‘Umar not prepared to show remorse and seek apology’

LAHORE: Chairman of the Pakistan Cricket Board (PCB) Independent Disciplinary Panel retired Justice Fazal-e-Miran Chauhan has said Umar Akmal ‘is not prepared to show remorse and seek apology’ in his detailed judgement in the spot-fixing case that saw the Pakistan batsman slapped with a three-year suspension from all forms of the game.

Umar was provisionally suspended hours before he was to appear for Quetta Gladiators in the opening match of the Pakistan Super League on Feb 20 and was charged with two breaches of Article 2.4.4 of the PCB Anti-Corruption Code on March 17. On April 9, the PCB referred the matter to the chairman of the Independent Disciplinary Committee after the batsman opted not to request for a hearing before the Anti-Corruption Tribunal.

“It appears that he [Umar Akmal] is not prepared to show remorse and seek apology, make admission that he failed to fulfill his responsibility under Anti-Corruption Code, Article 2.4.4, rather he tried to take refuge under the pretext that in the past whenever any such approaches were made, the matter was reported by him,” said Justice Chauhan in his remarks.

“As far as Charge No.1 is concerned, I do not see any circumstances to mitigate the nature of offence, particularly, when the participant [Umar Akmal] has not cooperated with the PCB Vigilance and Security Department and the investigating team.

“In view of the admission of the participant that he failed to disclose to PCB Vigilance and Anti-Corruption Department, the details of the approaches and invitations extended to him without unnecessary delay.

The charge as framed is proved and the participant has rendered himself liable to be punished for breach of Article 2.4.4.

“Charge No.2, breach of Article 2.4.4 of the Code by failing to disclose to the PCB Vigilance and Anti-Corruption Department of the PCB, full details of the approaches and invitations received by you [Umar Akmal] to engage in corrupt conduct under the Code in respect of matches in PSL 2020.

“It is also admitted by him [Umar Akmal] that he failed to report the approaches and invitation to the PCB Vigilance and Anti-Corruption Depart­ment, as required by the PCB Code, Article 2.4.4. In view of the above charge as framed, stood proven and participant has rendered himself to be punished under Article 6.2 of the PCB Code.”

Umar’s elder brother and Pakistan Test discard Kamran had already announced that his brother would file an appeal against the punishment. Umar has to file the appeal within 14 days as the PCB then will appoint an independent adjudicator to hear that.

Structure refinement of (NH4)3Al2(PO4)3 prepared by ionothermal synthesis in phospho­nium based ionic liquids – a redetermination

After crystallization during ionothermal syntheses in phospho­nium-containing ionic liquids, the structure of (NH4)3Al2(PO4)3 [tri­ammonium dialuminum tris­(phosphate)] was refined on the basis of powder X-ray diffraction data from a synchrotron source. (NH4)3Al2(PO4)3 is a member of the structural family with formula A3Al2(PO4)3, where A is a group 1 element, and of which the NH4, K, and Rb forms were previously known. The NH4 form is isostructural with the K form, and was previously solved from single-crystal X-ray data when the material (SIZ-2) crystallized from a choline-containing eutectic mixture [Cooper et al. (2004). Nature, 430, 1012–1017]. Our independent refinement incorporates NH4 groups and shows that these NH4 groups are hydrogen bonded to framework O atoms present in rings containing 12 T sites in a channel along the c-axis direction. We describe structural details of (NH4)3Al2(PO4)3 and discuss differences with respect to isostructural forms.

Structure of a push–pull olefin prepared by ynamine hydro­boration with a borandiol ester

N-[(Z)-2-(2H-1,3,2-Benzodioxaborol-2-yl)-2-phenyl­ethen­yl]-N-(propan-2-yl)aniline, C23H22BNO2, contains a C=C bond that is conjugated with a donor and an acceptor group. An analysis that included similar push–pull olefins revealed that bond lengths in their B—C=C—N core units correlate with the perceived acceptor and donor strength of the groups. The two phenyl groups in the mol­ecule are rotated with respect to the plane that contains the BCCN atoms, and are close enough for significant π-stacking. Definite characterization of the title compound demonstrates, for the first time in a reliable way, that hydro­boration of ynamines with borandiol esters is feasible. Compared to olefin hydro­boration with borane, the ynamine substrate is activated enough to undergo reaction with the less active hydro­boration reagent catecholborane.

