Paycheck Protection Program Helping Contractors

According to a new report from the Associated General Contractors of America (AGC), the federal government’s Paycheck Protection Program is allowing construction firms to add and retain employees, despite declining demand for work.

“A large share of construction firms promptly received loans funds under the Paycheck Protection Program, enabling many of them to hire or retain employees despite a surge in project cancellations,” according to the report.

AGC noted that the job-saving measure appeared to be working, but it cautioned that longer term recovery measures, such as new infrastructure funding and establishing a recovery fund, are needed.

“Most contractors report they have applied for the new federal loans, which are intended to enable small businesses to keep employees on their payrolls,” said Ken Simonson, AGC’s chief economist. “This program has already delivered funds to nearly half of the survey respondents, and many of them have already brought back furloughed workers or added employees, even though more clients are halting and canceling projects.”

Simonson noted specifically that 44% of the 849 firms responding to the survey reported having already received funds, which began on April 3. Another 15% said their applications had been approved, but they had not yet received funding. Another 8% were awaiting a reply to their applications, and 7% had applied, but were told that no more funds were available.

Partly because of the loans, 13% of respondents said they had added workers.

“Although the loan program has helped, it will cover only a limited part of company expenses and is not enough to offset the huge drop in projects,” Simonson said.

He noted that half of the respondents reported clients have ordered halts to projects that were already underway, and more than 25% reported that clients have canceled projects that had been expected to start as far out as June, or even later.

The Western Bark Beetle Research Group: a unique collaboration with Forest Health Protection--proceedings of a symposium at the 2007 Society of American Foresters conference

The compilation of papers in this proceedings is based on a symposium sponsored by the Insect and Diseases Working Group (D5) at the 2007 Society of American Foresters (SAF) convention in Portland, Oregon. The selection of topics parallels the research priorities of the Western Bark Beetle Research Group (WBBRG) (USDA Forest Service, Research and Development), which had been recently formed at the time of the symposium. Reflecting a unique partnership within the Forest Service, each paper was jointly prepared by a research scientist with the WBBRG and one or more entomologists with Forest Health Protection (USDA Forest Service, State and Private Forestry). Among these papers is a description of the currently elevated impacts of bark beetles in the Western United States; descriptions of the current state of knowledge of bark beetle response to vegetation management and also to climate change; discussions of the complex interactions of bark beetles and fire and of the complex ecological and socioeconomic impacts of infestations; an overview of the use of semiochemical (behavioral chemicals)-based technology for conifer protection; and a case study exemplifying efforts to assess risks posed by nonnative invasive bark beetles.

U.S. Rep. Dave Loebsack calls on president to protect packing plant workers

At the same time Vice President Mike Pence was in Iowa on Friday to discuss the nation’s food supply security, U.S. Rep. Dave Loebsack called on the administration to take more measures to protect workers in food processing plants.

Loebsack also questioned the decisions to reopen the economy being made by the Trump administration and Iowa Gov. Kim Reynolds.

“I don’t think we’re ready for that yet, quite honestly,” the Iowa City Democrat said.

“Ready” will be when adequate protections are in place for the people processing America’s food, Loebsack said.

Workers are showing up on the job, but “they fear for their families, they fear for themselves, they fear for everybody,” Loebsack said. “They don’t know if they’re going to catch this thing or not. But they’re there.”

Of particular concern are workers in food processing, such as those in meatpacking plants in Iowa where more than 1,600 cases of COVID-19 have been reported.

“I really believe that we should not open the plants if we do not ensure worker safety,” Loebsack said.

He called for President Donald Trump to use the Defense Production Act, which the president invoked to keep meatpacking plants open, to ensure an adequate supply of personal protective equipment for packing plant workers.

If Pence and the president are concerned about the nation’s food supply, then they need to “keep those workers safe and, therefore, keep those processing plants running” to avoid meat shortages at the grocery store, Loebsack said.

“We can’t have those plants running if workers are not protected. It’s that simple,” he said. “It’s not just the workers, it’s the families, it’s the community at large.”

With unemployment at 14.7 percent — probably higher, Loebsack said, Congress should extend federal coronavirus-related unemployment benefits of $600 a week beyond their current July end date.

He’s also pleased that the last relief package fixed a Small Business Administration Economic Injury Disaster Loan program to allow farmers to apply for assistance.
