Youth and Civil Society Action on Sustainable Development Goals: New Multi-Stakeholder Framework Advanced at UN Asia-Pacific Hosted Forum


In late October at the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP) headquarters in Bangkok, a multi-stakeholder coalition was launched to promote the role of youth and civil society in advancing post-2015 United Nations Sustainable Development Goals (SDGs). The youth initiatives, fostering regional integration and youth service impact in the Association of Southeast Asian Nations (ASEAN) and counterpart regions of Northeast and South Asia, will be furthered through a new Asia-Pacific Peace Service Alliance. The alliance is comprised of youth leaders, foundations, civil society entities, multilateral partners and U.N. agencies. Together, their initiatives illustrate the potential of youth and multi-stakeholder coalitions to scale impacts to meet SDG development targets through youth service and social media campaigns, and partnerships with multilateral agencies, nongovernmental organizations, corporations and research institutes.

The “Asia-Pacific Forum on Youth Volunteerism to Promote Participation in Development and Peace” at UN ESCAP featured a new joint partnership of the U.S. Peace Corps and the Korea International Cooperation Agency (KOICA) as well as USAID support for the ASEAN Youth Volunteering Program. With key leadership from ASEAN youth entitles, sponsor FK Norway, Youth Corps Singapore and Peace Corps’ innovative program in Thailand, the forum also furthered President Obama’s goal of Americans serving “side by side” with other nations’ volunteers. The multi-stakeholder Asia-Pacific alliance will be powered by creative youth action and a broad array of private and public partners from Thailand, Malaysia, Myanmar, Indonesia, Singapore, the Philippines, Australia, Korea, China, Mongolia, Japan, India, Nepal, Pakistan, the U.S. and other nations.

During the event, Dr. Shamshad Akhtar, ESCAP executive secretary, pointed out that “tapping youth potential is critical to shape our shared destiny, as they are a source of new ideas, talent and inspiration. For ESCAP and the United Nations, a dynamic youth agenda is vital to ensure the success of post-2015 sustainable development.”

Dr. Surin Pitsuwan, former ASEAN secretary-general, called for a new Asia-wide multilateralism engaging youth and civil society.  In his remarks, he drew from his experience in mobilizing Asian relief and recovery efforts after Cyclone Nargis devastated the delta region of Myanmar in May 2008. Surin, honorary Alliance chairman and this year’s recipient of the Harris Wofford Global Citizenship Award, also noted the necessity of a “spiritual evolution” to a common sense of well-being to redress the “present course of possible extinction” caused by global conflicts and climate challenges. He summoned Asia-Pacific youth, representing 60 percent of the world’s young population, to “be the change you want to see” and to “commit our youth to a useful cause for humanity.”

The potential for similar upscaled service efforts in Africa, weaving regional integration and youth volunteering impact, has been assessed in Brookings research and policy recommendations being implemented in the Common Market of Eastern and Southern Africa (COMESA). Recommendations, many of which COMESA and ASEAN are undertaking, include enabling youth entrepreneurship and service contributions to livelihoods in regional economic integration schemes, and commissioning third-party support for impact evidence research.

A good example of successful voluntary service contributions from which regional economic communities like ASEAN can learn a lot is the current Omnimed pilot research intervention in Uganda. In eastern Ugandan villages, 1,200 village health workers supported by volunteer medical doctors, Uganda’s Health Ministry, Peace Corps volunteers and Global Peace Women are addressing lifesaving maternal and child health outcomes furthering UNICEF’s campaign on “integrated health” addressing malaria, diarrheal disease and indoor cooking pollution. The effort has included construction of 15 secure water sources and 1,200 clean cook stoves along with randomized controlled trials.

Last week, the young leaders from more than 40 nations produced a “Bangkok Statement” outlining their policy guidance and practical steps to guide volunteering work plans for the new Asia-Pacific alliance. Youth service initiatives undertaken in “collective impact” clusters will focus on the environment (including clean water and solar villages), health service, entrepreneurship, youth roles in disaster preparedness and positive peace. The forum was co-convened by ESCAP, UNESCO, the Global Peace Foundation and the Global Young Leaders Academy.

Multi-stakeholder alliance demonstrates the power of volunteers to meet 2030 Goals


Volunteerism remains a powerful tool for good around the world. Young people, in particular, are motivated by the prospect of creating real and lasting change, as well as gaining valuable learning experiences that come with volunteering. This energy and optimism among youth can be harnessed and mobilized to help meet challenges facing our world today and accomplish such targets as the United Nations 2030 Sustainable Development Goals (SDGs).

On June 14, young leaders and development agents from leading non-governmental organizations (NGOs), faith-based organizations, corporations, universities, the Peace Corps, and United Nations Volunteers came together at the Brookings Institution to answer the question on how to achieve impacts on the SDGs through international service.

This was also the 10th anniversary gathering of the Building Bridges Coalition—a multi-stakeholder consortium of development volunteers— and included the announcement of a new Service Year Alliance partnership with the coalition to step up international volunteers and village-based volunteering capacity around the world.

Brookings Senior Fellow Homi Kharas, who served as the lead author supporting the high-level panel advising the U.N. secretary-general on the post-2015 development agenda, noted the imperative of engaging community volunteers to scale up effective initiatives, build political awareness, and generate “partnerships with citizens at every level” to achieve the 2030 goals.  

Kharas’ call was echoed in reports on effective grassroots initiatives, including Omnimed’s mobilization of 1,200 village health workers in Uganda’s Mukono district, a dramatic reduction of malaria through Peace Corps efforts with Senegal village volunteers, and Seed Global Health’s partnership to scale up medical doctors and nurses to address critical health professional shortages in the developing world. 

