Whatever business you are in there always emails or data that would be embarrassing or more likely harmful to our business if they were made widely available. So what is the lesson to be learnt from the Cablegate affair. The blame for the issue seems to be landing on a certain US private Bradley Manning. But I place the blame directly on a lack of Governance and poor IT systems. And the measures that have so far been announced - things like removing CD drives from classified systems - are simply the wrong approach. The real problem is why any one person - whatever level of clearance they had - should have access to all 250,000 cables. Without going into the details of XACML and policy-based entitlement models, suffice it to say that the right approach is to base access not only on the person, but the reason they have for accessing the data. Using policy-based entitlement, it is possible to have a well-defined Governance model where a person is given access to just the right data at just the right time for just the right purpose, and that this can be managed in a process-driven, auditable and controlled manner. If you live in a crime area and you leave your door open, you will be burgled. If you don't put in place good security and data governance, then it is you that will be blamed, not just the guy who steals your data. To date, few studies have comprehensively examined the determinants of citizen enjoyment in e-government. To address this research gap, we administered a survey and gathered data from 363 Australian residents using myGov for tax filing. Our analysis revealed a pronounced discrepancy between reported enjoyment and the intention to continue using the services. Although users demonstrated a strong intent to use e-government services, this intent did not uniformly align with enjoyment. Additionally, informed by self-determination theory, we developed and tested an e-government service enjoyment model to study the impacts of effort expectancy, technophilia, technology humanness, and engagement in fostering user enjoyment. Unexpectedly, the results showed that information privacy concerns, commonly seen as a deterrent in e-government adoption, did not significantly affect enjoyment. This research is particularly relevant as digital transformation has become a crucial factor in modernising public sector and enhancing service delivery to citizens. The method of the systematic literature review (SLR) was implemented by searching documents on the Scopus database. The initial research reached the 7902 documents and after specifying the keywords the authors found 207 relevant documents. Finally; after the careful read of their abstracts and the use of inclusion and exclusion criteria; the most cited and relevant 32 papers constituted the final sample. Findings highlighted the focus of the literature on technological factors such as the sense of trust and safety as well as the ease of use in the adoption of digital governance; emphasising the need for effective; trustworthy and user-friendly digital services. The most discussed internal factors were leadership and organisational culture. The study offers a deeper understanding of the factors that shape the successful implementation of digital governance initiatives. Full Article

A purposive sampling technique was utilised to collect the samples from 680 respondents through the online survey method. Furthermore, the study employs structural equation modelling (SEM) to examine the structural relationships between the UTAUT3 model's dimensions in the context of e-governance. Findings revealed that the UTAUT3 model adequately predicts the intention to adopt EGS. The present study addressed a significant gap in the literature on EGS and technology adoption by establishing a relationship between different dimensions of the UTAUT3 model and actual usage of EGS. The findings have implications for practitioners and policymakers as they throw light on the effective implementation of e-governance programs, which are essential for providing the citizens with high-quality services. gov An Empirical Examination of the Effects of CTO Leadership on the Alignment of the Governance of Big Data and Information Security Risk Management Effectiveness By Published On :: 2021-06-03 Aim/Purpose: Board of Directors seek to use their big data as a competitive advantage. Still, scholars note the complexities of corporate governance in practice related to information security risk management (ISRM) effectiveness. Background: While the interest in ISRM and its relationship to organizational success has grown, the scholarly literature is unclear about the effects of Chief Technology Officers (CTOs) leadership styles, the alignment of the governance of big data, and ISRM effectiveness in organizations in the West-ern United States. Methodology: The research method selected for this study was a quantitative, correlational research design. Data from 139 participant survey responses from Chief Technology Officers (CTOs) in the Western United States were analyzed using 3 regression models to test for mediation following Baron and Kenny’s methodology. Contribution: Previous scholarship has established the importance of leadership styles, big data governance, and ISRM effectiveness, but not in a combined understanding of the relationship between all three variables. The researchers’ primary objective was to contribute valuable knowledge to the practical field of computer science by empirically validating the relationships between the CTOs leadership styles, the alignment of the governance of big data, and ISRM effectiveness. Findings: The results of the first regression model between CTOs leadership styles and ISRM effectiveness were statistically significant. The second regression model results between CTOs leadership styles and the alignment of the governance of big data were not statistically significant. The results of the third regression model between CTOs leadership styles, the alignment of the governance of big data, and ISRM effectiveness were statistically significant. The alignment of the governance of big data was a significant predictor in the model. At the same time, the predictive strength of all 3 CTOs leadership styles