By nominating a civilian such as Andrei Belousov for the post of the Defence Minister, Vladimir Putin continued the tradition that had developed during his service. General Sergei Ivanov was the first minister appointed by Putin. Ivanov came from intelligence (he headed the military department from 2001 to 2007), and was replaced (under President Dmitry Medvedev) by the former chief tax officer Anatoly Serdyukov. Serdyukov served at the post for five years. Sergei Shoigu, a civil engineer by training and the founder of the Ministry of Emergency Situations, chaired the Defence Ministry in 2012 (he left the post of the Moscow region governor). Andrei Belousov is 65 years old. He has been associated with economics all his life. After graduating from the Department of Economics of the Moscow State University, he took up scientific activities — first at the Central Institute of Economics and Mathematics of the USSR Academy of Sciences, then at the Institute of Economics and Forecasting of Scientific and Technological Progress of the USSR Academy of Sciences. In 1990-2006, he served as a senior researcher and head of a laboratory at the Institute of Economic Forecasting of the Russian Academy of Sciences.

Russia's fibre optic controlled Knyaz Vandal (Prince Vandal) drone struck a column of the Armed Forces of Ukraine (AFU) in the Kursk region of Russia. The attack was captured on video. The recording shows the drone flying at high speed over an asphalt road. It slows down and descends slightly when approaching an intersection. Several Ukrainian vehicles with ammunition can be seen driving in its direction. Knyaz Vandal flies up to one of the vehicles and crashes into it to explode.  Fiber optic controlled UAVs are a revolutionary weapon. According to military analyst and co-founder of Vatfor information and analytical project, Sergey Poletayev, drones controlled via fibre optic appeared as part of the scientific and technological revolution. The invention of such drones can be compared to the advent of artillery.

The opening ceremony of the 2018 Winter Olympic Games in Pyeongchang is to begin on Friday, February 9, at 14:00 MSK. One hundred and sixty-eight athletes from Russia will take part in the Games for sure, but their quantity may increase. The second hearing of the panel of the Court of Arbitration for Sport (CAS) was held on Feb. 8. For the time of the Olympics, judges stay in Pyeongchang. Today, they looked into the cases of 45 athletes and two coaches from Russia, who still have a chance to perform at the Games.They received such an opportunity after the first meeting, at which the CAS issued a decision that came contrary to the position of the IOC, but the decision was consistent with common sense. Having not heard any evidence to establish the guilt of several Russian athletes, the CAS sustained their appeals. Afterwards, the Russian athletes appealed against the non-admission to the Olympics.During the second hearing, CAS arbitrators considered the cases of 13 athletes and two coaches who had been acquitted. They also looked into the cases of 32 athletes who had never been suspected of violating anti-doping rules. None of them have received invitations from the IOC. They are stars of Russian sports - Anton Shipulin (biathlon), Victor An (speed skating) and Sergei Ustyugov (skier). Which abbreviation is worse: CAS, WADA, or IOC? Head coach of the Russian national luge team, Albert Demchenko, Tatyana Ivanova (sleigh) and Elena Nikitina (skeleton) had an opportunity to speak at the hearings. They told reporters later that they could not say anything about the hearings, and expressed a hope that common sense would prevail. According to Albert Demchenko, CAS arbitrators have listened to all arguments of the Russians.Earlier, skeletonist Elena Nikitina expressed the general idea of the outcast athletes. In an interview with R-Sport, she said that CAS made an independent and fair decision at first hearings contrary to that of the IOC, which gave the Russian athletes more confidence. The athlete also said that she would not mind moving into the Olympic Village even on the opening day of the Games.The head of the Russian Bobsleigh Federation, Sergei Parkhomenko, said that Russian bobsleighers would fly to South Korea as soon as they are allowed to do so. Nick Butler of Inside The Games shared insider information on Twitter. A reliable source, he wrote, informed him that the lawsuits from the Russian athletes would be sustained partially - some would be allowed to take part in the Games, but some others would not. The World Anti-Doping Agency (WADA) and the IOC remain dissatisfied with the decision that CAS made during the first hearing. WADA officials said that the CAS verdict may cause anxiety and disappointment among athletes.However, it was only the Germans, who publicly supported the decision of the International Olympic Committee not to admit even acquitted Russian athletes. The head of the German delegation, Dirk Schimmelpfennig, told Munchner Merkur that the IOC rightly sticks to its original opinion, and this comes as "an important signal about the equality of all athletes - a signal about the ongoing struggle against doping."IOC President Thomas Bach stated that one needs to reform the CAS. All of a sudden, it turned out that the court in Lausanne makes the decisions that the IOC does not like, because the attacks against the Russian athletes were unfounded. Vice president of the Curling Federation of Russia, Andrei Sozin, said that the IOC behaves like a feudal lord who chooses whom of his slaves can be admitted to the Olympics. Russian figure skater Kamila Valieva said that she was emotionally tired of the doping scandal, in which she found herself at the Beijing Olympics. "These days have been very hard for me, there are not enough emotions. I am happy, but I am emotionally tired. There are tears of happiness and grief a little. But, of course, I am happy to be at the Olympics. I will try to represent our country and I hope that I will be as motivated as possible to show a good result,” said Valieva. According to the athlete, she saw all the good wishes, and even banners in her support in the streets of Moscow.

