Meet Smithsonian scientist Justin Touchon, a National Science Foundation (NSF) postdoctoral researcher at the Smithsonian Tropical Research Institute in Panama.

Justin's work focuses on developmental ecology and reproductive plasticity of the hourglass treefrog (Dendropsophus ebraccatus) and red-eyed treefrog (Agalychnis callidryas). Justin and his advisor, Karen Warkentin, were the first to have witnessed the frogs laying eggs in water, in addition to doing so on land -- something with major implications for the evolutionary biology of similar creatures.

This bonding complements distal contacts of the CH (aliphatic)...π type [H...π = 3.12 (2)–3.14 (2) Å] to sustain supramolecular layers. Hirshfeld surface analysis of the title compound suggests a relatively limited significance of the C...H/H...C contacts to the crystal packing (24.6%) and a major contribution from H...H contacts accounting 74.9% to the entire surface.

The many flavours of halogen bonds – message from experimental electron density and Raman spectroscopy

Experimental electron-density studies based on high-resolution diffraction experiments allow halogen bonds between heavy halogens to be classified. The topological properties of the electron density in Cl⋯Cl contacts vary smoothly as a function of the inter­action distance. The situation is less straightforward for halogen bonds between iodine and small electronegative nucleophiles, such as nitro­gen or oxygen, where the electron density in the bond critical point does not simply increase for shorter distances. The number of successful charge–density studies involving iodine is small, but at least individual examples for three cases have been observed. (a) Very short halogen bonds between electron-rich nucleophiles and heavy halogen atoms resemble three-centre–four-electron bonds, with a rather symmetric heavy halogen and without an appreciable σ hole. (b) For a narrow inter­mediate range of halogen bonds, the asymmetric electronic situation for the heavy halogen with a pronounced σ hole leads to rather low electron density in the (3,−1) critical point of the halogen bond; the properties of this bond critical point cannot fully describe the nature of the associated inter­action. (c) For longer and presumably weaker contacts, the electron density in the halogen bond critical point is only to a minor extent reduced by the presence of the σ hole and hence may be higher than in the aforementioned case. In addition to the electron density and its derived properties, the halogen–carbon bond distance opposite to the σ hole and the Raman frequency for the associated vibration emerge as alternative criteria to gauge the halogen-bond strength. We find exceptionally long C—I distances for tetra­fluoro­diiodo­benzene molecules in cocrystals with short halogen bonds and a significant red shift for their Raman vibrations.

SXSW Film Festival Heads to Amazon

Amazon Prime Video will be hosting some of the movies that never got screen time at this year's cancelled SXSW Film Festival. Amazon and SXSW announced today that the online film festival will be free to all audiences for 10 days — but you will need an Amazon account.

According to the statement, the slate of films offered will depend on which filmmakers choose to opt into the festival. "Filmmakers who choose to participate will receive a screening fee for streaming their film over the 10-day period... SXSW has shared details on the opportunity with 2020 filmmakers, who can opt in starting today."

SXSW joins a number of cancelled and delayed film festivals going the online route: the Tribeca Film Festival has been posting a short film every day, the Greenwich International Film Festival will be bringing its May festival online, and the Washington D.C. Environmental Film Festival has also posted a number of this year's movies, along with an archive going back to 1990. The film distributor Kino Lorber has also began working with independent and art-house theaters across the country to "screen" current independent releases, starting with the acclaimed Brazilian movie Bacurau.

No date has been announced for the Amazon Prime SXSW Film Festival, though the companies are shooting for an April launch.

Obama strong, rubber match awaits

In the second of the three Presidential debates, President Obama displayed the passion he lacked the first time around.  He also made his arguments more concisely, and didn't shy away from direct engagement with Mitt Romney.  Snap polls after the debate show most viewers and listeners though Obama won the debate, though the percentages weren't nearly as overwhelming as Romney's advantage last time out.

Will the President's apparent victory show up in the polls as dramatically as Romney's previous win?  What will the stakes be like for next Monday's final, tie-breaking, matchup?

When "Offramp" host John Rabe's father, Bill, created the list at Lake Superior State University in Michigan he likely didn't know it would thrive nearly 40 years later.  As language evolves there should never be a shortage of words and phrases we want to "kick to the curb."

This morning on "AirTalk," I asked listeners to pick the ones they "hate on."  We got some good ones, including my overused "unpack," as in "let's unpack that idea."  Falling into word patterns can happen so subtly that we don't even know it until someone points it out.

My nomination for the list -- "it is what it is."   What are yours?

Supreme Court To Government: Pay Obamacare Insurers

The U.S. Supreme Court has told the federal government that it has to pay $12 billion to insurance companies, money that was promised in the Affordable Care Act as part of the start-up costs of Obamacare in the first three years of its existence.

The law, as enacted, promised to limit profits and losses for insurance companies in the first three years of the Obamacare program. Some companies made more money than allowed by the formula, and had to pay some back to the government, and other companies lost money and were owed money by the government under the formula.

But in 2014, the first year that the ACA's plan was in place, the Republican-controlled Congress reneged on the promise to appropriate money for the companies that had lost money. It did the same for the next two years as well, adding to appropriation bills a rider that barred the government from fulfilling the promise in the statute. After President Trump was elected, his administration supported the GOP-led refusal to pay.

The insurance companies sued, and on Monday the Supreme Court ruled that the federal government has to pay up.

The vote was 8-to-1, with Justice Sonia Sotomayor writing for the majority that the decision reflects a principle "as old as the nation itself. The government should honor its obligations."

She noted that the language of the ACA was "rare" in that it permitted lawsuits to enforce the provisions at issue here, provisions that declare the government"shall pay" the losses suffered by insurance companies that participated over the first three years.

The lone dissenter was Justice Samuel Alito, who called the decision "a massive bailout" for the insurance industry, which "took a calculated risk and lost."

Monday's decision was the third involving Obamacare at the Supreme Court. Conservative groups, and now the Trump administration, have consistently sought to invalidate or undermine the law — so far, with limited or no success. But next year, the Supreme Court is scheduled to consider once again whether the law is unconstitutional.

Despite repeated efforts by Republicans in Congress and the Trump administration to either undermine or entirely do away with the program, Obamacare has remained popular, likely because it has enabled millions of Americans, including those with pre-existing conditions, to obtain medical insurance and medical coverage for the first time.