U.N. Youth Envoy Ahmad Alhendawi of Jordan energized young leaders from Atlas Corps, Global Citizen Year, America Solidaria, International Young Leaders Academy, and universities, citing U.N. Security Council Resolution 2250 on youth, peace, and security as “a turning point when it comes to the way we engage with young people globally… to recognize their role for who they are, as peacebuilders, not troublemakers… and equal partners on the ground.”

Service Year Alliance Chair General Stanley McChrystal, former Joint Special Operations commander, acclaimed, “The big idea… of a culture where the expectation [and] habit of service has provided young people an opportunity to do a year of funded, full-time service.” 

Civic Enterprises President John Bridgeland and Brookings Senior Fellow E.J. Dionne, Jr. led a panel with Seed Global Health’s Vanessa Kerry and Atlas Corps’ Scott Beale on policy ideas for the next administration, including offering Global Service Fellowships in United States Agency for International Development (USAID) programs to grow health service corps, student service year loan forgiveness, and technical support through State Department volunteer exchanges. Former Senator Harris Wofford, Building Bridge Coalition’s senior advisor and a founding Peace Corps architect, shared how the coalition’s new “service quantum leap” furthers the original idea announced by President John F. Kennedy, which called for the Peace Corps and the mobilization of one million global volunteers through NGOs, faith-based groups, and universities.

The multi-stakeholder volunteering model was showcased by Richard Dictus, executive coordinator of U.N. Volunteers; Peace Corps Director Carrie Hessler-Radelet; USAID Counselor Susan Reischle; and Diane Melley, IBM vice president for Global Citizenship. Melley highlighted IBM’s 280,000 skills-based employee volunteers who are building community capacity in 130 countries along with Impact 2030—a consortium of 60 companies collaborating with the U.N.—that is “integrating service into overall citizenship activities” while furthering the SDGs.

The faith and millennial leaders who contributed to the coalition’s action plan included Jim Lindsay of Catholic Volunteer Network; Service Year’s Yasmeen Shaheen-McConnell; C. Eduardo Vargas of USAID’s Center for Faith-Based and Community Initiatives; and moderator David Eisner of Repair the World, a former CEO of the Corporation for National and Community Service. Jesuit Volunteer Corps President Tim Shriver, grandson of the Peace Corps’ founding director, addressed working sessions on engaging faith-based volunteers, which, according to research, account for an estimated 44 percent of nearly one million U.S. global volunteers

The key role of colleges and universities in the coalition’s action plan—including  linking service year with student learning, impact research, and gap year service—was  outlined by Dean Alan Solomont of Tisch College at Tufts University; Marlboro College President Kevin Quigley; and U.N. Volunteers researcher Ben Lough of University of Illinois Urbana-Champaign.

These panel discussion directed us towards the final goal of the event, which was a multi-stakeholder action campaign calling for ongoing collaboration and policy support to enhance the collective impact of international service in achieving the 2030 goals.

This resolution, which remains a working document, highlighted five major priorities:

  1. Engage service abroad programs to more effectively address the 2030 SDGs by mobilizing 10,000 additional service year and short-term volunteers annually and partnerships that leverage local capacity and volunteers in host communities.
  2. Promote a new generation of global leaders through global service fellowships promoting service and study abroad.
  3. Expand cross-sectorial participation and partnerships.
  4. Engage more volunteers of all ages in service abroad.
  5. Study and foster best practices across international service programs, measure community impact, and ensure the highest quality of volunteer safety, well-being, and confidence.

Participants agreed that it’s through these types of efforts that volunteer service could become a common strategy throughout the world for meeting pressing challenges. Moreover, the cooperation of individuals and organizations will be vital in laying a foundation on which governments and civil society can build a more prosperous, healthy, and peaceful world.

Strategies for facilitating biomarker development

The emerging field of precision medicine continues to offer hope for improving patient outcomes and accelerating the development of innovative and effective therapies that are tailored to the unique characteristics of each patient. To date, however, progress in the development of precision medicines has been limited due to a lack of reliable biomarkers for many diseases. Biomarkers include any defined characteristic—ranging from blood pressure to gene mutations—that can be used to measure normal biological processes, disease processes, or responses to an exposure or intervention. They can be extremely powerful tools for guiding decision-making in both drug development and clinical practice, but developing enough scientific evidence to support their use requires substantial time and resources, and there are many scientific, regulatory, and logistical challenges that impede progress in this area.

On October 27th, 2015, the Center for Health Policy at The Brookings Institution convened an expert workshop that included leaders from government, industry, academia, and patient advocacy groups to identify and discuss strategies for addressing these challenges. Discussion focused on several key areas: the development of a universal language for biomarker development, strategies for increasing clarity on the various pathways for biomarker development and regulatory acceptance, and approaches to improving collaboration and alignment among the various groups involved in biomarker development, including strategies for increasing data standardization and sharing. The workshop generated numerous policy recommendations for a more cohesive national plan of action to advance precision medicine.

Patient Medication Information: Keep It Simple, Stakeholders


Erica has a history of cardiac issues. She visits her doctor for a regular checkup and her doctor writes a new prescription to better control her heart disease. Unfortunately, her doctor didn't mention any instructions, except to take it once a day. Erica thanks her doctor and heads to the pharmacy. At the check-out counter, the clerk hands Erica her new prescription drug, in addition to three documents stapled to the bag that he says "will explain everything you need to know about your medication." Later on, while reviewing the materials at home, Erica is overwhelmed by the information, which is in fine print and difficult to understand. She is frustrated and confused, and tosses the documents in the trash.

