French Education Minister Says School Reopenings Will Be Done 'Very Progressively'

Primary schools in France are reopening next week. There will, of course, be social distancing measures in place. Class sizes will be limited to 15 and no games at recess. It's a gradual three-week process beginning with preschoolers. The government says the reopening is voluntary and students won't be forced to return. Still, many parents and administrators are against the plan. More than 300 mayors in the Paris region signed an open letter to President Macron, urging a delay in reopening and saying the timeline is " untenable and unrealistic ." They said schools needed more time to implement the required sanitary measures. Jean-Michel Blanquer, France's minister of education, talked with Mary Louise Kelly on All Things Considered about bringing students back to class for the first time since mid-March. Here are selected excerpts: Do you think they will come? Do you think you will have 15 students in classrooms come next week? Yes, because we are asking the parents during the last

Northern Illinois Mayors Expect Little Disruption From Minimum Wage Hike

The Mayors of DeKalb and Rockford responded to the statewide minimum wage hike that was signed into law last week. The measure will raise the state's minimum wage to $15 per hour by 2025. DeKalb Mayor Jerry Smith worries about the effect this may have on small businesses. Smith says he would have preferred that the increase be done more incrementally. "I would have liked to have seen something that was written into law that mandated perhaps a one or two year step, and then let's take a look at it," he said. "You know, economies change." But he says the law taking effect means businesses know what to expect. "If you know that you're going to be paying nine and a quarter next year and ten the following year, or whatever the case may be, the smart businesses -- small or large -- are going to make those adjustments that are necessary so the bottom line is still black," he said. Smith says the City of DeKalb already pays its employees at a level where the wage hike's effect on city

The Trump Administration’s Plan to Deport Victims of Human Trafficking

The New Yorker contributor Jenna Krajeski recently met with a woman who calls herself Esperanza. In her home country, Esperanza was coerced and threatened into prostitution, and later was trafficked into the United States, where she was subjected to appalling conditions. Esperanza eventually obtained legal help, and applied for something called a T visa. The T visa contains unusual provisions that recognize the unique circumstances of human-trafficking victims in seeking legal status. It has also been a crucial tool to obtaining victims’ coöperation in prosecuting traffickers. The Trump Administration claims to want to fight the problem of human trafficking, but Krajeski notes that its policies have done the opposite: T-visa applicants can now be deported if their applications are rejected. This dramatic change in policy sharply reduced the number of applications from victims seeking help. “If what [the Administration] cares about is putting traffickers in prison, which is what they say they care about, their prosecutions are going down and will go down further,” Martina Vandenberg, the president of the Human Trafficking Legal Center, says. “Trafficking victims under the circumstances can’t actually coöperate.”

Trump Administration Targets Your 'Warrant-Proof' Encrypted Messages

The Trump administration has revived the debate over "end-to-end encryption" — systems so secure that the tech companies themselves aren't able to read the messages, even when police present them with a warrant. "It is hard to overstate how perilous this is," U.S. Attorney General William Barr said in a speech last fall. "By enabling dangerous criminals to cloak their communications and activities behind an essentially impenetrable digital shield, the deployment of warrant-proof encryption is already imposing huge costs on society." Barr has been concerned about this for years, but he has become more vocal recently as encryption goes mainstream. It's now built into popular services such as Skype and WhatsApp, and even Facebook may soon be encrypted . Republican senator and Trump ally Lindsey Graham recently floated legislation that would strip tech companies of their liability protection under Section 230 of the Communications Decency Act unless they comply with as-of-yet undefined

'Motor past in anderhalvemetersamenleving'
