Sabia By www.nber.org Published On :: Shelter in place orders (SIPOs) require residents to remain home for all but essential activities such as purchasing food or medicine, caring for others, exercise, or traveling for employment deemed essential. Between March 19 and April 20, 2020, 40 states and the District of Columbia adopted SIPOs. This study explores the impact of SIPOs on health, with particular attention to heterogeneity in their impacts. First, using daily state-level social distancing data from SafeGraph and a difference-in-differences approach, we document that adoption of a SIPO was associated with a 5 to 10 percent increase in the rate at which state residents remained in their homes full-time. Then, using daily state-level coronavirus case data collected by the Centers for Disease Control and Prevention, we find that approximately three weeks following the adoption of a SIPO, cumulative COVID-19 cases fell by 44 percent. Event-study analyses confirm common COVID-19 case trends in the week prior to SIPO adoption and show that SIPO-induced case reductions grew larger over time. However, this average effect masks important heterogeneity across states — early adopters and high population density states appear to reap larger benefits from their SIPOs. Finally, we find that statewide SIPOs were associated with a reduction in coronavirus-related deaths, but estimated mortality effects were imprecisely estimated. Full Article

To protect themselves from predators, they gather up sand grains and other sediment and paste them all together with silk, forming a cone that holds their worm-like bodies. As they mature and elongate, they have to continuously add material to the case -- think of it like adding rooms to your home for the rest of your life, or at least until you turn into an adult insect. If the caddis fly larva somehow loses its case, it's got to start from scratch, and that's quite the precarious situation for a defenseless tube of flesh. And now, the microplastic menace is piling onto the caddis fly's list of tribulations. Microplastic particles -- pieces of plastic under 5 millimeters long -- have already corrupted many of Earth's environments, including the formerly pristine Arctic and deep-sea sediments. In a study published last year, researchers in Germany reported finding microplastic particles in the cases of caddis flies in the wild. Then, last month, they published the troubling results of lab experiments that found the more microplastic particles a caddis fly larva incorporates into its case, the weaker that structure becomes. That could open up caddis flies to greater predation, sending ripple effects through river ecosystems. In the lab, the researchers found that the larvae chose to use two kinds of microplastics to build their cases, likely because the plastic is lighter than the sand, so it's not as hard to lift. The problem is that the cases with more plastic and less sand collapse more easily, weakening the larvae's protection from predatory fish, among other things. A more long-term concern is bioaccumulation. "A small fish eats a larva, a bigger fish eats the smaller fish, all the way on up, and the concentrations of microplastic and associated toxins accumulate over time," the report says. "The bigger predators that people eat, like tuna, may be absorbing those microplastics and the chemicals they leach." With their seasonal work ended and their savings depleted, many of the farm workers had no choice but to sleep on the streets of Santiago, unable to obtain food or shelter. In the weeks that followed, Catholic groups stepped up to arrange shelter, food, and additional aid for the migrant workers. Red CLAMOR, a network coordinating efforts among numerous organizations to serve migrants, refugees, and human trafficking victims, led the effort to provide temporary shelter for the Bolivians starting the night of April 28. The network coordinated with the Chilean Catholic Institute for Migration, the Archdiocese of Santiago, the Vicariate for Social Ministry, the Human Mobility Ministry, Jesuit Migration Services, and Caritas Chile, as well as municipalities and the central government to arrange for shelter and meals for the Bolivians. Initially, the network found accommodations for 600 people. By the first evening, however, the total had risen to 950, lodged at parishes and a local retreat house. The migrant workers were provided with masks and hand sanitizer, meals, and sleeping mats. They are also being aided with legal advice on their employment situation and access to unemployment insurance. Auxiliary Bishop Cristián Roncagliolo of Santiago said the effort was coordinated with the municipalities and other government authorities. “For the moment it’s a solution so that they can stay somewhere more decent than the street,” the prelate said. “It’s our Gospel duty to welcome the stranger. But we know that’s not enough. Because there are many more people that still need be in lockdown in order to later return to their country,” he continued. “We encourage other social actors to be welcoming to the Bolivian brothers.” Lorenzo Figueroa, the director of Caritas Chile, called the situation “a new wakeup call about what the migrant communities are going through, especially during times of pandemic.” Caritas Chile reported that the Foreign Ministries of Chile and Bolivia have reached an agreement that if Bolivian citizens stay quarantined for 14 days in the city of Iquique in northern Chile, which is close to Bolivia, they can then return to their own country.
