Measles immunisation campaigns in 24 countries have already been delayed and more will be postponed, the World Health Organization and the UN children's fund UNICEF said. "Together, more than 117 million children in 37 countries, many of whom live in regions with ongoing measles outbreaks, could be impacted by the suspension of scheduled immunisation activities," Measles and Rubella Initiative (M&RI) said in a statement. New WHO guidelines endorsed by the Strategic Advisory Group of Experts on Immunisation aim to help countries to sustain immunisation activities during the COVID-19 pandemic. "The @MeaslesRubella Initiative supports recommendations to: temporarily pause preventive immunisation campaigns where there's no active outbreak of a vaccine-preventable disease continue routine immunisation services, while ensuring the safety of communities and health workers," the statement added. Measles is a highly contagious disease caused by a virus. Before the introduction of measles vaccine in 1963 and widespread vaccination, major epidemics occurred approximately every 2-3 years and measles caused an estimated 2.6 million deaths each year globally. More than 140,000 people died from measles in 2018 - mostly children under the age of 5, despite the availability of a safe and effective vaccine. The coronavirus has affected 210 countries and territories around the world. There have been 1,391,468 positive cases of COVID-19 globally and 591,751 people have died due to the deadly infection so far. Wearing masks/face covers in public places is now compulsory across the country. Besides, spitting in public has been made a punishable offence and a strict ban enforced on the sale of "liquor, 'gutka' tobacco etc" under the new Ministry of Home Affairs guidelines that come a day after Prime Minister Narendra Modi announced the extension of the nationwide lockdown till May 3. While inter-state, inter-district movement of people, metro, bus services will be prohibited till May 3, the government has allowed industrial units located in rural areas to function from April 20 by observing strict social distancing norms. Activities permitted five days from now include those related to agricultural and the horticultural sectors, farmers and farm workers in the field as well as procurement of agri products. Units manufacturing drugs, pharmaceuticals, medical devices, medical infrastructure, including manufacture of ambulances, will be open from April 20. The document specifies that state/UT governments shall not dilute guidelines in any manner but may impose stricter measures in accordance with local requirements. The Home Ministry said permitted industries must make arrangements for the stay of workers within their premises or in adjacent buildings by observing social distancing norms. It said Defence, paramilitary, Health and Family Welfare, disaster management, NIC, FCI, NCC, Nehru Yuva Kendra and Customs offices will function without any restrictions. Other ministries and departments will function with "100 per cent attendance" with deputy secretary and above rank officers. "Remaining officers and staff to attend up to 33 per cent as per requirement," it said. According to the guidelines, in order to mitigate the public’s hardship, select additional activities will be allowed from April 20. "However, these additional activities will be operationalised by states and UTs and district administrators based on strict compliance to existing guidelines on lockdown measures," it said. ine COVID-19: Six Indian companies working on vaccine By www.mid-day.com Published On :: 16 Apr 2020 06:07:37 GMT Six Indian companies are working on a vaccine for COVID-19, joining global efforts to find a quick preventive for the deadly infection spreading rapidly across the world, says a top Indian scientist. Nearly 70 'vaccine candidates' are being tested and at least three have moved to the human clinical trial stage, but a vaccine for the novel coronavirus is unlikely to be ready for mass use before 2021. As COVID-19 infects more than 1.9 million in the world and claims 1,26,000 lives, Indian scientists are also part of the global fight against the disease. "While Zydus Cadila is working on two vaccines, Serum Institute, Biological E, Bharat Biotech, Indian Immunologicals, and Mynvax are developing one vaccine each," Gagandeep Kang, executive director of the Translational Health Science and Technology Institute, Faridabad, told PTI. Kang is also vice chair of the Coalition for Epidemic Preparedness Innovations (CEPI), which noted in a recent study that the "global vaccine R&D effort in response to the COVID-19 pandemic is unprecedented in terms of scale and speed". But it is a complicated process with many stages of testing and many challenges, explained experts. A vaccine for the new coronavirus, SARS-CoV-2, may not take 10 years that other vaccines do but it could be at least a year before it is proven safe, effective, and made widely available, they said. "Vaccine development is a lengthy process which often takes years, with many challenges," said E. Sreekumar, chief scientific officer at the Rajiv Gandhi Centre for Biotechnology (RGCB) in Kerala. "Generally, vaccines take several months to pass the different stages of testing, and then approvals also take time. For COVID-19, we don't expect a vaccine to come in this