Friday Election Results: Bynum Flips US House Seat Blue; Close Race in Portland City Council District 4

Portland will have the most racially diverse City Council the city has ever seen, with a progressive majority. by Courtney Vaughn

A fourth round of preliminary election results was released Friday, showing little to no changes in presumptive winners. That means Portlanders now have a clear idea of what the city's future leadership will be, come January.

Portland City Council is likely to have a progressive majority and for the first time, and a roughly 40 percent BIPOC Council.

Portland Mayor-elect Keith Wilson is slated to receive onboarding and training at City Hall starting next month, before the new City Council and mayor are sworn in in January.

City Council races

In District 1, Candace Avalos, who previously ran for a seat on Portland City Council and served on Portland's Charter Commission, is leading handily and is a presumptive winner. She will most likely serve alongside former Multnomah County Commissioner Loretta Smith and Jamie Dunphy, whose career has been spent helping to shape public policy while formerly working for US Sen. Jeff Merkley and the late Portland City Commissioner Nick Fish. Dunphy has recently led the charge to stop a Live Nation music venue from being developed in Southeast Portland. While Dunphy is leading for third place, he currently sits at just 23 percent, which is less than the 25 percent threshold for election. County officials say that can happen when ballots become "exhausted." Dunphy will likely still win election.

In District 2, Elana Pirtle-Guiney, Sameer Kanal, and current City Commissioner Dan Ryan are all but guaranteed Council seats. The latest results show Ryan and Pirtle-Guiney were neck-and-neck in first-round counts, with just 73 votes separating the two. Pirtle-Guiney is a labor organizer and member of former Gov. Kate Brown's executive team. She also led the charge for Oregon Measure 114, which sought to limit gun magazine capacity and add a required permit for gun ownership. The measure passed but is currently held up in a court battle. Kanal served as the project manager for Portland's Police Accountability Commission and also serves on the city's Parks & Recreation Board.

District 3 saw Steve Novick, a former city commissioner, pull off a first-round win, guaranteeing his return to City Hall. He will be joined by elementary school teacher Tiffany Koyama Lane and nonprofit policy advocate Angelita Morillo, who were nearly tied with 19 percent of the overall vote in round one counts. Both Koyama Lane and Morillo ran on a progressive agenda, with Koyama Lane picking up an endorsement from Portland's Democratic Socialists of America (DSA). Candidates in District 3 will be up for election again in two years.

In District 4, Olivia Clark, a communications professional who previously worked in Gov. John Kitzhaber's office, secured a first-round win Thursday. She'll be one of three city councilors representing the district that includes Southwest Portland, including downtown, and small portions of Southeast Portland like Sellwood. Along with Clark, energy economist Mitch Green is a presumptive winner. Green emerged as easily the most progressive front-runner candidate in District 4, securing an endorsement from the Portland DSA. The third-place winner is appears to be political insider Eric Zimmerman, though first-round results show him with less than a percentage point lead over Eli Arnold and the race is still close.  Both candidates secured 11 percent of the overall vote in round one counts. Zimmerman previously worked in Mayor Ted Wheeler's office and currently works for Multnomah County Commissioner Julia Brim Edwards. Arnold is a Portland police officer. District 4 seats will be up for election again in two years.

Congressional race

In a closely watched federal race for Oregon's 5th Congressional District, Democrat Janelle Bynum secured a win over Republican incumbent Lori Chavez DeRemer, flipping the US House seat from red to blue. Other winners include incumbent Suzanne Bonamici in the 1st District and Maxine Dexter in the 3rd Congressional District.

By Friday, the vast majority of ballots were received and counted, though the Multnomah County Elections Office says it still has about 45,000 ballots to count. Overall voter turnout in Multnomah County is now hovering around 71 percent.

Results won’t be finalized until Dec. 2.

