Electricity and gas companies to co-operate on relief package

The ACCC has granted conditional interim authorisation to allow the Australian Energy Council and wholesale and retail energy businesses to co-operate to provide financial relief to residential and business customers who may be financially impacted by the COVID-19 pandemic.

This interim authorisation allows business in the electricity and gas markets to hold discussions, share information, and enter into arrangements for the purpose of providing financial relief and other measures to small, medium and large businesses, and to expand support under existing hardship programs for residential customers.

“We know the COVID-19 pandemic is having a significant economic impact on consumers and businesses in Australia, which is why we have granted this interim authorisation,” ACCC Chair Rod Sims said.  

“Energy is an essential service and this is an important opportunity to allow energy market participants to support consumers and businesses through the pandemic.”

Importantly, authorisation is only granted on the condition that any agreements between energy retailers are not materially inconsistent with the relevant applicable principles in the Australian Energy Regulator (AER) Statement of Expectations of energy businesses: Protecting consumers and the market during COVID-19.

The Statement of Expectations sets out ten principles the AER expects businesses to adhere to during the COVID-19 pandemic to ensure the continued safe and reliable supply of energy to homes and businesses. This includes expectations about payment plans and hardship arrangements, no disconnections and deferring referrals to debt collection agencies for recovery actions.

“The AER’s Statement of Expectations provides important principles that should be adopted by energy retailers in their dealings with customers during the COVID19 pandemic, and we expect  any conduct under this authorisation to meet or exceed the expectations set out in these principles” Mr Sims said.

The AEC must also regularly update the ACCC and the AER about the information shared and the decisions made by retailers as part of the authorisation.

The ACCC and AER will also be invited to attend any meeting where the energy retailers discuss or agree on financial relief arrangements. This will provide important transparency and oversight of these discussions.

“We believe that allowing the AEC and energy businesses to work together will enable customer relief to be provided more quickly and efficiently than it would if the parties were to work on these measures independently,” Mr Sims said. 

“We will closely monitor the effect of these arrangements and when it is appropriate for this authorisation to be revoked.”

Having granted interim authorisation for the arrangements, the ACCC will now seek feedback on the application for final authorisation which is sought for a period of 12 months from the date of authorisation.

Background

The Australian Energy Council is an industry organisation representing 23 major electricity and downstream natural gas businesses operating in the wholesale and retail energy markets.

Notes to editors

ACCC authorisation provides statutory protection from court action for conduct that might otherwise raise concerns under the competition provisions of the Competition and Consumer Act 2010.

Section 91 of the Act allows the ACCC to grant interim authorisation when it considers it is appropriate. This allows the parties to engage in the proposed conduct while the ACCC is considering the merits of the substantive application.

The ACCC may review a decision on interim authorisation at any time, including in response to feedback following interim authorisation.

Broadly, the ACCC may grant a final authorisation when it is satisfied that the likely public benefit from the conduct outweighs any likely public detriment.

Scientists Harness Electricity From Ambient Magnetic Field

Contemporary innovation in the field of energy seems to be all about finding power in sources that are all around us, such as the sun and wind. Researchers at Pennsylvania State University have taken that idea one step further having found a way to harness electricity from thin air.

More specifically, the scientists have developed a method to harness electricity from ambient magnetic fields generated by everyday household appliances.

Reporting in the journal “Energy and Environmental Science,” they note home devices, and especially the cords that supply electricity to them, generate small magnetic fields that otherwise dissipate into the air around them.

The scientists have developed a new mechanism capable of harvesting this wasted magnetic field energy and converting it into enough electricity to power next-generation sensor networks for smart buildings and factories.

One of the study’s co-authors, Shashank Priya, professor of materials science and engineering and associate vice president for research at Penn State, says the device he and his colleagues developed “allows for achieving high power density under low amplitude magnetic fields.”

He and his team designed paper-thin devices, about 11/2 inches long, that can be placed on or near appliances, lights or power cords. They used a composite structure by layering two different materials together. One of these materials is magnetostrictive, which converts a magnetic field into stress, and the other is piezoelectric, which converts stress, or vibrations, into an electric field. The combination allows the device to turn a magnetic field into an electric current.

The devices have a beam-like structure with one end clamped and the other free to vibrate in response to an applied magnetic field. A magnet mounted at the free end of the beam amplifies the movement and contributes toward a higher production of electricity.

