Marion coronavirus recovery task force wants residents to come out of this healthy and to ‘a vibrant economy’

MARION — Marion’s 14-member COVID-19 Economic Recovery Task Force is beginning to work on recommendations of how to get people back to work, while keeping everyone safe.

“It’s hard to know right now at the beginning the various outcomes that are going to come out of this,” Marion Mayor Nick AbouAssaly told task force members in a meeting held this week via Zoom.

“Community sectors will work independently and report to the steering committee with ideas, strategies or policy recommendations,” he said.

In turn, the task force will consider recommendations to the Marion City Council, and AbouAssaly said he will update the council on the task force meetings.

“Unfortunately, we have to accept that the virus is here to stay,” AbouAssaly said. “It’s part of our life for the time being. We have to be able to plan for getting back to doing things and leading our lives in a way that allows us to exist with the virus in our community.”

Elizabeth Cwik, a Marion resident who works for the Greater Cedar Rapids Community Foundation, said there’s a “strong interest” among task force members to provide accurate information to the public about the virus.

“I see clear, consistent messaging from a variety of sectors from the schools, government, businesses and nonprofits. Then that message gets through,” Cwik said. “If that message is, ‘We care, and we want you to come out whole, and we want there to be a vibrant economy to be continued with every citizen’s effort,’ I think that’s a valuable contribution to the recovery.”

In joining the task force, Dr. Jaclyn Price said she hopes to dispel inaccurate information about the coronavirus and help businesses find ways to safely bring their employees back to work.

“I anticipate businesses will be operating at reduced capacities,” she said. “Maybe doing appointments rather than walk-in business, and cleaning more routinely.”

If businesses require employees and customers to wear masks, it will protect others from asymptomatic spread of the virus, she said.

“We will still see virus activity until we get a vaccine or herd immunity,” Price said. “This is going to be a problem for months to come. We’re trying to find ways to open slowly, but also understanding if we reopen everything and have to close it again, that could be more detrimental to people’s psychology or finances of businesses.”

The Rev. Mike Morgan of Marion United Methodist Church said “greater conversation” with government, business, education and health care leaders will help.

“Marion has become a town that is proactive,” Morgan said. “We really seek to have good things happen to our citizenry rather than let things happen and we react to them. ... As a person in the faith community, it’s important for us to be tending to people’s emotional, psychological, spiritual and, to some degree, physical needs.”

Universal Covers of Finite Groups. (arXiv:1910.11453v2 [math.GR] UPDATED)

Motivated by quotient algorithms, such as the well-known $p$-quotient or solvable quotient algorithms, we describe how to compute extensions $ ilde H$ of a finite group $H$ by a direct sum of isomorphic simple $mathbb{Z}_p H$-modules such that $H$ and $ ilde H$ have the same number of generators. Similar to other quotient algorithms, our description will be via a suitable covering group of $H$. Defining this covering group requires a study of the representation module, as introduced by Gasch"utz in 1954. Our investigation involves so-called Fox derivatives (coming from free differential calculus) and, as a by-product, we prove that these can be naturally described via a wreath product construction. An important application of our results is that they can be used to compute, for a given epimorphism $G o H$ and simple $mathbb{Z}_p H$-module $V$, the largest quotient of $G$ that maps onto $H$ with kernel isomorphic to a direct sum of copies of $V$. For this we also provide a description of how to compute second cohomology groups for the (not necessarily solvable) group $H$, assuming a confluent rewriting system for $H$. To represent the corresponding group extensions on the computer, we introduce a new hybrid format that combines this rewriting system with the polycyclic presentation of the module.

On the list recoverability of randomly punctured codes. (arXiv:2005.02478v2 [math.CO] UPDATED)

We show that a random puncturing of a code with good distance is list recoverable beyond the Johnson bound. In particular, this implies that there are Reed-Solomon codes that are list recoverable beyond the Johnson bound. It was previously known that there are Reed-Solomon codes that do not have this property. As an immediate corollary to our main theorem, we obtain better degree bounds on unbalanced expanders that come from Reed-Solomon codes.

Box Covers and Domain Orderings for Beyond Worst-Case Join Processing. (arXiv:1909.12102v2 [cs.DB] UPDATED)

Recent beyond worst-case optimal join algorithms Minesweeper and its generalization Tetris have brought the theory of indexing and join processing together by developing a geometric framework for joins. These algorithms take as input an index $mathcal{B}$, referred to as a box cover, that stores output gaps that can be inferred from traditional indexes, such as B+ trees or tries, on the input relations. The performances of these algorithms highly depend on the certificate of $mathcal{B}$, which is the smallest subset of gaps in $mathcal{B}$ whose union covers all of the gaps in the output space of a query $Q$. We study how to generate box covers that contain small size certificates to guarantee efficient runtimes for these algorithms. First, given a query $Q$ over a set of relations of size $N$ and a fixed set of domain orderings for the attributes, we give a $ ilde{O}(N)$-time algorithm called GAMB which generates a box cover for $Q$ that is guaranteed to contain the smallest size certificate across any box cover for $Q$. Second, we show that finding a domain ordering to minimize the box cover size and certificate is NP-hard through a reduction from the 2 consecutive block minimization problem on boolean matrices. Our third contribution is a $ ilde{O}(N)$-time approximation algorithm called ADORA to compute domain orderings, under which one can compute a box cover of size $ ilde{O}(K^r)$, where $K$ is the minimum box cover for $Q$ under any domain ordering and $r$ is the maximum arity of any relation. This guarantees certificates of size $ ilde{O}(K^r)$. We combine ADORA and GAMB with Tetris to form a new algorithm we call TetrisReordered, which provides several new beyond worst-case bounds. On infinite families of queries, TetrisReordered's runtimes are unboundedly better than the bounds stated in prior work.

