Attorney General Eric Holder and Department of Health and Human Services (HHS) Secretary Kathleen Sebelius today released a new report showing that the government’s health care fraud prevention and enforcement efforts recovered nearly $4.1 billion in taxpayer dollars in Fiscal Year (FY) 2011.

" Here on this campus, my interest in the law, my understanding of its remarkable power for good, and my desire to serve our nation’s justice system first took hold. And although more than 35 years have passed since I completed my law degree – and started my “dream job” as a prosecutor in the United States Department of Justice – my time at Columbia shaped and enriched my life in ways that I am still realizing, and continue to appreciate," said Attorney General Holder.

"Over the last 15 years, more than half of all states – plus the District of Columbia – have created Access to Justice Commissions. Here in Washington, Commission leaders, supporters, and partners have taken a central role in reinvigorating this city’s pro bono culture – and providing representation to those who cannot afford to retain counsel. And, despite the absence of adequate funding, your efforts to reduce barriers to access have made a difference in thousands of lives," said Attorney General Holder.

Attorney General Eric Holder today recognized six cities for their progress in preventing youth violence at the second annual summit of the National Forum on Youth Violence Prevention held in Washington, D.C.

"I don’t need to tell anyone here what a difficult challenge youth violence is. You’re all part of the Forum because you’ve seen the consequences of juvenile crime in your own communities. You understand how complex this issue is – and you know this is not a problem any of us can solve alone – especially in this tough fiscal climate," said Acting Assistant Attorney General Leary.

"Especially in recent weeks – as the importance of protecting our children from harm has been at the forefront of our national discourse – the urgency of this challenge has been brought into stark focus. And the need to take action has never been more clear," said Attorney General Holder.

"How did we get here? In large part, because – nearly three years ago – the Departments of Justice and Health and Human Services came together in a new way, and made a collective commitment to meeting our shared goals and responsibilities. This commitment inspired Secretary Sebelius and I to launch a landmark joint initiative – the Health Care Fraud Prevention and Enforcement Action Team, known as 'HEAT,'" said Attorney General Holder.

"Because the issue of preventing Youth Violence is one that Attorney General Holder and I are deeply committed to. As he often says, fighting violence in our cities and building a fair and effective justice system – a system that keeps citizens safe and maintains its legitimacy in the eyes of everyone it serves – has never been more difficult, and never more urgent," said Acting Associate Attorney General West.

"When we survey the landscape around the country and see great efforts such as this summit taking place, it reminds us that in the 17 years since the Violence Against Women Act was first passed, we can truly say we've made great progress in the way communities respond to domestic and dating violence, sexual assault and stalking," said Acting Associate Attorney General West.

"Today, as Attorney General – and as the father of two teenage girls – this work remains both a personal and professional priority. And for our nation’s Department of Justice, vigorously enforcing the provisions of the Violence Against Women Act is part of our solemn commitment to the citizens we are privileged to serve," said Attorney General Holder.

"This month is an invitation. It’s an invitation for us to stand together and confront the enormity of sexual violence; to re-dedicate ourselves to bringing justice to victims and their families; to break the silence and to redouble our efforts to hold perpetrators of sexual assault accountable," said Acting Associate Attorney General West.

"Over the past couple of years OVW has made a concerted effort to prioritize sexual violence by providing grants to address the gap in services and resources for victims and survivors of rape and sexual violence," said Acting Director Hanson.

"As Attorney General – and as the father of three teenagers – protecting the safety, and the potential, of our nation’s young people has long been both a personal and professional priority," said Attorney General Holder.

The Justice Department today released a final rule to prevent, detect and respond to sexual abuse in confinement facilities, in accordance with the Prison Rape Elimination Act of 2003 (PREA).

"The benefits of Plyler are felt by all of us, wherever we or our ancestors were born. Three decades after Plyler, immigrant students have made and continue to make vast and deep contributions to America’s cultural, civic, and economic landscape," said Assistant Attorney General Perez.

