Chances are, no matter what you’re wearing, what time of the day it is, or where you are, you’re going to get stared at, commented on, sung at, touched, photographed, or a beautiful combination of all of the above. Being a woman who likes to backpack across different places in the country, I’ve seen that this has been a universal experience – though perhaps in varying degrees of intensity – no matter where I’ve travelled, whether it’s been in Maharashtra, Delhi, Punjab, Kerala, Karnataka, Himachal Pradesh, Goa, or Assam. But, a couple of months ago, on a trip to Meghalaya, I was filled with a sense of wonder. Sure, the views were jaw-dropping levels of gorgeous, and I was filling my tummy with delicious pork and beef specialties that I’d never get in my home city of Mumbai, but the best part was truly the feeling of walking around and feeling “like a man”. Nah, I didn’t ingest an exotic substance that made me gain a couple of inches (I meant of height, what were you thinking?) or grow a moustache. My voice didn’t get a whole lot deeper and I didn’t develop a sudden disdain for my flowery night shorts. It’s just that I was given a teensy, temporary insight into male privilege. Image courtesy: Aamna Khan I was travelling with a woman friend, Aamna Khan, and given that the two of us were on a budget, we often had to walk or wait for public transport from place to place. It didn’t help that it got pitch dark by six every evening and that public transport was usually restricted to a share taxi of some sort. But no matter how early we set out or how dark it was by the time we got back to our base, we had this overwhelming feeling of safety. It wasn’t just that we weren’t getting felt up (or worse); we felt it in the smallest things. Though we looked very much like tourists with our backpacks and cameras, nobody forced conversation with us. When they did speak to us, everyone was exactly the right level of friendly – curious about where we came from and where we’d be travelling without being overly specific, without questions of how much money we were spending or whether our families were okay with us travelling alone (which are real questions we’d both been asked multiple times while travelling in other places). Image courtesy: Batista The kids who stared at us were only excited about waving at us and yelling out “hellooooo!” from their school buses. Women weren’t judgmental about what we wore or how loudly we spoke. Men smiled at us and wished us luck on our travels. They didn’t stare at us hoping to develop X-ray vision to see through our clothes the way a lot of men in the rest of our country do. When squeezed next to us in share cabs – despite the fact that there were usually five other people in the back seat of an Alto – they took care to ensure that we were comfortable. They avoided ‘innocuous’ brushes of their hands against our bodies, and some of them even asked us if we minded that they were playing Khasi music in the car. We stood out like sore thumbs (for one, we were nowhere close to as well-dressed or attractive as the local women), but nobody took photos of us without our consent. Image courtesy: Antara Telang We even spent one night at a campsite run by five men in the middle of nowhere, where we were the only two women, without the slightest discomfort (excluding the bugs that we’d inevitably find in the folds of our clothes). Because I am a disabled woman, I am used to even greater scrutiny and questions than nondisabled women are, but even that didn’t really make much of a difference to people in Meghalaya. If you’re a man reading this, you’re probably thinking, “What’s the big deal?” But like I mentioned earlier, living each day like this for nine whole days at a stretch without exception was a shocker for my friend and me. Every evening when we’d come back, we’d look at each other with incredulity that yet another day had passed without lecherous vultures swooping down on us in one way or another. While one cannot deny the privilege my friend and I carry – of being well-dressed, English speaking, upper caste, urban women – the fact remains that we have never felt so safe from daily gender violence as we did on that trip to Meghalaya. I think a large part of this can be attributed to Meghalaya’s largely matrilineal culture. Though not a matriarchal society, women enjoy a far better position there than in most other parts of India, and indeed the world. It is common to see businesses completely run by women, and for women to be roaming freely on the streets. Whatever the root cause may be, I’ve never felt that way in my adult life, no matter which part of India or the world I’ve travelled in. And it’s for that reason (okay, yes, maybe the pork curry is another major reason) that I’m sure I’ll visit again. (Views expressed are author's own) Full Article

like What Ukraine’s new prime minister is (and isn’t) likely to achieve By webfeeds.brookings.edu Published On :: Mon, 18 Apr 2016 10:35:00 -0400 A months-long political crisis in Kiev came to an end on April 14, when Ukraine’s Rada (parliament) approved a new prime minister. Expectations that the government will move on needed reforms and anti-corruption measures, however, are low. Kamikaze prime minister? The previous prime minister, Arseniy Yatsenyuk, had served since the Maidan Revolution in February 2014. Early on, Yatsenyuk equated his tenure to a kamikaze mission, noting that the reforms the government would adopt would carry heavy political costs. He proved right. By early 2016, his National Front party, which won over 22 percent in the October 2014 party-list vote in the Rada elections, polled in the low single digits. Reports of a widening rift between Yatsenyuk and President Petro Poroshenko grew last autumn, though they still had reason to stay together. The National Front party and Poroshenko Bloc formed the core of the majority coalition in the Rada, and neither party could expect to fare well in early parliamentary elections. Early on, Yatsenyuk equated his tenure to a kamikaze mission, noting that the reforms the government would adopt would carry heavy political costs. The crisis took a twist in mid-February, when the Rada passed a resolution expressing disapproval of the work of Yatsenyuk and his cabinet…but then failed to pass a vote of no-confidence that would have led to Yatsenyuk’s dismissal. Speculation nevertheless intensified over his looming replacement, with American-born Finance Minister Natalie Jaresko mooted as a possibility. Volodymyr Hroysman’s name also came into play. Hroysman, a member of the Poroshenko Bloc, is closely connected to the president. He had a reputation as a reformer and effective mayor of the city of Vinnytsia, though his performance as Rada speaker was mixed. For example, he opposed the