This scenario is not uncommon. Research suggests that about 50 percent of Americans find it difficult to read health information.[i] Consumers who cannot find the information they need, or who do not understand the information because it is presented in a convoluted manner, are less likely to use it to prevent unnecessary medical errors. In Erica’s case, she could have ended up in the emergency room because she missed some basic warnings about her prescription. For example, one warning might have been that she should not chew the medication because it was an extended release capsule. Chewing the capsule could release the entire day’s dose at once, resulting in an unintended overdose.

We know that consumers are receiving information – sometimes too much information. Not only are consumers receiving pages of medication information, the information they receive is uncoordinated and sometimes conflicting. Some documents are written by the drug manufacturer, and others are written by pharmacies or another third party. Some medication information documents are FDA-approved and others are not.

The real question is – could medication information be presented in such a way that it would be more useful for consumers? The answer is a resounding “yes.” One study found that just 75 percent of consumer medication information met the minimum criteria for usefulness.[ii] That number might be impressive as a field goal percentage in the NBA, but for consumers it represents an unmet need for high quality medication information.

The U.S. Food and Drug Administration (FDA) has spent the past several years working with stakeholders to determine the most effective methods for conveying medication information. One overarching principle that has emerged from FDA’s engagement with the health care community is the need for a single, standardized document to replace the numerous existing documents. This document is identified as Patient Medication Information (PMI).

PMI creates an easier way for consumers to access and understand their medication information. By presenting the most salient pieces of information – including drug uses, warnings, side effects, and directions – on a single page that is easy to navigate, PMI can be a useful tool for enhancing treatments and preventing avoidable medication errors or side effects. PMI holds promise both for consumers and the broader health care system. For consumers, PMI could contribute to better outcomes and an overall improvement in patient experience. For health systems, PMI’s positive impact on medication adherence could improve performance on quality measures, such as hospital readmissions, that could lead to shared savings or other rewards.

Through a cooperative agreement, the Engelberg Center for Health Care Reform at the Brookings Institution has worked in collaboration with FDA over the past few years to convene a series of workshops focused on identifying best PMI practices – for example, how to make PMI both more usable and accessible.  Workshop participants identified several guiding principles for improving the content, format, and distribution of PMI.

PMI Guiding Principles

PMI content should be consumer-friendly. Expert stakeholders identified a lack of consumer-friendly information as one of the most important barriers to effectively communicating critical medication information. To fix this problem, the language used in PMI will need to be simplified, patient-centric, and understandable across the entire spectrum of health literacy levels. The types of information that should be included in PMI must be essential for taking a medication properly. Extraneous information, such as a discussion of previous treatments a consumer must have previously tried and failed before receiving the new prescription, may be more confusing than helpful.

The best PMI formats are simple and easy to navigate. Consumers don’t want to be given a technical-looking instruction manual when they pick up their prescriptions. Participants at the workshops generally agreed that it would be ideal to keep PMI to a single page. They also agreed that actionable headers that help consumers locate the information they are looking for are preferable to the question and answer format (e.g., “Uses” and “Directions” are more effective than “What does the drug treat?” and “How do I use the drug?”). There was consensus on the point that consumers will ultimately decide the best format.

Access to PMI will be bolstered by multiple channels of distribution. Paper is still the primary source of medication information, and is preferred by certain demographics. However, technology is revolutionizing the way consumers receive information. This is generally good for society, but it introduces some challenges, including the fact that consumers now have more access to information of questionable quality.  One method for ensuring access to consistent and high quality PMI would be to have a central repository for all PMI documents. This approach could support distribution of both printed and electronic PMI. Access to PMI could be further enhanced by making it available on smartphones and via email.

On July 1, the Center will convene a public meeting that will provide an opportunity for the health care community to discuss the issues mentioned above. Researchers will give an update on progress made since the previous meetings and share the lessons they learned from recent studies. Diverse stakeholders – including patient advocacy groups, providers, pharmacies, and drug manufacturers – will provide their perspectives on the future of PMI and assess their role in making high quality PMI a reality. 

There are many issues that need to be addressed in exploring the promise of PMI. However, one thing that participants at the July 1 meeting should remember is this: Keep it simple, stakeholders.

While the future impact of rising powers such as Brazil, Russia, India and China is uncertain and the shifting political landscape in the Arab world is still playing out, the influence of these emerging nations is a central fact of geopolitics.

Already the global financial crisis, the Copenhagen climate negotiations, and the debate over Iran sanctions have illustrated the potential, the pitfalls, and above all the centrality of the relationship between American power and the influence of these rising actors and developing democracies.

In a new paper, Senior Fellow Bruce Jones, director of the Managing Global Order Project at Brookings, argues the greatest risk lies not in a single peer competitor but in the erosion of cooperation on issues vital to U.S. interests and a stable world order. U.S. power is indispensible for that purpose but not sufficient. No longer the CEO of Free World Inc., the United States is now the largest minority shareholder in Global Order LLC.

On March 15, the Brookings Institution and Foreign Policy magazine hosted the launch of Bruce Jones’s paper "Largest Minority Shareholder in Global Order LLC: The Changing Balance of Influence and U.S. Strategy." Panelists explored the prospects for cooperation on global finance and transnational threats; the need for new investments in global economic and energy diplomacy; and the case for new crisis management tools to help de-escalate inevitable tensions with emerging powers.

Shareholders get a louder voice

Publicly traded companies in the U.S. provide their shareholders with a voice on who runs the company.  But corporate governance is not like a political democracy where voters usually choose between two candidates.   The company's slate of directors is typically the only one presented to its shareholders who have a limited choice - vote for the company's slate or withhold their votes. 

Recently, however, the director election process has begun to become more democratic. This is happening gradually on an individual company basis under Delaware law, and not by a federal rule applicable to all publicly traded companies. 

