OSCE Mission releases report on war crimes processing at state level in Bosnia and Herzegovina

SARAJEVO, 16 June 2016 – The OSCE Mission to Bosnia and Herzegovina today published the report of Judge Joanna Korner CMG QC on war crimes processing at the state level in Bosnia and Herzegovina.

At a press conference held on this occasion, Ambassador Jonathan Moore, Head of the OSCE Mission to BiH, noted that the OSCE Mission to Bosnia and Herzegovina has been monitoring the prosecution of war crimes before the domestic courts of BiH since 1996, as part of its mandate under the Dayton Peace Accords.

“In 2003, the Mission developed an increasingly structured trial monitoring capacity.  In November 2006, the BiH High Judicial and Prosecutorial Council issued an Opinion recognizing the role of the Mission in observing criminal proceedings, stating that the OSCE Mission’s trial monitors should be given ‘full and unrestricted access to all documents they request within their mandate which includes monitoring the activities of courts and prosecutors’ offices,’” said Moore. 

The Mission has carried out training courses and other capacity-building activities for judicial and prosecutorial staff, and provided expert advice to the judiciary based on its findings.

“The Mission is routinely asked to provide information and analysis regarding the quality of war crimes processing at the state and entity levels. These inquiries come from a variety of sources, including private persons, victims’ and survivors’ associations, ICTY, and employees of BiH judicial institutions,” said Moore. “The purpose of such inquiries is generally to understand the capacity of domestic judicial institutions for processing war crimes cases in a manner that is fair to the interests of both victims and defendants and in line with international standards, and to identify gaps in the processing of such cases.”  

Moore emphasized that it is normal in democratic societies to have a vigorous public debate about judicial processes.  “No one is universally happy with every verdict, sentence, conviction, and acquittal.  Nevertheless, justice has yet to be done in many cases, more than 20 years after the end of the war in Bosnia and Herzegovina.”

In accordance with the mandate, role, and authorities of the Mission, with the support of the HJPC and in coordination with ICTY Chief Prosecutor Serge Brammertz and the British Embassy, Judge Korner was engaged by the OSCE Mission to BiH on the basis of her professional background and knowledge. 

Judge Korner visited BiH twice in order to review available materials, speak with prosecutors, judges, and others, and prepare an analytical report that would offer suggestions as to how to improve the processing of war crimes at the state level, at which the most complex and serious war crimes, crimes against humanity, and genocide cases, are processed. 

“The work of Judge Korner, her analysis and concrete advice are very valuable.  It is of course up to the institutions themselves, including the HJPC, the Prosecutor’s Office of BiH, and the Court of BiH to react to the report and to act upon its recommendations.  We respect the role of those institutions in guaranteeing the rule of law in Bosnia and Herzegovina.”

The Mission’s work in this regard is supported financially as part of its core budget and by additional contributions from the European Union, the United States, the United Kingdom, Switzerland, Norway, Germany, Italy, and Austria, and is closely co-ordinated with the International Criminal Tribunal for the former Yugoslavia.

Differential compartmental processing and phosphorylation of pathogenic human tau and native mouse tau in the line 66 model of frontotemporal dementia [Molecular Bases of Disease]

Synapse loss is associated with motor and cognitive decline in multiple neurodegenerative disorders, and the cellular redistribution of tau is related to synaptic impairment in tauopathies, such as Alzheimer's disease and frontotemporal dementia. Here, we examined the cellular distribution of tau protein species in human tau overexpressing line 66 mice, a transgenic mouse model akin to genetic variants of frontotemporal dementia. Line 66 mice express intracellular tau aggregates in multiple brain regions and exhibit sensorimotor and motor learning deficiencies. Using a series of anti-tau antibodies, we observed, histologically, that nonphosphorylated transgenic human tau is enriched in synapses, whereas phosphorylated tau accumulates predominantly in cell bodies and axons. Subcellular fractionation confirmed that human tau is highly enriched in insoluble cytosolic and synaptosomal fractions, whereas endogenous mouse tau is virtually absent from synapses. Cytosolic tau was resistant to solubilization with urea and Triton X-100, indicating the formation of larger tau aggregates. By contrast, synaptic tau was partially soluble after Triton X-100 treatment and most likely represents aggregates of smaller size. MS corroborated that synaptosomal tau is nonphosphorylated. Tau enriched in the synapse of line 66 mice, therefore, appears to be in an oligomeric and nonphosphorylated state, and one that could have a direct impact on cognitive function.