CounQER: A System for Discovering and Linking Count Information in Knowledge Bases. (arXiv:2005.03529v1 [cs.IR])

Predicate constraints of general-purpose knowledge bases (KBs) like Wikidata, DBpedia and Freebase are often limited to subproperty, domain and range constraints. In this demo we showcase CounQER, a system that illustrates the alignment of counting predicates, like staffSize, and enumerating predicates, like workInstitution^{-1} . In the demonstration session, attendees can inspect these alignments, and will learn about the importance of these alignments for KB question answering and curation. Continuous maximal covering location problems with interconnected facilities. (arXiv:2005.03274v1 [math.OC])

In this paper we analyze a continuous version of the maximal covering location problem, in which the facilities are required to be interconnected by means of a graph structure in which two facilities are allowed to be linked if a given distance is not exceed. We provide a mathematical programming framework for the problem and different resolution strategies. First, we propose a Mixed Integer Non Linear Programming formulation, and derive properties of the problem that allow us to project the continuous variables out avoiding the nonlinear constraints, resulting in an equivalent pure integer programming formulation. Since the number of constraints in the integer programming formulation is large and the constraints are, in general, difficult to handle, we propose two branch-&-cut approaches that avoid the complete enumeration of the constraints resulting in more efficient procedures. We report the results of an extensive battery of computational experiments comparing the performance of the different approaches.

These compounds are useful for carrying out screening assays or as intermediates for the synthesis of other compounds of pharmaceutical interest. A process for the preparation of these compounds in a combinatorial manner, is also disclosed.

Method and systems for enhancing oil recovery from ethanol production byproducts

Methods and related systems efficiently and effectively recover a significant amount of valuable, useable oil from byproducts formed during a dry milling process used for producing ethanol. The method may include forming a concentrate from the byproduct and recovering oil from the concentrate. The step of forming the concentrate may comprise evaporating the byproduct using a multi-stage evaporator, as well as recovering the oil before the final stage of the evaporator. Further, the step of recovering oil from the concentrate may comprise using a centrifuge and, in particular, a disk stack centrifuge. Other aspects include related methods and subsystems for recovering oil.

Parity error recovery method for string search CAM

Data is compressed using content addressable memory without disruption despite error using a plurality of content addressable memories to detect sequentially repeating data elements of the data. Compression information is generated for each sequence of repeating data elements that repeat for at least a compression threshold without any one of the plurality of content addressable memories generating an indication of an error for a matching content addressable memory entry. Individual data elements are output for each of the data elements that do not repeat for the compression threshold. Compression information is generated for each sequence of repeating data elements that repeat for at least the compression threshold and then generating a currently searched data element that matches the repeating data elements when any one of the plurality of content addressable memories generates an indication of an error for a content addressable memory entry that matches the currently searched data element.

Recovering from an error in a fault tolerant computer system

A leading thread and a trailing thread are executed in parallel. Assuming that no transient fault occurs in each section, a system is speculatively executed in the section, with the leading thread and the trailing thread preferably being assigned to two different cores. At this time, the leading thread and the trailing thread are simultaneously executed, performing a buffering operation on a thread local area without performing a write operation on a shared memory. When the respective execution results of the two threads match each other, the content buffered to the thread local area is committed and written to the shared memory. When the respective execution results of the two threads do not match each other, the leading thread and the trailing thread are rolled back to a preceding commit point and re-executed.

Polymer recovery process in the filtration of polyether polyols

A filtration method is disclosed for recovering purified polyether polyol comprising the steps of providing an aqueous solution of a polyether polyol containing an alkali metal catalyst residual formed from a transesterification process utilizing an alkali metal catalyst, contacting the aqueous solution with a stoichiometric excess of magnesium sulfate, magnesium sulfite or a combination thereof to form a second aqueous solution, wherein said stoichiometric excess is based on the amount of said alkali metal catalyst residual. Water is removed from the second aqueous solution at a temperature above a set limit of said polyether polyol to produce a dehydrated slurry containing a polyether polyol phase substantially free of residual alkali metal and a precipitated solid phase comprising sulfate and/or sulfite salts of the alkali metal catalyst, magnesium hydroxide, and excess magnesium sulfate and/or sulfite, wherein the particle size distribution of said precipitated solid phase is controlled to minimize the amount of particles therein that are smaller than 3 microns. The dehydrated slurry is then passed through a filtration system to separate the polyether polyol phase from the precipitated solid phase.