year," agreed Rakesh Mishra, director of the CSIR-Centre for Cellular and Molecular Biology (CCMB) in Hyderabad. Vaccine testing typically begins with animal and lab testing before going on to different stages of human testing. "The human testing phase is composed of many phases," Sreekumar told PTI. "Phase one trials are small-scale, usually involving few participants, to assess whether the vaccine is safe for humans. Phase two trials often involve several hundred subjects, and mainly evaluate the efficacy of the vaccine against the disease," he said.The final phase involves thousands of people to further assess the efficacy of the vaccine over a defined period of time, and can last several months, Sreekumar said."That is why we don't see a vaccine coming in at least a year from now." Even after the vaccine is ready, he explained, there are a lot of challenges, including whether the vaccine is effective in all populations, and if it can be used for different strains of the novel coronavirus, which might start mutating as time passes. "There are lots of vaccines which are being tested for COVID-19, some of which are in the stage 1 clinical trial," Mishra added. "But we still don't know how fast they will proceed towards a vaccine and they can take several months to reach any point," he said. According to the World Health Organization (WHO), three vaccine candidates are in the clinical testing phase, meaning they are able to be tested on humans, while nearly 70 are in the preclinical phase -- either in lab testing, or animal studies. Though Kang named six companies, the WHO has listed only Zydus Cadila and Serum Institute from India as among the global firms working on a COVID-19 vaccine. As of April 8, 2020, said CEPI, the global COVID-19 vaccine R&D landscape includes 115 vaccine candidates, of which 78 are confirmed as active and 37 are unconfirmed.Of the 78 confirmed active projects, 73 are currently at exploratory or preclinical stages, noted the CEPI team in an analysis published in the journal Nature reviews drug Discovery last week. The most advanced candidates have recently moved into clinical development, including mRNA-1273 from US-based biotechnology company Moderna, Ad5-nCoV from Chinese biopharma company CanSino Biologicals, and INO-4800 from American pharmaceuticals company Inovio. Others in this list include LV-SMENP-DC and pathogen-specific aAPC from Shenzhen Geno-Immune Medical Institute in China. Numerous other vaccine developers have indicated plans to initiate human testing in 2020, the CEPI scientists said. Experts believe the genome sequencing of the new coronavirus provided by scientists in China shows it shares 79 per cent of the same genetic material as severe acute respiratory syndrome (SARS) and 50 per cent of the same material as Middle East respiratory syndrome (MERS), a species of coronavirus which infects humans, bats, and camels. This allows developers to use groundwork already created in research for vaccines for those viruses. Australia's national science agency CSIRO announced earlier this month that it has begun preclinical tests of a vaccine developed by Oxford University in the UK. A striking feature of the vaccine development landscape for COVID-19 is the range of technology platforms being evaluated, including nucleic acid (DNA and RNA), virus-like particle, live weakened virus, and inactivated virus approaches. The CEPI noted that many of these platforms are not currently the basis for licensed vaccines, but experience in fields such as oncology is encouraging developers to exploit the opportunities that next-generation approaches offer for increased speed of development and manufacture. Delhi Health Minister Satyendra Jain said that 17 other delivery boys linked with the infected man have also been placed under institutional quarantine. "A pizza delivery boy has been detected with COVID-19 here. 17 other delivery boys linked with him have been placed under institutional quarantine and 72 people have been placed under home quarantine," Jain told ANI. Food delivery app Zomato said that the staff of infected person's restaurant has delivered some orders which were placed on its platform. "We've been made aware today that a restaurant's employee, who has been recently tested positive for COVID-19, had delivered food in the past to a few customers in the Malviya Nagar area in Delhi. All these customers have already been contacted by the govt authorities... We are not sure whether the rider was infected at the time of delivery," the company said in a statement. Zomato also claimed that colleagues of the delivery boy have tested negative for COVID-19. "This restaurant had instructed their riders to wear masks and follow strict hygiene to keep customers safe from any unintended mishap. All co-workers of the said rider have been tested negative. I sincerely hope this becomes a norm and help overcome perennial battles like the water crisis, pollution, migrants' woes, women's safety, communal violence, healthcare etc," Haasan said on his Twitter account. "The last full-scale war India fought was almost half a century ago, but poor healthcare is an everyday war leading to 1.6 million deaths annually. Yet, year after year our Defence budget overshadows the healthcare budget," Haasan stated and added that it's a "pity that India continues seeing Defence as a more