Lubricating Energy Policy

The new report from the Taxpayers for Common Sense shows that oil companies paid just 11.7 percent of their U.S. income in federal taxes over the last five years, and the “smaller” companies included in the study that reported positive earnings only paid 3.7 percent. To achieve such a low tax rate, oil companies were able to take advantage of special tax breaks and loopholes that allowed them to defer more than $17 billion in taxes they would have otherwise owed.

FDA: Unique Device Identification System

This proposed rule from the U.S. Food and Drug Administration would require unique identifiers on medical devices. While the rule aims to ease the collection and analysis of data about adverse health events and help detect counterfeit products, no patient information would be collected in a proposed new FDA database to help track the safety of these devices.

HITECH Act Stage 2 EHR Incentive Program Software Certification Final Rule

This rule establishes criteria for electronic health records software that qualifies for Stage 2 of the HITECH Act Electronic Health Record Incentive Program. The program, part of the economic stimulus package, is providing billions of dollars in Medicare and Medicaid incentives to hospitals and physicians to spur widespread adoption of EHRs.

[Ticker] Only 59 minors relocated from Greece

A plan to relocate, from Greece, 1,600 unaccompanied minors seeking asylum to other member states have so far netted 59 transfers. Twelve minors have been sent to Luxembourg and 47 to Germany. The European Commission says Portugal and Slovenia are next to take some in. They hope to relocate the remaining minors over the next few months.

In the latest issue of the East-West Dialogue, How (and Why) the United States Should Help to Build the ASEAN Economic Community , EWC Senior Fellow Michael Plummer calls for ambitious new initiatives, leading to a U.S.-ASEAN Economic Space that would develop a framework for expanding FTAs and a U.S.-ASEAN Partnership Fund to deepen civic and cultural ties. These ideas are elaborated on in commentaries by Scot Marciel (U.S. Ambassador to ASEAN), Kishore Mahbubani (former Singaporean Ambassador to the UN), and Chalongphob Sussangkarn (former Thai Minister of Finance).
