VOLUNTEER LEGAL INTERNSHIP

Tax Division (TAX)

Washington, District of Columbia

Application Deadline: June 1, 2020

The Tax Division works to provide a valuable internship experience by attempting to ensure that legal interns assist in as many aspects of the Division’s work as possible, and that interns are provided written or oral feedback on their assignments.

Interns are assigned to a section for the semester and work closely with that section’s attorneys on a wide range of issues, to the extent allowed by law. Interns are frequently asked to research legal issues that arise in pending cases, but may also be asked to prepare legal memoranda or draft pleadings, briefs, motions, and other legal documents. Interns may assist with discovery, including drafting interrogatories, document requests, and subpoenas. Interns may have the opportunity to help attorneys prepare for arguments, trials, and hearings, and may have the opportunity to attend and observe those that are local.

Interns will be expected to work approximately 10-12 weeks during the semester, for a minimum of 15 hours per week. It is anticipated that most interns will be attending classes during the semester and will therefore be working a part-time schedule; however, the sections will attempt to accommodate requests for full-time internships.

Keeping out the Masses: Understanding the Popularity and Implications of Internet Paywalls. (arXiv:1903.01406v4 [cs.CY] UPDATED)

Funding the production of quality online content is a pressing problem for content producers. The most common funding method, online advertising, is rife with well-known performance and privacy harms, and an intractable subject-agent conflict: many users do not want to see advertisements, depriving the site of needed funding.

Because of these negative aspects of advertisement-based funding, paywalls are an increasingly popular alternative for websites. This shift to a "pay-for-access" web is one that has potentially huge implications for the web and society. Instead of a system where information (nominally) flows freely, paywalls create a web where high quality information is available to fewer and fewer people, leaving the rest of the web users with less information, that might be also less accurate and of lower quality. Despite the potential significance of a move from an "advertising-but-open" web to a "paywalled" web, we find this issue understudied.

This work addresses this gap in our understanding by measuring how widely paywalls have been adopted, what kinds of sites use paywalls, and the distribution of policies enforced by paywalls. A partial list of our findings include that (i) paywall use is accelerating (2x more paywalls every 6 months), (ii) paywall adoption differs by country (e.g. 18.75% in US, 12.69% in Australia), (iii) paywalls change how users interact with sites (e.g. higher bounce rates, less incoming links), (iv) the median cost of an annual paywall access is $108 per site, and (v) paywalls are in general trivial to circumvent.

Finally, we present the design of a novel, automated system for detecting whether a site uses a paywall, through the combination of runtime browser instrumentation and repeated programmatic interactions with the site. We intend this classifier to augment future, longitudinal measurements of paywall use and behavior.

The hierarchical templatized displays enable viewers to navigate to an end subject of interest while having a unique visual experience of moving through a series of displays to the end subject of interest. For example, the higher-order display may be a product ad and the lower-order display may be an ad for a local retailer of the product. Similarly, a viewer can navigate from national product to local product ad, or classified ad category to specific classified ad, or bulletin board topic category to specific posting. In another embodiment, the VOD content delivery system is used to deliver consumer-generated classified ads on TV. A web-based Content Management System receives consumer-generated content uploaded online in industry-standard file formats with metadata for title and topical area, and automatically converts it into video data format compatible with the VOD content delivery system indexed by title and topical area. A User Interface for the system delivers listings data to the viewer's TV indexed by title and topical area, and displays a requested classified ad in response to viewer selection.
