"Financial fraud affects people every day and can be devastating for victims. Business opportunity schemes prey on people who want to work to support themselves and their families. But instead of getting meaningful employment, victims are defrauded out of their money, their credit, and their time," said Principal Deputy Assistant Attorney General Delery.

"Today, in U.S. District Court here in the Eastern District of Louisiana, the Department filed a 14-count information charging BP with 11 counts of felony manslaughter, one count of felony obstruction of Congress, and violations of the Clean Water and Migratory Bird Treaty Acts in connection with the Deepwater Horizon oil spill that began in April 2010," said Attorney General Holder.

"We hope that today’s acknowledgement by BP of its misconduct – through its agreement to plead guilty to 11 counts of felony manslaughter – brings some measure of justice to the family members of the people who died onboard the rig," said Assistant Attorney General Breuer.

"Too many of our neighbors are still victims of discrimination, bigotry, and violence. Too many are denied opportunities to participate fully in their communities and build valued lives for their families. But at the Division, we are in the opportunity business. And we are committed to working together with all of you to expand access to the promise of American life and the fundamental civil rights protected by our federal laws," said Assistant Attorney General Perez.

"Nothing is more important than curbing corruption around the world – and we must, and we will, continue to do everything we can to ensure that young people across the globe can dream big dreams without having to worry that a corrupt leader will extinguish them," said Assistant Attorney General Breuer.

"Let’s work to prevent fraud, but let’s not erect new, unnecessary requirements that have a discriminatory impact. Let’s have a debate on the merits without trying to make it harder for our perceived opponents to vote," said Assistant Attorney General Perez.

"We are a nation of great principles of religious freedom. But as we have learned, these principles are not self-executing. We have to work hard to preserve them," said Assistant Attorney General Perez.

"I think there's little doubt that over the last four years, the President, the Attorney General and this Department have placed high importance on improving tribal justice and public safety in Indian country," said Acting Associate Attorney General West.

"In the years to come, we look forward to strengthening our partnership with tribal nations, and to building even more effective collaborations with our colleagues at the Department of the Interior and other federal agencies," said Deputy Attorney General Cole.

"By identifying and targeting the groups that are responsible for violence throughout this city – and, eventually, the entire State of Connecticut – Project Longevity will send a powerful message to those who would harm their fellow citizens: that such acts will not be tolerated; that they will be swiftly met with clear, predictable consequences; and that help is available for all those who wish to break the cycle of violence and gang activity," said Attorney General Holder.

"The road ahead will be difficult. This work is not easy, but this independent review is critical to ensuring and preserving trust between a police department and the community it serves," said Assistant Attorney General Perez.

"Today’s ceremony marks an important opportunity not only to recognize your courage, and your commitment to the cause of justice – but also to express our sincere appreciation for the inspiring examples you provide, and the service you’ve rendered to the department and to our country," said Deputy Attorney General Cole.

"Through the Strong Cities, Strong Communities Initiative, the White House is leading a federal effort to spark economic growth in five cities and one region, helping them to maximize resources and leverage partnerships with businesses, philanthropies, and non-profit organizations," said Acting Associate Attorney General West.

"And finally, today’s announcement reflects what we can expect when we unleash and support the talent, drive, creativity and commitment of the people who work so hard day in and day out to protect taxpayers and the public fisc. Invaluable contributions are made by too many to thank here today – from our federal agency partners who work side-by-side with us," said Acting Associate Attorney General West.

"We know that enforcement alone will not get us out of this problem. So our agency partners are working hard to root out fraud before it happens, and they negotiate compliance agreements in connection with their administrative remedies that establish tough structures to help prevent further instances of fraud." said Principal Deputy Assistant Attorney General Delery.

"Despite the uncertain challenges we face, and the many responsibilities before us, I’m confident that today’s session will afford a unique opportunity to strengthen our shared commitment to this work," said Attorney General Holder.

"We recognize that crime rates are high in Indian country and help is not easy to come by, given tribes’ geographical remoteness and scarcity of resources. But tribal victim service providers have shown time and again that their efforts to meet these challenges are unflagging," said Acting Assistant Attorney General Leary.

It is an honor and a delight to be back here in Brussels to address the AmCham EU Competition Policy Conference this afternoon. I should like also to congratulate our hosts on this year’s commemoration of the 50th anniversary of the Common Market Panel of AmCham Belgium, the forerunner of today’s AmCham EU, which has done so much to foster understanding between the United States and the European Commission in the economic sphere.

