The Battenshield Fast-Action Door Barricade System

Don't you miss last year, when we were killing each other with weapons rather than airborne droplets? When mass shootings and home invasions dominated the news, a company called Battenshield rolled out their design for a virtually unbreakable door barricade.

It's not the greatest-looking thing in the world, but I will say the functionality of the design is clever, along with half of the installation. The system with the battens simply hangs on the door.

What I'd worry more about is the ability of the average homeowner to install the brackets (particularly over trim with a wavy cross-section) and get the lags driven into the studs.

Interestingly enough, the system was designed by a former SWAT officer whose role was, you guessed it, the "entry team member" who breaches doors.

NECA Legislative Top Three 11/15/19: The Time is Now: Repeal the Cadillac Tax

Take Action: Tell the Senate to Vote on NECA-Supported Cadillac Tax Repeal!

cad

NECA Legislative Top Three 12/20/19: NECA Secures Major Wins: Cadillac Tax Repeal, 529s and more!

1. NECA Wins in Year-End Funding Bills

On December 17, 2019, Congress passed two funding bills, H.R. 1158, FY2020 Consolidated National Security Appropriations Package and H.R. 1865, FY2020 Consolidated Domestic and International Assistance Package, both resulting in big wins for NECA contractors.

NECA’s Look Ahead: In addition to ensuring the full operation of the federal government for the remainder of Fiscal Year 2020, several of NECA’s top legislative priorities were included:

  • Full repeal of the Affordable Care Act’s (ACA’s) 40 percent “Cadillac Tax”

  • Allowing 529 savings accounts to be used for costs associated with Department of Labor (DOL) registered apprenticeship programs

  • Seven-year reauthorization of the Terrorism Risk Insurance Program

  • Extension of the National Flood Insurance Program

  • Full repeal of health insurance tax (HIT) and the medical device excise tax

  • Seven-year authorization of the U.S. Export-Import Bank

  • An extension of 179D energy efficiency tax deduction retrospectively from 2017 and prospectively through 2020

  • $1 billion for Better Utilizing Investments to Leverage Development (BUILD) grants

Summaries of the package can be found below:

Full Package Summary – H.R. 1158

Full Package Summary – H.R. 1865

Division Q – Summary (Revenue Provision Amendment)

2. USMCA Passes the House

On December 19, 2019, the House passed, in a 385 to 41 vote, the NECA-supported United States-Mexico-Canada Agreement (USMCA), H.R. 5430, to replace the North American Free Trade Agreement (NAFTA).

NECA’s Look Ahead: Now that the USMCA has passed the House, it will move to the Senate. Under the Trade Promotion Authority (TPA), the bill procedurally spends up to 15 legislative session days in the Senate Finance Committee. Then, there are up to 15 session days for the Senate to vote on the floor. With Impeachment Articles passed from the House taking precedent, USMCA is unlikely to see a Senate vote any time before late February.

3. Impeachment Update

On December 18, 2019, the House of Representatives took up impeachment procedure and  passed H. Res. 755 – “Impeaching Donald John Trump, President of the United States, for high crimes and misdemeanors” by a vote of  230 – 197, 1 for Article I and by a vote of 229 – 197, 1 for Article II.

NECA’s Look Ahead: It remains unclear when the two articles of impeachment will reach the Senate. When they do arrive to the Senate, it is expected that the Senate will begin the trail immediately.

Washington, District of Columbia

Interns will work closely with many Branch trial attorneys, and like those attorneys, may receive assignments in any of the Branch's practice areas. Interns also have the opportunity to attend client meetings, moot courts, oral arguments, depositions, and other litigation events.

Unpaid Law Student Volunteer, Academic Year- Vaccine Litigation

Civil Division (CIV)
Office of Vaccine Litigation
Washington, District of Columbia

Interns work closely with attorneys and paralegals on substantive matters in all stages of litigation. Indeed, the position offers a unique experience in public service. The legal and medical issues at stake in each case vary greatly. Attorneys and staff in the group handle heavy case loads, and while streamlined procedures are utilized, cases frequently involve complex liability and damages issues. The Group is obliged to ensure that the Vaccine Trust Fund, from which damage awards are paid, is protected and, where eligibility criteria are met, that fair compensation is distributed to those whom Congress has intended. Attorneys appear frequently before the U.S. Court of Federal Claims and before the U.S. Court of Appeals for the Federal Circuit, which affords interns the opportunity to gain experience in trial and appellate practice.

