Obama To Announce $100 Million Grants for Ethanol

The Obama administration is set to pledge $100 million Friday to expand the use of special fuel pumps that allow drivers to blend more ethanol into their gasoline, according to people briefed on the announcement.

The U.S. Department of Agriculture, which has long championed these so-called blender pumps, may unveil the plan on the same day that the Environmental Protection Agency announces quotas for the use of renewable fuels. With ethanol makers facing a possible cut in their quota below the statutory level of 15 billion gallons, the grant program will let the administration of President Barack Obama demonstrate that it still supports the fuel, which in the U.S. is produced mostly from corn.

“Blender pumps are a huge part of the equation when it comes to the deployment of the second generation biofuels, because investors need a market to invest in,” said Brooke Coleman, the executive director of the Advanced Ethanol Council. “It allows the consumer to choose based on price.”

The grant program would be fast-tracked to states to help defray the cost of installing the pumps, which allow drivers to choose how much ethanol they want to mix with gasoline pumped into their tanks, said the people, who asked not to be identified before the formal announcement.

The USDA, which in 2011 said it wanted to get 10,000 blender pumps installed, has scheduled an announcement Friday on biofuels infrastructure. USDA spokesman Cullen Schwarz said he couldn’t comment on the announcement.

 

Quotas Overdue

 

The EPA is scheduled to issue renewable fuel quotas for 2014, 2015 and 2016 before June 1, and the two people said that announcement will also come Friday. The EPA abandoned its proposal for quotas last year, after ethanol makers bristled at the attempt to cut quotas based on the argument that more than 10 percent ethanol couldn’t be absorbed by the domestic market.

Separately, production of cellulosic ethanol -- a fuel made from wood, grass and other plant material -- is far below the 3 billion gallons set in the legislation for this year. Taken together EPA will have to propose some cuts, analysts say.

“The statutory volume targets of the RFS are now totally implausible, so something has to give,” Jeremy Martin, a senior scientist the Union of Concerned Scientists, wrote in a report released Thursday. “Whatever they do will likely be challenged in court, so the final answer to these questions may take some time to shake out.”

HONOLULU (October 7, 2010) – The East-West Center’s AsiaPacificEd Program for Schools has been awarded two grants from the National Endowment for the Humanities (NEH) for teacher professional development programs focusing on legacies of World War II in the Pacific.

The first grant, an $180,900 award, is to conduct a three-week institute on “Southeast Asia: At the Crossroads of World War II.” The second grant, an $180,000 award, is for an NEH Landmarks of American History and Culture workshop titled “Pearl Harbor: History and Memory Across Asia and the Pacific.” Both workshops are conducted in Honolulu, Hawai‘i, where the Center’s main campus is located.

HONOLULU (March 17) -- In its continued support of the East-West Center, the Freeman Foundation has awarded a $140,000 grant to the Asian Studies Development Program (ASDP). This is the fourth grant that the Freeman Foundation has awarded to the ASDP, totaling over $2.7 million, since 1996.

The ASDP is a joint effort of the East-West Center and the University of Hawai‘i “to educate educators--that is, to promote literacy on Asian cultures and contemporary issues, and to prepare American educators to bring Asia into the classroom,” states ASDP Co-Director Roger Ames.

East-West Center Receives $750,000 NASA Grant to Study Changes in Mountain Forests of Nepal

HONOLULU (Jan. 15, 2015) -- The East-West Center has received a $750,000 grant from the U.S. National Aeronautics and Space Administration (NASA) to study changes in the mountain forests of Nepal over the past 25 years. Led by EWC Senior Fellow Jefferson Fox, the project will chart the previously unmapped mountain forests of Nepal’s Middle Hill region using data drawn from Landsat satellite imagery between 2000 and the present.

Investigators seek to document a suspected “forest transition” in Nepal, a country whose mountain forests have sustained the lives of much of its population for centuries. The forest transition refers to the recovery of trees and other plant growth in a previously deforested area.

East-West Center Awarded $267,000 Grant for U.S.-Japan Grassroots Exchange on Post-Disaster Community Building

Honolulu (Feb. 12, 2015) -- The East-West Center has been awarded a grant of  $267,186 from the Japan Foundation’s Center for Global Partnership for a three-year dialogue and travel-exchange program focusing on community participation in long-term recovery after a major disaster.