For the first time, a multimodal reconstruction of a magnetic thin-film structure has been found using polarised neutron reflectivity. This has been achieved by implementing the Bayesian approach in combination with error correction based on the maximum likelihood method and instrument function optimization.

The ForMAX beamline at the MAX IV Laboratory provides multiscale and multimodal structural characterization of hierarchical materials in the nanometre to millimetre range by combining small- and wide-angle X-ray scattering with full-field microtomography. The modular design of the beamline is optimized for easy switching between different experimental modalities. The beamline has a special focus on the development of novel fibrous materials from forest resources, but it is also well suited for studies within, for example, food science and biomedical research.

A reliable `in situ' method for wavefront sensing in the soft X-ray domain is reported, developed for the characterization of rotationally symmetric optical elements, like an ellipsoidal mirror shell. In a laboratory setup, the mirror sample is irradiated by an electron-excited (4.4 keV), micrometre-sized (∼2 µm) fluorescence source (carbon Kα, 277 eV). Substantially, the three-dimensional intensity distribution I(r) is recorded by a CCD camera (2048 × 512 pixels of 13.5 µm) at two positions along the optical axis, symmetrically displaced by ±21–25% from the focus. The transport-of-intensity equation is interpreted in a geometrical sense from plane to plane and implemented as a ray tracing code, to retrieve the phase Φ(r) from the radial intensity gradient on a sub-pixel scale. For reasons of statistical reliability, five intra-/extra-focal CCD image pairs are evaluated and averaged to an annular two-dimensional map of the wavefront error {cal W}. In units of the test wavelength (C Kα), an r.m.s. value sigma_{cal{W}} = ±10.9λ0 and a peak-to-valley amplitude of ±31.3λ0 are obtained. By means of the wavefront, the focus is first reconstructed with a result for its diameter of 38.4 µm, close to the direct experimental observation of 39.4 µm (FWHM). Secondly, figure and slope errors of the ellipsoid are characterized with an average of ±1.14 µm and ±8.8 arcsec (r.m.s.), respectively, the latter in reasonable agreement with the measured focal intensity distribution. The findings enable, amongst others, the precise alignment of axisymmetric X-ray mirrors or the design of a wavefront corrector for high-resolution X-ray science.

The crystal structure of the tetra­ethyl­ammonium salt of the non-steroidal anti-inflammatory drug nimesulide (polymorph II) (systematic name: tetra­ethyl­ammonium N-methane­sulfonyl-4-nitro-2-phen­oxy­anilinide), C8H20N+·C13H11N2O5S−, was determined using single-crystal X-ray diffraction. The title compound crystallizes in the monoclinic space group P21/c with one tetra­ethyl­ammonium cation and one nimesulide anion in the asymmetric unit. In the crystal, the ions are linked by C—H⋯N and C—H⋯O hydrogen bonds and C—H⋯π inter­actions. There are differences in the geometry of both the nimesulide anion and the tetra­ethyl­ammonium cation in polymorphs I [Rybczyńska & Sikorski (2023). Sci. Rep. 13, 17268] and II of the title compound.

Reaction of Co(NCS)2 with 2-methyl­pyridine N-oxide in a 1:3 ratio in n-butanol leads to the formation of crystals of tris­(2-methyl­pyridine N-oxide-κO)bis­(thio­cyanato-κN)cobalt(II), [Co(NCS)2(C6H7NO)3]. The asymmetric unit of the title compound consists of one CoII cation two thio­cyanate anions and three crystallographically independent 2-methyl­pyridine N-oxide coligands in general positions. The CoII cations are trigonal–bipyramidally coordinated by two terminal N-bonding thio­cyanate anions in the trans-positions and three 2-methyl­pyridine N-oxide coligands into discrete complexes. These complexes are linked by inter­molecular C–H⋯S inter­actions into double chains that elongate in the c-axis direction. Powder X-ray diffraction (PXRD) measurements prove that all batches are always contaminated with an additional and unknown crystalline phase. Thermogravimetry and differential analysis of crystals selected by hand reveal that the title compound decomposes at about 229°C in an exothermic reaction. At about 113°C a small endothermic signal is observed that, according to differential scanning calorimetry (DSC) measurements, is irreversible. PXRD measurements of the residue prove that a poorly crystalline and unknown phase has formed and thermomicroscopy indicates that some phase transition occurs that is accompanied with a color change of the title compound.