newsworthy proposition compared to healthcare". He suggested that India needs to earmark an "epidemic preparedness budget with immediate effect". "We are under threat a lot more from within than from outside our borders. "Bringing India's informal workers under the formal fold must become the biggest national exercise that the government needs to undertake in the near future. Other than boosting the morale of this segment and paving way for its growth, it will also mean enhanced tax collection, a lot of which can be ploughed back to improve infrastructure and offer welfare to the same workers," Haasan said. "There is also a need to change our outlook towards the vast majority of women who toil their lives away under the status of 'housewife'. Women engaging in housework must be accorded job status. They have little or no savings and a Universal Income Guarantee will give a boost to their savings. Savings always help during any kind of crisis," he added. Haasan even suggested correction in income inequality and poverty alleviation. He added, "COVID-19 has shown us that poverty still remains India's most critical challenge. In a crisis, the rich will take a hit but they will not starve to death. Our leaders must learn to integrate the poor man's life in how they plan the running of the country. Palsana Sarpanch Roop Singh Shekhawat said that in response to the good care taken of them at the quarantine centres migrant workers wanted to express their gratitude. Wall paint and other necessary items were made available to them, which they used to give a makeover to the schools. "The entire village is overwhelmed by their behaviour. All these people are perfectly healthy and their quarantine time is also over. It is joyful to see the constructive work done by the workers who have used the quarantine period beautifully," Shekhawat said. ine Coronavirus outbreak: 100 people on way to their native places detained in Nashik By www.mid-day.com Published On :: 24 Apr 2020 06:00:04 GMT Police on Thursday took in custody around 100 people who entered the city while travelling from Mumbai on way to their native places, including in North India, during the coronavirus-enforced lockdown, said officials. These people, numbering around 100 and including women and children, were coming from Mumbai, around 200km from here, on foot during the lockdown and entered Nashik city in the evening, they said. Police swung into action when they were spotted on a flyover on the Mumbai-Agra Highway, which passes through the city, the officials said. When questioned, some of them told the police they were going to their hometowns in North India, they said. Some of them were natives of other districts of Maharashtra, the officials said. They were travelling in violation of government orders related to implementation of the coronavirus-enforced lockdown and hence were taken into custody, they said. The police later sent them to a Nashik Municipal Corporation (NMC)-run shelter home in Anandvalli. Till now, more than 800 people, who were passing through Nashik during the lockdown, have been taken into custody and kept in various shelter homes in the city, they said. According to the guidelines, those with mild syptoms can opt for home isolation but will have to be in constant communication with the District Surveillance Officer, and a hospital and will have to sign an undertaking. Who is eligibile for self isolation at home? COVID-19 patients who have been clinically assigned as a very mild case or pre-symptomatic case by the treating medical officer are eligible for self-isolation at home. What are the pre-requisites in order to self-isolate at home? Patients who are eligible for self-isloation at home must have a requisite facility at their place of residence for self-isolation. More so, the patients must also ensure that there is enough space for other members of the family to quarantine at home. The patient must have a caregiver who can look after the patient and provide care 24x7. Another prerequisite is that there should be a communication link between the caregiver of the patient and the hospital during the entire duration of home isolation. The caregiver and all the close contacts of the COVID-19 patient should take Hydroxychloroquine prophylaxis as per the protocol and as prescribed by the treating medical officer. The patient has monitor his or her health and regularly inform their health status to the District Surveillance Officer for further follow up by the surveillance teams. Finally, the patient needs to fill an undertaking on self-isolation stating that they shall follow all home quarantine guidelines laid down by the Health Ministry. When should a COVID-19 patient seek medical attention? According to the revised guidelines issued by the Health Ministry, mild or pre-symptomatic patients shall seek immediate medical attention on the following grounds. When they face difficulty in breathing If they experience persistent pain/pressure in the chest Feel mentally confused or inability to arouse If they develop bluish discolorations of lips or face And if advised by treating medical officers When will home isolation end? Home isolation for COVID-19 patients can only be discontinued when the symptoms are clinically resolved and the surveillance medical officer certifies the mild or pre-symptomatic patient to be free of