X-ray diffraction using focused-ion-beam-prepared single crystals

High-quality single-crystal X-ray diffraction measurements are a prerequisite for obtaining precise and reliable structure data and electron densities. The single crystal should therefore fulfill several conditions, of which a regular defined shape is of particularly high importance for compounds consisting of heavy elements with high X-ray absorption coefficients. The absorption of X-rays passing through a 50 µm-thick LiNbO3 crystal can reduce the transmission of Mo Kα radiation by several tens of percent, which makes an absorption correction of the reflection intensities necessary. In order to reduce ambiguities concerning the shape of a crystal, used for the necessary absorption correction, a method for preparation of regularly shaped single crystals out of large samples is presented and evaluated. This method utilizes a focused ion beam to cut crystals with defined size and shape reproducibly and carefully without splintering. For evaluation, a single-crystal X-ray diffraction study using a laboratory diffractometer is presented, comparing differently prepared LiNbO3 crystals originating from the same macroscopic crystal plate. Results of the data reduction, structure refinement and electron density reconstruction indicate qualitatively similar values for all prepared crystals. Thus, the different preparation techniques have a smaller impact than expected. However, the atomic coordinates, electron densities and atomic charges are supposed to be more reliable since the focused-ion-beam-prepared crystal exhibits the smallest extinction influences. This preparation technique is especially recommended for susceptible samples, for cases where a minimal invasive preparation procedure is needed, and for the preparation of crystals from specific areas, complex material architectures and materials that cannot be prepared with common methods (breaking or grinding).

Disclosed is a method for producing graphene functionalized at its edge positions of graphite. Organic material having one or more functional groups is reacted with graphite in reaction medium comprising methanesulfonic acid and phosphorus pentoxide, or in reaction medium comprising trifluoromethanesulfonic acid, to produce graphene having organic material fuctionalized at edges. And then, high purity and large scaled graphene and film can be obtained by dispersing, centrifugal separating the functionalized graphene in a solvent and reducing, in particular heat treating the graphene. According to the present invention graphene can be produced inexpensively in a large amount with a minimum loss of graphite. (FIG. 1)

A method of making cerium-containing metal oxide nanoparticles in non-polar solvent eliminates the need for solvent shifting steps. The direct synthesis method involves: (a) forming a reaction mixture of a source of cerous ion and a carboxylic acid, and optionally, a hydrocarbon solvent; and optionally further comprises a non-cerous metal ion; (b) heating the reaction mixture to oxidize cerous ion to ceric ion; and (c) recovering a nanoparticle of either cerium oxide or a mixed metal oxide comprising cerium. The cerium-containing oxide nanoparticles thus obtained have cubic fluorite crystal structure and a geometric diameter in the range of about 1 nanometer to about 20 nanometers. Dispersions of cerium-containing oxide nanoparticles prepared by this method can be used as a component of a fuel or lubricant additive.

Provided are a method of preparing a chlorohydrin composition and a method of preparing epichlorohydrin by using a chlorohydrin composition prepared by using the method. The method of preparing chlorohydrins in which polyhydroxy aliphatic hydrocarbon is reacted with a chlorination agent in the presence of a catalyst includes performing at least one combination of a series of unit operations comprising a first reaction step, a water removal step, and a second reaction step in this stated order, wherein the method further includes mixing a chlorohydrin concentrate obtained by purifying the reaction mixture discharged from the final reaction step from among the reaction steps and a water-rich layer discharged from the water-removal step and diluting the mixture with water. The method of preparing epichlorohydrin includes contacting the chlorohydrin composition prepared by using the method of preparing a chlorohydrin composition with an alkaline agent.

A thermal image receiver element dry image receiving layer has a Tg of at least 25° C. as the outermost layer. The dry image receiving layer has a dry thickness of at least 0.5 μm and up to and including 5 μm. It comprises a polymer binder matrix that consists essentially of: (1) a water-dispersible acrylic polymer comprising chemically reacted or chemically non-reacted hydroxyl, phospho, phosphonate, sulfo, sulfonate, carboxy, or carboxylate groups, and (2) a water-dispersible polyester that has a Tg of 30° C. or less. The water-dispersible acrylic polymer is present in an amount of at least 55 weight % of the total dry image receiving layer weight and at a dry ratio to the water-dispersible polyester of at least 1:1 to and including 20:1. The thermal image receiver element can be used to prepare thermal dye images after thermal transfer from a thermal donor element.
