The audit (42p. PDF) was prompted in part by the loss of the Wright Brothers' original patent and maps for atomic bomb missions in Japan. These losses led investigators to discover that some of the nation's prized historical documents are in danger of being lost for good. It follows a previous audit (66p. PDF) earlier in October highlighting oversight and management improvements, but pointing out that more action was needed.The Government Accountability Office has also released a Summary Of Audit Findings as well as a Highlights page. The NARA website has posted a Statement in response to the audit findings from Archivist of the United States David S. Ferriero.Nearly 80 percent of U.S. government agencies are at risk of illegally destroying public records and the National Archives is backlogged with hefty volumes of records needing preservation care, the audit by the Government Accountability Office found.The report by the watchdog arm of Congress, completed this month after a year's work, also found many U.S. agencies do not follow proper procedures for disposing of public records.The report comes more than a year after news reports of key items missing at the nation's record-keeping agency. Some of the items have been missing for decades but their absence only became widely known in recent years.The patent file for the Wright Brothers flying machine was last seen in 1980 after passing around multiple Archives offices, the Patents and Trademarks Office and the National Air and Space Museum.As for maps for the bombs dropped on Hiroshima and Nagasaki, military representatives checked them out in 1962, and they've been missing ever since.The GAO report did not specifically mention those or other examples of missing items including Civil War telegrams from Abraham Lincoln, Eli Whitney's cotton gin patent and some NASA photographs on the moon.Meanwhile, some documents face the threat of deterioration even though they're already at the Archives. Figures from 2009 show 65 percent of its holdings need preservation steps. In some cases, a document's condition already is so poor, it can't be read – a backlog amounting to more than 2 million cubic feet of records.The National Archives and Records Administration has 44 facilities in 20 states, including 13 presidential libraries, funded by about $470 million this year from Congress.NARA also maintains a "Help The National Archives Recover Lost And Stolen Documents" website. Identifying areas with high risk for erosion and soil productivity losses is important. Moreover, allocation of corrective and mitigative efforts must be rational and prioritized. Our logic-based analysis of forested soil polygons on the Okanogan-Wenatchee National Forest was designed and implemented with the Ecosystem Management Decision Support (EMDS) system to evaluate risks to soil properties and productivity associated with moderate to severe wildfire and unmitigated use of ground-based logging equipment. Soil and related data are from standard National Cooperative Soil Surveys. We present results from one national forest management unit, encompassing 6,889 soil polygons and 69 438 ha. In the example area, 36.1 percent and 46.0 percent of the area were classified as sensitive to impacts from severe wildfire and unmitigated use of logging equipment, respectively, and there was a high degree of correspondence between the map of units sensitive to wildfire and the map of units sensitive to heavy equipment. We discuss options for extending the current model and considerations for validating key model components. Full Article

Research objectives were to evaluate project economics of the pellet system and to conduct cost:benefit analysis on key variables (initial capital cost, fuel oil cost, and wood pellet cost). Economic results of interest included net present value, payback, internal rate of return, and cost:benefit ratio. Monte Carlo simulations were conducted using RETScreen software with the parameters of heating oil cost, wood pellet cost, fuel price escalation, and heating load. Cost:benefit analysis was conducted for capital cost versus wood fuel cost and also versus alternative fuel cost. This research found that economic performance was favorable over a wide range of normal operating conditions, even when paying a relatively high price for wood fuel. A pellet production facility in southeast Alaska could lead to lower wood fuel costs and even more favorable regional economics. Full Article

The current risk to streams on National Forest lands in the Pacific Northwest from Atlantic salmon invasions appears to be low and is limited to a few areas in northwest Washington and southeast Alaska. However, long-term risks may be substantial if fish continue to escape from marine rearing pens or freshwater hatcheries. The two greatest threats appear to be that (1) Atlantic salmon could transmit a serious disease or parasite to native fishes, and (2) escaped salmon could eventually adapt to local conditions, leading to self-sustaining populations. If Atlantic salmon populations are eventually established, this species' preference for swiftly flowing stream habitats could facilitate competition with currently at-risk species such as steelhead (Oncorhynchus mykiss). This could result in a pattern of expansion similar to that observed in other nonnative aquatic plants and animals, in which a prolonged early colonization period is followed by a rapid phase of exponential growth as breeding populations adapt to local conditions.