"We cannot rest as long as crime rates in many tribal communities remain far above the national average. We cannot rest as long as tribal members suffer disproportionately from violence, property offenses, and other criminal acts. And we absolutely cannot rest as long as Native women continue to encounter alarming rates of violence -- something that is simply unacceptable," said Acting Associate Attorney General West.

"This “new patriotism” should not countenance through procedural abuses – which are sadly found in our history, but nowhere in our founding documents – mechanisms that frustrate the desire of our fellow citizens to exercise their most fundamental, and uniquely American, rights," said Attorney General Holder.

"Now, there’s no question that we can be proud of the anti-violence work that’s already under way - and the progress that so many of you are leading - in big cities and small towns across the country. But, as this report clearly illustrates, we cannot yet be satisfied - and this is no time to become complacent," said Attorney General Holder.

"This report is a central part of the Department’s broader efforts to collect information, solicit expert guidance, and formulate proactive strategies for addressing children’s exposure to violence. Its findings are consistent with, and complementary to, another recent report – focused on exposure to domestic violence, dating violence, and sexual assault – that was released by the National Advisory Committee for the Office on Violence Against Women," said Attorney General Holder.

"We cannot, and we will not, tolerate misconduct on Wall Street of the kind admitted to by UBS today, and by Barclays last June. We will continue to follow the facts and the law wherever they lead us in this matter, as we do in every case," said Assistant Attorney General Breuer.

"Today, the Justice Department is filing a criminal information charging UBS Securities Japan – a subsidiary of the multinational financial institution UBS AG – with felony wire fraud for engaging in a scheme to manipulate the London Interbank Offered Rate, or LIBOR – a key benchmark for financial products and transactions around the world," said Attorney General Holder.

"Although no speech or ceremony can erase the pain that you’ve carried with you since that terrible night – by gathering to exchange stories, to share memories, and to lift up the legacies of those we’ve come to remember – I am confident that this community can continue to heal, to grow, and to move into a brighter future," said Attorney General Holder.

“Above all, our goal is to serve as practical problem solvers on the operational, legal, and policy questions we confront with our partners, and to keep pace with an evolving threat, while ensuring that we do so consistent with the rule of law and civil liberties,” said Assistant Attorney General Monaco.

"Over the last four years, we've generated tremendous momentum in our work to integrate evidence into our programs and activities. Our leadership – not only at BJS and NIJ, but across OJP – has demonstrated a strong scientific ethic," said Assistant Attorney General Leary.

"Our Declaration of Independence declared in 1776 that “all men are created equal,” but it took 100 years and a civil war that took hundreds of thousands of lives to end slavery; another hundred years to create legal equality for African Americans; and we struggle to this day to make equality a reality. I see this every day in my work as the chief civil rights law enforcement official for the United States," said Assistant Attorney General Perez.

"The United States was able to become more inclusive not because we changed our principles, which reflect universal and timeless values, but because we learned to apply our principles more consistently. Over time, we also developed tools that help us to better apply our principles," said Assistant Attorney General Perez.

"For more than a quarter century, Americans from all backgrounds and walks of life have come together each January to pay tribute to Dr. King’s memory, to reflect upon his contributions in the struggle for civil rights, and to rededicate ourselves to the cause that came to define him – and which must remain our common endeavor," said Deputy Attorney General Cole.

"Let’s work to prevent fraud, but let’s not erect new, unnecessary requirements that have a discriminatory impact. Let’s have a debate on the merits without trying to make it harder for our perceived opponents to vote," said Assistant Attorney General Perez.

"These realities indicate that stalking is a serious issue for every community across the United States that requires a multidisciplinary approach – Fortunately, many of the agencies that are needed to appropriately address and respond to the crime of stalking are represented on this panel today," said Acting Director Hanson.

"Today, more than ever, we must summon the courage to confront even the most intractable public safety challenges. And we must reject the notion that partisan gridlock and political convenience are acceptable reasons for inaction – particularly when lives are at stake, and the most vulnerable members of our society – our children – are depending on us," said Attorney General Holder.

"We need the continued partnerships of foreign, state, local, and tribal officials. We need the leadership of the business community and the innovation of researchers and academics; and we need the voices of victim advocates and the resolve of victim service providers," said Acting Associate Attorney General West.