was diminished between the first regression model and the third regression model. The regression models indicated that the alignment of the governance of big data was a partial mediator of the relationship between CTOs leadership styles and ISRM effectiveness. Recommendations for Practitioners: With big data growing at an exponential rate, this research may be useful in helping other practitioners think about how to test mediation with other interconnected variables related to the alignment of the governance of big data. Overall, the alignment of governance of big data being a partial mediator of the relationship between CTOs leadership styles and ISRM effectiveness suggests the significant role that the alignment of the governance of big data plays within an organization. Recommendations for Researchers: While this exact study has not been previously conducted with these three variables with CTOs in the Western United States, overall, these results are in agreement with the literature that information security governance does not significantly mediate the relationship between IT leadership styles and ISRM. However, some of the overall findings did vary from the literature, including the predictive relationship between transactional leadership and ISRM effectiveness. With the finding of partial mediation indicated in this study, this also suggests that the alignment of the governance of big data provides a partial intervention between CTOs leadership styles and ISRM effectiveness. Impact on Society: Big data breaches are increasing year after year, exposing sensitive information that can lead to harm to citizens. This study supports the broader scholarly consensus that to achieve ISRM effectiveness, better alignment of governance policies is essential. This research highlights the importance of higher-level governance as it relates to ISRM effectiveness, implying that ineffective governance could negatively impact both leadership and ISRM effectiveness, which could potentially cause reputational harm. Future Research: This study raised questions about CTO leadership styles, the specific governance structures involved related to the alignment of big data and ISRM effectiveness. While the research around these variables independently is mature, there is an overall lack of mediation studies as it relates to the impact of the alignment of the governance of big data. With the lack of alignment around a universal framework, evolving frameworks could be tested in future research to see if similar results are obtained. Full Article
gov Perceptions of DEIA, Job Satisfaction, and Leadership Among U.S. Federal Government Employees By Published On :: 2024-07-06 Aim/Purpose . The quantitative comparative ex post facto research study covered in this paper aims to fill gaps in the literature by focusing on whether gender influences perceptions of leadership; diversity, equity, inclusion, and accessibility (DEIA); and job satisfaction among federal employees within the Department of Justice using empirical data. The study also explores whether there are relationships between the perception of leadership and job satisfaction and the perception of DEIA and job satisfaction. Background. Since 2002, the United States Office of Personnel Management (OPM) has administered the Federal Employee Viewpoint Survey (FEVS), which measures employee perceptions of whether and to what extent successful organizational conditions exist in their agencies. Areas currently assessed within the FEVS include training, job satisfaction, leadership effectiveness, management effectiveness, work-life balance, and diversity, equity, inclusion, and accessibility. The exploration of variations in perceptions of leadership, DEIA efforts, and job satisfaction among U.S. federal employees by gender and other criteria are crucial areas for research that are underrepresented in the literature. This is not only important for the United States federal government, which is grappling with high attrition rates, but also for public administrations around the world. Methodology. A quantitative ex post facto research design was used to analyze data from responses of U.S. federal employees working for the Department of Justice. Leadership, job satisfaction, and DEIA were all measured using aggregate scores from pre-determined question sets. Differences based on gender were analyzed using t-tests. Additionally, chi-squares and Spearman’s rank correlations were employed in order to explore whether there is a relationship between the perception of leadership and job satisfaction and the perception of DEIA efforts and job satisfaction among U.S. federal government workers. Contribution. The findings of this study aid in providing empirical data to support the need for federal government leadership to understand the impact of employees’ perceptions on their willingness to continue working in the federal government. The research study was grounded in Public Service Motivation Theory, which centers around factors that motivate individuals to pursue and maintain careers in the public service sector. More specifically, this study supported the public service motivation theory in that it looked at gender as a mitigating factor in public service motivation as well as explored the role of leadership and DEIA as a correlating factor to job satisfaction. The results of this research have practical implications for federal government leaders interested in increasing employee motivation and retention and who should be considering the range of sociocultural and demographic characteristics that have been found in the research to impact employee perceptions and experiences. Findings. The analyses found differences in perceptions of leadership, DEIA, and job satisfaction among United States Federal Government employees based on gender. Additionally, perceptions of leadership and DEIA were both found to influence job satisfaction. The first research question explored in this study used a t-test to consider whether the perception of leadership among U.S. federal employees differed based on participant gender with significance found. The second research question examined whether the perceived job satisfaction of U.S. federal employees differed