models are targeted towards token- and sentence-level training objectives and do not leverage information on inter-document relatedness, which limits their document-level representation power. For applications on scientific documents, such as classification and recommendation, the embeddings power strong performance on end tasks. We propose SPECTER, a new method to generate document-level embedding of scientific documents based on pretraining a Transformer language model on a powerful signal of document-level relatedness: the citation graph. Unlike existing pretrained language models, SPECTER can be easily applied to downstream applications without task-specific fine-tuning. Additionally, to encourage further research on document-level models, we introduce SciDocs, a new evaluation benchmark consisting of seven document-level tasks ranging from citation prediction, to document classification and recommendation. cte Testing Scenario Library Generation for Connected and Automated Vehicles: An Adaptive Framework. In previous studies, to evaluate maneuver challenge of a scenario, surrogate models (SMs) are often used without explicit knowledge of the CAV under test. However, performance dissimilarities between the SM and the CAV under test usually exist, and it can lead to the generation of suboptimal scenario libraries. In this paper, an adaptive testing scenario library generation (ATSLG) method is proposed to solve this problem. A customized testing scenario library for a specific CAV model is generated through an adaptive process. To compensate the performance dissimilarities and leverage each test of the CAV, Bayesian optimization techniques are applied with classification-based Gaussian Process Regression and a new-designed acquisition function. Comparing with a pre-determined library, a CAV can be tested and evaluated in a more efficient manner with the customized library. To validate the proposed method, a cut-in case study was performed and the results demonstrate that the proposed method can further accelerate the evaluation process by a few orders of magnitude. cte Novel Deep Learning Framework for Wideband Spectrum Characterization at Sub-Nyquist Rate. (arXiv:1912.05255v2 [eess.SP] UPDATED) By arxiv.org Published On :: Introduction of spectrum-sharing in 5G and subsequent generation networks demand base-station(s) with the capability to characterize the wideband spectrum spanned over licensed, shared and unlicensed non-contiguous frequency bands. Spectrum characterization involves the identification of vacant bands along with center frequency and parameters (energy, modulation, etc.) of occupied bands. Such characterization at Nyquist sampling is area and power-hungry due to the need for high-speed digitization. Though sub-Nyquist sampling (SNS) offers an excellent alternative when the spectrum is sparse, it suffers from poor performance at low signal to noise ratio (SNR) and demands careful design and integration of digital reconstruction, tunable channelizer and characterization algorithms. In this paper, we propose a novel deep-learning framework via a single unified pipeline to accomplish two tasks: 1)~Reconstruct the signal directly from sub-Nyquist samples, and 2)~Wideband spectrum characterization. The proposed approach eliminates the need for complex signal conditioning between reconstruction and characterization and does not need complex tunable channelizers. We extensively compare the performance of our framework for a wide range of modulation schemes, SNR and channel conditions. We show that the proposed framework outperforms existing SNS based approaches and characterization performance approaches to Nyquist sampling-based framework with an increase in SNR. Easy to design and integrate along with a single unified deep learning framework make the proposed architecture a good candidate for reconfigurable platforms. Full Article

Two ways of formalizing rebuttal have been proposed: In restricted rebuttal, the attacked conclusion must have been arrived at with a defeasible rule, whereas in unrestricted rebuttal, it may have been arrived at with a strict rule, as long as at least one of the antecedents of this strict rule was already defeasible. One systematic way of choosing between various possible definitions of a framework for structured argumentation is to study what rationality postulates are satisfied by which definition, for example whether the closure postulate holds, i.e. whether the accepted conclusions are closed under strict rules. While having some benefits, the proposal to use unrestricted rebuttal faces the problem that the closure postulate only holds for the grounded semantics but fails when other argumentation semantics are applied, whereas with restricted rebuttal the closure postulate always holds. In this paper we propose that ASPIC-style argumentation can benefit from keeping track not only of the attack relation between arguments, but also the relation of deductive joint support that holds between a set of arguments and an argument that was constructed from that set using a strict rule. By taking this deductive joint support relation into account while determining the extensions, the closure postulate holds with unrestricted rebuttal under all admissibility-based semantics. cte DramaQA: Character-Centered Video Story Understanding with Hierarchical QA. Moreover, there is not a theoretical metric for evaluating the degree of video understanding. In this paper, we propose a novel video question answering (Video QA) task, DramaQA, for a comprehensive understanding of the video story. The DramaQA focused on two perspectives: 1) hierarchical QAs as an evaluation metric based on the cognitive developmental stages of human intelligence. 2) character-centered video annotations to model local coherence of the story. Our dataset is built upon the TV drama "Another Miss Oh" and it contains 16,191 QA pairs from 23,928 various length video clips, with each QA pair belonging to one of four difficulty levels. We provide 217,308 annotated images with rich character-centered annotations, including visual bounding boxes, behaviors, and emotions of main characters, and coreference resolved scripts. Additionally, we provide analyses of the dataset as well as Dual Matching Multistream model which effectively learns character-centered representations of video to answer questions about the video. We are planning to release our dataset and model publicly for research purposes and expect that our work will provide a new perspective on video story understanding research. Full Article

We provide a mathematical programming framework for the problem and different resolution strategies. First, we propose a Mixed Integer Non Linear Programming formulation, and derive properties of the problem that allow us to project the continuous variables out avoiding the nonlinear constraints, resulting in an equivalent pure integer programming formulation. Since the number of constraints in the integer programming formulation is large and the constraints are, in general, difficult to handle, we propose two branch-&-cut approaches that avoid the complete enumeration of the constraints resulting in more efficient procedures. We report the results of an extensive battery of computational experiments comparing the performance of the different approaches. Full Article
cte A Stochastic Geometry Approach to Doppler Characterization in a LEO Satellite Network. The high-speed satellite motion poses several challenges at the physical layer such as large Doppler frequency shifts. In this paper, an analytical framework is developed for statistical characterization of Doppler shift in an NTN where LEO satellites provide communication services to terrestrial users. Using tools from stochastic geometry, the users within a cell are grouped into disjoint clusters to limit the differential Doppler across users. Under some simplifying assumptions, the cumulative distribution function (CDF) and the probability density function are derived for the Doppler shift magnitude at a random user within a cluster. The CDFs are also provided for the minimum and the maximum Doppler shift magnitude within a cluster. Leveraging the analytical results, the interplay between key system parameters such as the cluster size and satellite altitude is examined.
