OpCost: an Open-Source System for Estimating Costs of Stand-Level Forest Operations.

This report describes and documents the OpCost forest operations cost model, a key component of the BioSum analysis framework. OpCost is available in two editions: as a callable module for use with BioSum, and in a stand-alone edition that can be run directly from R. OpCost model logic and assumptions for this open-source tool are explained, references to the literature used in all of the submodels included in OpCost are provided, and guidance is offered on how to change the default hourly machine rates associated with overall logging cost calculations. OpCost enhancements such as cost component breakout, and identifying the least-cost harvest system, are also described and explained.

Wood and Coal Cofiring in Alaska—Operational Considerations and Combustion Gas Effects for a Grate-Fired Power Plant.

Coal is the primary fuel source for electrical power generation in interior Alaska, with more than 600,000 tons burned annually at five different power plants. Woody biomass could be used as part of this fuel mix, offering potential environmental and economic benefits. In this research, debarked chips were cofired with locally mined coal at the Aurora Power Plant facility in downtown Fairbanks, Alaska. During two days of testing, aspen chips were successfully cofired with coal at average rates of 2.4 percent and 4.8 percent of total energy value. Combustion gases were analyzed during combustion of 100- percent coal, as well as at two different blends with aspen chips, for levels of carbon dioxide, carbon monoxide, oxygen, and nitrogen compounds. Carbon monoxide was suggested as the combustion gas most influenced by changes in woody biomass blend rate. The potential logistic and operational challenges when cofiring were also observed. Cofiring biomass at low levels in grate-combustion systems could be performed with relative ease, with only minor impacts on plant operations, including fuel storage, handling, and performance.

Why universal basic health care is both a moral and economic imperative

Several hundred cars were parked outside a food bank in San Antonio on Good Friday — the food bank fed 10,000 people that day. Such scenes, increasingly common across the nation and evocative of loaves and fish, reflect the cruel facts about the wealthiest nation in the world: 80 percent of Americans live paycheck to paycheck, and 100 percent of Americans were unprepared for the COVID-19 pandemic. People are hungry due to macroeconomic and environmental factors, not because they did something wrong. Although everyone is at risk in this pandemic, the risk is not shared equally across socioeconomic classes. Universal basic health care could resolve this disparity and many of the moral and economic aspects associated with the pandemic.

Increases in the total output of the economy, or the gross domestic product (GDP), disproportionately benefit the wealthy. From 1980 to 2020, the GDP increased by 79 percent. Over that same time, the after-tax income of the top 0.01 percent of earners increased by 420 percent, while the after-tax income of the middle 40 percent of earners increased by only 50 percent, and by a measly 20 percent for the bottom 50 percent of earners. At present, the top 0.1 percent of earners have the same total net worth as the bottom 85 percent. Such income inequality produces poverty, which is much more common in the U.S. than in other developed countries. Currently 43 million Americans, or 12.7 percent of the population, live in poverty.

At the same time, 30 million Americans are uninsured and many more are underinsured with poorly designed insurance plans. The estimated total of uninsured and underinsured Americans exceeds 80 million. In addition, most of the 600,000 homeless people and 11 million immigrants in the U.S. lack health care coverage. Immigrants represent an especially vulnerable population, since many do not speak English and cannot report hazardous or unsafe work conditions. Furthermore, many immigrants avoid care due to fear of deportation even if they entered the country through legal channels.

Most people in poverty and many in the middle class obtain coverage from federal programs. On a national level, Medicaid is effectively a middle-class program and covers those living in poverty, 30 percent of adults and 60 percent of children with disabilities as well as about 67 percent of people in nursing homes. In Iowa, 37 percent of children and 48 percent of nursing home residents use Medicaid. Medicaid also finances up to 20 percent of the care provided in rural hospitals. Medicare, Medicaid and the Children’s Hospital Insurance Program (CHIP) together cover over 40 percent of Americans.

In addition to facilitating care, health care policy must also address the “social determinants of health,” since the conditions in which people live, work, and play dictate up to 80 percent of their health risks and outcomes. This means that health care reform requires programs in all facets of society. Winston Churchill first conceptualized such an idea in the early 20th century as a tool to prevent the expansion of socialism, arguing that inequality could persist indefinitely without social safety nets. Since that time most developed countries have implemented such social programs, but not the US.