In the United States, the traditional rule is that a company's current board nominates its slate of directors for the next annual election.  Then the company foots the bill to prepare and solicit proxies for this slate from all the company's shareholders, typically mailing them ballots.

Although shareholders may nominate their own candidate to be a director, they must bear the entire expense of preparing and distributing proxy materials to all the company's shareholders.  For large publicly traded companies, this expense is so high that it effectively prevents most shareholders from making director nominations (unless someone is waging a proxy fight for control).

In an effort to help even the playing field, the Securities and Exchange Commission (SEC) in 2010 adopted the "proxy access" rule, which would have allowed certain shareholders to nominate less than a majority of a company's directors.  Then these shareholder nominees would have to be included in the company's proxy materials along with its slate of proposed directors.  However, the SEC rule was struck down by the DC Court of Appeals on procedural grounds. 

While the SEC has not proposed a revised proxy access rule, Delaware law now permits companies chartered in that state to adopt a bylaw authorizing shareholder nominations (the charters of most large American companies are registered in Delaware because of its favorable corporate laws).  Thus, Delaware law now provides a mechanism for a large company to allow proxy access under conditions acceptable to that company and its shareholders.

On February 6 of this year, General Electric led the way by adopting a bylaw allowing shareholders to nominate a few directors if these shareholders held at least 3 percent of the company's voting shares for at least three years.  Given the size and prominence of General Electric, it is a signal event – many companies should follow suit.

More broadly, this 3+3 approach of General Electric is being advocated by officials at New York City's

pension plan (NYCers), which holds over $160 billion in assets.   NYCers has submitted "advisory" shareholder resolutions to 75 public companies in which it holds shares.   While these resolutions are not binding on the company, they carry significant weight if approved by a substantial majority of voting shareholders.

In response, Whole Foods has proposed to allow director nominations by shareholders owning at least 9 percent of their shares for at least 5 years.   After a series of complex legal moves, the SEC has declined to permit Whole Foods to exclude the 3+3 proposal because the company is making a different proposal on the same subject.

The SEC's non-decision, together with General Electric's dramatic move, reopens the debate on the pros and cons of proxy access.  Here are some of the key arguments and counterarguments.

  • Company officials worry that proxy access will lead to special interest groups hijacking boards for their own purposes.   But shareholder advocates say that the hijacking scenario is unlikely because of the 3 percent ownership threshold and the need to garner over 50 percent of shareholder votes for their nominees.
  • Company officials believe that shareholders would be confused if there were more than one set of directors nominated in the same proxy materials. But shareholder advocates can show how proxy materials can be easily understood by clearly separating company and shareholder nominees.
  • Shareholder advocates believe that proxy access is likely to increase constructive engagement between company directors and their large institutional shareholders. But company officials are concerned that proxy access will disrupt the election process and lead to dissension among directors.
  • Shareholder advocates point out that in countries like Australia and United Kingdom that do have proxy access, it is used sparingly by large shareholders. But company officials emphasize that the U.S. is a much more adversarial society, with more aggressive tactics by activist hedge funds and others.

We cannot resolve these arguments and counterarguments on proxy access in the abstract.

Instead, though actions of companies like General Electric and shareholders like the New York City pension plan, we will be able to examine the actual effects of various methods and conditions for shareholders to nominate directors.  Let’s see what happens on the ground.

What must corporate directors do? Maximizing shareholder value versus creating value through team production


In our latest 21st Century Capitalism initiative paper, "What must corporate directors do? Maximizing shareholder value versus creating value through team production," author Margaret M. Blair explores how the share value maximization norm (or the “short-termism” malady) came to dominate, why it is wrong, and why the “team production” approach provides a better basis for governing corporations over the long term.

Blair reviews the legal and economic theories behind the share-value maximization norm, and then lays out a theory of corporate law building on the economics of team production. Blair demonstrates how the team production theory recognizes that creating wealth for society as a whole requires recognizing the importance of all of the participants in a corporate enterprise, and making sure that all share in the expanding pie so that they continue to collaborate to create wealth.

Arguing that the corporate form itself helps solve the team production problem, Blair details five features which distinguish corporations from other organizational forms:

  1. Legal personality
  2. Limited liability
  3. Transferable shares
  4. Management under a Board of Directors
  5. Indefinite existence

Blair concludes that these five characteristics are all problematic from a principal-agent point of view where shareholders are principals. However, the team production theory makes sense out of these arrangements. This theory provides a rationale for the role of corporate directors consistent with the role that boards of directors historically understood themselves to play: balancing competing interests so the whole organization stays productive.

Youth and Civil Society Action on Sustainable Development Goals: New Multi-Stakeholder Framework Advanced at UN Asia-Pacific Hosted Forum


In late October at the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP) headquarters in Bangkok, a multi-stakeholder coalition was launched to promote the role of youth and civil society in advancing post-2015 United Nations Sustainable Development Goals (SDGs). The youth initiatives, fostering regional integration and youth service impact in the Association of Southeast Asian Nations (ASEAN) and counterpart regions of Northeast and South Asia, will be furthered through a new Asia-Pacific Peace Service Alliance. The alliance is comprised of youth leaders, foundations, civil society entities, multilateral partners and U.N. agencies. Together, their initiatives illustrate the potential of youth and multi-stakeholder coalitions to scale impacts to meet SDG development targets through youth service and social media campaigns, and partnerships with multilateral agencies, nongovernmental organizations, corporations and research institutes.