"I’m especially proud of the part that we – at the Office of Justice Programs – have played in improving knowledge about what works in the fields of criminal and juvenile justice. Our National Institute of Justice and Bureau of Justice Statistics have, for many years, made significant contributions to our base of knowledge," said Acting Assistant Attorney General Leary.

"Yesterday, the Justice Department filed a civil lawsuit against Standard &s Financial Services – as well as its parent company, McGraw-Hill – alleging that the credit rating agency S&P engaged in a scheme to defraud investors in financial products known as Residential Mortgage-Backed Securities, or RMBS, and Collateralized Debt Obligations, or CDOs," said Attorney General Holder.

"Even though the banks and other institutions hired S&P to rate these financial products, and even though S&P earned millions as a result of issuing those ratings, S&P promised that its ratings would be unaffected by their concerns about market share, revenue or profits," said Acting Associate Attorney General West.

"As a result of these provisions, FIRREA is a powerful weapon for combatting financial fraud, and it will continue to play a key role in the Department's efforts to hold accountable those who violated the law," said Principal Deputy Assistant Attorney General Delery.

"Now, we can all be proud of the track record that’s been established – and the results we’ve obtained – in recent years. But we must also recognize that government can’t do it all – and we’ll never be able make the progress we need, and that our citizens deserve, on our own. That’s why I’m counting on all of you to answer the call to service; to join my colleagues and me in protecting the safety – and the civil rights – of our fellow citizens; and to help extend the legacy of progress with which each of us has been entrusted," said Attorney General Holder.

"One of the most important aspects of the Executive Order is its emphasis on improving government mechanisms for providing timely cyber threat information to the private sector," said Deputy Attorney General Cole.

"Through these selfless acts – and through the service you render to your communities and fellow citizens every day – each of you has earned the deepest thanks of a grateful nation. And all of you have incurred a debt of gratitude that this country can only hope to repay," said Attorney General Holder.

"We’re here to recognize 18 extraordinary individuals for their quick thinking, selflessness, and exceptional courage. They are law enforcement and corrections officers and firefighters who went beyond the call of duty to risk – and in some cases, to give – their lives for their fellow citizens and colleagues," said Acting Assistant Attorney General Leary.

"As we carry this work into the future – thanks to the support and assistance of everyone here today, and the cutting-edge strategy we’re committed to implementing – I’m confident that we’ll continue to make great strides in the fight against trade secret theft," said Attorney General Holder.

"Consumer advocates like NCL are the front line for so many consumers who have been defrauded and just don’t know where to turn. Like its predecessor, the Fraud Center, the new site will make it easier for consumers to report potential fraud or misrepresentation, and for law enforcement organizations, like the Civil Division, to do something about it," said Principal Deputy Assistant Attorney General Delery.

"When food or drug manufacturers lie and cut corners, they put all of us at risk. The Department of Justice will not hesitate to pursue any person whose criminal conduct risks the safety of Americans who have done nothing more than eat a peanut butter and jelly sandwich," said Principal Deputy Assistant Attorney General Delery.

"In fact, this initiative constitutes a significant step forward in fostering increased levels of engagement with these partners and with Congress, in establishing a productive partnership between the Department of Justice and NIST, and in strengthening our ability to realize the goals and priorities that we all share," said Acting Assistant Attorney General Tyrangiel.

"So as we’ve seen over and over again, while we come from different parts of the country, have different backgrounds, belong to different political parties, our voices and our work are enhanced when we come together across state and federal boundaries, to combat pervasive and common threats," said Acting Associate Attorney General West.

"By helping to strengthen our state and federal criminal justice systems, fighting to expand access to legal services, and advancing critical public safety initiatives and consumer protections, you’ve addressed persistent challenges and improved countless lives," said Attorney General Holder.

"Today, as we come together to commemorate Black History Month, it is not only a chance to reflect on how far our nation and the African-American community has traveled on the long road toward equality and freedom. It’s also a time to rededicate ourselves to the principles at the core of all that we stand for in this Department," said Deputy Attorney General Cole.

"From reducing gun violence and confronting a range of public safety challenges, to expanding access to legal services, addressing disparities and divisions, and reaching for the ideals – of equality, opportunity, and justice – that have always defined the best in our profession, each of you will soon step into a future that is far from certain, in a world riven by uncommon challenges and evolving threats," said Attorney General Holder.