infection after the necassary laboratory testing. Do's and don'ts for self-isolation patients and caregivers Caregivers must wear triple layered medical mask when in the same room with the COVID-19 patient. Caregivers should avoid direct contact with body fluids of the patient, especially oral or respiratory secretions. Caregivers must use disposable gloves while handling the patient. Hand hygiene should be undertaken done before and after removing gloves. Caregivers should pay strict attention to hand hygiene before and after preparing food, before eating, after using the toilet, and whenever the hands look dirty. Caregivers should avoid sharing cigarettes, eating from the same utensils, or exposing themselves to used towels or bed linen. COVID-19 patient should wear triple layer medical mask at all times. ine Guidelines list activities in Red Zones in nation-wide lockdown 3.0 By www.mid-day.com Published On :: 2 May 2020 05:46:13 GMT Cycle rickshaws, autos, taxi, cabs, barber shops and intra-district plying of vehicles and buses are restricted in Red Zones mentioned in the fresh lockdown 3.0 guidelines to break the chain of COVID-19 transmission. However, the guidelines allowed the movement of individuals and vehicles, only for permitted activities with restrictions. Four-wheeler vehicles will have maximum two passengers besides the vehicle driver; for two wheelers, pillion rider is not allowed, according to the guidelines issued with the announcement of extension of nationwide lockdown for another 14 days beginning on May 4. The lockdown 3.0 will end on May 17. Industrial establishments in urban areas such as Special Economic Zones (SEZ), Export Oriented Units (EOUs), industrial estates and industrial townships with access control; manufacturing units of essential goods, including drugs, pharmaceuticals, medical devices, their raw material and intermediates; production units, which require continuous process, and supply chain; manufacturing of IT hardware have been allowed in the Red Zone. Jute industry with staggered shifts and social distancing and manufacturing units of packaging material are permitted. All industrial and construction activities are permitted in rural areas. Construction activities in urban areas; only in situ construction (where workers are available on site and no workers are required to be brought in from outside) and construction of renewable energy projects are permitted. All malls, market complexes and markets shall remain closed in urban areas such as areas within the limits of municipal corporations and municipalities. However, shops selling essential goods in markets and market complexes are permitted, all standalone (single) shops, neighbouring (colony) shops and shops in residential complexes are permitted to remain open in urban areas without any distinction of essential and non-essential. All shops in rural areas, except in malls, are permitted to remain open without any distinction of essential and non-essential. "Social distancing ('do gaj ki doori') will be maintained in all cases." E-commerce activities will be permitted only in respect of essential goods. Private offices can operate with upto 33 per cent strength as per requirement with the remaining persons working from home. All government offices shall function with officers of the level of Deputy Secretary and above to the extent of 100 per cent strength. The remaining staff will attend up to 33 per cent as per requirement. However, defence and security services, health and family welfare, police, prisons, Home Guards, civil defence, fire and emergency service, disaster management and related services, National Informatics Centre (NIC), customs, Food Corporation of India (FCI), National Cadet Corps (NCC), Nehru Yuva Kendra (NYK) and municipal services shall function without any restrictions. Delivery of public services shall be ensured and necessary staff will be deployed for such purpose, the guidelines said. The fresh guidelines were issued after the Ministry announced extension of the lockdown for more 14 days till May 17, splitting the country in Red, Green and Orange Zones. The criteria for identification of districts as Red, Green and Orange Zones have been spelt out in detail in the letter dated April 30, issued by the Ministry of Health and Family Welfare (MoHFW). The Ministry made the announcement as the lockdown 2.0 was to end on May 3. The government took the decision after a comprehensive review, and in view of the lockdown measures having led to significant gains in the COVID-19 situation in the country. According to the website of the WBSBCL, any person, who is older or of 21 years of age, can register as a buyer on the portal for getting home delivery of liquor. "For ensuring social distancing and minimising footfall at retail outlets, WBSBCL has launched eRetail for online booking and home delivery of liquor," notification on the website read. The interested persons can fill in their details, full name, mobile number, address, email, among others to register as a buyer and get liquor delivered at their doorsteps. Prior to this, the Chhattisgarh and Punjab governments too had allowed home delivery of liquor in their respective states with certain conditions. Liquor stores around the country have been allowed to reopen by the Centre during phase three of the coronavirus-induced