University of Iowa aims to cut greenhouse gas emissions in half

IOWA CITY — The University of Iowa on Thursday unveiled new sustainability goals for the next decade that — if accomplished — would cut its greenhouse gas emissions in half from a decade ago and transform the campus into a “living laboratory for sustainability education and exploration.”

But the goals fall short of what a collective of Iowa City “climate strikers” have demanded for more than a year — that the UI end coal burning immediately at its power plant, commit to using only renewable energy by 2030 and unite with the city of Iowa City in a “town-gown” climate accord.

“It’s ridiculous for the UI to announce a 2030 climate plan as it continues to burn coal for years and burn methane-spewing natural gas for decades at its power plant,” said Massimo Paciotto-Biggers, 14, a student at Iowa City High and member of the Iowa City Climate Strike group.

The university’s new 2030 goals piggyback off its 2020 goals, which former UI President Sally Mason announced in 2010 in hopes of integrating sustainability into the campus’ mission.

Her goals included consuming less energy on campus in 2020 than in 2010, despite projected growth; diversifying the campus’ energy portfolio by using biomass, solar, wind and the like to achieve 40 percent renewable energy consumption by 2020; diverting 60 percent of solid waste; reducing the campus transportation carbon footprint with a 10 percent cut in per capita transportation and travel; and increasing learning and research opportunities.

The university, according to a new report made public Thursday, met or surpassed many of those goals — including, among other things, a slight dip in total energy use, despite 15 new buildings and major additions across campus.

The campus also reported 40 percent of its energy consumption comes via renewable energy sources, and it reduced annual coal consumption 75 percent.

As for waste production, the university diverted 43 percent from the landfill and reported diverting 70 percent more waste than in 2010.

2030 Plan’s first phase HAS FEWER HARD PERCENTAGES

In just the first phase, the new 2030 goals — a result of collaboration across campus involving a 2030 UI Sustainability Goal Setting Task Force — involve fewer numbers and hard percentages. Aside from the aim to cut greenhouse emissions by 50 percent compared to a 2010 baseline, the phase one goals aim to:

• Institutionalize and embed sustainability into campus culture, allowing individual units across campus to develop plans to meeting campus sustainability goals.

• Expand sustainability research, scholarship and other opportunities.

• Use the campus as a “living laboratory” capable of improving campus sustainability and ecosystems.

• Prepare students to live and work in the 21st century through sustainability education.

• Facilitate knowledge exchange among the campus community and with the state, nation, and world.

PHASE 2 EXPANDS ON GOALS

As the campus moves into phase two of its 2030 plan, it will expand on first-phase goals by identifying specific and measurable tasks and metrics.

Leadership plans to finalize that second phase later in the fall semester.

“This approach has meant including units engaged in activities such as academics, research, operations, planning, engagement, athletics, and student life,” Stratis Giannakouros, director of the Office of Sustainability and the Environment, said in a statement.

‘Ambitious and forward-looking’

Sen. Joe Bolkcom, D-Iowa City, who serves as outreach and community education director for the UI Center for Global and Regional Environmental Research, told The Gazette the new goals are “ambitious and forward-looking.”

“The new goals will engage students and research faculty to help build a sustainable path for the campus and broader community,” he said.

The university recently made big news on the utilities front by entering a $1.165 billion deal with a private French company to operate its utility system for 50 years. The deal nets the university a massive upfront lump sum it can invest and pull from annually. It gives the private operator decades of reliable income.

And the university, in making the deal, mandated its new provider pursue ambitious sustainability goals — promising to impose penalties if it failed to do so.

The LNT can be layered, having an undercoat washcoat layer comprising a support material, at least one precious metal, and at least one NOx sorbent selected from the group consisting of alkaline earth elements, rare earth elements, and combinations thereof and a top washcoat layer comprising a support material, at least one precious metal, and ceria in particulate form, the top washcoat layer being substantially free of alkaline earth components. The emissions treatment system is advantageously used for the treatment of exhaust streams from diesel engines and lean burn gasoline engines.

The present invention relates to a method for producing hydrogen, with reduced carbon dioxide emissions, from a hydrocarbon mixture. In said method, the hydrocarbon mixture is reformed so as to produce a synthetic gas that is cooled, then treated in a shift reactor so as to be enriched with H2 and CO2. Optionally dried, said mixture is treated in a PSA hydrogen purification unit in order to produce hydrogen. An electro-catalytic honeycomb for controlling exhaust emissions, which adopts to purify a lean-burn exhaust, comprises a honeycomb structural body, a solid-oxide layer and a cathode layer. The anode is formed as a backbone, the gas channels are formed inside the backbone for passing the exhaust, and the shell covers an outer surface of the anode. The solid-oxide layer is adhered to an inner surface of the anode and connects the shell so as to encapsulate the anode. The cathode layer is adhered to a tube wall of the solid-oxide layer and has an oxidizing environment. The anode has a reducing environment. The reducing and the oxidizing environment facilitate an electromotive force to occur between the anode and the cathode layer to promote a decomposition of nitrogen oxides of the exhaust into nitrogen and oxygen.