The “Asia-Pacific Forum on Youth Volunteerism to Promote Participation in Development and Peace” at UN ESCAP featured a new joint partnership of the U.S. Peace Corps and the Korea International Cooperation Agency (KOICA) as well as USAID support for the ASEAN Youth Volunteering Program. With key leadership from ASEAN youth entitles, sponsor FK Norway, Youth Corps Singapore and Peace Corps’ innovative program in Thailand, the forum also furthered President Obama’s goal of Americans serving “side by side” with other nations’ volunteers. The multi-stakeholder Asia-Pacific alliance will be powered by creative youth action and a broad array of private and public partners from Thailand, Malaysia, Myanmar, Indonesia, Singapore, the Philippines, Australia, Korea, China, Mongolia, Japan, India, Nepal, Pakistan, the U.S. and other nations.

During the event, Dr. Shamshad Akhtar, ESCAP executive secretary, pointed out that “tapping youth potential is critical to shape our shared destiny, as they are a source of new ideas, talent and inspiration. For ESCAP and the United Nations, a dynamic youth agenda is vital to ensure the success of post-2015 sustainable development.”

Dr. Surin Pitsuwan, former ASEAN secretary-general, called for a new Asia-wide multilateralism engaging youth and civil society.  In his remarks, he drew from his experience in mobilizing Asian relief and recovery efforts after Cyclone Nargis devastated the delta region of Myanmar in May 2008. Surin, honorary Alliance chairman and this year’s recipient of the Harris Wofford Global Citizenship Award, also noted the necessity of a “spiritual evolution” to a common sense of well-being to redress the “present course of possible extinction” caused by global conflicts and climate challenges. He summoned Asia-Pacific youth, representing 60 percent of the world’s young population, to “be the change you want to see” and to “commit our youth to a useful cause for humanity.”

The potential for similar upscaled service efforts in Africa, weaving regional integration and youth volunteering impact, has been assessed in Brookings research and policy recommendations being implemented in the Common Market of Eastern and Southern Africa (COMESA). Recommendations, many of which COMESA and ASEAN are undertaking, include enabling youth entrepreneurship and service contributions to livelihoods in regional economic integration schemes, and commissioning third-party support for impact evidence research.

A good example of successful voluntary service contributions from which regional economic communities like ASEAN can learn a lot is the current Omnimed pilot research intervention in Uganda. In eastern Ugandan villages, 1,200 village health workers supported by volunteer medical doctors, Uganda’s Health Ministry, Peace Corps volunteers and Global Peace Women are addressing lifesaving maternal and child health outcomes furthering UNICEF’s campaign on “integrated health” addressing malaria, diarrheal disease and indoor cooking pollution. The effort has included construction of 15 secure water sources and 1,200 clean cook stoves along with randomized controlled trials.

Last week, the young leaders from more than 40 nations produced a “Bangkok Statement” outlining their policy guidance and practical steps to guide volunteering work plans for the new Asia-Pacific alliance. Youth service initiatives undertaken in “collective impact” clusters will focus on the environment (including clean water and solar villages), health service, entrepreneurship, youth roles in disaster preparedness and positive peace. The forum was co-convened by ESCAP, UNESCO, the Global Peace Foundation and the Global Young Leaders Academy.

Multi-stakeholder alliance demonstrates the power of volunteers to meet 2030 Goals


Volunteerism remains a powerful tool for good around the world. Young people, in particular, are motivated by the prospect of creating real and lasting change, as well as gaining valuable learning experiences that come with volunteering. This energy and optimism among youth can be harnessed and mobilized to help meet challenges facing our world today and accomplish such targets as the United Nations 2030 Sustainable Development Goals (SDGs).

On June 14, young leaders and development agents from leading non-governmental organizations (NGOs), faith-based organizations, corporations, universities, the Peace Corps, and United Nations Volunteers came together at the Brookings Institution to answer the question on how to achieve impacts on the SDGs through international service.

This was also the 10th anniversary gathering of the Building Bridges Coalition—a multi-stakeholder consortium of development volunteers— and included the announcement of a new Service Year Alliance partnership with the coalition to step up international volunteers and village-based volunteering capacity around the world.

Brookings Senior Fellow Homi Kharas, who served as the lead author supporting the high-level panel advising the U.N. secretary-general on the post-2015 development agenda, noted the imperative of engaging community volunteers to scale up effective initiatives, build political awareness, and generate “partnerships with citizens at every level” to achieve the 2030 goals.  

Kharas’ call was echoed in reports on effective grassroots initiatives, including Omnimed’s mobilization of 1,200 village health workers in Uganda’s Mukono district, a dramatic reduction of malaria through Peace Corps efforts with Senegal village volunteers, and Seed Global Health’s partnership to scale up medical doctors and nurses to address critical health professional shortages in the developing world. 

U.N. Youth Envoy Ahmad Alhendawi of Jordan energized young leaders from Atlas Corps, Global Citizen Year, America Solidaria, International Young Leaders Academy, and universities, citing U.N. Security Council Resolution 2250 on youth, peace, and security as “a turning point when it comes to the way we engage with young people globally… to recognize their role for who they are, as peacebuilders, not troublemakers… and equal partners on the ground.”

Service Year Alliance Chair General Stanley McChrystal, former Joint Special Operations commander, acclaimed, “The big idea… of a culture where the expectation [and] habit of service has provided young people an opportunity to do a year of funded, full-time service.” 

Civic Enterprises President John Bridgeland and Brookings Senior Fellow E.J. Dionne, Jr. led a panel with Seed Global Health’s Vanessa Kerry and Atlas Corps’ Scott Beale on policy ideas for the next administration, including offering Global Service Fellowships in United States Agency for International Development (USAID) programs to grow health service corps, student service year loan forgiveness, and technical support through State Department volunteer exchanges. Former Senator Harris Wofford, Building Bridge Coalition’s senior advisor and a founding Peace Corps architect, shared how the coalition’s new “service quantum leap” furthers the original idea announced by President John F. Kennedy, which called for the Peace Corps and the mobilization of one million global volunteers through NGOs, faith-based groups, and universities.