lockdown. Long queues, with people flouting social distancing norms, were seen on liquor stores around the country as enthusiasts lined up to get their hands on their favourite drink. The remarks came from a bench comprising Justices Ashok Bhushan, Sanjay Kishan Kaul and B.R. Gavai during the hearing of a PIL through video conferencing. The PIL complained of indiscriminate flouting of all social distancing norms at the liquor vends after they were reopned on May 4. The top court observed that it is not feasible to pass orders on the PIL filed under Article 32 and instead asked the state governments to consider selling liquor through other viable options, keeping in place social distancing norms. The court said, "We will not pass any order. States should consider indirect sale or home delivery of liquor to maintain social distancing." Advocate Sai Deepak, representing the petitioner, submitted that the opening of liquor shops should not meddle with the lives of the common people. The petition under Article 32 of the Constitution sought direction from the apex court to the Centre in order to declare the new Covid-19 guidelines issued by the Union of India, which permit the sale of liquors at liquor vends through direct contact sales during the lockdown period "as unconstitutional, null and void". The petition argued that prohibition of sale of liquor for human consumption at liquor vends through direct contact sales during the lockdown period would eventually contribute to containing the spread of Covid-19 in India, until the National Disaster Management Authority or the Centre declares India to be Covid-19 free. Serpentine queues were reported across Delhi and many other parts of the country after the liquor vends opened in the third phase of the lockdown. At many liquor vends in Delhi-NCR, people disregarded social distancing norms while queuing up to purchase liquor. Liquor shops had been shut down across India after the nationwide lockdown was announced on March 24 midnight. They reopened on May 4. According to reports, the detained flyers who had boarded a flight from Singapore to Pune were carrying 24 carats of gold which is estimated to be worth Rs 30.31 lakh in the Indian market. The customs officials at Pune International Airport intercepted the two women passengers at the departure area on Thursday and confiscated the gold. Duo has been booked under the Customs Act-1962 Deputy Commissioner of Custom (Pune International Airport) Harshal Mete said, "Two women of Sri-Lankan nationality arrived in the city from Singapore by Jet Airways and walked through the green channel without declaring anything with the customs officials. The lady passengers were carrying 24-carat gold in the form of chain, bangles and biscuits which is weighted 9.14 grams which are estimated as per Indian currency in tune of Rs 30,31,937. The gold has been seized under the reasonable belief that it was being smuggled into India with an intention and further investigation are in progress." ATS officials have found sensitive documents in his possession and claim that he recruited people for a terrorist group. The police have identified the detained youth as Shariyat Mandal from West Bengal. Bihar police last week arrested two youth from Patna junction, named Kairul Mandal and Abu Sultan, both Bangladeshi nationals. From the duo investigative agencies procured a list of defence and para military personnel and where they are posted. The duo later revealed the name of Shariyat. An ATS official said, "Shariyat was detained from MIDC's Chakan where he was working as a labourer at a construction site with a fake name. He was given the task of recruiting cadres for the terrorist group Islamic State of Bangladesh. He is an Indian and hails from West Bengal." On Thursday, the Bihar police approached a Pune court to get Shariyat's transit remand, based on which he will be taken to Bihar for further investigation. Sources said Shariyat and the arrested duo are members of the banned organisation Jamat-Ul-Mujahedin Bangladesh (JMB) and Islamic State of Bangladesh (ISBD). The biggest challenge for them at the centre is to make sure that all requests for medicines are met. "We have been getting around 150-200 calls every day. Most of these are for medicines. We make sure that whenever we get any requests for medicines, they are duly sent to those in need," said Priya, who had earlier coached India U-19. "No requests for medicines are ever turned down. We try to do the same for grocery and food items as well. But sometimes we have to keep in mind that we have to distribute such items among a lot of people. So we try to divide it for everyone to get some amount," she added. The call centre also attends to requests from students and other professionals from around the area. Kannur being the headquarters of the helpline centre, Priya and Vineeth also get a number of calls from the nearby districts, where tertiary networks have been set up to help the people. "We are working from the headquarters in Kannur. There are tertiary helpline centres in different districts as well who have their own network of pharmacists, grocers, and delivery executives," said Priya, who won the IWL 2019-20 title as head coach of local club Gokulam Kerala FC. "My ancestral home is a bit far from the call centre, so I am staying at a place that is close by.