"For me, and for today’s Department of Justice, protecting older Americans is a top priority that we advance on multiple fronts," said Deputy Attorney General Cole.

"So as we continue to bring our law enforcement tools to bear to investigate, prosecute and punish elder abuse perpetrators, we at the Department also know that the most effective elder abuse case is the one we prevent," said Acting Associate Attorney General West.

"Attorney General Holder often says that fighting violence in our cities and building a fair and effective justice system – a system that keeps citizens safe and maintains its legitimacy in the eyes of everyone it serves – has never been more difficult, nor more urgent, than right now," said Acting Associate Attorney General West.

"As we work to help keep our children safe, we cannot view youth violence and violence against women as separate and distinct, but, instead, as intertwined. To realize our vision for safe and healthy communities, we must start with safe and healthy homes," said Acting Director Hanson.

"Through this historic new partnership, government leaders and private sector experts will come together as never before – to share information while protecting patient confidentiality, to leverage critical resources, and to seek out and implement the solutions we need," said Attorney General Holder.

The Department of Justice and the Allentown, Pa., School District today filed a proposed consent decree addressing multiple complaints of sexual assault of students at Central Elementary School. The comprehensive consent decree resolves allegations that six- and seven-year-old students were sexually assaulted by another student in the boys’ bathrooms at Central Elementary School during the 2003–2004 school year.

"We must continue to work because today, somewhere, there’s a child who will feel the sting of a punch because the clothes he’s wearing aren’t cool; who will believe her difference is a detriment as she eats alone in a crowded school cafeteria; who will skip school another day to avoid a terrifying confrontation; or will contemplate suicide because nothing seems like it can hurt more than this moment of humiliation right now," said Acting Associate Attorney General West.

"The message we’re sending is that youth violence is not inevitable. When communities engage partners across disciplines and use a data-driven, balanced approach – one that emphasizes prevention, intervention, enforcement, and reentry – they can reduce violence and improve outcomes for our youth," said Acting Assistant Attorney General Leary.

"By emphasizing collaborative partnerships, evidence-based and data-driven strategies and a balanced, holistic approach, we know we can help communities to curb violence and promote the health, safety and development of our young people," said Acting Associate Attorney General West.

"Together, we can create atmospheres of tolerance, climates of trust, environments both virtual and real where people young and old can feel welcome to be who they truly are," said Assistant Attorney General Perez.

Attorney General Eric Holder and Acting Assistant Attorney General for the Office of Justice Programs (OJP) Mary Lou Leary today announced that four new cities will join a White House initiative to prevent youth violence.

"Protecting the American people from financial fraud crimes – and safeguarding the most vulnerable members of society – is, and will remain, a Justice Department priority," said Attorney General Holder.

"As history has consistently shown us, the most successful societies are those in which women are not only engaged in decision-making processes, but also empowered to assume larger roles and participate more broadly in society," said Attorney General Holder.

"I am here not only to pledge the United States’ commitment to these principles – but also our support for the United Nations’ robust efforts to strengthen the rule of law worldwide," said Attorney General Holder.

"Imitation may be the highest form of flattery, but American industry is not looking to be flattered by thieves engaged in illicit competition. Industry seeks a fair and level marketplace where American innovation can thrive," said Deputy Attorney General Cole.

"Although these awards will be utilized in a variety of ways, they will help to achieve our common goals: to advance prosecutions – as well as prevention and education activities – related to IP theft," said Attorney General Holder.

"For more than half a century, Americans have come together every October to celebrate the achievements of workers with disabilities, to call attention to the obstacles and challenges that have yet to be overcome, and to ensure that all employers fulfill their responsibilities to create the conditions and opportunities for citizens with disabilities to grow, to thrive, and to fulfill their full potential – both personally and professionally," said Attorney General Holder.

"I think there's little doubt that over the last four years, the President, the Attorney General and this Department have placed high importance on improving tribal justice and public safety in Indian country," said Acting Associate Attorney General West.