The multi-stakeholder volunteering model was showcased by Richard Dictus, executive coordinator of U.N. Volunteers; Peace Corps Director Carrie Hessler-Radelet; USAID Counselor Susan Reischle; and Diane Melley, IBM vice president for Global Citizenship. Melley highlighted IBM’s 280,000 skills-based employee volunteers who are building community capacity in 130 countries along with Impact 2030—a consortium of 60 companies collaborating with the U.N.—that is “integrating service into overall citizenship activities” while furthering the SDGs.

The faith and millennial leaders who contributed to the coalition’s action plan included Jim Lindsay of Catholic Volunteer Network; Service Year’s Yasmeen Shaheen-McConnell; C. Eduardo Vargas of USAID’s Center for Faith-Based and Community Initiatives; and moderator David Eisner of Repair the World, a former CEO of the Corporation for National and Community Service. Jesuit Volunteer Corps President Tim Shriver, grandson of the Peace Corps’ founding director, addressed working sessions on engaging faith-based volunteers, which, according to research, account for an estimated 44 percent of nearly one million U.S. global volunteers

The key role of colleges and universities in the coalition’s action plan—including  linking service year with student learning, impact research, and gap year service—was  outlined by Dean Alan Solomont of Tisch College at Tufts University; Marlboro College President Kevin Quigley; and U.N. Volunteers researcher Ben Lough of University of Illinois Urbana-Champaign.

These panel discussion directed us towards the final goal of the event, which was a multi-stakeholder action campaign calling for ongoing collaboration and policy support to enhance the collective impact of international service in achieving the 2030 goals.

This resolution, which remains a working document, highlighted five major priorities:

  1. Engage service abroad programs to more effectively address the 2030 SDGs by mobilizing 10,000 additional service year and short-term volunteers annually and partnerships that leverage local capacity and volunteers in host communities.
  2. Promote a new generation of global leaders through global service fellowships promoting service and study abroad.
  3. Expand cross-sectorial participation and partnerships.
  4. Engage more volunteers of all ages in service abroad.
  5. Study and foster best practices across international service programs, measure community impact, and ensure the highest quality of volunteer safety, well-being, and confidence.

Participants agreed that it’s through these types of efforts that volunteer service could become a common strategy throughout the world for meeting pressing challenges. Moreover, the cooperation of individuals and organizations will be vital in laying a foundation on which governments and civil society can build a more prosperous, healthy, and peaceful world.

Don’t hold back on fighting the Taliban


Should the United States and NATO consider deploying their current airpower in Afghanistan more assertively? In a May 21 Wall Street Journal op-ed, that’s what retired general and former Afghanistan commander David Petraeus and I contend. Under current rules of engagement, their airpower is used only against al-Qaida or ISIS targets, or when NATO troops are in imminent danger—or, in extremis, when there is a strategic threat to the mission from Taliban attack. As a result of this and other factors, the employment of ordnance by U.S. airpower in Afghanistan is far less than in Iraq and Syria—perhaps by a factor of 20 less, in fact.

But the Taliban can and should be targeted more comprehensively in Afghanistan. An American drone strike over the weekend in the Pakistani province of Baluchistan killed the leader of the Afghan Taliban, Mullah Akhtar Mohammed Mansour. That’s welcome news, since the organization he led is the group that allowed al-Qaida to use Afghan bases to prepare the 9/11 attacks; they continue to kill many innocent Afghan and NATO troops, including with horrific attacks in Kabul and elsewhere; they continue to favor draconian measures if they are ever able to regain power in Afghanistan in the future; and they remain a serious threat to the Afghan government and people. The fight against them is far from lost, but the Afghan military's airpower remains underdeveloped and in need of considerable help from the United States and NATO for at least a couple more years.

Can the center hold?


The first stanza of William Butler Yeats much quoted poem, The Second Coming, contains the words:

‘Things fall apart, the center cannot hold....
The best lack all conviction,
While the worst are full of passionate intensity.’

It is unclear whether these words, penned in 1919 referred only to the Irish war of independence or somehow expressed a prescient vision of what Yeats called ‘the blood-dimmed tide’ that would soon engulf Europe. But there can be little doubt that these words eerily convey the tone and content of much that passes today for political speech in the United States.

Why are things falling apart? Why are so many Americans rejecting those in both parties whom they have trusted in the past to lead them? Why are they turning to rebels and outsiders so disturbingly full of passionate intensity? I believe that the answer resides in three identifiable strands in recent history, largely separate but temporally linked. One is a belief that traditional elites whom the public has long trusted to lead them lack the will and the capacity to act in the nation’s best interest. The second is a series of economic developments that have fallen with particular severity on those Americans with less-than-college education. The third is a shift in values and norms of behavior that have liberated many but that threaten others and are at war with deeply held convictions of many. Chasm-like differences in values separate people with shared economic interests.

Ordinarily, blunders by those in power cause voters to switch allegiance from one set of leadership elites to another with a more appealing agenda. Successful candidates have long run against Washington, often from state governorships, but never in rebellion against the core ideas of their parties. The debate in both parties is different this year. The insurgent in the Democratic primaries, a long-serving Senator, is tapping into anger among many Democrats who believe that party leaders have been too willing to compromise on ideas to which the party faithful are devoted but that party leaders regard as dubious policy (protectionism), impracticable (single-payer health reform), or both (highly progressive taxes).

The debates among the Republican candidates are redolent with something more visceral—fear, anger, and sadness that, as they see it, the fundamentals that define American life are in mortal jeopardy. Republican primary voters have turned to candidates who promise an end to compromise with and even civility toward those whose policies and values they reject.