finance ministry’s proposed tax reform, even though it was a requirement of Ukraine’s program with the International Monetary Fund. When Yatsenyuk announced his resignation on April 10, Hroysman appeared the front-runner to succeed him. His appointment took longer than expected, however, as he reportedly rejected some suggestions from the president’s camp for ministers, seeking to put in place his own people instead. Backroom negotiations and a fair amount of horse-trading as parties jockeyed for ministerial positions took place April 11 to 13. Finally, the Rada approved Hroysman on April 14. Low reform expectations At first glance, the composition of the new cabinet is a far more political group than its predecessor, which comprised many technocrats. It is devoid of names with established reputations for pressing reform or fighting corruption. My conversations on the margins of the Kiev Security Forum on April 14 to 15 turned up few expectations that the new cabinet will proceed with the kinds of reform actions and, in particular, measures to combat corruption that the country needs. The International Monetary Fund will watch the cabinet’s actions before it considers releasing an additional tranche of funding for Ukraine. One unsettling sign: The incoming finance minister suggested that some adjustments might be sought in the IMF’s criteria. Historically, when Ukrainian finance ministers seek adjustments to IMF criteria and programs, they do not aim for changes that will accelerate reform. At first glance, the composition of the new cabinet is a far more political group than its predecessor. Some in Kiev worry about the close relationship between Hroysman and Poroshenko. But that relationship may have one upside: it ties Poroshenko more closely to the prime minister and his success or failure. Too often in the past, Ukrainian presidents have stood some distance from the prime minister, positioning themselves to escape responsibility for difficult government policies rather than throwing their full political weight behind the prime minister’s efforts. Poroshenko did not fully back Yatsenyuk. As one Ukrainian observer put it, the president often seemed more interested in explaining or rationalizing the status quo rather than trying to change it. Now, if Hroysman and the new cabinet fail to deliver, it will reflect more directly on Poroshenko. A friendly push If my Ukrainian interlocutors are correct, the new government will pursue the needed reforms at best only half-heartedly. Among other things, that could leave in place the current system in which oligarchs exercise outsized and unhealthy political influence. That will impede Ukraine’s prospects of getting on the path to becoming a modern European state. The International Monetary Fund, United States, and European Union should help the Ukrainian president and prime minister make the right decisions: to press forward a program of genuine reform and, at long last, a real anti-corruption campaign. like Vote Like Thy Neighbor By webfeeds.brookings.edu Published On :: Sun, 11 May 2008 12:00:00 -0400 The buzz these days is that American politics may be entering a “postpartisan” era, as a new generation finds the old ideological quarrels among baby boomers to be increasingly irrelevant. In reality, matters are not so simple. Far from being postpartisan, today’s young adults are significantly more likely to identify as Democrats than were their predecessors. Along with colleagues at the Brookings and Hoover institutions, we recently completed a comprehensive study of the nation’s polarization. Our research concludes not only that the ideological differences between the political parties are growing but also that they have become embedded in American society itself.Large events made some increase in polarization inevitable. In the wake of the Vietnam War, the post-World War II foreign-policy consensus collapsed. Less than a decade after President Nixon declared that “we are all Keynesians now,” stagflation and soaring interest rates spawned the controversial tenets of supply-side economics. Social movements and the Supreme Court put long-suppressed, highly divisive cultural issues back on the public agenda. But polarization has proceeded even further than these shifts made necessary. The great majority of voters now fuse their party identification, ideology and decisions in the voting booth. The share of Democrats who could be called conservative has shrunk, and so has the share of liberal Republicans. The American National Election Studies asks voters a series of issues-based questions and then arrays respondents along a 15-point scale from -7 (the most liberal) to +7 (the most conservative). These data indicate that 41 percent of the voters in 1984 were located at or near the midpoint of the ideological spectrum, compared with only 28 percent in 2004. Meanwhile, the percentage of voters clustering toward the left and right tails of the spectrum rose from 10 to 23 percent. Most strikingly, political polarization has become akin to political segregation. You are less likely to live near someone whose politics differ from your own. It’s well known that fewer states are competitive in presidential races than in decades past. We find similar results at the county level. In 1976, only 27 percent of voters lived in landslide counties where one candidate prevailed by 20 points or more. By 2004, 48 percent of voters lived in such counties. What accounts for the decline of ideologically mixed localities? Bill Bishop, a journalist, and Robert Cushing, a sociologist, who have studied this issue, stress that the age of “white flight” to the suburbs is over. Instead, during the past two decades, many whites have moved to one group of cities and many blacks to another. Meanwhile, young people have deserted rural and older manufacturing areas for cities like Austin and Portland. Places with higher densities of college graduates attract even more, so that the gap between such communities and less-educated areas widens further. Zones of high education, in turn, produce more innovation and enjoy higher incomes, generating communities dominated by upper-middle-class tastes. Lower-educated regions, by contrast, tend to be more family-oriented and more faithful to traditional authority. Not surprisingly, this demographic sorting correlates with a widening difference in political preferences. What’s more, according to Bishop and Cushing, once a tipping point is reached, majorities tend to become supermajorities. This is consistent with the findings of recent political science and social psychology: individuals in the minority of their group tend to shift their views toward the majority, while members of the majority become more extreme in their views. In such circumstances, discussions