An improved method for recovering a purified polyether polyol comprising the steps of providing an aqueous solution of a polyether polyol containing an alkali metal catalyst residual formed from a transesterification process, contacting the aqueous solution with a stoichiometric excess of magnesium sulfate to form a second aqueous solution, removing water from said second aqueous solution at a temperature above the melt temperature of said polyether polyol to produce a dehydrated slurry containing a molten polyether polyol phase essentially free of residual alkali metal and a precipitated solid phase comprising sulfate and/or sulfite salts of the alkali metal catalyst, magnesium hydroxide, and excess magnesium sulfate and/or sulfide, passing the dehydrated slurry of through a filtration system comprising a filtration press to separate the molten polyether polyol phase from the precipitated solid phase, wherein the filtration press is treated with a filter aid that is essentially free of transition metal oxide content, separating the molten polyether polyol phase substantially free of water, residual alkali metal catalyst and transition metal contaminants from the precipitated solid phase and recovering polyether polyol from the separated polyether polyol phase.

Methods of splicing 2G rebco high temperature superconductors using partial micro-melting diffusion pressurized splicing by direct face-to-face contact of high temperature superconducting layers and recovering superconductivity by oxygenation annealing

Disclosed is a splicing method of two second-generation ReBCO high temperature superconductor coated conductors (2G ReBCO HTS CCs), in which, with stabilizing layers removed from the two strands of 2G ReBCO HTS CCs through chemical wet etching or plasma dry etching, surfaces of the two high temperature superconducting layers are brought into direct contact with each other and heated in a splicing furnace in a vacuum for micro-melting portions of the surfaces of the high temperature superconducting layers to permit inter-diffusion of ReBCO atoms such that the surfaces of the two superconducting layers can be spliced to each other and oxygenation annealing for recovery of superconductivity which was lost during splicing.

Recovery of lactic acid values from a meso-lactide stream

Lactic acid equivalents are recovered from a starting lactide stream by catalytically racemizing a portion of the lactide in the stream at a temperature of 180° C. or below. This increases the proportion of two species of lactide (i.e., at least two of S,S-, R,R- or meso-lactide) at the expense of the third species. The racemized mixture so obtained can be separated to recover some or all of one or more of the lactide species from the remaining lactide species, by a process such as melt crystallization or distillation. Impurities in the starting lactide stream usually are retained mostly in the remaining meso-lactide, so a highly purified S,S- and/or R,R-lactide stream can be produced in this manner. Such a purified S,S- and R,R-lactide stream is suitable for polymerization to form a polylactide.

Particularly, a thin-film solar cell panel or the like is processed without necessity of attaching and detaching of mask and washing steps with respect to a workpiece in a fine blasting employing a fine abrasive. Method and apparatus for fault discovery in a passive optical network (PON)

An apparatus and method for fault indication and localization in a Passive Optical Network (PON) comprising a multistage power splitter (100, 200, 300) with at least one 1:N splitter (120, 221, 222, 321, 322) followed by N items of 2:M splitters (131, 132, 231-233, 331-336), wherein N and M are integers greater than 1. A clock and data recovery unit includes a phase-locked loop that can be set to normal mode or power-saving mode and that includes a voltage-controlled oscillator and recovers a clock signal and a data signal from input signals. The clock and data recovery unit includes a reference clock multiplier circuit that multiplies a reference clock signal and outputs the multiplied reference clock signal; and a frequency training loop that includes the same voltage-controlled oscillator and performs synchronous oscillation training by the voltage-controlled oscillator using the reference clock multiplier circuit before the phase-locked loop transitions from power-saving mode to normal mode.

Microfluidic devices with removable cover and methods of fabrication and application

The present invention includes microfluidic systems having a microfabricated cavity that may be covered with a removable cover, where the removable cover allows at least part of the opening of the microfabricated cavity to be exposed or directly accessed by an operator. The microfluidic systems comprise chambers, flow and control channels formed in elastomeric layers that may comprise PDMS. The removable cover comprises a thermoplastic base film bonded to an elastomer layer by an adhesive layer. When the removable cover is peeled off, the chamber is at least partially open to allow sample extraction from the chamber. The chamber may have macromolecular crystals formed inside or resulting contents from a PCR reaction. The invention also includes a method for making vias in elastomeric layers by using the removable cover. The invention further includes methods and devices for peeling the peelable cover or a removable component such as Integrated Heater Spreader.

A method for recovery of residual actinide element from chloride molten salts that are formed after electro-refining and/or electro-winning of a spent nuclear fuel and include actinide elements and rare-earth elements is provided. The method comprises conducting electrolysis using a liquid cadmium cathode (LCC) in the chloride molten salt that is formed after electro-refining and/or electro-winning of a spent nuclear fuel and contains rare-earth elements and actinide elements; electro-depositing the actinide elements contained in the chloride molten salt on the LCC in order to reduce a concentration of the actinide elements; and adding a CdCl2 oxidant to the chloride molten salt containing the LCC-metal alloy in order to oxidize the rare-earth elements co-deposited on the LCC, thereby forming the rare-earth chlorides in the chloride molten salt.