based on gender, with statistical significance detected. The third research question focused on whether perception of DEIA differed when gender was explored and the results of the t-test indicated a significant difference in perceptions of DEIA when gender was considered. The fourth research question considered the relationship between the perception of leadership and job satisfaction. A Chi-square and a Spearman Rank Correlation were performed, and a relationship was found to exist. Research question five explored whether a relationship exists between the perception of diversity, equity, inclusion, and accessibility initiatives and job satisfaction, with significance found following a chi-square and a Spearman rank correlation. Recommendations for Practitioners. Leadership behaviors of managers and the existence of DEIA policies play a critical role in employees’ job satisfaction and commitment. The recommendations for organizational leadership in the public service sector include addressing gender inequality in work practices and environments and cultivating more inclusive organizational cultures. Recommendations for Researchers. The lack of inclusion of socio-cultural norms in the research on public service motivation is a gap that has yet to be sufficiently addressed and is an area of research that should be explored. Impact on Society. Research on public service motivation in local, state, national, and international government employment can aid organizations in developing strategies for improving recruitment, selection, and retention in public service organizations. This information can advance scientific knowledge on transforming management and leadership practices across sectors. Future Research. Future research can expound on what has been done here by examining in more detail how various identities, and more specifically intersecting identities, within the LGBTQIA+ community as well as other historically marginalized groups, impact such factors as perceptions of leadership, job satisfaction, employee motivation and retention, and work-life balance. We have witnessed a significant increase in the popularity and use of this tool in many organisations, especially in the private sector. But the utilisation of Facebook in public organisations is at its infancy, with many also believing that the use of Facebook is not a common practice in many public organisations in Nigeria. In spite of this fact, our discernment on the implications of Facebook usage in public organisations in Nigeria, especially organisations at the local level, seem to be remarkably limited. This paper specifically sought to ascertain if Facebook usage influenced inward and outward knowledge sharing in the selected local government councils in Delta State, Nigeria Methodology: The qualitative method was adopted. The study used interview as the primary means of data gathering. The study purposively sampled thirty-six employees as interviewees, twenty from Oshimili South and sixteen from Oshimili North local government councils respectively. The thematic content analysis method was used to analyse interview transcripts. Contribution: This research made distinct contributions to the available literature in social knowledge management, specifically bringing to the fore the intricacies surrounding the use of Facebook for knowledge sharing purposes in the public sector. Findings: The local government councils were yet to appreciate and utilise the interactive and collaborative nature of Facebook in improving stakeholders’ engagement, feedback, and cooperation. Facebook was used for outward knowledge sharing but not for inward knowledge sharing. Recommendations for Practitioners: Local government councils should encourage interaction via Facebook, show willingness to capture knowledge from identifiable sources, and effectively manage critical knowledge assets in order to build trust, cooperation, and confidence in the system. To gain strategic benefits from the use of Facebook for synchronous communication of knowledge, local government councils should ensure that the use of such technology is aligned with strategic plans and that directional change is in line with the new knowledge economy, where interaction and collaboration through technology are seen as strategic imperatives for continued success and sustainability. In addition, local government councils need to train stakeholders on effective use of Facebook for knowledge sharing, with special emphasis on how, why, who, when, and where to use such tool for knowledge sharing activities. Background: Studies on E-government accessibility for persons with disabilities in developing countries have been minimal. The few studies conducted until now have failed to integrate PWDs, a population already marginalized, into the digital society. Accessibility has been identified by researchers as a major hindrance to PWDs participating in E-government. It is imperative therefore to examine the manner in which researchers investigate and acquire knowledge about this phenomenon. Methodology : The study synthesizes literature from top IS journals following a systematic literature review approach. The data synthesis focuses on identifying key concepts relating to E-government accessibility for PWDs. Contribution: The study contributes to the field of E-government, with a focus on how E-government services can be made accessible to PWDs. The study calls on researchers to reflect on their epistemological and ontological paradigms when examining accessibility of E-government services in developing countries. Findings: The findings show that most researchers focus on the evaluation of E-government websites and predominantly adopt quantitative methods. The study also reveals that the use of technological determinism as a theoretical lens is high among researchers. Recommendations for Practitioners : The study recommends that E-government web developers and policy makers involve PWDs from design to evaluation in the development of E-government applications. Recommendation for Researchers: The study advocates the need to conduct studies on E-government accessibility by employing more qualitative and mixed approaches to gain in-depth and better understanding