within groups often intensify, rather than moderate, the underlying polarization. Our study shows that this geographical sorting worsens polarization in several ways. When counties become more homogeneous, it becomes harder to use redistricting to create more competitive Congressional districts. (Recent research indicates that gerrymandering accounts for, at the very most, one-third of noncompetitive districts in the House of Representatives.) When states become more homogeneous, presidential campaigns begin by conceding a large number of contests to the opposition, disheartening their supporters in those states and increasing the majority’s electoral advantage. Polarization feeds on itself. Because politics is a contact sport, hard-hitting partisan competition is unavoidably part of the game. A party system that differentiates sharply between alternatives has virtues, not the least being that it engages more voters, offers clearer choices and enhances accountability. But hyperpartisan politics also do damage, not least to public trust and confidence in government — and many Americans understandably yearn for less polarization. Supporters of the JCPOA argued that, by removing the risk of a nuclear-armed Iran, it will reduce incentives for countries of the region to acquire nuclear arms. Opponents of the deal—not just in the United States but also abroad, especially Israel—claimed that the JCPOA would increase those incentives because it would legitimize enrichment in Iran, allow Iran to ramp up its nuclear capacity when key restrictions expire after 10 and 15 years, and boost the Iranian economy and the resources Iran could devote to a weapons program. I strongly believe the JCPOA will significantly reduce prospects for proliferation in the Middle East (and as my colleague Richard Nephew explains in another post out today, there are things the United States and other powers can do to help reduce that prospect further). But uncertainties about the future of the JCPOA and the region will persist for quite some time—and these uncertainties could motivate regional countries to keep their nuclear options open. They may ask themselves a variety of questions in the years ahead: Will the JCPOA be sustainable over time? Will it unravel over concerns about compliance? Will it withstand challenges by opponents in Tehran and Washington? Will it survive leadership transitions in the United States and Iran? Will Iran ramp up its fissile material production capacities when key restrictions expire? Will it then break out of the JCPOA and seek to build nuclear weapons? Will Iran continue to threaten the security of its neighbors in the years ahead? And will the United States maintain a strong regional military presence and be seen by its partners as a reliable guarantor of their security? I strongly believe the JCPOA will significantly reduce prospects for proliferation in the Middle East. Richard and I studied how these and other questions might affect nuclear decision-making in the Middle East. In particular, we evaluated the likelihood that key states will pursue nuclear weapons, or at least enrichment or reprocessing programs that could give them a latent nuclear weapons capability. We focused on four states often regarded as potential candidates to join the nuclear club: Saudi Arabia, the United Arab Emirates, Egypt, and Turkey. Saudi Arabia Of the four, Saudi Arabia is the most highly motivated to pursue nuclear weapons. It sees Iran as an implacable foe that is intent on destabilizing its neighbors, achieving regional hegemony, and upending the Kingdom’s internal order. At the same time, the Saudis have lost much confidence in the U.S. commitment to the security of its regional partners. In part as a result, the new Saudi leadership has taken a more assertive, independent role in regional conflicts, especially in Yemen. But despite their reservations about the United States, the Saudis know they have no choice but to rely heavily on Washington for their security—and they know they would place that vital relationship in jeopardy if they pursued nuclear weapons. The Saudis clearly have sufficient financial resources to make a run at nuclear weapons. But acquiring the necessary human and physical infrastructure to pursue an indigenous nuclear program would take many years. Given the Kingdom’s difficulty in developing an indigenous nuclear weapons capability, speculation has turned to the possibility that it would receive support from a foreign power, usually Pakistan, which received generous financial support from Saudi Arabia in acquiring its own nuclear arsenal. But while rumors abound about a Pakistani commitment to help Saudi Arabia acquire nuclear weapons, the truth is hard to pin down. If such a Saudi-Pakistani agreement was ever reached, it was probably a vague, unwritten assurance long ago between a Pakistani leader and Saudi king, without operational details or the circumstances in which it would be activated. In any event, the Saudis would find it hard to rely on such an assurance today, when Pakistanis are trying to put the legacy of A.Q. Khan behind them and join the international nonproliferation mainstream. United Arab Emirates (UAE) Like Saudi Arabia, the UAE believes Iran poses a severe threat to regional security and has become more aggressive since the completion of the JCPOA. And like the Saudis, the Emiratis have lost considerable confidence in the reliability of the United States as a security guarantor. But also like the Saudis, the Emiratis are reluctant to put their vital security ties to the United States in jeopardy. [L]ike the Saudis, the Emiratis have lost considerable confidence in the reliability of the United States as a security guarantor. Moreover, the Emiratis are heavily invested in their ambitious nuclear energy program—with efforts currently underway, with the help of a South Korean-led consortium, to construct four nuclear power reactors—and they know this project would be dead in the water if they opted for nuclear weapons. The Emiratis have also been a leading regional supporter of nonproliferation. In their bilateral agreement for civil nuclear cooperation with the United States, they formally renounced the acquisition of enrichment or reprocessing capabilities (the so-called “gold standard”), effectively precluding the pursuit of nuclear weapons. After the JCPOA permitted Iran to retain its enrichment program, the UAE, faced with criticism domestically and from some Arab governments for having given up its nuclear “rights,” said it may reconsider its formal renunciation of enrichment. But subsequently, Emirati officials have made clear that their nuclear energy plans have not changed and that they have no intention to pursue enrichment or reprocessing. Egypt