Sorbent components containing halogen, calcium, alumina, and silica are used in combination during coal combustion to produce environmental benefits. Sorbents such as calcium bromide are added to the coal ahead of combustion and other components are added into the flame or downstream of the flame, preferably at minimum temperatures to assure complete formation of the refractory structures that result in various advantages of the methods. When used together, the components: reduce emissions of elemental and oxidized mercury; increase the level of Hg, As, Pb, and/or CI in the coal ash; decrease the levels of leachable heavy metals (such as Hg) in the ash, preferably to levels below the detectable limits; and make a highly cementitious ash product.

A sealing system for a pump having a plunger includes a housing having an internal chamber adapted to receive a portion of the plunger. Primary and secondary seals are located within the internal chamber and adapted to sealingly engage the plunger. The primary seal communicates with the fluid being pumped. A barrier fluid chamber contains a barrier fluid in contact with the primary seal and the secondary seal. A pressure referencing device has an inlet port in communication with the pumped fluid and an outlet port providing fluid at a pressure magnitude equal to a peak pressure of the pumped fluid. A pressurizing device is in communication with the fluid at the peak pressure and the barrier fluid to maintain the barrier fluid pressure at a magnitude greater than the peak pressure of the pumped fluid such that the pumped fluid is restricted from leaking past the primary seal.

A burner for use with an induced draft furnace and which satisfies reduced nitrous oxide (NOx) emission standards is disclosed. The burner may employ a mechanical swirler that introduces a rotational vector to the emitted air and fuel mixed by the burner. By introducing the rotational vector, the resulting flame is more stable and sustainable even with the relatively low air flow afforded by an induced system. Such flame stability can be enhanced by positioning the burner directly within an inlet to a heat exchanger and manufacturing the inlet with reception surfaces that form a frusto-conically shaped flame expansion zone. In doing so, a secondary source of air is avoided and NOx emissions are reduced.

System and method for controlling a vacuum pump that is used to check for leaks in an evaporative emissions system

A control system according to the principles of the present disclosure includes a fuel system diagnostic module and a pump control module. The fuel system diagnostic module performs a diagnostic test on a fuel system when a vacuum pump is switched off to prevent flow through the vacuum pump and thereby seal a portion of the fuel system from an atmosphere. The vacuum pump includes a cam ring, a rotor that rotates within the cam ring, and vanes that slide into and out of slots in the rotor as the rotor rotates. The pump control module switches on the vacuum pump for a predetermined period to force the vanes out of the slots and into contact with the cam ring to seal the vacuum pump before switching off the vacuum pump for the fuel system diagnostic test.

Climate change: historic emissions still matter

China, India and other emerging economies are often the focus points for climate change negotiations. Many rich nation politicians and their media often point to their rising emissions as proof that they urgently need to be bound to emission reduction targets in the same way rich nations are.

But what is often easily forgotten or omitted is that greenhouse gases can stay in the atmosphere for a very long time. In other words, historic emissions matter.

Historical data show that the majority of greenhouse emissions have been by rich nations, known as "Annex I" countries in climate negotiation speak:

Apart from China and India, the remainder of the top 10 historical greenhouse gas emitters have been from Annex I countries.

This is why 2 decades ago the climate negotiations started by understanding there were "common but differentiated principles" and why "Annex I" countries were initially given target emissions while the rest were to be given space to grow given the urgent need for poverty alleviation and development.

Furthermore, climate negotiations frameworks have always said developing nations need to avoid a polluting path to industrialization, so they can’t just use historic emissions injustice as an excuse not to do anything. At the same time, the dirty path to development was also the cheap and easy path which developing countries need to avoid, so it was also agreed that the Annex I countries should help developing countries in various ways. Needless to say much of this has not really happened.

These and additional charts have been added based on updated data up to 2008 on historical carbon emissions plus estimated emissions for 2009 and 2010.

Climate change and carbon emissions trading

Flexibility mechanisms were defined in the Kyoto Protocol as different ways to achieve emissions reduction as part of the effort to address climate change issues. These fall into the following categories: Emissions Trading, Joint Implementation and Clean Development Mechanism.

However, these have been highly controversial as they were mainly included on strong US insistence and to keep the US in the treaty (even though the US eventually pulled out). Some of the mechanisms face criticism for not actually leading to a reduction in emissions, for example.