of the phenomenon. It indicates the process of monitoring and evaluation required for indications of financial efficiency, infrastructure, resources, risk and organizational success. Recommendations for Practitioners: It is important for organizational management to pay more attention to the organization’s internal controls in order to create good IT governance. Recommendation for Researchers: A comparative study between Indonesia and developing countries on the implementation of IT governance is needed to capture the differences be-tween those countries. Mining mobile phone location data can play a critical role in locating people from the time they were identified as contacts to the time they access medical assistance. In this case, it aids data flow to various databases designated for COVID-19 work. Methodology: The researchers conducted a review of the available literature on this subject drawing from academic articles published in peer-reviewed journals, research reports, and other relevant national and international government documents reporting on public health and COVID-19. Document analysis was used as the primary research method, drawing on the case studies. Contribution: Contact tracing remains a critical strategy in curbing the deadly COVID-19 pandemic in South Africa and elsewhere in the world. However, given increasing concern regarding its invasive nature and possible infringement of individual liberties, it is imperative to interrogate the challenges related to its implementation to ensure a balance with public governance. The research findings can thus be used to inform policies and practices associated with contact tracing in South Africa. Findings: The study found that contact tracing using mobile phone location data mining can be used to enforce quarantine measures such as lockdowns aimed at mitigating a public health emergency such as COVID-19. However, the use of technology can expose the public to criminal activities by exposing their locations. From a public governance point of view, any exposure of the public to social ills is highly undesirable. Recommendations for Practitioners: In using contact tracing apps to provide pertinent data location caution needs to be exercised to ensure that sensitive private information is not made public to the extent that it compromises citizens’ safety and security. The study recommends the development and implementation of data use protocols to support the use of this technology, in order to mitigate against infringement of individual privacy and other civil liberties. Recommendation for Researchers: Researchers should explore ways of improving digital applications in order to improve the acceptability of the use of contact tracing technology to manage pandemics such as COVID-19, paying attention to ethical considerations. Impact on Society: Since contact tracing has implications for privacy and confidentiality it must be conducted with caution. This research highlights the challenges that the authorities must address to ensure that the right to privacy and confidentiality is upheld. Future Research: Future research could focus on collecting primary data to provide insight on contact tracing through mining mobile phone location data. Research could also be conducted on how app-based technology can enhance the effectiveness of contact tracing in order to optimize testing and tracing coverage. This has the potential to minimize transmission whilst also minimizing tracing delays. The authors grouped the challenges based on the Technology-Organisation-Environment (TOE) framework while exercising a thematic grouping for the solutions, followed by a comprehensive mapping to unveil the relationship between challenges and solutions. Methodology: This study employs the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) 2020 methodology, combined with the tollgate method, to improve the quality of selected articles. The authors further administer a three-level approach (open coding, axial coding, and selective coding) to analyse the challenges and solutions from the articles. Contribution: The authors argue that this study enriches the existing literature on BC adoption, particularly in the government context, by providing a comprehensive framework to analyse and address the unique challenges and solutions, thus contributing to the development of new theories and models for future research in BC adoption in government settings and fostering deeper exploration in the field. Findings: The authors have unveiled 40 adoption challenges categorised using the TOE framework. The most prevalent technological challenges include security concerns and integration & interoperability, while cultural resistance, lack of support and involvement, and employees’ capability hinder adoption at the organisational level. Notably, the environmental dimension lacks legal and standard frameworks. The study further unveils 28 potential solutions, encompassing legal frameworks, security and privacy measures, collaboration and governance, technological readiness and infrastructure, and strategic planning and adoption. The authors of the study have further mapped the solutions to the identified challenges, revealing that the establishment of legal frameworks stands out as the most comprehensive solution. Recommendations for Practitioners: Our findings provide a big picture regarding BC adoption for governments around the globe. This study charts the problems commonly encountered by government agencies and presents proven solutions in their wake. The authors endeavour practitioners, particularly those in governments, to embrace our findings as the cornerstone of BC/BCT adoption. Additionally, rigorous scrutiny, review, and testing are essential to establish the practical and theoretical validity of the identified solutions, while in-depth analyses of country-specific and regional challenges will provide valuable insights into the unique considerations faced by different governments. Methodology: Employing a quantitative approach, this study utilises surveys distributed to users of e-government services in one of the regencies in Indonesia. The sample consists of 278 individuals. Data analysis is conducted using Partial Least