Egypt is on everyone’s short list of potential nuclear aspirants—in part because of its former role as leader of the Arab world and its flirtation with nuclear weapons in the Gamal Abdel Nasser years. But while Egypt and Iran have often been regional rivals, Egypt does not view Iran as a direct military threat. Instead, Egypt’s main concerns include extremist activities in the Sinai, the fragmentation of Iraq and Syria, disarray in Libya—and the adverse impact of these developments on Egypt’s internal security. The Egyptians recognize that none of these threats can be addressed by the possession of nuclear weapons. Although Russia is committed to work with Egypt on its first nuclear power reactor, Cairo’s nuclear energy plans have experienced many false starts before, and there is little reason to believe the outcome will be different this time around, especially given the severe economic challenges the Egyptian government currently faces. Moreover, although Egypt trained a substantial number of nuclear scientists in the 1950s and 1960s, its human nuclear infrastructure atrophied when ambitious nuclear energy plans never materialized. Turkey Because of its emergence in the last decade as a rising power, its large and growing scientific and industrial basis, and its ambition to be an influential regional player, Turkey is also on everyone’s short list of potential nuclear-armed states. But Turkey has maintained reasonably good relations with Tehran, even during the height of the sanctions campaign against Iran. Although the two countries have taken opposing sides in the Syria civil war, Turkey, like Egypt, does not regard Iran as a direct military threat. Indeed, Ankara sees instability and terrorism emanating from the Syrian conflict as its main security concerns—and nuclear weapons are not viewed as relevant to dealing with those concerns. Current tensions with Russia over Turkey’s November 2015 shoot-down of a Russian fighter jet are another source of concern in Ankara. But the best means of addressing that concern is to rely on the security guarantee Turkey enjoys as a member of NATO. While Turkish confidence in NATO has waxed and waned in recent decades, most Turks, especially in the military, believe they can count on NATO in a crisis, and they would be reluctant to put their relationship with NATO at risk by pursuing nuclear weapons. Former nuclear aspirants For the sake of completeness, our study also looked at regional countries that once actively pursued nuclear weapons but were forced to abandon their programs: Iraq, Libya, and Syria. But we concluded that, given the civil strife tearing those countries apart, none of them was in a position to pursue a sustained, disciplined nuclear weapons effort. Bottom line Our study found that the Iran nuclear deal has significantly reduced incentives for countries of the Middle East to reconsider their nuclear options. At least for the foreseeable future, none of them is likely to pursue nuclear weapons or even latent nuclear weapons capabilities—or to succeed if they do. While those challenges dominate in the short term, European leaders must also start thinking about medium- to long-term reforms to the European Union’s asylum and migration policies. European governments have made clear that they want to reform the Common European Asylum System. The European Commission has proposed reforms of its own, which to become laws would need to be approved by both the Council and the European Parliament. But while these proposals are certainly steps in the right direction, they don’t go far enough in addressing structural weaknesses in Europe’s migration and asylum policies. Positive momentum in a number of key areas There are several areas where the Commission has already proposed good reforms: The Commission is proposing to recast a directive aimed at standardizing the processing of asylum procedures across Europe into a fully-fledged regulation. This is good news. The persistent variation in the implementation of asylum procedures across the EU highlights this necessity. Unlike directives, which need to be transposed into national legislation, regulations are immediately and simultaneously enforceable across all member states. A directive specifying the grounds for granting international protection is to be replaced by a more stringent regulation, which is also a good thing. It’s problematic that asylum seekers from the same country of origin enjoy dramatically different acceptance rates across EU member states. Combined, these changes should force member states to comply with international standards on asylum procedures and increase opportunities for migrants to get asylum (particularly in countries that have applied more restrictive criteria). The Eurodac system, which establishes a pan-European fingerprinting database, is now likely to be expanded as well. It would store data on third-country nationals who are not applicants for international protection. But implementation is again a challenge, since Croatia, Greece, Italy, and Malta already struggle to fingerprint new arrivals (something over which infringement proceedings are still ongoing). To attract highly skilled professionals, the Commission is working to make the EU Blue Card scheme more appealing. While member states will retain the right to set their own annual migrants quota, Blue Card procedures and rights will be harmonized across the EU. The minimum length of an initial contract offer will be lowered to six months, salary thresholds will be reduced, and the Blue Card will be offered to migrants granted asylum. Other measures—including a directive aimed at students and researchers and another facilitating intra-corporate transfers—are also steps in the right direction. Finally, the Commission has proposed making permanent a pan-European resettlement scheme that was launched during last summer’s migrant crisis. That’s also a good thing. The framework would harmonize resettlement procedures and financially incentivizes member states to favor the European framework over national ones. At the same time, it would allow asylum seekers to move to Europe without risking their lives trying to cross the Mediterranean. However, given that member states will still determine how many people to resettle annually, the long-term impact of the scheme remains to be seen. Far more needed but little appetite among national capitals There are several policy areas where far more should be done: There is at least one area where the EU is still planning reforms but of a far more limited nature, and that’s on the current directive on basic standards for housing, healthcare, and employment. In private conversations, EU officials stress that the sheer numbers of migrants make it hard for even the best-performing