All developed countries except the U.S. provide some type of universal basic health care for their residents. Universal basic health care refers to a system that provides all people with certain essential benefits, such as emergency services (including maternity), inpatient hospital and physician care, outpatient services, laboratory and radiology services, treatment of mental illness and substance abuse, preventive health services (including vaccinations), rehabilitation, and medications. Providing access to these benefits, along with primary care, dramatically improves the health of the community without imposing concerns regarding payment. Perhaps not coincidentally, the U.S. reports a lower life expectancy and higher rates of infant mortality, suicide and homicide compared to other developed countries.

Countries such as Canada, Great Britain, Denmark, Germany, Switzerland, Australia, and Japan all produce better health care outcomes than the U.S. at a much lower cost. In fact the U.S. spends about twice the percentage of its GDP on health care compared to these countries. With that being said, the Affordable Care Act of 2010 (ACA), which facilitated a decrease in the rate of the uninsured in the U.S. from 20 percent to 12 percent, also decreased the percentage of the GDP spent on health care from 20.2 percent to 17.9 percent in just 10 years. For this reason, most economists agree that universal basic health care would not cost more than the current system, and many would also argue that the total costs of the health care system cannot be further reduced unless everyone has access to basic care.

Achieving successful universal basic health care requires a serious long-term commitment from the federal government — contributing to Medicaid and financing its expansion are not enough. It requires courage from our elected leaders. The ACA took several important steps toward this goal by guaranteeing coverage for preexisting conditions, banishing lifetime maximums for essential services, and mandating individual coverage for everyone, though Congress repealed this final provision in 2017. At present, the ACA requires refinement and a public option, thereby preserving private and employer-based plans for those who want them.

Without universal basic health care the people living at the margins of society have no assurances that they will have access to basic health care services, especially during times of pandemic. Access to food and medications is less reliable, large families live together in small spaces, and public transportation facilitates frequent exposure to others. Childhood diseases such as asthma, chronic diseases such as diabetes, and diseases related to smoking such as COPD and cancer are all likely to worsen. Quarantine protocols also exacerbate the mental health crisis, further increasing rates of domestic violence, child abuse, substance abuse, depression, and suicide. In the last six weeks over 30 million Americans have applied for unemployment benefits, and as people become unemployed, many will lose health insurance.

Access to basic health care without economic or legal consequences would greatly enhance all aspects of pandemic management and response, from tracing contacts and quarantining carriers to administering tests and reinforcing supply chains. The COVID-19 pandemic has disproportionately affected minorities and the impoverished in both mortality and livelihood. Universal basic health care helps these vulnerable populations the most, and by reducing their risk it reduces the risk for everyone. In this way, universal basic health care supports the best interests of all Americans.

Like a living wage, universal basic health care aligns with the Christian tradition of social justice and is a moral and economic imperative for all Americans. Nurses, doctors, and other health care providers often observe a sharp contrast between the haves and have-nots when seeing patients. The homeless, the hungry, the unemployed, the working poor, the uninsured; people without families, patients with no visitors, those who live alone or lack support systems; refugees and immigrants — all of these people deserve the fairness and dignity provided by universal basic health care and programs which improve the social determinants of their health. The ACA moved U.S. toward this goal, but now it requires refinement and a public option. The COVID-19 pandemic highlights the urgency of this imperative by demonstrating how universal basic health care could decrease the risks to those less fortunate, thus significantly decreasing the risks to everyone.

We develop a distributional framework for the shearlet transform $mathcal{S}_{psi}colonmathcal{S}_0(mathbb{R}^2) omathcal{S}(mathbb{S})$ and the shearlet synthesis operator $mathcal{S}^t_{psi}colonmathcal{S}(mathbb{S}) omathcal{S}_0(mathbb{R}^2)$, where $mathcal{S}_0(mathbb{R}^2)$ is the Lizorkin test function space and $mathcal{S}(mathbb{S})$ is the space of highly localized test functions on the standard shearlet group $mathbb{S}$. These spaces and their duals $mathcal{S}_0^prime (mathbb R^2),, mathcal{S}^prime (mathbb{S})$ are called Lizorkin type spaces of test functions and distributions. We analyze the continuity properties of these transforms when the admissible vector $psi$ belongs to $mathcal{S}_0(mathbb{R}^2)$. Then, we define the shearlet transform and the shearlet synthesis operator of Lizorkin type distributions as transpose mappings of the shearlet synthesis operator and the shearlet transform, respectively. They yield continuous mappings from $mathcal{S}_0^prime (mathbb R^2)$ to $mathcal{S}^prime (mathbb{S})$ and from $mathcal{S}^prime (mathbb S)$ to $mathcal{S}_0^prime (mathbb{R}^2)$. Furthermore, we show the consistency of our definition with the shearlet transform defined by direct evaluation of a distribution on the shearlets. The same can be done for the shearlet synthesis operator. Finally, we give a reconstruction formula for Lizorkin type distributions, from which follows that the action of such generalized functions can be written as an absolutely convergent integral over the standard shearlet group.