The Neuroproteomic Basis of Enhanced Perception and Processing of Brood Signals That Trigger Increased Reproductive Investment in Honeybee (Apis mellifera) Workers [Research]

The neuronal basis of complex social behavior is still poorly understood. In honeybees, reproductive investment decisions are made at the colony-level. Queens develop from female-destined larvae that receive alloparental care from nurse bees in the form of ad-libitum royal jelly (RJ) secretions. Typically, the number of raised new queens is limited but genetic breeding of "royal jelly bees" (RJBs) for enhanced RJ production over decades has led to a dramatic increase of reproductive investment in queens. Here, we compare RJBs to unselected Italian bees (ITBs) to investigate how their cognitive processing of larval signals in the mushroom bodies (MBs) and antennal lobes (ALs) may contribute to their behavioral differences. A cross-fostering experiment confirms that the RJB syndrome is mainly due to a shift in nurse bee alloparental care behavior. Using olfactory conditioning of the proboscis extension reflex, we show that the RJB nurses spontaneously respond more often to larval odors compared with ITB nurses but their subsequent learning occurs at similar rates. These phenotypic findings are corroborated by our demonstration that the proteome of the brain, particularly of the ALs differs between RJBs and ITBs. Notably, in the ALs of RJB newly emerged bees and nurses compared with ITBs, processes of energy and nutrient metabolism, signal transduction are up-regulated, priming the ALs for receiving and processing the brood signals from the antennae. Moreover, highly abundant major royal jelly proteins and hexamerins in RJBs compared with ITBs during early life when the nervous system still develops suggest crucial new neurobiological roles for these well-characterized proteins. Altogether, our findings reveal that RJBs have evolved a strong olfactory response to larvae, enabled by numerous neurophysiological adaptations that increase the nurse bees' alloparental care behavior.

Spatiotemporal Neural Network for Sublexical Information Processing: An Intracranial SEEG Study

Words offer a unique opportunity to separate the processing mechanisms of object subcomponents from those of the whole object, because the phonological or semantic information provided by the word subcomponents (i.e., sublexical information) can conflict with that provided by the whole word (i.e., lexical information). Previous studies have revealed some of the specific brain regions and temporal information involved in sublexical information processing. However, a comprehensive spatiotemporal neural network for sublexical processing remains to be fully elucidated due to the low temporal or spatial resolutions of previous neuroimaging studies. In this study, we recorded stereoelectroencephalography signals with high spatial and temporal resolutions from a large sample of 39 epilepsy patients (both sexes) during a Chinese character oral reading task. We explored the activated brain regions and their connectivity related to three sublexical effects: phonological regularity (whether the whole character's pronunciation aligns with its phonetic radical), phonological consistency (whether characters with the same phonetic radical share the same pronunciation), and semantic transparency (whether the whole character's meaning aligns with its semantic radical). The results revealed that sublexical effects existed in the inferior frontal gyrus, precentral and postcentral gyri, temporal lobe, and middle occipital gyrus. Additionally, connectivity from the middle occipital gyrus to the postcentral gyrus and from postcentral gyrus to the fusiform gyrus was associated with the sublexical effects. These findings provide valuable insights into the spatiotemporal dynamics of sublexical processing and object recognition in the brain.

CPC Processing IT Return for AY 2023-24 without recognizing the Taxation Option under New Regime

My ITR3 for AY 2023-24 has been processed by CPC under OLD REGIME without recognizing the Taxation Option exercised undersection 115BAC for NEW REGIME by filing FORM 10IE during AY 2022-23 on 01-Jun-2022, which has been CONTINUED for AY 2023-24, as EVIDENT in the ITR3 filed for this Assessment Year. I have also Registered my grievance in this regard in the e-portal of the IT Department and have sought RECTIFICATION FIVE TIMES under Section 154 but have got the same RECTIFICATION ORDER repeating the same MISTAKE with processing done under OLD REGIME with TAX DEMAND of Rs.87,000. (Similar thing had happened in AY 2022-23 but it was corrected by RECTIFICATION). I am in continuous correspondence through email and written communication several times with the Department, including grievances raised on E-PORTAL, but the issue remains UNRESOLVED. I have also registered my grievance in this regard in CPGRAMS Portal of GOI which is pending.
I request advice on further course of action to resolve the issue including as to whether i can file an Appeal under Section 264 .