countries to implement this directive. Put simply, member states do not have the political will to do more than what they are already doing. The EU is therefore, understandably, proposing a more moderate reform: it aims to improve reception conditions throughout the EU without dictating to member states how to do so. Less privileged migrants must be provided with safe avenues to contribute to Europe’s economy. Legislation allowing seasonal workers into the Union for a maximum of between five and nine months within any twelve-month period already goes in this direction. Forums connecting local industry associations and countries of origin to better match labor demand and supply would also be welcome. Armenia, Azerbaijan, Cape Verde, Georgia, Morocco, Moldova, and Tunisia—which enjoy mobility partnerships with the EU—would benefit from such an approach. More can be done if the political will amongst European capitals is there. Finally, Europeans must ensure that migrants feel welcome to stay. The EU is aware of the need to adequately integrate third-country nationals, but European capitals are in the driver’s seat when it comes to integration. Directives aimed at facilitating family reunifications, integrating long-term residents, and streamlining administrative processes do what they can in this respect. However, the paths to integration and to welcoming foreigners chosen by European countries are exceedingly different, and for the time being likely to remain so. Because of this and until policymakers put integration at the top of their national agendas, foreign nationals will likely continue to struggle. Dublin: Still the elephant in the room The Dublin regulation, which outlines which member state should be responsible for handling asylum applications, still must be radically revised. This is the elephant in the room and the core of the current asylum refugee framework. Member states should consider the Commission’s proposals for a corrective mechanism in case of migrant surges, a new system for allocating applications across the EU based on a distribution key or, ideally, the centralization of competences to the European Asylum Support Office. Informal conversations with top national and European officials suggest that the corrective mechanism is the most likely proposal to be accepted by the member states and therefore adopted. Under such an agreement, Dublin would be maintained, but automatic relocations would start in case of exceptional migrant surges—with hefty fines imposed by the Commission on those member states refusing to play their part. Unfortunately, this is not good enough. Such an approach does not address the underlying structural unfairness and unsustainability of a system that leaves the burden of processing arrivals overwhelmingly on frontline states. The current situation exemplifies a significant failure of governance that harms the interests of migrants and member states alike. At present, the Dublin Convention largely ignores the needs of migrants in terms of family reunification, language skills, and cultural integration. Unfortunately, the corrective mechanism for the Dublin Convention does nothing more than provide some relief in case of acute emergencies. Meanwhile, it leaves frontline states to continue facing on their own a crisis that only Europe as a whole could solve. “European leaders” still think and act through national perspectives. Moving along despite European governments The European Commission faces both legal and political constraints that limit its scope of action. Whenever it can, it is pushing for a significant overhaul of European asylum and migration policies. However, once more, its initiatives are hampered by the so-called “interests” of the member states. For the time being, we are likely to see some degree of integration in the fields of asylum and migration policies. In his remarks, Minister Alasania shared his insights on the upcoming NATO summit and Georgia's approach to enhancing its relations with the West while attempting to normalize relations with Russia to lower tensions still simmering from the war six years ago. Minister Alasania said that his country's "path toward NATO and European integration is unchanged" and offered next steps on "how we're going to make sure that the credibility of the west, the credibility of NATO as an organization will continue to be relevant to safeguard the values that we all cherish: freedom, democracy, and a Europe whole and free." "We are acting like a NATO country," he said. Continuing: We are acting like a European country, because we believe that our future is within Europe. And we regard ourselves as a future member. And this is why we are preparing ourselves institution-wise, in terms of freedom, in terms of democracy, and the military capabilities when ... the historical opportunity will open up to Georgia to join NATO and the EU. The defense minister added that "We are looking at the future." We: cannot be dragged back to the confrontation of the early 1990s. And we want to make sure that our policies, our economic policies, our foreign policy, [are] specifically working to make sure that the Georgian people who elected us are now moving closer and closer to the European way of living standards. And this only can be done if the efforts that Georgia is making will be validated, will be appreciated by the NATO and the European countries. One of the things we are looking forward to is the signing of the association agreement. The next step obviously is the NATO summit. And what the NATO summit will decide is how effectively they can assure the allies, but also the partners, like Georgia. On Russia, Minister Alasania spoke in both hopeful and realistic terms, saying that: We are now approaching foreign policy and specifically the issue with Russia with a rather mature approach. We don't have any illusions that Russia will change its behavior or policies toward Georgia's territorial integrity or NATO aspirations. But we do hope the diffusion of tensions, the decrease of the military rhetoric between the two countries, will serve Georgia's interests best. And it will give us more space to develop ourselves, to develop our relationship with the Abkhazia and South Ossetian areas. This is the cornerstone of our policy actually. Be uncompromising on the territorial integrity. Be uncompromising on NATO aspiration, membership in NATO and the EU. But at the same time be sure that we are not going give a pretext to anybody in the region, specifically to Russians, to attack us politically or otherwise. As an environmentalist, owning a Jetta that zipped along for 42 miles on a gallon of diesel was the best of both worlds. And it was a lie. My wife, Holly Flood, said she felt like she’d been “duped,” and since then