An enclosure for enclosing a flat panel display for viewing that is substantially sealed and resistant to liquid ingress. The enclosure comprises a bezel, a substantially transparent front cover, and an enclosure housing. The bezel has a peripheral surface defining an enclosure area, an inner edge defining a display opening, and a rear surface. The substantially transparent front cover is operatively connected to the bezel and covers the display opening. The enclosure housing has a front opening and a flange disposed about and extending from the front opening. The bezel and the enclosure housing are joined together at a joining region that is substantially sealed and resistant to liquid ingress. The bezel, the front cover, and the enclosure housing define the enclosure, which is configured to receive a flat panel display therein.

An output device or controller supporting voice activated commands by using a portable electronic device is herein disclosed and enabled. The output device may be a television, a controller connectable to a television, a printer, a sound output device, or a projector. The portable electronic device for wirelessly managing or driving the output device may include a microphone to receive voice activated commands. The output device includes wireless circuitry to establish a direct wireless connection (e.g., Bluetooth, etc.) with the portable electronic device, and subsequently, the output device, using the established direct wireless connection, is operable to: wirelessly receive first information from the portable electronic device; wirelessly send to the portable electronic device second information in response to receiving the first information; and wirelessly receive from the portable electronic device data related to voice activated commands from a user.

To provide a novel device, a device with low power consumption, or a versatile device, the device includes a decoder, a driver circuit, and a display portion. The driver circuit includes a plurality of circuits. The display portion includes a plurality of display panels. The decoder has a function of generating a signal corresponding to an image displayed on the display portion. The decoder has a function of determining the necessity of rewriting an image of each of the display panels by detecting a change in the image of each of the display panels. The circuit has a function of outputting a signal to a display panel for which that image rewriting is determined to be necessary. The circuit has a function of stopping output of a signal to a display panel for which image rewriting is determined to be unnecessary.

(United States Ninth Circuit) - In a challenge to federal statutory restrictions on certain types of advertising by public broadcast TV stations, the district court's grant of summary judgment to the FCC is: 1) affirmed in part, where 47 U.S.C. section 399b(a)(1), restricting paid advertisements for goods and services on behalf of for-profit corporations, was not an unconstitutional speech restriction under the intermediate scrutiny standard; 2) reversed in part, where sections 399b(a)(2) and (3), restricting public-issue advertisements and political advertisements, were unconstitutional speech restrictions under intermediate scrutiny, as there was no evidence of harm to a substantial governmental interest.

(United States Second Circuit) - In an antitrust action, alleging that Time Warner's requiring consumers to lease cable boxes in order to receive a package of television channels violates the Sherman Act, 15 U.S.C., section 1, the district court's dismissal is affirmed where plaintiff's third amended complaint fails to: 1) plausibly allege that the cable boxes are a separate product from the premium cable channels; and 2) plausibly allege defendant's market power in the particular product and geographic markets defined in the complaint.

(United States Second Circuit) - In an action for copyright infringement brought by successors-in-interest of the estates of William 'Bud' Abbott and Lou Costello against the author and producers of the play The Hand of God, the District Court's judgment in favor of defendants is affirmed where, although defendants' verbatim incorporation of more than a minute of the iconic Who's on First? comedy routine in their commercial production was not a fair use of the material, plaintiffs fail plausibly to allege a valid copyright interest.

(United States Ninth Circuit) - In a suit brought by a group of broadcast stations and copyright holders against an entity that operates a service that uses antennas to capture over-the-air broadcast programming, much of it copyrighted, and then uses the Internet to retransmit such programming to paying subscribers, all without the consent or authorization of the copyright holders, the district court's partial summary judgment in favor of defendants is reversed where a service that captures copyrighted works broadcast over the air, and then retransmits them to paying subscribers over the Internet without the consent of the copyright holders, is not a 'cable system' eligible for a compulsory license under the Copyright Act.

(United States Ninth Circuit) - Affirming the district court's summary judgment in favor of Fox, holding that their use of the name 'Empire' was protected by the First Amendment and therefore was outside of the reach of the Lanham Act and their use of the word as a show title did not infringe on a record label's trademark rights.

Many studies have identified an association between television viewing and antisocial behavior, although very few have been able to demonstrate a cause-and-effect sequence. The issue of whether excessive television viewing contributes to antisocial behavior remains controversial.

Excessive television viewing during childhood and adolescence was associated with objective and subjective measures of antisocial behavior in adulthood. These associations were not explained by preexisting antisocial tendencies or other potential confounders. Excessive television appears to have long-term psychosocial consequences. Many children exceed the American Academy of Pediatrics' recommendation to limit non-educational screen media to < 2 hours per day. The household media environment shapes children's television viewing (TVV), and heavy screen time is associated with poor health outcomes.

Parent TVV is a stronger predictor of child TVV than traditional media "access" and "rules" variables regardless of child age. This research highlights an important factor of child TVV that has been underemphasized in most studies and outreach efforts. (Read the full article)

Previous research has demonstrated that pediatric injuries associated with television (TV) tip-overs are increasing, children aged ≤4 years are at highest risk for injury, and the head and neck are most commonly injured.

We analyzed a nationally representative sample comprising 22 years of data. On average, 17 313 children receive emergency treatment of a TV-related injury annually in the United States. The rate of injury attributable to falling TVs increased by 95% over 22 years. (Read the full article)

Inadequate sleep in childhood is associated with poor mental and physical health. Numerous cross-sectional studies reveal associations between television viewing and the presence of a bedroom TV and inadequate sleep in older children and adolescents, but longitudinal research is limited.

More TV viewing, and, among racial/ethnic minority children, bedroom TV, were associated with shorter sleep from infancy to midchildhood. These results raise the possibility that interventions to reduce TV could improve children’s sleep. (Read the full article)

Electronic cigarettes have unknown health risks and youth and young adults increasingly use them. E-cigarette companies are marketing e-cigarettes using television ads. The content of these ads may appeal to young people because they emphasize themes of independence and maturity.

E-cigarette companies advertise to a broad television audience that includes 24 million youth. The reach and frequency of these ads increased dramatically between 2011 and 2013. If current trends continue, youth awareness and use of e-cigarettes are likely to increase. (Read the full article)