For the Fall semester, interns should be able to start in early September. For the Spring semester, interns should be able to start by early January. We accept both full and part-time students during the academic year, and ask that all interns commit to at least 16-20 hours a week, for approximately 12 weeks. Interested candidates may be offered the opportunity to continue their service into the Summer.

Northwest Forest Plan-the first 10 years (1994-2003): first-decade results of the Northwest Forest Plan

The Northwest Forest Plan (the Plan) was developed in 1994 to resolve debates over old-growth forests and endangered species on federal forests in the range of the northern spotted owl. In 2005, federal agencies reviewed the first 10 years under the Plan to learn what worked and what did not, what changed, and what new information or surprises might influence these forests in the future. I highlight the monitoring results and new science from that review. Following are some of the key findings. Nearly all existing older forest habitat on federal land was protected from timber harvest. Older forest on federal land had a net increase of over 1 million acres in the first 10 years of the Plan. Despite protection of northern spotted owl habitat on federal land, spotted owl populations declined at a greater rate than expected in the northern half of their range, likely because of barred owl competition, climate, and the changing condition of historical habitat. Watershed condition improved slightly, because of reduced harvest in riparian areas, tree growth, and increased emphasis on restoration. Federal timber harvest in the Plan area averaged only 54 percent of Plan goals. In spite of mitigation measures, some local communities near federal lands had job losses and other adverse effects. State, federal, and tribal governments worked together on forest issues better than they ever had before. Increased collaboration with communities changed how the agencies get work done.

Dry forests of the Northeastern Cascades Fire and Fire Surrogate Project site, Mission Creek, Okanogan-Wenatchee National Forest

The Fire and Fire Surrogate (FFS) project is a large long-term metastudy established to assess the effectiveness and ecological impacts of burning and fire "surrogates" such as cuttings and mechanical fuel treatments that are used instead of fire, or in combination with fire, to restore dry forests. One of the 13 national FFS sites is the Northeastern Cascades site at Mission Creek on the Okanogan- Wenatchee National Forest. The study area includes 12 forested stands that encompass a representative range of dry forest conditions in the northeastern Cascade Range. We describe site histories and environmental settings, experimental design, field methods, and quantify the pretreatment composition and structure of vegetation, fuels, soils and soil biota, entomology and pathology, birds, and small mammals that occurred during the 2000 and 2001 field seasons. We also describe the implementation of thinning treatments completed during 2003 and spring burning treatments done during 2004 and 2006.

Natural tree regeneration and coarse woody debris dynamics after a forest fire in the western Cascade Range

We monitored coarse woody debris dynamics and natural tree regeneration over a 14-year period after the 1991 Warner Creek Fire, a 3631-ha (8,972-ac) mixed severity fire in the western Cascade Range of Oregon. Rates for tree mortality in the fire, postfire mortality, snag fall, and snag fragmentation all showed distinct patterns by tree diameter and species, with Douglas-fir (Pseudotsuga menziesii (Mirb.) Franco) more likely to survive a fire, and to remain standing as a snag, than other common tree species. Natural seedling regeneration was abundant, rapid, and highly variable in space. Densities of seedlings >10 cm height at 14 years postfire ranged from 1,530 to 392,000 per ha. Seedling establishment was not concentrated in a single year, and did not appear to be limited by the abundant growth of shrubs. The simultaneous processes of mortality, snag fall, and tree regeneration increased the variety of many measures of forest structure. The singular event of the fire has increased the structural diversity of the landscape.

Moss is useful bioindicator of cadmium air pollution, new study finds

Moss growing on urban trees is a useful bio-indicator of cadmium air pollution in Portland, Oregon, a U.S. Forest Service Pacific Northwest Research Station-led study has found. The work—the first to use moss to generate a rigorous and detailed map of air pollution in a U.S. city—is published online in the journal Science of the Total Environment.

Silviculture and monitoring guidelines for integrating restoration of dry mixed-conifer forest and spotted owl habitat management in the eastern Cascade Range.

Evaluation of native plant seeds and seeding in the east-side central Cascades ponderosa pine zone

In dry, open coniferous forests of the montane West, stand-replacing wildfires and land use activities alter the composition and abundance of native grasses and forbs by degrading the habitat and accelerating the invasion of exotic annuals. On these lands, native forbs and grasses delayed or prevented from recovery by natural processes may require intervention through supplementary seeding. However, effective seeding of native plants requires that their seed traits and the potential outcome of the seeding be better understood.