she’s vowed never to buy another VW. I’m not so sure. But I was pleased this week to see the agreed terms for the nearly half million of us who own the smaller diesel engine cars in the U.S. This was the largest car settlement in U.S. history. What I like is the combination of individual and collective compensation for this crime. Making it right with the customers On the individual side, if this deal is approved by the judge in early October, my family will get our 2009 Jetta TDI sedan fixed for free (if the Environmental Protection Agency approves the fix), and we’ll get a check for $5,100. Holly says that’s perfect timing for a down payment on a new car (which will not be a VW). I’m pushing for a plug-in electric hybrid, which we can charge with renewable energy we get off the grid from our local provider, People’s Power & Light. In our case, for every electron we use, they pay to have one electron put in from wind power somewhere right here in New England. Hopefully we’ll have variable pricing of electricity by then, allowing us to charge the car when the juice is cheapest, like when the wind blows at night but few people are using much electricity. The unknown for us is whether the VW fix will noticeably harm the performance of the car. I’m guessing it will, perhaps in its remarkable torque, in its gas mileage, or both. But at this point the car has tons of my wife’s commuting miles on it, so we’re hanging on to it as the in-town backup car. Under the settlement we could get an extra $7k and give up the car entirely. That may be tempting, as it’s at that point where it’s getting substantially more expensive to maintain, and the Kelley Blue Book value is around $6k. They apparently aren’t lowballing us. Making it right with the public The collective part of this agreement is actually more interesting. VW agreed to pay $4.7 billion into environmental programs, which in my estimation will eliminate more harm than they created. One estimate guessed that scores of premature deaths occurred in the U.S. from VW’s “defeat devices” that shut off emissions controls when they were not being tested. Most of the deaths were probably in California, where there were many more sales of diesels than elsewhere in the country. (Of course in Europe the concentration of diesels is much greater and the Guardian put the number of deaths at thousands in the U.K. alone.) One part of this fund will go to replace diesel buses with electric ones. This will measurably improve air quality in inner cities, the precise places where extra sooty VWs were causing ill health and premature deaths with their NOx emissions. Another part will go to install electric vehicle charging stations in California. This helps overcome the “chicken and egg” problem of people not being willing to switch to electric vehicles for fear of running out of juice. The settlement says that “Volkswagen must spend $2 billion to promote non-polluting cars (“zero emissions vehicles” or “ZEV”), over and above any amount Volkswagen previously planned to spend on such technology.” That counterfactual will probably be impossible to prove, but the idea here is fairness. A case of how America deals with environmentally criminal corporations Sociologically, this is a fascinating case, because it reveals how our society resolves scandals that killed people through knowing contamination of the environment. As Deputy U.S. Attorney General Sally Yates harshly put it, "By duping regulators, Volkswagen turned nearly half a million American drivers into unwitting accomplices in an unprecedented assault on our environment." There are individuals inside this company who deserve criminal prosecution, but apparently most of the thousands of other employees did not know what was going on. The corporate response has been interesting, and seems to vary sharply from how most U.S. auto firms have dealt with similar lawsuits and scandals in the past. VW did not drag out the battle, but set aside $16 billion immediately as a loss, and then settled rather generously with us. (This spring they had already given us a $500 gift card and $500 in repairs in what was essentially hush money.) VW’s response to this crisis was creative, forward-looking, and ultimately pro-social. Just a week or so ago they announced that their new business model was to be in electrics: They announced they’d be rolling out 31 electric vehicles in the coming years. This is a remarkable turn for a company that pushed diesels for decades as the solution to climate change. This is what it looks like when a massive corporation whose reputation was built on trust and belief in the integrity of a brand seeks to battle its way back into a changing market. Spending billions on charging stations and replacing diesel buses may make immediate sense—can we say if this is helping avoid premature deaths or it is merely crass self-interest? Does it matter? Of course it does. But my first impression of what VW did this week was of a fair deal that was not just lining my pocket. It was helping us get off fossil fuels as a society and benefiting human health and the environment in a substantial way. And by rebuilding a major employer in Germany, the U.S., and around the world into one that might be a part of the solution to climate change, this is a significant and fairly brilliant business move to position the company for the next half century. like Here's what America would be like without immigrants By webfeeds.brookings.edu Published On :: Tue, 24 May 2016 13:04:00 -0400 “There is room for everybody in America,” wrote French-American author Hector St. John de Crèvecœur in 1782’s Letters from an American Farmer. Like most of the founding generation, Crèvecœur believed the sheer size of the new nation meant for a prosperous future. But he was also celebrating an attitude of openness, a willingness to embrace new citizens from around the world into what he called the “melting pot” of American society. The embrace of openness has survived, in spite of occasional outbreaks of anti-immigrant sentiment, for the intervening two and a half centuries. The United States remains an immigrant nation, in spirit as well as in fact. (A fact for which, as an immigrant from the Old Country, I am grateful). My wife is American, and my high schoolers have had U.S. passports since being born in London. Right now I'm applying for U.S. citizenship. I want America to be my home not just my residence. My story is of course very different to most immigrants - but the point is, all of our stories are different. What unites us is our desire to be American. But this spirit may be waning. Thanks only in part to Donald Trump, immigration is near the top of the political agenda – and not in a good way. Trump has brilliantly exploited the imagery of The Wall