"In the years to come, we look forward to strengthening our partnership with tribal nations, and to building even more effective collaborations with our colleagues at the Department of the Interior and other federal agencies," said Deputy Attorney General Cole.

"Today’s ceremony marks an important opportunity not only to recognize your courage, and your commitment to the cause of justice – but also to express our sincere appreciation for the inspiring examples you provide, and the service you’ve rendered to the department and to our country," said Deputy Attorney General Cole.

U.S. Department of Justice Acting Associate Attorney General Tony West today addressed tribal leaders, law enforcement officers, lawyers and judges, policy experts and health and social services providers, and representatives from federal, state, local and tribal governments following a week of public safety events at the 13th National Indian Nations Conference in Agua Caliente, Calif.

“Above all, our goal is to serve as practical problem solvers on the operational, legal, and policy questions we confront with our partners, and to keep pace with an evolving threat, while ensuring that we do so consistent with the rule of law and civil liberties,” said Assistant Attorney General Monaco.

"One of our top priorities is addressing youth violence. As I’m sure many of you would agree, this is one of the most complex and intractable problems in criminal justice. And because it is so complex, we’ve learned over time that tackling it involves many people – stakeholders from all sectors and from all levels of government," said Acting Assistant Attorney General Leary.

"These realities indicate that stalking is a serious issue for every community across the United States that requires a multidisciplinary approach – Fortunately, many of the agencies that are needed to appropriately address and respond to the crime of stalking are represented on this panel today," said Acting Director Hanson.

"One of the most important aspects of the Executive Order is its emphasis on improving government mechanisms for providing timely cyber threat information to the private sector," said Deputy Attorney General Cole.

"Consumer advocates like NCL are the front line for so many consumers who have been defrauded and just don’t know where to turn. Like its predecessor, the Fraud Center, the new site will make it easier for consumers to report potential fraud or misrepresentation, and for law enforcement organizations, like the Civil Division, to do something about it," said Principal Deputy Assistant Attorney General Delery.

The Justice Department announced that it has reached a comprehensive settlement agreement with the School District of Palm Beach County, Fla., the nation’s eleventh-largest school district, to prevent and address discrimination in school enrollment and student discipline.

"Although there is still much work to be done, the United States has made significant strides in developing effective community responses to intimate partner violence that has stolen far too many promising futures – and shattered far too many lives," said Deputy Attorney General Cole.

The Bureau of Justice Assistance awarded $1 million to the National Crime Prevention Council to support the development of a National Public Education Campaign on the subject of responsible gun ownership and safe gun storage.

"This morning, I’m proud to join Vice President Biden in unveiling the first-ever Domestic Violence Homicide Prevention Demonstration Initiative grant awards – through which the Justice Department will distribute a total of $2.3 million to 12 cities and counties to support innovative programs dedicated to predicting potentially lethal behavior, stopping the escalation of violence, and saving lives," said Attorney General Holder.

The Justice Department announced that, jointly with the Meridian Public School District in Meridian, Miss., and private plaintiffs, it has filed a landmark consent decree to prevent and address racial discrimination in student discipline in district schools.

Acting Assistant Attorney General for the Office of Justice Programs Mary Lou Leary announced that Robert L. Listenbee Jr. has assumed the role as administrator of the Office of Juvenile Justice and Delinquency Prevention.

"I recognize, as you do, that there’s no single prescription for addressing these challenges and confronting their underlying causes. But I also know that those whose lives have been impacted by gun violence – the victims and the survivors – are depending on us," said Attorney General Holder.

"Today, I am firmly committed – as I know everyone here is committed – to keep the promises we’ve made to the American people, and especially to survivors and victims’ families in communities like Newtown," said Attorney General Holder.

The Department of Justice and the Department of Education’s Office for Civil Rights obtained a comprehensive resolution agreement today with the University of Montana-Missoula in Missoula, Mont., to ensure that it responds swiftly and effectively to allegations of sexual assault and harassment by students.