Squares Structural Equation Modelling, allowing for the exploration of relationships among variables and their influence on public trust. Contribution: This study provides insights into the factors influencing public trust in e-government services at the local government level, offering a nuanced understanding of the relationship between service quality, individual perceptions, and public trust. Findings: This study emphasises information quality and service quality in e-government-based public services as crucial determinants of individual perception in rural areas. Interestingly, system quality in e-government services has no influence on individual perception. In the individual perception, perceived security and privacy emerge as the strongest antecedent of public trust, highlighting the need to guarantee secure and private services for citizens in rural areas. These findings emphasise the importance of prioritising high-quality information, excellent service delivery, and robust security measures to foster and sustain public trust in e-government services. Recommendations for Practitioners: Practitioners must prioritise enhancing the quality of e-government services due to their significant impact on individual perception, leading to higher public trust. Government agencies must ensure reliability, responsiveness, and the effective fulfilment of user needs. Additionally, upholding high standards of information quality in e-government services by delivering accurate, relevant, and timely information remains crucial. Strengthening security measures through robust protocols such as data encryption and secure authentication becomes essential for protecting user data. With that in mind, the authors believe that public trust in government would escalate. Recommendation for Researchers: Researchers could investigate the relation between system quality in e-government services and individual perception in different rural settings. Longitudinal studies could also elucidate how evolving service quality, information quality, and security measures impact user satisfaction and trust over time. While prior research has explored factors influencing citizen satisfaction with e-government services globally, this area of study has been relatively unexplored in India, particularly in the post-COVID era. Challenges to widespread e-government adoption in India include a large and diverse population, limited digital infrastructure in rural areas, low digital literacy, and weak data protection regulations. Additionally, global declines in citizen trust, attributed to economic concerns, corruption, and information disclosures, further complicate the scenario. This study seeks to investigate the influence of various factors on user satisfaction and continuance usage of e-government services in India. It also aims to understand how these services contribute to building citizens’ trust in government. Methodology: The data were collected by utilizing survey items on drivers of e-government services, user satisfaction, citizen trust, and continuance use intention derived from existing literature on information systems and e-government. Responses from 501 Indian participants, collected using an online questionnaire, were analyzed using PLS-SEM. Contribution: This study makes a dual contribution to the e-government domain. First, it introduces a comprehensive research model that examines factors influencing users’ satisfaction and continuance intention with e-government services. The proposed model integrates the TAM and ISSM. Combining these models allows for a comprehensive examination of e-government satisfaction and continued intention. By analyzing the impact of user satisfaction on continuance intention and citizen trust through an integrated model, researchers and practitioners gain insights into the complex dynamics involved. Second, the study uncovers the effects of residential status on user satisfaction, trust, and continuance intention regarding e-government services. Findings reveal disparities in the influence of system and service quality on user satisfaction across different user segments. Researchers and policymakers should consider these insights when designing e-government services to ensure user satisfaction, continuance intention, and the building of citizen trust. Findings: The findings indicate that the quality of information, service, system, and perceived usefulness play important roles in user satisfaction with e-government services. All hypothesized paths were significant, except for perceived ease of use. Furthermore, the study highlights that user satisfaction significantly impacts citizen trust and continuance use intention. Recommendations for Practitioners: The findings suggest that government authorities should focus on delivering accurate, comprehensive, and timely information in a secure, glitch-free, and user-friendly digital environment. Implementing an interactive and accessible interface, ensuring compatibility across devices, and implementing swift query resolution mechanisms collectively contribute to improving users’ satisfaction. Conducting awareness and training initiatives, providing 24×7 access to online tutorials, helpdesks, technical support, clear FAQs, and integrating AI-driven customer service support can further ensure a seamless user experience. Government institutions should leverage social influence, community engagement, and social media campaigns to enhance user trust. Promotional campaigns, incentive programs, endorsements, and user testimonials should be used to improve users’ satisfaction and continuance intention. Recommendation for Researchers: An integrated model combining TAM and ISSM offers a robust approach for thoroughly analyzing the diverse factors influencing user satisfaction and continuance intention in the evolving digitalization landscape of e-government services. This expansion, aligning with ISSM’s perspective, enhances the literature by demonstrating how user satisfaction impacts continuance usage intention and citizen trust in e-government services in India and other emerging economies. Impact on Society: Examining the factors influencing user satisfaction and continuance intention in e-government services and