Iconic monument to be removed from Moscow's Red Square

The State Historical Museum and the Russian Historical Society announced the all-Russian campaign to raise funds to restore the monument to Kuzma Minin and Prince Dmitry Pozharsky. The iconic monument, commonly known as Monument to Minin and Pozharsky, stands in front of the St. Bazil's Cathedral on Moscow's Red Square. The monument was the first sculptural piece that was erected in Moscow on Red Square 200 years ago in honour of the victory of the Russian militia over foreign interventionists in 1612.On February 20, 1818 in a solemn atmosphere, Emperor Alexander I and members of the imperial family unveiled the Monument to Minin and Pozharsky on Red Square. In the summer of 1931, the monument became a hindrance to demonstrations and parades, so it was moved from its historical site, from opposite the Upper trading rows, to the facade of the Intercession Cathedral. During this movement, the structure of the monument was damaged.In late 2016, the maintenance of the monument was delivered to the State Historical Museum. Experts examined the monument and came to conclusion that it required serious restoration is required. The works were preliminary evaluated at 46 million rubles.Within a year, the sculptural group will be dismantled from the pedestal on Red Square to be  transported to workshops, where the sculptures and the bas-reliefs of the monument will be restored.

Russia records largest number of COVID-19 cases since pandemic start

In Russia, as many as 986 people died of COVID-19 over the past 24 hours. This is a new record for Russia since the start of the pandemic, the operational headquarters for the fight against the coronavirus infection said on October 14. A day earlier, on October 13, 984 deaths were reported in Russia. The total death toll since the start of the pandemic thus amounts to 220,315 people.  Over the past 24 hours, 31,299 new cases of coronavirus infection were registered in the Russian Federation. This is the largest number of COVID-19 cases since the beginning of the pandemic. The total number of positive cases during the COVID-19 pandemic in Russia has thus amounted to 7.892,980. Signal-to-noise and spatial resolution in in-line imaging. 1. Basic theory, numerical simulations and planar experimental images

Signal-to-noise ratio and spatial resolution are quantitatively analysed in the context of in-line (propagation based) X-ray phase-contrast imaging. It is known that free-space propagation of a coherent X-ray beam from the imaged object to the detector plane, followed by phase retrieval in accordance with Paganin's method, can increase the signal-to-noise in the resultant images without deteriorating the spatial resolution. This results in violation of the noise-resolution uncertainty principle and demonstrates `unreasonable' effectiveness of the method. On the other hand, when the process of free-space propagation is performed in software, using the detected intensity distribution in the object plane, it cannot reproduce the same effectiveness, due to the amplification of photon shot noise. Here, it is shown that the performance of Paganin's method is determined by just two dimensionless parameters: the Fresnel number and the ratio of the real decrement to the imaginary part of the refractive index of the imaged object. The relevant theoretical analysis is performed first, followed by computer simulations and then by a brief test using experimental images collected at a synchrotron beamline. More extensive experimental tests will be presented in the second part of this paper.

Chromic soft crystals based on luminescent platinum(II) complexes

Platinum(II) complexes of square-planar geometry are interesting from a crystal engineering viewpoint because they exhibit strong luminescence based on the self-assembly of molecular units. The luminescence color changes in response to gentle stimuli, such as vapor exposure or weak mechanical forces. Both the molecular and the crystal designs for soft crystals are critical to effectively generate the chromic luminescence phenomenon of Pt(II) complexes. In this topical review, strategies for fabricating chromic luminescent Pt(II) complexes are described from a crystal design perspective, focusing on the structural regulation of Pt(II) complexes that exhibit assembly-induced luminescence via metal–metal interactions and structural control of anionic Pt(II) complexes using cations. The research progress on the evolution of various chromic luminescence properties of Pt(II) complexes, including the studies conducted by our group, are presented here along with the latest research outcomes, and an overview of the frontiers and future potential of this research field is provided.

