2 A perusal of the impugned order reveals that the Ld. Trial Court declined to take cognizance of the complaint primarily for the reason that the complainant despite availing several opportunities had not filed the ECS mandate. Sh.Bhola has, further, argued that the offence as envisaged u/sec.-25 of the Payments & Settlement Systems Act (hereinafter referred to as 'the PSS Act') was completed, when the respondent, who had taken a loan and had issued authorization to debit the amount each month from his account failed to maintain sufficient balance in his account, thereby, resulting in failure of debit of amount. It is, therefore, argued that the Ld. MM committed a grave error in dismissing the complaint as both the documents constituting the offence were on record.

कोरोना संक्रमण से बचाव के लिए सरकार द्वारा किए गए लॉक डाउन के दौरान बागोडा पुलिस द्वारा लॉक डाउन के नियम तोडऩे वालों के दुपहिया व चार पहिया वाहनों के 74 चालान, 31 वाहन चालान के साथ सीज किए हैं। वहीं लॉक डाउन के दौरान नियमों को उल्लंघन करने एवं शांति भंग करने के मामले में अब तक 22 मार्च से 8 मई तक पुलिस ने 91 आरोपियों को गिरफ्तार किए। थानाधिकारी सूरज भान सिंह राणावत ने बताया कि स्थानीय पुलिस ने प्रकरण दर्ज कर गिरफ्तारी करने की लगातार कार्रवाई की जा रही हैं। लॉक डाउन के तीसरे चरण में भी पुलिस द्वारा कस्बे के विभिन्न जगह पर कस्बे के सिणधरी सर्किल, खेतलाजी तिराहा, कुडा सर्किल, भीनमाल सर्किल सहित विभिन्न जगहों पर बेरिकेट्स लगाकर काफी नाके लगाए गए हैं। पुलिस के जवान दिन व रात्रि गस्त कर के आने-जाने वाले लोगों पर पैनी नजर रखे हुए हैं।
पुलिस हाथ जोड़कर मास्क पहनने का कर रही अपील :
वहीं पुलिस मास्क बिना पहनने आने वाले लोगों के खिलाफ एक बार हाथ जोड़कर मास्क पहनने की अपील करती हैं। जबकि वही व्यक्ति दोबारा बिना मास्क पहनने घूमने पर उनके खिलाफ कार्यवाही कर रही। कुड़ा सर्किल पर ड्यूटी पर तैनात पुलिस के जवान कांस्टेबल मनोज कुमार कुशवाहा, होम गार्ड दिनेश कुमार, महेन्द्र जोड सहित पुलिस के जवानों ने बिना मास्क घूम रहे युवाओं को हाथ जोड़ कर अपील की कि आप घर पर रहे साथ ही मास्क लगाने सहित बिना कार्य बेवजह नहीं घूमने हेतु हिदायत दी। उपनिरीक्षक सुरज भान सिंह राणावत ने बताया कि लॉक डाउन में पुलिस द्वारा कोई ढील नहीं बरती गई हैं।

संजय गुप्ता .कोरोना से जूझ रहे इंदौर में शनिवार का दिन एक बड़ी राहतभरी खबर लाया। 1196 सैंपल में से 78 नए पॉजिटिव मरीज मिलने से कुल संक्रमित मरीजों की संख्या 1858 हो गई, लेकिन अब शहर में एक्टिव (भर्ती) मरीज 878 ही रह गए हैं, जबकि उससे ज्यादा यानी 891 मरीज स्वस्थ होकर घर पहुंच चुके हैं। लगभग 47 दिन के कोरोनाकाल में ऐसा पहली बार हुआ है, जब स्वस्थ मरीजों की संख्या उपचाररत मरीजों से अधिक हो गई है। हालांकि मरीज और पॉजिटिव रेट कम होने के बाद भी शहर में 17 मई को लॉकडाउन नहीं खुल पाएगा। यह 30 मई तक जारी रह सकता है। चरणबद्ध तरीके से छूटें मिलती जाएंगी। जब तक पॉजिटिव मरीज मिलेंगे, राहत नहीं मिलेगी। राजबाड़ा, 56 दुकान जैसी भीड़ वाली जगहें दो से तीन महीने तक खुलना मुश्किल है। मॉल, टॉकिज भी नहीं खुलेंगे, क्योंकि जून-जुलाई में फिर वायरस के पीक पर आने की आशंका है।

-मनीष सिंह, कलेक्टर के मुताबिक, स्थिति 80% नियंत्रण में आ गई है। आर्थिक गतिविधियां शुरू हो रही हैं, लेकिन अभी भीड़ से बचना है और फिर बारिश के समय भी ध्यान रखना है। इसलिए 30 मई तक लोग घरों में ही रहें, तभी संक्रमण पूरी तरह खत्म होगा।

टीपीआर 4 फीसदी भी तो 30-40 मरीज मिलेंगे

• अगले चार दिन तक 1 हजार लोगों के सैंपल होने से 500 से 1200 टेस्ट रिपोर्ट एक साथ आएगी। अगर टीपीआर 4 फीसदी भी रहा तो हर दिन 30-40 मरीज आएंगे।
• चार दिन बाद इन पॉजिटिव मरीजों के करीबियों के सैंपल लेंगे। तब 500 सैंपल में से सात दिन तक औसत 15 मरीज आना संभावित हैं। यानी 17 मई तक मरीज मिलना संभावित है।
• किसी जोन को ऑरेंज करने के लिए सात दिन और ग्रीन करने के लिए 14 दिन तक मरीज नहीं मिलना चाहिए। ऐसे में इंदौर में मई अंत तक यह स्थिति बनेगी, उसके सात दिन बाद राहत मिलना शुरू होगी।
• प्रशासन को मरीजों का आंकड़ा 2200 से 2500 के बीच जाने की आशंका है।