In testing, when placed 4 inches from a space heater, the device produced enough electricity to power 180 LED arrays, and at 8 inches, enough to power a digital alarm clock.

According to the scientists, the technology has implications for the design of smart buildings, which will require self-powered wireless sensor networks to do things such as monitor energy and operational patterns and remotely control systems.

Electricity-Aware Heat Unit Commitment: A Bid-Validity Approach. (arXiv:2005.03120v1 [eess.SY])

Coordinating the operation of combined heat and power plants (CHPs) and heat pumps (HPs) at the interface between heat and power systems is essential to achieve a cost-effective and efficient operation of the overall energy system. Indeed, in the current sequential market practice, the heat market has no insight into the impacts of heat dispatch on the electricity market. While preserving this sequential practice, this paper introduces an electricity-aware heat unit commitment model. Coordination is achieved through bid validity constraints, which embed the techno-economic linkage between heat and electricity outputs and costs of CHPs and HPs. This approach constitutes a novel market mechanism for the coordination of heat and power systems, defining heat bids conditionally on electricity market prices. The resulting model is a trilevel optimization problem, which we recast as a mixed-integer linear program using a lexicographic function. We use a realistic case study based on the Danish power and heat system, and show that the proposed model yields a 4.5% reduction in total operating cost of heat and power systems compared to a traditional decoupled unit commitment model, while reducing the financial losses of each CHP and HP due to invalid bids by up-to 20.3 million euros.

Electronic circuit and method of supplying electricity

The invention relates to an electronic circuit and a method for feeding power to at least one electrode of an alternating-current electric-arc furnace, particularly for melting metal. Known circuits of this type typically comprise a series connection with a transformer for providing a supply voltage for the electric-arc furnace from a power grid (1) and a AC power controller (8) connected between the transformer (6) and the electrode (11) for regulating the current through the electrode (11). According to the invention, a further development for such electronic circuits is proposed, which development has a simple design, is inexpensive and prevents overload of the AC power controller (8) even in operating modes of the electric-arc furnaces at high electrode currents. This further development provides to bypass the AC power controller with a bypass switch (9) that is opened or closed with the help of a controller as a function of the amount of current flowing through the electrode (11).

A gas introduced into the chamber condenses on the conduits and thermal energy is thereby transferred from the gas to the electrically polarizable material.

A method for converting heat to electric energy is described which involves thermally cycling an electrically polarizable material sandwiched between electrodes. An apparatus is also described which includes an electrically polarizable material sandwiched between electrodes and a heat exchanger for heating the material. The heat source used to heat the material can be: a combustion apparatus; a solar thermal collector; or a component of a furnace exhaust device. Alternatively, the heat exchanger can be a device for extracting thermal energy from the earth, the sun, ocean water, an industrial process, a combustion reaction or a nuclear reaction. A vehicle is also described which comprises an apparatus for converting heat to electrical energy connected to an electric motor.

Disclosed is an apparatus and method for generating energy through oscillatory motion requiring little input. Oscillatory motion is generated using a substantially circular trough containing a liquid, inflatable bags positioned below the trough and a movable weight. The trough is pivotally connected to a central point about which it oscillates. Sustained oscillatory motion is encouraged by inflating and deflating the bags in coordination with the movable weight within the trough and a biased member upon which the bags reside. The oscillatory motion may be captured and transferred to rotary motion which may be used to drive a generator.

In an electricity generating device by applying vehicle weight, a rolling vehicle wheel is weighting down on a pressure receiver to actuate a driving mechanism having a restoring function. It is then able to provide a unidirectional rotating torque to drive a generating device to produce electrical power. The mechanical power transmission is performed by a transmission gear unit composed of a driving wheel and a follower wheel interconnected each other with a transmission means therebetween. When the vehicle weight is applied to the driving mechanism by pressing the vehicle wheel on the pressure receiver, the driving mechanism is forced to downwardly urge a ratchet wheel and a driving wheel to rotate that in turn causes the rotation of the follower wheel through the transmission means thereby driving the generating device to operate to produce electricity. The driving mechanism can recover its initial state with the aid of a balancing weight as soon as it has been liberate from the exerted pressure of the vehicle wheel. The device is to be installed flush with the road surface to work.