Using deep-learning predictions reveals a large number of register errors in PDB depositions

The accuracy of the information in the Protein Data Bank (PDB) is of great importance for the myriad downstream applications that make use of protein structural information. Despite best efforts, the occasional introduction of errors is inevitable, especially where the experimental data are of limited resolution. A novel protein structure validation approach based on spotting inconsistencies between the residue contacts and distances observed in a structural model and those computationally predicted by methods such as AlphaFold2 has previously been established. It is particularly well suited to the detection of register errors. Importantly, this new approach is orthogonal to traditional methods based on stereochemistry or map–model agreement, and is resolution independent. Here, thousands of likely register errors are identified by scanning 3–5 Å resolution structures in the PDB. Unlike most methods, the application of this approach yields suggested corrections to the register of affected regions, which it is shown, even by limited implementation, lead to improved refinement statistics in the vast majority of cases. A few limitations and confounding factors such as fold-switching proteins are characterized, but this approach is expected to have broad application in spotting potential issues in current accessions and, through its implementation and distribution in CCP4, helping to ensure the accuracy of future depositions.

The cationic [Mo3S7(S2CNiBu2)3]+ fragments are joined by a mono­sulfide dianion that forms close S⋯S contacts to each of the di­sulfide ligands on the side of the Mo3 plane opposite the μ32− ligand. The two Mo3 planes are inclined at an angle of 40.637 (15)°, which gives the assembly an open clamshell-like appearance. One μ6-S2−⋯S22− contact, at 2.4849 (14) Å, is appreciably shorter than the remaining five, which are in the range 2.7252 (13)–2.8077 (14) Å.

Synthesis, crystal structure and anti­cancer activity of the complex chlorido­(η2-ethyl­ene)(quinolin-8-olato-κ2N,O)platinum(II) by experimental and theoretical methods

The complex [Pt(C9H6NO)Cl(C2H4)], (I), was synthesized and structurally characterized by ESI mass spectrometry, IR, NMR spectroscopy, DFT calculations and X-ray diffraction. The results showed that the deprotonated 8-hy­droxy­quinoline (C9H6NO) coordinates with the PtII atom via the N and O atoms while the ethyl­ene coordinates in the η2 manner and in the trans position compared to the coordinating N atom. The crystal packing is characterized by C—H⋯O, C—H⋯π, Cl⋯π and Pt⋯π inter­actions. Complex (I) showed high selective activity against Lu-1 and Hep-G2 cell lines with IC50 values of 0.8 and 0.4 µM, respectively, 54 and 33-fold more active than cisplatin. In particular, complex (I) is about 10 times less toxic to normal cells (HEK-293) than cancer cells Lu-1 and Hep-G2. Furthermore, the reaction of complex (I) with guanine at the N7 position was proposed and investigated using the DFT method. The results indicated that replacement of the ethyl­ene ligand with guanine is thermodynamically more favorable than the Cl ligand and that the reaction occurs via two consecutive steps, namely the replacement of ethyl­ene with H2O and the water with the guanine mol­ecule.

The results showed that the cyclo­platinated aryl­olefin coordinates with PtII via the carbon atom of the phenyl ring and the C=Colefinic group. The deprotonated 8-hy­droxy­quinoline (C9H6NO) and quinoline-2-carb­oxy­lic acid (C10H6NO2) coordinate with the PtII atom via the N and O atoms in complexes (I) and (II) while the quinoline (C9H7N) coordinates via the N atom in (III). Moreover, the coordinating N atom in complexes (I)–(III) is in the cis position compared to the C=Colefinic group. The crystal packing is characterized by C—H⋯π, C—H⋯O [for (II) and (III)], C—H⋯Cl [for (III) and π–π [for (I)] inter­actions.

The majority of unhoused women across the nation — 57% according to recent data — say domestic violence is the direct cause of losing their permanent home. 

In L.A, almost 40% of women who are homeless say they’ve experienced abuse in the last 12 months.

The choice they’ve been forced to make: Stay in danger with their abusers — or escape, with nowhere to go.

“It’s like jumping from a burning building but there’s no net to catch you,” said Nikki Brown, a survivor and advocate.

There are many, complex reasons why survivors become homeless. Shame is one of them. Yet studies show that one in three women experience some form of intimate partner abuse in their lives. So why don’t we talk about it more?