Derivatives of normal Jacobi operator on real hypersurfaces in the complex quadric. (arXiv:2005.03483v1 [math.DG])

In cite{S 2017}, Suh gave a non-existence theorem for Hopf real hypersurfaces in the complex quadric with parallel normal Jacobi operator. Motivated by this result, in this paper, we introduce some generalized conditions named $mathcal C$-parallel or Reeb parallel normal Jacobi operators. By using such weaker parallelisms of normal Jacobi operator, first we can assert a non-existence theorem of Hopf real hypersurfaces with $mathcal C$-parallel normal Jacobi operator in the complex quadric $Q^{m}$, $m geq 3$. Next, we prove that a Hopf real hypersurface has Reeb parallel normal Jacobi operator if and only if it has an $mathfrak A$-isotropic singular normal vector field.

Classical studies on aspiration-based dynamics suggest that a dissatisfied individual changes strategy without taking into account the success of others. This promotes defection spreading. The imitation-based dynamics allow individuals to imitate successful strategies without taking into account their own-satisfactions. In this article, we propose to study a dynamic based on aspiration which takes into account imitation of successful strategies for dissatisfied individuals. This helps cooperative members to resist. Individuals compare their success to their desired satisfaction level before making a decision to update their strategies. This mechanism helps individuals with a minimum of self-satisfaction to maintain their strategies. If an individual is dissatisfied, it will learn from others by choosing successful strategies. We derive an exact expression of the fixation probability in well-mixed populations as in structured populations in networks. As a result, we show that selection may favor cooperation more than defection in well-mixed populations as in populations ranged over a regular graph. We show that the best scenario is a graph with small connectivity.

Quantum arithmetic operations based on quantum Fourier transform on signed integers. (arXiv:2005.00443v2 [cs.IT] UPDATED)

The quantum Fourier transform brings efficiency in many respects, especially usage of resource, for most operations on quantum computers. In this study, the existing QFT-based and non-QFT-based quantum arithmetic operations are examined. The capabilities of QFT-based addition and multiplication are improved with some modifications. The proposed operations are compared with the nearest quantum arithmetic operations. Furthermore, novel QFT-based subtraction and division operations are presented. The proposed arithmetic operations can perform non-modular operations on all signed numbers without any limitation by using less resources. In addition, novel quantum circuits of two's complement, absolute value and comparison operations are also presented by using the proposed QFT based addition and subtraction operations.

Imitation Learning for Human-robot Cooperation Using Bilateral Control. (arXiv:1909.13018v2 [cs.RO] UPDATED)

Robots are required to operate autonomously in response to changing situations. Previously, imitation learning using 4ch-bilateral control was demonstrated to be suitable for imitation of object manipulation. However, cooperative work between humans and robots has not yet been verified in these studies. In this study, the task was expanded by cooperative work between a human and a robot. 4ch-bilateral control was used to collect training data for training robot motion. We focused on serving salad as a task in the home. The task was executed with a spoon and a fork fixed to robots. Adjustment of force was indispensable in manipulating indefinitely shaped objects such as salad. Results confirmed the effectiveness of the proposed method as demonstrated by the success of the task.

A Reduced Basis Method For Fractional Diffusion Operators II. (arXiv:2005.03574v1 [math.NA])

We present a novel numerical scheme to approximate the solution map $smapsto u(s) := mathcal{L}^{-s}f$ to partial differential equations involving fractional elliptic operators. Reinterpreting $mathcal{L}^{-s}$ as interpolation operator allows us to derive an integral representation of $u(s)$ which includes solutions to parametrized reaction-diffusion problems. We propose a reduced basis strategy on top of a finite element method to approximate its integrand. Unlike prior works, we deduce the choice of snapshots for the reduced basis procedure analytically. Avoiding further discretization, the integral is interpreted in a spectral setting to evaluate the surrogate directly. Its computation boils down to a matrix approximation $L$ of the operator whose inverse is projected to a low-dimensional space, where explicit diagonalization is feasible. The universal character of the underlying $s$-independent reduced space allows the approximation of $(u(s))_{sin(0,1)}$ in its entirety. We prove exponential convergence rates and confirm the analysis with a variety of numerical examples.