to tap into the frustrations of white middle America. But America needs immigration. At the most banal level, this is a question of math. We need more young workers to fund the old age of the Baby Boomers. Overall, immigrants are good for the economy, as a recent summary of research from Brookings’ Hamilton Project shows. Of course, while immigration might be good for the economy as a whole, that does not mean it is good for everyone. Competition for wages and jobs will impact negatively on some existing residents, who may be more economically vulnerable in the first place. Policymakers keen to promote the benefits of immigration should also be attentive to its costs. But the value of immigration cannot be reduced to an actuarial table or spreadsheet. Immigrants do not simply make America better off. They make America better. Immigrants provide a shot in the nation’s arm. Immigrants are now twice as likely to start a new business as native-born Americans. While rates of entrepreneurialism are declining among natives, they are rising among immigrants. Immigrant children typically show extraordinary upward mobility, in terms of income, occupation and education. Among children born in Los Angeles to poorly-educated Chinese immigrants, for example, an astonishing 70% complete a four-year-college degree. As the work of my Brookings colleague William Frey shows, immigrants are migrants within the U. S., too, moving on from traditional immigrant cities — New York and Los Angeles — to other towns and cities in search of a better future. New Americans are true Americans. We need more of them. But Trump is tapping directly and dangerously into white fears of an America growing steadily browner. According to a 2011 Pew Research Center survey, more than four in ten white seniors say that a growing population of immigrants is a "change for the worse;" half of white boomers believe immigration is "a threat to traditional American customs and values." Immigration gets at a deep question of American identity in the 21st century. Just like people, societies age. They might also settle down, lose some dynamism. They might trade a little less openness for a little more security. In other words, they get a bit stuck in their ways. Immigrants generate dynamism and aspiration, but they are also unsettling and challenging. Where this debate ends will therefore tell us a great deal about the trajectory of the nation. An America that closes its doors will be an America that has chosen to settle down rather than grow, allowing security to eclipse dynamism. Disruption is not costless. But America has always weighed the benefits of dynamism and diversity more heavily. Immigration is an important way in which America hits the refresh button and renews herself. Without immigration, the nation would not only be worse off, but would cease, in some elemental sense, to be America at all. Editor's note: This piece originally appeared in Fortune. like Return on American Humanitarian Aid: They Like Us By webfeeds.brookings.edu Published On :: Mon, 10 Dec 2012 12:28:00 -0500 As the United States approaches the fiscal deadline looming early next year, it is also time to assess the future – and “return on investment” – of American humanitarian assistance around the world. There is a growing body of research to suggest that U.S. humanitarian aid to developing nations results in substantial benefits to the U.S. itself. Beyond the self-evident worth of compassion toward those in need, global humanitarian assistance serves the self-interest of the U.S. and other donor countries by substantially improving public attitudes about the giving nation, justifying such help in an era of growing budgetary constraints and slow economic growth. First, there is clear evidence that large-scale disaster assistance can dramatically move public attitudes, as found in surveys by Terror Free Tomorrow, a nonprofit research organization in Washington. For instance, two-thirds of Indonesians favorably changed their opinion of the U.S. because of the generous American response to the tsunami in 2004. The highest percentage of that group was among those under age 30. Even 71 percent of self-identified Osama bin Laden supporters adopted a favorable view of the United States. Second, more significant changes in public opinion can occur when American aid is targeted and focused on directly helping people in need and not foreign governments. Moreover, as a direct result of the American effort, support for Al Qaeda and terrorist attacks dropped by half in Indonesia – the world’s largest Muslim country. Even two years later, 6 in 10 Indonesians continued to state that American humanitarian aid made them favorable to the United States. The U.S. Navy ship Mercy is a fully equipped, 1,000-bed floating hospital, which while docking for several months in local ports in 2006, provided medical care to the people of Indonesia and Bangladesh. Nationwide polling in Bangladesh following the Mercy’s visit found that 87 percent of those surveyed said that the activities of the Mercy made their overall opinion of the US more positive. In fact, Indonesians and Bangladeshis ranked additional visits by the Mercy as a higher priority for future American policy than resolving the Israeli-Palestinian conflict. In light of the U.S. war in Afghanistan and the American armed drone strikes inside Pakistan, anti-American attitudes in that country are among the strongest in the world. Yet while the favorable impact of intense disaster assistance following the 2005 earthquake declined in subsequent years among Pakistanis throughout the country, U.S. assistance had a long-lasting effect on attitudes at the local level among those directly impacted by the aid. A survey conducted four years after the earthquake found that Pakistanis living near the fault-line were significantly more likely to express trust in Americans and Europeans than those who were living farther away. When it’s wisely conceived and delivered, humanitarian aid saves lives and often improves quality of life. It can also favorably change public opinion toward the U.S. and other donor countries. Data further indicate the tantalizing possibility that humanitarian aid can lead to far more significant changes in values, from increasing understanding across borders; lessening inter-tribal, religious, and regional conflict; and enhancing support for free markets, trade, and democracy. In this time of limited government resources, the effectiveness of American foreign humanitarian help must be rigorously examined. Not only should measurable outcomes of the aid itself be looked at, but also whether the aid can lead to changes in values and trust. A full understanding of humanitarian aid can show that it helps all, donors and recipients