“It's the greatest secret that's super common and nobody wants to admit it,” said Brown. “There are so many complicated circumstances that make it really hard to leave. And when you can't leave, that element of shame and blame is the thing that makes it so hard to talk about.”

There's Been A Big Drop In the Number Of Missing From The Surfside Condo Collapse

As search and rescue efforts at the site of the Surfside, Fla., condo collapse stretch into day nine, officials have said that the number of confirmed fatalities has risen to 20, while the number of people unaccounted for has dropped from 145 to 128.

Miami-Dade County Mayor Daniella Levine Cava told reporters Friday that one of the two fatalities recovered overnight was the 7-year-old daughter of a firefighter for the city of Miami.

"It goes without saying that every night since this last Wednesday has been immensely difficult for everybody, particularly the families that have been impacted," Levine Cava said. "But last night was truly different and more difficult for our first responders. These men and women are paying an enormous human toll each every day, and I ask that all of you please keep all of them in your thoughts and prayers."

"They truly represent the very best in all of us, and we need to be there for them as they are here for us," she said.

The number of people who have been accounted for has grown to 188, officials also confirmed Friday. In many cases, detectives followed leads regarding individuals who were unaccounted for but then reached them and discovered they were safe.

They even discovered additional family members who were safe and who could have been in the building, and added them to the tally of accounted for individuals.

Officials have not yet released the names of all of the dead and missing people, and asked Friday that the privacy of the families be respected.

Florida Condo Deaths Climb To 32 As Officials Try To Pinpoint The Number Of Missing

Crews searching the building collapse site in Surfside, Fla., have discovered four more victims since Monday, bringing the death toll to 32. Authorities have identified 26 of the bodies.

Another 113 people were unaccounted for, though local officials said they had only been able to confirm that about 70 of those people were in the building at the time of the collapse nearly two weeks ago.

Detectives are continuing to follow up on reports submitted about possible victims in the partial collapse, but in some cases they have been unable to reach those who submitted the tips in the first place.

"People call anonymously. People call and don't leave return phone numbers. People call with partial information, not enough to really secure whether that person may or may not have been in the building," Miami-Dade County Mayor Daniella Levine Cava told reporters on Tuesday.

Some of the reports of possible victims are also incomplete, she said, including a name but no apartment number or no date of birth.

Levine Cava urged people who are missing loved ones to communicate with local authorities. She said there may also be victims of the collapse who have not been reported missing.

The rescue effort stopped briefly overnight due to lightning from a passing storm. Surfside Mayor Charles Burkett said high winds were hampering the cranes moving heavy debris from the collapse site.

Lt. Gov. Jeanette Nuñez said Florida has declared a state of emergency ahead of Tropical Storm Elsa, which is expected to reach hurricane strength before making landfall Wednesday morning on the state's west coast.

Spring Numbers Show 'Dramatic' Drop In College Enrollment

Undergraduate college enrollment fell again this spring, down nearly 5% from a year ago. That means 727,000 fewer students, according to new data from the National Student Clearinghouse.

"That's really dramatic," says Doug Shapiro, who leads the clearinghouse's research center. Fall enrollment numbers had indicated things were bad, with a 3.6% undergraduate decline compared with a year earlier, but experts were waiting to see if those students who held off in the fall would enroll in the spring. That didn't appear to happen.

"Despite all kinds of hopes and expectations that things would get better, they've only gotten worse in the spring," Shapiro says. "It's really the end of a truly frightening year for higher education. There will be no easy fixes or quick bounce backs."

Overall enrollment in undergraduate and graduate programs has been trending downward since around 2012, and that was true again this spring, which saw a 3.5% decline — seven times worse than the drop from spring 2019 to spring 2020.

The National Student Clearinghouse attributed that decline entirely to undergraduates across all sectors, including for-profit colleges. Community colleges, which often enroll more low-income students and students of color, remained hardest hit by far, making up more than 65% of the total undergraduate enrollment losses this spring. On average, U.S. community colleges saw an enrollment drop of 9.5%, which translates to 476,000 fewer students.