Further improvements are proposed in the second part of this investigation to avoid inversion of $L$. Instead, we directly project the matrix to the reduced space, where its negative fractional power is evaluated. A numerical comparison with the predecessor highlights its competitive performance.

Heidelberg Colorectal Data Set for Surgical Data Science in the Sensor Operating Room. (arXiv:2005.03501v1 [cs.CV])

Image-based tracking of medical instruments is an integral part of many surgical data science applications. Previous research has addressed the tasks of detecting, segmenting and tracking medical instruments based on laparoscopic video data. However, the methods proposed still tend to fail when applied to challenging images and do not generalize well to data they have not been trained on. This paper introduces the Heidelberg Colorectal (HeiCo) data set - the first publicly available data set enabling comprehensive benchmarking of medical instrument detection and segmentation algorithms with a specific emphasis on robustness and generalization capabilities of the methods. Our data set comprises 30 laparoscopic videos and corresponding sensor data from medical devices in the operating room for three different types of laparoscopic surgery. Annotations include surgical phase labels for all frames in the videos as well as instance-wise segmentation masks for surgical instruments in more than 10,000 individual frames. The data has successfully been used to organize international competitions in the scope of the Endoscopic Vision Challenges (EndoVis) 2017 and 2019.

An Experimental Study of Reduced-Voltage Operation in Modern FPGAs for Neural Network Acceleration. (arXiv:2005.03451v1 [cs.LG])

We empirically evaluate an undervolting technique, i.e., underscaling the circuit supply voltage below the nominal level, to improve the power-efficiency of Convolutional Neural Network (CNN) accelerators mapped to Field Programmable Gate Arrays (FPGAs). Undervolting below a safe voltage level can lead to timing faults due to excessive circuit latency increase. We evaluate the reliability-power trade-off for such accelerators. Specifically, we experimentally study the reduced-voltage operation of multiple components of real FPGAs, characterize the corresponding reliability behavior of CNN accelerators, propose techniques to minimize the drawbacks of reduced-voltage operation, and combine undervolting with architectural CNN optimization techniques, i.e., quantization and pruning. We investigate the effect of environmental temperature on the reliability-power trade-off of such accelerators. We perform experiments on three identical samples of modern Xilinx ZCU102 FPGA platforms with five state-of-the-art image classification CNN benchmarks. This approach allows us to study the effects of our undervolting technique for both software and hardware variability. We achieve more than 3X power-efficiency (GOPs/W) gain via undervolting. 2.6X of this gain is the result of eliminating the voltage guardband region, i.e., the safe voltage region below the nominal level that is set by FPGA vendor to ensure correct functionality in worst-case environmental and circuit conditions. 43% of the power-efficiency gain is due to further undervolting below the guardband, which comes at the cost of accuracy loss in the CNN accelerator. We evaluate an effective frequency underscaling technique that prevents this accuracy loss, and find that it reduces the power-efficiency gain from 43% to 25%.

A harvest advisory model simulates and predicts the impacts of this weather information and user-provided and/or observed feedback in one or more physical, empirical, or artificial intelligence models of precision agriculture to analyze crops, plants, soils, and resulting agricultural commodities, and provides harvest advisory outputs to a diagnostic support tool for users to enhance farming and harvest decision-making, whether by providing pre-, post-, or in situ-harvest operations and crop analyzes.

A process for the production of aromatics through the reforming of a hydrocarbon stream is presented. The process utilizes the differences in properties of components within the hydrocarbon stream to increase the energy efficiency. The differences in the reactions of different hydrocarbon components in the conversion to aromatics allows for different treatments of the different components to reduce the energy used in reforming process.

Co-current catalyst flow with feed for fractionated feed recombined and sent to high temperature reforming reactors

A process is presented for the increasing the yields of aromatics from reforming a hydrocarbon feedstream. The process includes splitting a naphtha feedstream into a light hydrocarbon stream, and a heavier stream having a relatively rich concentration of naphthenes. The heavy stream is reformed to convert the naphthenes to aromatics and the resulting product stream is further reformed with the light hydrocarbon stream to increase the aromatics yields. The catalyst is passed through the reactors in a sequential manner.