The decline of trust in elected officials is stunning and crosses party lines. In 1964, 77 percent of Americans trusted the federal government to do what is right always or most of the time. And with good reason. The administration of Franklin Delano Roosevelt had struggled mightily, with mixed results to be sure but always with irrepressible confidence, to restore prosperity after the Great Depression. The federal government—the president and Congress acting jointly—had organized the nation to fight and win the largest and bloodiest war in world history. A quarter century of rapid economic growth followed the war. Incomes of all economic groups increased. Success fostered trust.

The two major parties differed, of course, often bitterly, exemplified by the Red Scare and McCarthyism of the 1940s and 1950s. But the range of views within each party far exceeded the average difference between them. Conservative, segregationist, and anti-union Democrats of the South had little other than a party label in common with liberal, intergrationist, and pro-union Democrats of the North and West. A gap only slightly narrower separated the internationalist, ‘modern’ Republicans led by Dwight Eisenhower, Henry Cabot Lodge, and Arthur Vandenberg from the conservative, isolationist Republicans represented by Robert Taft and John Bricker. The Republican party encompassed similarly wide differences as recently as the administration of Ronald Reagan, seen incorrectly by many as ideologically unified. In order to succeed, aspirants for party leadership had to master the art of compromise. Party standard-bearers for whom intra-party political bargaining and compromise were second nature, found it natural to apply those same skills in inter-party dealings.

In the glow of post-World War II America, few recognized how unusual it was for Americans to have confidence in the efficacy of the federal government. The founding fathers deeply distrusted centralized power. They divided authority among three branches of government expressly to frustrate the exercise of such power. They reserved to the states all powers other than those the Constitution explicitly granted to the central government. The first decades in the life of the new nation saw repeated and sometimes violent resistance to actions of the national government, culminating in the Civil War, the bloodiest war in our history.

Erosion of the post-World War II interlude began in earnest with the Vietnam War and Watergate. Then the economy turned sour, buffeted by the first OPEC ‘oil shock’ and the recession that followed. Growth of productivity slowed. So did growth of per worker earnings. Inequality, which had fallen for more than four decades, began to increase. Faith in the federal government rebounded during the Reagan administration in part and paradoxically because he appealed to the abiding distrust of Washington. It fell again toward the end of the eighties, but recovered briefly in the 1990s following the well-managed, ‘good war’ against Iraq and the only decade since the 1960s during which incomes grew across the entire income distribution. Trust in government reached a high of 60 percent in October 2001, one month after 9/11.

Then, based on inaccurate information or downright lies about weapons of mass destruction by its leaders, the United States invaded Iraq. Thousands of soldiers died, tens of thousands were wounded, and trillions of dollars were spent. When America withdrew, chaos ensued. It is not hard to understand why voters would bitterly blame elites for the self-inflicted wounds from a misbegotten war.

On the home front, blinkered or feckless elites were blind to the emerging real-estate bubble, to rampant financial mismanagement, and to plain fraud, practiced not only by get-rich financial scammers by also by their complicit customers. In 2007 and 2008, the financial system teetered and nearly collapsed. Economic chaos ensued. Elites suffered sharp losses, but regained most of those losses during a recovery in which the top few percent of the income and wealth distribution enjoyed most of the gains. Public policy shored up financial system, a move that doubtless saved Main Street as well. It also supported incomes of the middle class through such government programs as Unemployment Insurance and food assistance. But relief for the financial sector struck those suffering unemployment, foreclosures, and vanishing home-equity as evidence of cozy collusion between policy-makers of both parties and the plutocrats who caused mass suffering and epidemic insecurity.

The U.S. economy has since recovered better than those of most other developed nations. It has done so despite prematurely restrictive fiscal policy, adopted before recovery was well advanced, out of a bizarre belief that imagined future problems from future budget deficits posed a greater threat to the nation than did current mass unemployment. Average earnings, stagnant for four decades, remained flat. Earnings of workers with less than college education actually fell. Expansion of such government programs as the earned income tax credit and Medicaid offset such losses to a degree. But they are a poor substitute for the across-the-board income growth of the post-World-War-II decades. And they have done little or nothing to offset forces, including the decline of unions and competition from low-wage workers abroad, that have hammered earnings of low-skilled workers.

Can one be surprised that by 2015 the fraction of Americans who said that the federal government will do the right thing always or most of the time had fallen to 26 percent among Democrats and to a dismal 11 percent among Republicans?

A dispassionate outsider might point out that the United States remains an island of stability to which millions around the world flock for refuge and opportunity and that the U.S. economy is still stronger than that of any other developed nation. But that same dispassionate observer could also note that social and economic mobility, never as great as popular myth supposed, had fallen well below that in other nations and that U.S. economic inequality surpassed that of any other developed nation. With a cold eye, that observer might well conclude that the dyspeptic majorities in both parties have reason to reject leaders who failed them so often and so catastrophically.

Although anger at the objective failures of leadership elites has a solid rational basis, rational anger cannot fully explain the emotional intensity of alienation among large swaths of the American population. To understand that depth of feeling, it is necessary recognize that shifts in values, sex roles, and civil rights—changes that have enhanced lives of most Americans—have also eroded the objective condition and subjective sense of security, status, and well-being of many of our fellow citizens.

Women, summoned from domesticity to factory and office jobs during World War II, returned to birth the Baby Boom. When that was done, they began an inexorable march back to paid work. At first they were confined to such ‘appropriate’ occupations as teachers, secretaries, and nurses—career ghettos with short job ladders and low ceilings. A succession of rebellions against such limits became a massive civil rights revolution, spawning exhilarating opportunities for half of the population. The flood of women into the labor force and into occupations from which they had largely been excluded was a boon not just for them but also and for U.S. economic capacity. It was, however, a decidedly mixed blessing for many men—for those working men who lost monopoly possession of many occupations, for married men threatened more by the erosion of economic dominance within the family than appreciative of added income from empowered economic partners, and for single men who found themselves devalued as potential ‘husband-providers.’