their subsequent impact on citizen trust carries significant societal implications. The findings can contribute to the establishment of transparent and accountable governance practices, fostering a stronger connection between governments and their citizens. Future Research: There are several promising avenues to explore to enhance future research. Expanding the scope by incorporating a larger sample size could enable a more thorough analysis. Alternatively, delving into the performance of specific e-government services would offer greater precision, considering that this study treats e-government services generically. Also, to investigate the predicting role of occupational variables such as perceived stress, job security, and job satisfaction on addiction potential and belonging to low, moderate, and high addiction potential diagnostic categories. Background: Substance addiction among employees can lead to several negative consequences at the individual and organizational levels. Also, it is the fourth cause of death in Iran. However, few studies have been conducted on the topic among employees, and non among Iranian employees. Methodology: The study participants were 430 employees working in governmental offices of the North Khorasan province, Iran. Descriptive statistical analysis and multiple linear regression analysis were conducted to explore the incidence of addiction potential within the analyzed population and to investigate whether occupational variables such as perceived stress, job security, and job satisfaction predicted low, moderate, or high addiction potential. Contribution: This paper suggests that perceived stress might act as a risk factor for developing addiction, whereas job security and job satisfaction might be protective factors against the likelihood of addiction development. Findings: More than half of the sample showed moderate to high addiction potential. Perceived stress was positively related to addiction potential. Job security and job satisfaction were negatively related to addiction potential. Recommendation for Researchers: When addressing the topic of substance addiction, researchers should focus on the preventative side of investigating it; that is, addiction risk rather than already unfolded addiction. Also, researchers should be mindful of the cultural context in which studies are conducted. Future Research: Future research might investigate other relevant occupational predictors in relation to employee addiction potential, such as leadership style, work-life balance, and worktime schedule, or expand on the relevant causal chain by including personality traits such as neuroticism. For our digital children, a government agent might as well be looking over their shoulder: the government knows what news sources they read, what articles, for how long, and in what order. For our analog parents, reading the news was an affair the government had no part of, or indeed had any business being part of. Our analog parents bought a morning newspaper with a few coins on the street corner, brought it somewhere quiet where they had a few minutes to spare, and started reading without anybody interfering. When our digital children read the news, the government doesn’t just know what news source they choose to read, but also what specific articles they read from that news source, in what order, and for how long. So do several commercial actors. There are at least three grave issues with this. The first is that since the government has this data, it will attempt to use this data. More specifically, it will attempt to use the data against the individual concerned, possibly in some sort of pre-crime scheme. We know this that since all data collected by a government will eventually be used against the people concerned, with mathematical certainty. In an attention economy, data about what we pay attention to, how much, and for how long, are absolutely crucial predictive behaviors. And in the hands of a government which makes the crucial mistake of using it to predict pre-crime, the results can be disastrous for the individual and plain wrong for the government. Of course, the instant the government uses this data in any way imaginable, positive or negative, it will become Heisenberg Metrics — the act of using the data will shape the data itself. For example, if somebody in government decides that reading about frugality probably is an indicator of poverty, and so makes people more eligible for government handouts, then such a policy will immediately shape people’s behavior to read more about frugality. Heisenberg Metrics is when a metric can’t be measured without making it invalid in the process. (The phenomenon is named after the Heisenberg Uncertainty Principle, which is traditionally confused with the Observer Effect, which states you can’t measure some things without changing them in the process. The Heisenberg Uncertainty Principle is actually something else entirely; it states that you can’t measure precise momentum and position of a subatomic particle at the same time, and does not apply at all to Heisenberg Metrics.) The second issue is that not only government, but also other commercial actors, will seek to act on these metrics, Heisenberg Metrics as they may be. Maybe somebody thinks that reading fanzines about motorcycle acrobatics should have an effect on your health and traffic insurance premiums? The third issue is subtle and devious, but far more grave: the government doesn’t just know what articles you read and in what order, but as a corollary to that, knows what the last article you read was, and what you did right after reading it. In other words, it knows very precisely what piece of information leads you to stop reading and instead take a specific action. This is far more dangerous information than being aware of your general information feed patterns and preferences. Being able to predict somebody’s actions with a high degree of certainty is a far more dangerous ability than being vaguely aware of somebody’s entertainment preferences. Our analog parents had the privacy right of choosing their information source anonymously with nobody permitted (or able) to say what articles they read, in what order, or for what reason.
