The U.S. market for wind energy is something of a contradiction: it's one of the world's larger markets and fastest growing with its own supply chain, yet it's still heavily reliant upon a production tax credit, which was renewed at the last minute last December (yet late with enough uncertainty to chill many projects in the pipeline), and this time its renewal is even less certain.

After being shut out of previous renewable energy auctions, and delaying its own auction by two weeks, the state government of Pernambuco held the nation's first solar energy auction on December 27, registering 122.82 MW of energy, six times the country's current entire solar energy output (20 MW). The auction involved 34 bidders proposing roughly 1 GW of capacity; at the end it was narrowed to six companies from Brazil, Italy, Germany, China and Spain. Average price of power finished trading at 228.63 Brazilian reais/MWh (just under U.S. $97), about 9 percent lower than the starting price of R 250.

But 20.5 million, the official number of jobs lost in April, according to a report released on Friday by the Bureau of Labor Statistics, is a terrifying figure in its own right. That’s the worst single month for job losses in a data set that dates back to 1939. As in, when Franklin Roosevelt was president and the Great Depression was still fading in the rearview mirror.

After weeks of mounting evidence of economic collapse, the official U.S. unemployment rate has spiked to 14.7 percent, and that number was biased down because 6 million people just gave up and dropped out of the labor market and were thus not counted in the jobless rate. That rate will almost surely go even higher from here.

The myth of the American west meets the energy of riot grrrl in Justine Kurland’s photographs of free-spirited teenage girls

In 1997, Justine Kurland, then a fine arts student at Yale University, went in search of teenage girls to photograph. At a time of increasing conformity and commercialised ideas of beauty, the girls she had in mind were free-spirited and wild-haired; making dens and hanging out in woods, messing about in rivers, smoking in parking lots, lost in languid afternoons, careless not only of the male gaze but any onlookers at all.

Kurland started out on her quest in New Haven’s semi-industrial hinterland before travelling further afield over the next five years on a mazy road trip; if the girls were on the margins, then she would be too. She loosely choreographed the groups of teenagers that she found, but mostly invited the girls into a promising setting and let them do their thing. She took this photograph of four girls in an abandoned car in the millennium year, and called it Shipwrecked. The girls she chose invariably understood the idea of the pictures. “I can always spot people,” she has said. “It’s, like, really one of my superpowers. I can always tell which teenage girls would love living in the woods with their friends.”

This meeting aimed to identify practical policy options for Latin American governments in the formulation of their investment promotion strategies with a specific focus on international value chains.

Latin American governments must act now to strengthen growth and development and counter these risks, according to the 2013 Latin American Economic Outlook, jointly produced by the OECD Development Centre and ECLAC.

Latin America’s GDP growth rate has slowed down in 2014, dropping below 1.5%. This is the first time in a decade that the region grows less than the OECD average, according to the OECD Development Centre, the Commission for Latin American and the Caribbean and the development bank for Latin America. Given the projections in the past weeks, any recovery in 2015 is likely to be challenging.

This OECD report was developed in collaboration with the United States, Mexico and Canada, for consideration by the three Leaders in the context of the 2016 North American Leaders Summit.

The School is organising specialised courses on socio-economic development and creating an international platform to exchange experiences and knowledge between public officers and practitioners from OECD member and non member countries that deals with cooperation and local development issues.

Despite the progress observed by PISA over the last decade, Latin American education systems still have a long way to go to reach world class standards. Despite the geographical distances between them, Ibero-American countries share some similarities in their educational attainment rates and private expenditure on educational institutions as a percentage of GDP.