For African Americans, the Emancipation Proclamation ended legal slavery, but not repression. Official policy—federal, state, and local—and private collusion perpetuated subjugation well into the 20th century. Litigation and direct political action eventually curbed those practices, albeit slowly, painfully, and incompletely. Here too, there were gains and losses...gains for African-Americans and other people of color, whose rights to live and work where they wanted expanded, and gains for the nation as a whole, which benefitted from an expanded pool of talent and from the first steps in expiating opprobrious behavior toward fellow citizens.

Again, not everyone gained. Some have had to confront new economic competition. Some, rightly or wrongly, have seen affirmative action as depriving them of access to services once exclusively theirs. Others react against favoritism even toward groups long egregiously disfavored. And still other whites, lacking wealth or status, lost the unpriced yet priceless satisfaction of feeling superior to others.

As women and people of color entered occupations from which they had long been excluded, technical change and competition from abroad eroded the base of well-paid jobs for those with comparatively little education. Unionized jobs disappeared, as did the extra earnings and fringe benefits that unions extracted from resistant employers. White men without college degrees and the women who were their partners no longer could count on rising wages and the improved status that comes with seniority in career jobs. The toll was not only economic but physical. While life-expectancies of middle and upper income men and women rose sharply, life-expectancies of lower-income women fell and of lower-income men barely increased because of drug use, depression, and other self-destructive personal behaviors

An upheaval in social norms and values accompanied these market-place developments. The contraceptive revolution weakened the link of sex to marriage. Cohabitation, once known as ‘living in sin,’ became a normal precursor or alternative to marriage—the ‘first union’ for 70 percent of women with less-than-college education. Women increasingly came to bear children as single mothers and to do so without shame, or with much less of it than in the past. Homosexuality, formerly regarded as abnormal at best and criminal at worst, emerged from the shadows to become generally, if not universally, accepted. Whites males, once economically, culturally, and politically dominant, saw one area of ascendancy after another slipping from their control, as women achieved economic and sexual independence and as people with skins darker than theirs emerged from the social and economic shadows. Demographers heralded the imminent emergence of a majority-minority nation. The idea of white ascendancy, if not superiority, morphed from accepted truth into anachronistic myth.

These three forces—bald failures of leadership, changes in the relative standing of races and sexes, and upheavals in accepted values—explain the moods within each political party. The weights attached to each of these forces varies across the political spectrum. Bernie Sanders cites growing economic inequality, favoritism toward the rich, and past foreign policy blunders. Donald Trump exploits resentment, particularly that of white males with little education, with scattershot attacks on virtually every other group he can find and indicts leaders for what he sees as current as well as past foreign policy mistakes. Ted Cruz, unabashedly asks voters in a nation founded on religious tolerance to allow immigration only of Christians-at least for now.

The electorate will choose a new president and new legislators a few months hence. That election will determine who is president and who serves in the House and Senate. But it will not remove the forces that have caused so many to scorn leaders they once trusted. The center may hold once again. But if it does, it will do so tenuously, and it will be on probation.

To help low-income American households, we have to close the "work gap"


When Franklin Roosevelt delivered his second inaugural address on January 20, 1936 he lamented the “one-third of a nation ill-housed, ill-clad, ill-nourished.” He challenged Americans to measure their collective progress not by “whether we add more to the abundance of those who have much; [but rather] whether we provide enough for those who have too little.” In our new paper, One third of a nation: Strategies for helping working families, we ask a simple question: How are we doing?

In brief, we find that:

  • The gulf in labor market income between the haves and have-nots remains wide. The median income of households in the bottom third in 2014 was $24,000, just a little more than a quarter of the median of $90,000 for the top two-thirds.
  • The bottom-third households are disproportionately made up of minority adults, adults with limited educational attainment, and single parents.  
  • The most important reason for the low incomes of the bottom third is a “work gap”: the fact that many are not employed at all, or work limited hours. 

The work gap

The decline in labor force participation rates has been widely documented, but the growing gulf in the work gap between the bottom third and the rest of the population is truly striking:

While the share of men who are employed in the top two-thirds has been quite stable since 1980, lower-income men’s work rates have declined by 11 percentage points. What about women?

Middle- and upper-income women have increased their work rates by 13 percentage points. This has helped maintain or even increase their family’s income. But employment rates among lower-income women have been flat, despite reforms of the welfare system and safety net designed to encourage work.

Why the lack of paid work for the bottom third?

Many on the left point to problems like low pay and lack of access to affordable childcare, and so favor a higher minimum wage and more subsidies for daycare. For many conservatives, the problem is rooted in family breakdown and a dependency-inducing safety net. They therefore champion proposals like marriage promotion programs and strict work requirements for public benefits. Most agree about the importance of education.

We model the impact of a range of such proposals, using data from the Census Bureau, specifically: higher graduation rates from high school, a tighter labor market, a higher minimum wage, and “virtual” marriages between single mothers and unattached men. In isolation, each has only modest effects. In our model, the only significant boost to income comes from employment, and in particular from assuming that all bottom-third household heads work full time:

Time to debate some more radical solutions 

It may be that the standard solutions to the problems of the bottom third, while helpful, are no longer sufficient. A debate about whether to make safety net programs such as Food Stamps and housing assistance conditional on work or training is underway. So are other solutions such as subsidized jobs (created by some states during the Great Recession as a natural complement to a work-conditioned safety net), more work sharing (used in Germany during the recession), or even a universal basic income (being considered by Swiss voters in June).