"The enrollment landscape has completely shifted and changed, as though an earthquake has hit the ground," says Heidi Aldes, dean of enrollment management at Minneapolis Community and Technical College, a community college in Minnesota. She says her college's fall 2020 enrollment was down about 8% from the previous year, and spring 2021 enrollment was down about 11%.

"Less students are getting an education"

Based on her conversations with students, Aldes attributes the enrollment decline to a number of factors, including being online, the "pandemic paralysis" community members felt when COVID-19 first hit, and the financial situations families found themselves in.

"Many folks felt like they couldn't afford to not work and so couldn't afford to go to school and lose that full-time income," Aldes says. "There was so much uncertainty and unpredictability."

A disproportionately high number of students of color withdrew or decided to delay their educational goals, she says, adding to equity gaps that already exist in the Minneapolis area.

"Sure, there is a fiscal impact to the college, but that isn't where my brain goes," Aldes says. "There's a decline, which means there are less students getting an education. That is the tragedy, that less students are getting an education, because we know how important education is to a successful future."

To help increase enrollment, her team is reaching out to the high school classes of 2020 and 2021, and they're contacting students who previously applied or previously enrolled and stopped attending. She says she's hopeful the college's in-person offerings — which now make up nearly 45% of its classes — will entice students to come back, and appeal to those who aren't interested in online courses. So far, enrollment numbers for fall 2021 are up by 1%. "We are climbing back," she says.

A widening divide

Despite overall enrollment declines nationally, graduate program enrollments were up by more than 120,000 students this spring. That means there are more students who already have college degrees earning more credentials, while, at the other end of the spectrum, students at the beginning of their higher ed careers are opting out — a grim picture of a widening gap in America.

"It's kind of the educational equivalent of the rich getting richer," Shapiro says. "Those gaps in education and skills will be baked into our economy, and those families' lives, for years to come."

The value of a college degree — and its impact on earning power and recession resilience — has only been reinforced by the pandemic. According to the U.S. Bureau of Labor Statistics, Americans with a college degree were more likely to stay employed during the pandemic, and if they did lose a job, they were more likely to get hired again. Unemployment rates were higher for those without a degree or credential beyond high school.

"Almost all of the income gains and the employment gains for the last decade have gone to people with higher education degrees and credentials," Shapiro says. "Those who are getting squeezed out of college today, especially at community colleges, are just getting further and further away from being able to enjoy some of those benefits."

In the National Student Clearinghouse data, traditional college-aged students, those 18 to 24, were the largest age group missing from undergraduate programs. That includes many students from the high school class of 2020, who graduated at the beginning of the pandemic. Additional research from the Clearinghouse shows a 6.8% decline in college-going rates among the class of 2020 compared to the class of 2019 — that's more than four times the decline between the classes of 2018 and 2019. College-going rates were worse for students at high-poverty high schools, which saw declines of more than 11%.

For the communities and organizations tasked with helping high school graduates transition and succeed in college, the job this year is exponentially harder. Students have always struggled to attend college: "It's not new to us," says Nazy Zargarpour, who leads the Pomona Regional Learning Collaborative, which helps Southern California high school students enroll and graduate from college. "But this year, it's on steroids because of COVID."

Her organization is offering one-on-one outreach to students to help them enroll or re-enroll in college. As part of that effort, Zargarpour and her colleagues conducted research to help them understand why students didn't go on to college during the pandemic.

"Students told us that it's a variety of things, including a lot of just life challenges," she says. "Families being disrupted because of lack of work; families being disrupted because of the challenges of the illness itself; students having to take care of their young siblings; challenges with technology."

The biggest question now: Will those students return to college? Experts say the farther a student gets from their high school graduation, the less likely they are to enroll, because life gets in the way. But Zargarpour is hopeful.

"It will take a little bit of time for us to catch up to normal and better, but my heart can't bear to say all hope is lost for any student ever."