alike. Authors David L. As the State Department overhauls its counter messaging program, Will McCants and Clint Watts examine what makes ISIS’s online magazine, Dabiq, so successful, and the obstacles to the U.S. government producing a publication that effective. This piece originally appeared on The Daily Beast. The Obama administration attributes much of ISIS’s success at communicating to its technological savvy, which has elevated the group to a global media and terrorist phenomenon. The president has gone so far as to say that the Paris attackers were a “bunch of killers with good social media.” Despite the praise heaped on the so-called Islamic State for its cutting-edge propaganda online, one of its most effective products is decidedly low tech. Dabiq, ISIS’s online news magazine, has a small but devoted readership that spans the globe. News of advances on the battlefield excite them—more evidence that God’s kingdom on earth has returned and grows. Stories of fighters inspire them—more models to emulate as they contemplate what role they can play in the divine drama unfolding. Journalists and analysts read it with almost the same intensity as ISIS fans; the contents of each volume fill newspapers and think-tank reports soon after it’s released. And no wonder: the magazine clearly states the organization’s goals; provides news of its activities that advance those goals; showcases personal stories of the people engaged in the activities; and announces major developments in the organization’s fight against its enemies. It’s a wealth of information presented between two covers every few months. Can you name a single U.S. government publication or online platform devoted to the anti-ISIS fight that is as informative or as widely-read as Dabiq? Is there anything that tells us what all these air sorties are for? Who’s fighting this fight on the ground? What advances the coalition has made and why we should we care? We couldn’t come up with one either. That got us to thinking: why can’t the U.S. government publish something like Dabiq online? Lack of imagination isn’t the reason. A news magazine isn’t a very creative idea—Americans perfected the form, which ISIS copied. And if anything, folks inside the government have too many overly-imaginative ideas, most of them involving whiz-bang technology. If you’ve thought it, they’ve thought it. A social media campaign for youth to come up with ways to counter violent extremism? Check. Sock-puppetry? Check. The only real obstacle impeding the U.S. government is itself. The executive branch’s complicated bureaucracy, legal strictures, and sensitivity to criticism from media and Congress make it tough to publish a Dabiq-style magazine. To see what we mean, let’s look at two of Dabiq’s regular features and see what would happen if the U.S. government tried to mimic them: Attack Reports: Each issue of Dabiq details its attacks on its enemies. One entry in issue 12 chronicled ISIS’s efforts to capture an airbase in Dayr al-Zawr, Syria. Another described four suicide attacks on the Saudi-led coalition fighting southern Yemen. Pictures accompany most entries, some quite gruesome. The U.S. government routinely writes these types of reports for internal consumption. But when they’re public—and thus under the scrutiny of Congress that holds the pursestrings and the media that holds the careerstrings—routine gives way to caution and quarreling. If the president asks his government to write attack reports for the public, the U.S. Department of State and the Department of Defense will quarrel about who will take the lead in writing and publishing them. Then they and the intelligence agencies will quarrel over which reports should be included. Will this report counter the president’s insistence that we have no boots on the ground? Will that report make it look like our Iraqi partners aren’t carrying their weight? Does this one tell the enemy too much about our game plan? Does that picture make U.S. soldiers look too menacing? Will this report later be discredited by the media? Will these battlefield successes be reversed in the future? Does anyone know if another agency has said this or its opposite? Will anyone trust what we’re saying? Shouldn’t someone else be saying this? When something finally slides off the serpentine conveyor belt months later, it will be a bland blob devoid of detail and relevance. Meanwhile, ISIS will have added twelve more volumes to its shelves. Biographies of Fighters: Dabiq sometimes profiles its fighters, including the young men on the front lines dying for ISIS’s cause. The fighters tell their stories and explain their reasons for fighting. In issue 8, for example, there is a Q&A with the man who murdered a prominent politician in Tunisia. He explains why he did it and how it advances the greater goals of the Islamic State. The United States military used to feature these sorts of stories, too—back when the American war in Iraq was a massive, overt affair. Now, that’s not the case. The identities of the Americans fighting in Syria and Iraq are a well-guarded secret because the government does not want them or their families to become targets. The government would also frown on them for nonchalantly talking about killing lest the American public get upset. And then there’s that boots on the ground thing. Without personal stories, we’re left with drones buzzing in the sky, and buzz-cut officers droning through stale Pentagon briefings. The human cost on both sides is reduced to numbers on slides, which means Americans can’t appreciate the true costs of war and foreigners can’t appreciate the sacrifices Americans are making on their behalf. Some readers might feel that the U.S. government should be constrained in these ways. They want the government to be sensitive to public opinion and exceedingly cautious when talking about war and violence. If so, they shouldn’t complain when the U.S. government explains its anti-ISIS fight in the vaguest possible terms—that’s the outcome of extreme caution compounded by bureaucratic bargaining on a mind-boggling scale. Others might feel we need to reform the way government does messaging. If so, don’t propose to change the system first. Rather, ask the system to perform a simple task like the one we’ve described and see where it breaks down. Then you’ll know what to fix. Making a news magazine probably isn’t the high tech solution the government is looking for, at least judging by Friday’s pilgrimage of senior security officials to Silicon Valley and the revamping of State Department’s online counter messaging campaign. But if our byzantine, poll-sensitive government can’t do something so basic, it won’t perform better when it’s tasked with something more complicated no matter how much technology it uses.
